TENNIS TOURNAMENT Park Commission member M ike Williams was present, and distributed
copies of a proposed 1983 Mendota Heights juniors tennis tournament
budget and an advertising brochure on the tournament.
Mr. Williams stated that the Commission anticipates a$300 net loss
for the tournament, but stated that sf the weather is terrible,
the loss could be as much as $600.
After discussion, Councilman Mertensotto moved to amend action taken
at the June 21st meeting relat�ve to the Junior Tennis Tournament
Budget and to authorize a budget for the tournament not to excee�
$600, said expenses to be charged against the 6pecial Park Fund.

IVY FALLS ADDITION Mr. John Lommen, 684 Maple Park Drive, and Mr. Howard Stacker,
IMPROVFMENTS 694 Maple Park Court, were present to request that curb and gutter
be installed in front of their properties as part of the Ivy Falls
First Addition street improvement project.

After discussion and review of the final project plans, Councilman
Mertensotto moved to authorize the engineering department to proceed
with the inclusion of the two properties in the curbing portion of
the Ivy Falls Addition project, subject to receipt of petitions and
waivers of hearing, along with the addition of any adjacent
properties where the appropriate petitions and waivers are received,
all such inclusions to be handled as change orders to the contract.
Mayor Lockwood seconded the motion.
TIF DISTRICT Financial Advisor Shaughnessy orally reviewed his memo on the
status of the TIF District financing,updating the Council on
anticipated revenues and anticipated project expenditures scheduled
to occur through 1984. Mr. Shaughnessy indicated that he
anticipates the need for issuance of $1 million in TIF bonds thi
fall to finance the projects.

FINANCING Financial Advisor Shaughnessy reviewed his memo r lative to the
impact of state aid cuts, a 50% reduction in the ndustrial
growth special levy, changes in the homestead cre it formula and
the 1984 levy limit formula on preparation of the 1984 budget
proposal. He indicated that in order to maintain the current
level of service, an approximate l� mill increase will be necessary--
to offset the state reductions and provide a 6% o erall increase
in the operating budget over 1983. Mr. Shaughnes y and City
Administrator Johnson asked for a Council concens s�o that
there will be a guideline for preparation of the udget proposal.
The Council indicated that staff should prepare t e 1984 budget
proposal on the basis of a 6% increase over 1983 nd maintaining
the same level of service and personnel. ,

reviewed five potential schemes for the developme

DOWNTOWN MENDOTA City Planner Howard Dahlgren was present to discu s the status of

diamond interchange proposal presented by Brian B rch at the
informational hearing on "downtown Mendota Height ". Mr. Dahlgren
stated that he had studied Mr. Birch's proposal a d had also
referred it to Mn/DOT for study. He informed the Council that
Mn/DOT study of the proposal as drawn by Mr: Bric for the
TH 149/110 intersection on its current alignment ould require
a substantial amount of f illing at the northwest uadrant,
removal of part of the northeast corner of the Me dakota property,
removal of the Standard station and removal�of Mc onald's.
He stated that the proposal would result in�extre ely substantial
acquisition costs and create severe impact on the City's park
at the northeast quadrant. �i
Mr. Dahlgren reviewed a concept sketch of Access lternate B,
' discussed the Mn/DOT diamond interchange proposal prepared for the
right-of-way east of the shopping center 12-14 ye rs ago, and
advised the Council on Mn/DOT's desire to resolve the safety
problem which exists at the existing intersection.

Enforcement Officer recommending approval of a pe mit for United
Properties for the installation of a 7'8" by 2'6" Mendota Heights

sign is proposed to be located 20 feet from the p operty line in
accordance with the special sign provisions�for t e Industrial Park.

The Council directed that the Planning Commission request for a
status report on dangerous intersections be tabled to August 16th.
Councilman Losleben moved that Allen R. Valencour be appointed to
the Volunteer Fire Department.

The Council acknowledged receipt of the Leadership Training Semi
summary prepared by Sumek and Associates. Discussion was tabled Lu

RELIEF ASSOCIATION Attorney Winthrop updated the Council on the status of the Firemen's
Relief Association By-laws amendments. He advised that if the
Council so determines it can approve the Bylaws amendments on
July 19th, conditioned upon Relief Association approval on July
20th, and further conditioned upon approval of a declaratory
judgement by District Court.
SEAL COATING Councilman Mertensotto moved the adoption of Resolution No. 83-61,
"RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT FOR THE 1983
SEAL COATING PROJECT", awarding the contract to Bituminous Roadways,
Inc., for their low bid of $29,304.

SYNOPIS OF MONTHLY RUNS
The department received 18 calls during the month of June. Only one call, a vehicle
fire, resulted in property loss. The loss for the vehicle fire was set at $200. We
received a total of eight false alarm calls do to system malfunctions. We also re-
ceived six "good intent" calls. One was an overheated vehic�e another call was smoke
from the Mendota School incinerator mistaken as coming from the school.
MONTHLY DRILLS
The Saturday morning make-up drill and part of the regular monthly drill was used to
train with the pumpers. Part of the regular drill was used to install equipment in the
Rescue truck and do some general house cleaning around the station.
Seven members of the department attended a special drill at Rosemount were the subject

The special rescue training was in two parts. The first hour was spent working with
the Lukas equipment. The second hour was used to practice bringing unconscious per-
sons down a fire ladder. The crew used the rear of the fire hall for the drill. Mem-
bers took turns being the victim and the rescuer. The method used places the rescue
member at the top of the ladder just outside a"window". The victim and several other
members were on the flat roof of the station. The members on the roof would place the
"unconscious victim" on the ladder with his arms and legs hanging freely over the edge
of the ladder. The victim, facing the ladder, was then lowered one step at a time by
the lone member on the ladder. This is done by alternately suppoa�ting the weight of
the victim on the members bent.knee and then allowing the victim to slide down the
ladder until he reaches the members arms and the victim rests supported with his arms
across the members arms. The member then steps down one leg causing his other leg to
bend and form the support for the victim. The victim is then allowed to slide down
to the knee. This is repeated until the victim reaches the ground.

believe properties in their City are being damaged because of
the drainage from Valley View Oak and the Ci�y intends to stop
the problem.

Mr. Strub reviewed the proposed site plan for a four building
candamini.um affice park planned unit develapment to be' located
on TH 13 between Wachtler and I-35E.
Mr. Strub reviewed minor changes in the site plan, inc].uding
the removal of three parking spaces which i.n�ruded on the
Critical Area 40 percent slope requirement, and a change in
parking stall width from 10 feet to 9 feet. He acknowledged
the necessity for parking space width variance and a f xve foot
sideyard setback variance far the parking area fram the east
praperty line. He stated that a completed landscaping plan and
all other plans have been submitted and revieYaed by Ci�y staff.
Architect Robert Ackermann responded ta a question on the use
of an open ditch for draina�e. Mr. Strub responded to a question
on li.ghting.

Since January 1983, Larry Culligan has been trying to� obt
preliminary plat approval for Valley View Oaks No. 2, a propo
subdivision located at Glenhill Road and Trunk Highway 110. '

The matter has been heard by the Planning Commission +nd
Developer has been before the Council on several accasions.

Althaugh the proposed plat can be served with public utiliti s
from Mendota Heights, it will not be without difficulty. Sanita y
sewars will require a lift statian, which is costly and undesi -
able as far a� the City is concerned, while surface water runo f
will have to be controlled by way of a holding pond with an outl t
into Mendota and possible incanvenience and damage to ;certa n
properties there.
Several poten�ial developments may eifec� the situation and it
these that must be taken inta account before �he praposed plat c

The Department of Transpartation has been working on a�Mendo
Tnterehange praject identified as design (Layout 30A) which pr
vides far a large trunk storm sewer to be constructed along � t
Highway 110 frontage road adjacent to the proposed plat� Th
plan inc2udes the potential for accepting storm wa�er runoff fr
Glenhill Road and a major portion af Valley View Oaks 2nd Add
tion. I� will also pick up surface water runoff from Highway 1
which now is direc�ed into Mendota.
In the matter of sanitary sewers far Valley View Oaks 2nd Add9
tion, the deve�ogment can be served but with a�ift station. Th�
has a high initial cast and it is undesirable in that it �present
a perpetual maintenance problem. This can be�resalved if the Cit
of Mendota will permit a cannection to their proposed sewF
system at a point which will be about 250 feet from the propos�
glat. The Engineers for Mendota have informally indicated th�
the addition of seven (7) dwellings to the Mendota system will a
no way effect the capacity or cost of the system, What is neede
z
is permission by the Mendota City Council, in a formal action, to
allow such connection after the storm sewer is constructed along
Highway 110 by Mn/DOT.
In addition, it is recommended that Mendota Heights not approve
the plat, or at least not issue building permits or commence
construction in the platted area away from Glenhill Road, until
Mn/DOT commences storm sewer construction on the Mendota Inter-
change project, tentatively scheduled for 1986.
Attached is a copy of a letter from Kermit McRae, District Engi-
neer for Mn/DOT, indicating that the proposed schedule for bid
letting on the Mendota Interchange is set for March 1986.
Based on a May 3, 1983 Council directive, Staff has met with the
Developer, and with Mn/DOT, but not with representatives from
Mendota. The developer is concerned with the need for a committ-
ment that his subdivision can be served with sanitary sewers
through Mendota while Staff feels that Mn/DOT has provided encour-
aging information that the Mendota Interchange can and will be
started in early 1986.
In summary, it is recommended that if the Developer wants to build
on Lot 8, he be permitted to do so, and it is suggested that the
Council appoint a committee to work with Mendota to arrange.for a
sanitary sewer connection to serve the proposed plat.

These plans will include the development of a storm sewer system
which will prevent the flooding of private property. During the
interim period while construction of this storm sewer system is
under way, we will look to the City of Mendota to accept responsi-
bility to prevent any further flooding and damage to the affected
private property.
At the current time, our clients are agreeable to allowing
the City of Mendota to rectify the existing situation and therefore
we do not contemplate commencing any action at this time. However,
should it become apparent that the City of Mendota Heights, the
City of Mendota, the State of Minnesota or Mr. Culligan intend on
continued development of the bluff area, which would result in
additional water runoff, we will have no choice but to take whatever
legal steps are available to not only curb such development, but
seek compensation for the damages which have been caused to date.

built by Mn/DOT to take the place of Blue Gentian Road which wi]
be obl.iterated as a result af their constructian. Staff; recoc
mends the City order Mn/DUT to construct this road to final M.S.E
design (44' with curb and gutter}. Staff feels the City's ga�
tion of this con�truction (approximatel.y $27,000.00) should t
paid for out of Municipal State Aid Funds. The City's past pola.c
has been that homeowner's pay far Phase I construction {24 fee
rural section) and in this case that share of Phase I constructi<
