INDUSTRIAL Mayar Lockwood opened the meeting far the purpose of a public
REVENUE hearing an a request by M H Assaciates, {United Praperties} for
FINANCING $S,OOO,Q00 in Industrial Revenue Financ3.ng. Financial Adv3.sor �
Shaughnessy noted that on February lst, the Cauncil established a
hearing on the indusCrial devel.opment proposal by United Properties
for an affice/warehouse structure to be constructed at Pi1ot Knob
Raad and Northland Drive. He stated that the applicants propose to
construct a three stage development for approximately $S,OOO,OpO.
Mr. Boyd Stofer and Mr. Mark Cella, from United 1'roperties, were
� present far the discussion. Mr. Cella, Project Manager far the
praposed project, reviewed architect's renditions and elevations
of Che proposed complex far the Mendota Heights business center. He
asked the Counci]. for approval of the preliminary resolution far the
Mendota Heights business center. He stated that the proposed devel-
apment wilZ be canstr�zcted in three phases, tatalling 90,000 square
feet of building. He noted that it is anticipated that the first
phase wauld be canstructian of a 50,000 square foot structure on
the west side of the site and that phases 2 and 3 would be completed
one year from now. He stated that his firm groposes ta construct two
structures on a sa.ngle site. It wi11 be necessary to apply for a
conditional use permit for planned unit development. Mr. Cella
stated �hat the firm plans to apply for a building permit to begin
construction of Che fi.rst building by the first af April and wi.11
appear before the Planning Commission far a conditianal use permit
for PUD in the near future to p1.an for the second structure and an
addition to the initial structure. He stated that the structure
will be a brick iaced one story office/warehouse and Chat the�fw-i_�
phase is anticipated ta cost approximately 2.2 million dol].ars.
Administrator Johnson noted that the proposed site is only apprax-
ima�ely eight acres in size, and that the Zoning Qrdinance provides
thaG a variance wauld be requir�d in order ta apply far a PUD.
It was nated by Che Council that the applicants may apply for the
variance and planned unit develapment at the same time, with con-
sideration of both action before the Planning Commission on the
same evening.
Mayor Lockwood asked far questions and comments from the audience.

for the Lower Minnesota River Watershed District equesting
that someone be appointed to act as the City's co tact person
relative to questions on compliance with the Metropolitan Surface
Water Management Act regulations.

RAMSEY COUNTY The Council acknowledged a letter from the Direct
PARKS County Park Department relative to the Lilydale R
boundaries. The letter indicated that a hearing
conducted on March 7 and March 14 at Ramsey Count
St. Paul relative to entering into an agreement f
land and maintenance and control of the Lilydale
system from Ramsey County to the City of St. Paul
proposed agreement also included reference to pol
and proposed special legislation which would esta
boundaries of all of the Lilydale Regional Park b

MISCELLANEOUS Mr. Richard Volkert, 2400 Dodd Road, was present in response to
a Council invitation to discuss a complaint relative to the parking
of commercial vehicles on his property. Mr. Volkert advised the
Council that the rubbish vehicle, which was parked on his property,
has now been moved to permanent storage at a garage north of
TH 110, and that the semi-tractor, which was also located on the
site, had been sold. In response to a question from the Council
� regarding use of the garage at 2400 Dodd Road for future
commercial use, and comments regarding the oversized garage door,
Mr. Volkert stated that he has no intention whatsoever to use the
garage for anything other than private garage purposes and would
conduct no commercial enterprise from the site.

Mr. Volkert also volunteered his services and equipment for the
City park clean-up this year if the City would agree to pay the
approximate $50 dump fee. Staff was directed to notify Commission
Chairman Bayless of Mr. Volkert's offer and ask Chairman Bayless to
contact Mr. Volkert.
PLANNING The Council acknowledged receipt of the minutes of the February 22nd
COMMISSION Planning Commission meeting.
CASE ��83-03, Mr. Herbert Dalglish, 1054 Sibley Highway, was present to request
DALGLISH approval of his application to divide his property, part of
Government Lot 5, into two lots. Mr. Dalglish indicated that if
the application is approved, he would sell his existing home anc
build a new home for himself on the newly created lot. Mr.
Dalglish indicated that the erosion control requirement stipulated
by the Planning Commission would be taken care of. He also
acknowledged that the property is located within the Critical Area
and that he would meet all requiremehts of the City in that
regard. It was noted that Mr. Dalglish is employed in the land-
scaping busiriess and the suggestion was made that the park
contribution be in the form of nursery goods, rather than in cash.
Councilman Losleben moved to approve the preliminary plat for the
lot division as presented, recognizing that the newly created
lot would be 13,300 square feet, rather than the required 15,000
square feet, conditioned upon adherence to strict erosion control
measures, and on the basis that staff work out details regarding
the park contribution requirement.

CASE ��83-05, Mr. Peter Henrich, 1875 South Lexington, was present to request
HENRICH Council approval of the preliminary plat for division of his
property located at 1875 South Lexington Avenue. Mr. Henrich
indicated that he would be willing to dedicate the additional
17 feet of right-of-way along Lexington Avenue as recommended
by the Planning Commission, and asked who would replace existing
shrubbery if the shrubbery is damaged by any public construction ,
City Engineer Kishel indicated that under normal circumstances any
damage to shrubbery placed on private property would be replaced
as the result of construction damage.

CASE ��83-01 The Council noted that no one was present to repr sent the

revision. No action was taken on the matter.
MISCELLANEOUS Mayor Royal Bakke, from the City of Mendota, was resent to
respond to a letter relative to an extension of t e proposed
Mendota sewer system to the St. Peter's Church si e. He briefly
reviewed the City of Mendota's appl'ication for H funding and
the status of the proposed project. He also welc med the City to
investigate the possibility of joining St. Peter' Church into
the system and indicated that cooperation would b required from
HUD and from the Mendota engineering firm. There was also a
considerable amount of discussion over surface w ter drainage into
Mendota from Mendota Heights.

After a brief discussion, Councilwoman Witt moved to approve the
issuance of a building permit for remodeling to accommodate the
Coast to Coast facility in the Mendota Plaza as requested and
recommended by the Code Enforcement Officer.

IVY FALLS FIRST Mayor Lockwood informed the Council that he had met with members
ADDITION of the Ivy Falls Association relative to a proposal to construct
street maintenance improvements in the Ivy Falls First Addition.
He stated that he received a good response to the report and that
he had forwarded several questions from the individuals involved
in the meeting to the City Engineer. He stated that he would keep
the Council informed on the matter.
PERSONNEL The Council acknowledged a memo from Mayor Lockwood relative to
appointment of the Assistant Fire Chief. The Mayor indicated
that Assistant Chief Gene Lange in fact acting as Assistant
Chief since January lst, and therefore recommended that the
appointment to the position be made retroactive to January lst.

FIRE STATION The Council acknowledged a memo from the Police Chief and
REPAIRS Assistant Fire Chief indicating a serious need for replacement
of two 12' x 12' garage doors on the lower level of the Fire
Station. The memo indicated that bids had been received from
two firms and that a bid from Don's Service Company for$1,Q36.93
was the lowest bid.
On the recommendation of the police chief and assistant fire mar-
shal, Councilwoman Witt moved to authorize an expenditure of
$1,036.93 to Don's Service Company for replacement of the lower
level garage doors on the Fire Station facility.

SQUAD CAR The Council acknowledged receipt of a memo from Police Chief
PURCHASE Delmont advising that he had examined bids received for the
purchase of 1983 squad cars, and recommending that the
acquisition of two 1983 Ford LTD Crown Victoria's from South-
dale Ford, for a purchase price of $8,610 each be approved.

City Administrator Johnson reviewed a memo and ct�arts relating
to mill rates, non-ag taxes, and tax levies. I
Administrator Johnson advised the Council that h had received
a notice from the County Ad-Hoc Racing Committee regarding a
meeting to be conducted on March 3 at the Apple alley City Hall.
HIGHWAY Administrator Johnson stated that proposed gas t x increase

the Council of construction proposed to be compl ted in Dakota
County and noted that the Mendota Interchange is not included in
the legislation. He suggested that the Council rge the legis-

A Summary of League of Minnesota Citi�s Legislative Bulletin \

for weeks endinq February 25 and March 4, 1�83.
Defined contribution Retirement Plans SF 310, a League sunported bill �
which establishes a defined contribution retirement plan for future �
municipal employees. The plan would be fairer and cheaper than present
benefit plans and would give greater benefit to most public employees.
A defined contribution plan cannot be in a deficit position and thus
would help secure a sound credit rating for the state and its political
subdivisions. The plan would simolify public pension operations in Minn.
Extendinq protection from liability for recreational use of land SF 2
would extend to all public land owners, including municipalities, the
protection from liability for recreational use of land that currently
applies to private land owners.
_ Requirina cities to obtain information from the commissioners of revenue
before issuinq retail liauor licenses HF 368, would require county, city

Municipal improvements - use of day lobor HF 348 would require munici-
palities to solicit sealed bids from contractors for any improvement
projects which would exceed $50,000. If the municipality has performed
construction work by day labo=t must file a detailed report covering all �•
costs, work done and materials used. If the municipality wa;zts to have
their own employees do the work, the city must participate in the bidding
process. The bill prohibits municipalities from dividing an i�provement =
into parts to avoid their requirements. A municipality could get out from •
under the bill requirements by putting the question to the voters at a �
general election with a majority of the voters approving withdrawal.

Any party requesting industrial revenue bond financing must agree to '
perform various obligations to assure that qualified economically disad-
vantaged persons will receive first consideration for jobs. The bill
would be effective for all applications received after August 1, 1983.

' pro�erty tax payments on the lSth of March, May, August and October. The
• bill also sets payment schedules and penalty rates for delinquent taxes
over $40 on both homestead and non homestead property.
Local use of police aid excess HF 344 would return the law to its pre-
1977 status and allow cities and counties to keep excess funds from the
auto insurance tax and use it for any law enforcement purpose. � �

SYNOPSIS - MONTHLY TRAINING ' , � . ' . .
The regular monthly,two hour•session was used to practise CPR and review a 35mm�: >'
slide film on vehicle fires. The group was divided into two classes and each -•

class spent one hour on each subject.
WHAT'S HAPPENxNG
The new tanker truck was received from the fabricator in No. Dakota, most of the
month was spent in out-fitting the truck with its radio, red lites and several
other pieces of equipment.
The truck is now in service.

IV. Recital regardinq communications to the Board.
Minutes of the January 14, 1983 MCCB meeting were presented.
Tatone presented two articles. The South- West Review on January :
regarding the South St. Paul City Council members dismay over some
policies approved by the NDC4.
The second� article was from the South St. Paul- Inver Grove Heigt
from January 25, 1983 concerning South St. Paul inquiring into the
bilities of joining neighboring St. Paul in their quest for cable

Virginia Lanegran presented an article from Diamond Communication roducts
written to the Mayor of South St. Paul informing him of the Roart "Out of
Sight" �edestal which is completely installed below the ground.

V. Presentation of Preliminary Franchise Ordinance.
John Gibbs:
Three meetings were held with the City Attorneys to put together the
final draft of the Preliminary Franchise Ordinance. For the most part
the City Attorneys generally seem to approve of this document.
A broad over-view of the Franchise Ordinance with a question period followed.
Gibbs pointed out that in the NDC4 CST each city grants the franchise. The
possibility exists that less than all of the cities could adopt the final franchise
ordinance. The executive committee voted to recommend that language which compels
negotiation between the selected cable company and the cities having adopted
the ordinance be included in the RFP and Preliminary Franchise Ordinance.
If agreement is not reached within 90 days, the company or cities can withdraw.
The full commission will have the opportunity to act on this matter during
RFP agenda item.
Tatone moved to approve the Preliminary Franchise Ordinance and that our
legal counsel report back to the commission March 2, 1983. The counsel is
authorized to make technical changes but not policy changes. Also the
commission wants from the legal counsel comments received from City Attorneys
and other interested people.

Some of the franchises have included a statement that when tre companies
sub-franchise there is some agreement as well. The emphasis is not that
statement of purpose in there, it's not carried over and the company is not
obligated to show them this document. The company that is hired and bids, they
know nothing of it, and dor.'t. practice it. It's that continuance, that if there
is a statement saying that including the sub-bidding, the policy is carried on.

viewing habits.

This only requires reasonable notice, if you want to specify some amount, you
could do so.

Dave Zemke provided information fram discussians with Adrian Herbst and Anita
Stech on Bicl Bonds. This type of boncling is new as far as its use foz cable franchises.
But is quite cammon throughout Minnesota municipaZities, Bid Bonds guarantee that
the winning cable company will execute the contract.
After reviewing Adrian Herbst mema of February 3, 1983 it was suggested that
a given time (release dat�} and interest be given on Bid Bond money received.
A motion by Paul Tatone that the amended Bid Bond be recammended to the full
commission and be included a.n the RFP. Seconded by Duncan Baird. Motian passed
unanimousJ.y .
A discussion followed on Anita Stech memo dated Februa�'y 8, 1983.
A motion by Paul Tatone that the Attorneys revise section 15.03 and include
the sta�ement af "Requiring nego�iating with the remaining cities". Also that
�his be recommended ta the full commission. Seconded by Duncan Baird.
Mation carried unanimously.
A motion by Duncan Baird that the executive committee recommend the Ianguage
af amenaments #3,#4 and #5 from .Anita Stech memo oi February 8, 1983. Also 'to be adcled

In 1982 the inspection department issued 246 building permits 1981
figures showed 248 permits issued. 1981 fees totaled $63,588 whil 1982
equaled $68,1�8 total, which was an increase of $4,570. The 1982 aluation
for permits issued was $11,430,163 and 1981 valuation was $9,094,6 5. The
1982 valuation increased by $2,335,538.

which included Masonry, General Contractor, Plastering/Stucco, Hea ing/Air
Conditioning, Gas Piping, Roofing, Sign, Excavator, Fencing, Lands aping, Pool,
Siding and Paving Contractor's. In 1982, Council approved 246 lic nses for a
fee totaling $6,150. In 1982 there were 251 licenses and a fee co lected of
$6,275.

In addition to plan review and field inspections for permits
1982, I have attached the North Star Chapter of the International
of Building Officials annual three day school and most of the mont
Star Chapter meetings. These functions assist me in maintaining m
ing education program and to stay current with the rapidly changin
construction methods and new techniques. Also, with the adoption
1982 Uniform Building Code, I will have to be changing specific as
plan review and inspection requirements to insure compliance for p
holders. Tom Knuth and myself have been doing footing inspections
on new construction to help insure that building are being placed
in compliance with setbacks required by the Zoning Ordinance.

SUBJECT: Hearings on Industrial Revenue Financing Proposals
Public hearings on the preliminary resolutions relating to the Linvill
Associates and M H Associates IR financing applications have been co ducted
by the Council, and the resolutions were both adopted. Unfortunatel , the
notices of hearing on both applications were published only in the S n News-
paper, while they should have also been published in the St. Paul Di patch.
It is therefore necessary that new notices be published and that the Council
consideration be repeated.
We have taken the liberty of establishing both hearings on Apr'1 5th.
As long as the new hearing must be conducted, Northland has decided o request
the IR financing in their own name, rather than under the name M H A sociates.
There are no other changes in either application. Since the hearing process
was already completed and is only being repeated because of the publ'cation
problem, neither applicant plans to make a formal presentation regar ing the
financing proposals on April 5th.
We recommend your establishment of the hearings as.included in
attached notices.

The Wagon Wheel Trail assessment hearing was continued from the Ja uary 18,
1983 City Council meeting for staff study on hearing comments. Su sequent
to that hearing staff has developed a proposed alternative assessm nt
scheme and presented it to the affected property owners (see attac ed letter).
Two of the owners have responded requesting the deferrment.
Since the letter was sent out and, because Wagon Wheel Trail is be ng up-
graded through this area, staffi has been concerned about not havin services
installed to prevent future cutting into the new street. Ed has n w con-
vinced St. Paul Water Utility to vary from their rules and allow a minimum
service lead to be installed. (See Ed's memo attached) We recomm nd
at this time that these five services be installed and the owners e char�ed
only St. Paul Water's cost. The City would pick up the trenching nd over-
I�ead costs. I have modified the assessment roll to reflect these ecommenda-
tions and attached a copy for your review.

Dear Wagon Wheel Trail Property Owner:
The assessment hearing conducted by the Mendota Heights City Council on
January 18, 1983 to consider special assessments against adjacent pro-
perty for watermain construction was continued to Plarch 15, 1983. The
City Council continued that hearing to consider a request that the City
assume a larger portion of the proposed assessment.
At the upcoming t4arch 15th hearing it will be recommended by City Staff
that assessments be made based on 100 foot frontage and that all assess-
ments for frontage greater than 100 feet be deferred. This deferred
portion will be subject to payment (with interest) when and if the pro-
perty is ever subdivided. �
If this deferrment is requested, and the City Council grants it, the
assessment will then be:
100 feet (standard lot size) X$18.00 per front foot =$1,800.00.
Following standard assessment procedure an owner has two options for
payment:
1. Pay the full amount within 30 days of the adoption of the
assessment roll.
2. Do nothing, and the City will certify the assessment to the
County Auditor at a 10 percent interest rate payble over
19 years.
This deferrment proposal is a staff recomnendation and other alternatives
may be considered by the Council the night of the hearing.
If an owner desires to request the above described deferrment method, he
can sign and date this letter and return it to City Hall before March 10,
1983 or he can make the request in person at the Harch 15th Council meeting.

be renegotiated and shall be based on a siu�ilar concept, but including ather factors
appropriate in determining �he cost sharing.
9. It is agreed, nowever, that the liability of West Saint Paul to �1endota
He�ights, ar any other persan, under this agree�nent, si�all not exceed $50� and that
�lendota Heights shall indemnify and hold �Jest Saint Paul, its agents and er�ployees,

SUBJECT: Radio and Television Towers
On February 15th, you discussed a letter requesting permission
construct a 21 foot tower extendable to approximately 50 feet. As a
of the discussion, staff was directed to research various ordinances
ing such i.nstallations. We have received copies of ordinances prepa
Eagan, St. Louis Park, St. Paul, Virginia, Minnetonka, Edina and oth

individual's concerns. There is no thread of continuity between the
ordinances. Some of the ordinances address the electrical characteri

(zoning requirement), and some express concern as to safety if the to
would fail. An interesting excerpt is found in the Virginia Ordinan
"Section 7 Antennas shall not be attached to chimneys as heavy
stress often occurs on antenna supports due to the wind and ice
loading to which the television antenna is subjected. Damage
to chimney can occur below roof line creating a serious fire
hazard."
It is obvious from the above comments that each municipality has a
concern -- which prabably is true in our case also.

It would appear that the installation of pipe masts and small a tennas
on roof tops is a socially acceptable phenomenon. If you would agree with
this statement then it would seem that the small, unobtrusive antenna and
masts should be allowed as an acceptable way of life. The following hanges
to Section 20 of our Zoning Ordinance are based and presented on the ore-
going conclusion.

No. 401 is amended as follows:
20.1 Height Limitations is amended in its entirety by deletion.
SECTION 2. A new Section 20.1, Height Limitations shall read as follows:
Height limitations set forth elsewhere in this Ordinance shall be
increased fifty (50) percent when applied to the following structures:
20.1(1) Cupolas and domes which do not contain usable space.
20.1(2) Monuments.
20.1(3) Observation towers.
20.1(4) Chimneys.
20.1(5) Smoke stacks.
20.1(6) Parapet walls extending not more than three (3) feet above the
limiting height of the building.
20.1(7) Cooling towers.
20.1(8) Elevator penthouses.
A new Section 20.2 Height Li.mitations shall read as follows:

Staff has completed the plans and specifications for the Upgrading of
Huber Drive and will be requesting approval at the March 15th mee in�.
We will also request authorization to advertise for bids on a contigent
basis, with the time and date unknown until Mn/DOT State Aid has reviewed
the documents and has obtained all necessary signatures.
We also request that the R1ayor be authorized to sign the plans bef�Ore they
are sent to Mn/DOT. �
The reason we are uncertain of a bid date is that we never know ho long
the P�1n/DOT approval process will take. On the P•1arie Avenue Projec it
took 6 weeks, with continual expiditing.
We request that staff be authorized to set a bidding date when it
determined appropriate to do so. Preparation of the formal resol�
can be accomplished when that information is available.
The Council will be kept informed as to progress in this matter.

In response to Bill Strub's request for a water extension on Hig
dated March 4, 1983, we respond as follows:

The request is similar to a feasibility report prepared for Carme Tuminelly
in September 1979. However, because Carmen's report is 3z years ld, it
will be necessary to update the costs and conform to more recent information
from h1n/DOT, who will be widening Highway 13 in this vicinity lat r in the
summer.
It is appropriate that the request is in now because the area willl be dis-
durbed with highway construction later this year.
Because it will be necessary to prepare a new feasibility report, an escrow
of at least $1,000.00 is in order. If the entire amount is not n eded, the
balance will be refunded. j
It appears that Town & Country Plaza will be the only beneficiary of the
proposed project, thus no other properties will be involved and a waiver
of Public Hearing can be requested of Mr. Strub.
It is therefore recommended that the Council direct Staff to:
1. Request that the Developer submit a formal petition for wa
main extension.
2. Obtain, from the Developer, a feasibility escrow of $1,000.�00
3. Have the developer submit a waiver of public hearing.
4. Inform the Rlanning Commission of Council action, when the
Commission next acts on the Planned Unit Development.

N.S.P. SUBSTATION STORM WATER PROJECT
In conjunction with the proposed construc�ion of a noise/
screening wall for the substation located north of the
Eide subdivision, a surface water handlin system was
installed. The wall construction was cha ged from con-
crete to wood but construction has not ye begun.
HUBER DRIVE UPGRADING - MSA - DELAWARE TO�APACHE CO
In 1983 Mendota Heights will again be ove bankrolled in
M.S.A. monies. Huber Drive is the next p oject scheduled
for completion in the 5 year plan. Plans and specifica-
tions are now being prepared for the (fin 1) phase con-
struction of a 40 foot wide street, curb nd gutter,
storm sewers and a 8 foot wide bituminous sidewalk.

INFILTRATION/INFLOW - SSES STUDY
Short-Elliot-Hendrickson completed the In iltration

PARKS DEPARTMENT
A�ood deal of the City crew's time this summer was spent at
- different locations. The Civiv Center site was the first of two a

ments. Here, many loads of free fill were hauled in, to bri�ng the ground

level up to that of the surrounding park area. City equipment and personnel
were then summoned to do all of the grading and seeding of the are . There
is now enough new area for an additional ball field.
The other area of construction was that at St. Peter's ballfi ld. By •
request of the Mend-Eagan Association, we were asked to upgrade th playing
field at the site. This consisted of hauling in free fill, leveli g, and
then resurfacing the field with rec-rock. There was no cost to th� City
other than manpower and equipment.
Two tennis courts were resurfaced this year in you Park syste�. Marie
Avenue Park and Friendly Hills Park were done at a cost of less th n$5,000.
Also, four new tennis nets were purchased at a price of $344.
A new Toro cutting deck was purchased in 1982 at a cost of $1 800. This
was a replacement for one of the old decks. We also purchased fou new
picnic tables at a cost of $520. I
This last fall we also undertook the task of doing•something �bout the
appearance of our Park rubbish containers. Having borrowed a sand blaster
for the City of West St. Paul, we went ahead and blasted all of th Park
barrels and painted them. In all, we did twenty-one barrels at a ost of
$100.
'The aforementioned, is a summary of all projects over and above our
normal summer and winter routine of Park and equipment maintenance. With
_ a two man Park crew, and, without the help from the other departmen s, it
would be impossible from time to time in the peak season, to stay a ead of
the game.
UTILITY DEPARTMENT
Jetting was done thi� year in the areas of: Cherry Hills I, Cherry
Hills II, Somerset II, and in First through Fourth Avenues.
The lift station on Mendota Heights Road was cleaned again du to an
oily residue build up in the wet well. A sample was brought in fo analy-
sis, and was found to be a petroleum based oil. The Metropolitan aste
Control Commission began sampling flows in specific manholes to de ermine
the source of the residue. They are still in the process.
With record low temperatures we had this past winter, the fil er pipe
for the water tower froze sometime in January due to the small wat r flow
that it was providing. The pipe was then thawed, and, by using ga e valves
at Lexington Avenue and Highway 110, we then diverted the entire w ter sys-
tem of the Curley Addition onto the tower system to permit more fl w to and
from the water tower. The pipe was then reinsulated.
The water tower level was lowered this summer for the purpose of in-
specting the inside of the tank for possible weld burns resulting rom the
fluting plates put on the outside of the tank. Burns were found, and the
tank was completely drained in October for recoating.
With the assistance of the Street Department, we dug leaking ter
services at: Royal Redeemer Church, 871 Cheri Lane, 1181 Highway 1 0,
and 1133 Dodd Road.
An Infiltration/Inflow Study was completed by Short-Elliot-Hen rickson
this last fall. In this study, the City was divided into fifteen d'stricts.
Each district showed the amount of Infiltration/Inflow that it cont ined. A
chart accompanied the study which showed in detail, which districts should
have priority when it comes time to repair the areas. A more indep h look
at the problem was taken by Tom Knuth. Weirs were set up in manhol s to
isolate the problem areas. Reports were made.

We encounter many new and different projects during the year
1983 we will continue to meet these jobs with the best of ou
ability, and see that they are taken care of.
