SUMMARY OF MEETlNG OF DAKQTA GC?UNTY AD--HC?C RA
The Ad-Hoc Racing Committee was formed as the result of an inform
sponsored by Dakota Coun�y. The group is composed of city staff,
commerce representaC:tves� individuai citizens, and representative
public/civic graups. All are volunteers serving ta insure commun
interested parties, and to pravide a forum far sharing af ideas o
of potentially locating a racing facility in Dakota County. All
open to the pub2ic, and information is available ta anyona c�rishin
farmed on this issue.
This U�date is being senG to you so that yau may continue to be
status of pari-mutuel betting and the patential of locating a r
in Dakata Caunty.

Jim Weiler, of Rep. Metzen's staff, was present and reviewed the rocedure of how
the bill wil.l be handled in the House. The first hearing on H.F. 77 will be
[dednesday, February 2, 19$3, at 10:00 a.m. in Room 57 of the Stat Office Building.

within the County.
It was agreed that before any specific proposals are reviewed by �his committee,
evaluation criteria will be prepared. Any sgecific proposals should be presented
to and receive appraval and support from the city or town.ship in which it is pro-
posed to be lacated before it is preser�ted to this commi�tee. Local suppart and
approval will be required by the state and ChaC must be received before thi.s com-
mittee reviews any proposals.

SYNOPSIS OF FIRE RUNS �
The department made seven runs during the month. Only one run_� was a structure
call. This was at 705 Sylvandale Court on January 27th. There was an electr-
ical short in an underground serve. The short circuit caused a small fire between
the brick veneer and wooden timbers. There was no structure damage. •
SYNOPSIS OF TRAINING
Twelve members of the department continue to attended weekly classes at the,..,
Dakota County V9-Tech in the Firefighter One'Course. The regular monthly
training session was used to shovel out hydrants that were covered by the heavey
snow in late December.

CROSS COUNTRY Tlakota County has a groomer for ski trails which ca be rented
SKI TRAII,S for $45.00 per hour. Barb Schmidt, fxom Dakota Cou ty, noted
that Mr. Ben Wilson, a iormer olympic cross country coach,
is available to help layaut cross country ski trail .

SUBJECT: Norm Hendrickson's Antenna Request
Norm Hendrickson is a ham radio enthusiast who would like to build a
home in Mendota Heights and would need a tall antenna to pursue his
hobby. Antennas are not addressed in the City's Zoning Ordinance so
he has asked Staff to determine on whether he would be allowed to
erect an antenna. Norm's antenna would 6e electrically powered and
' be extended only when in use, it would be normally in its 21 foot
high retracted state.
Staff feels there are several ways to proceed�and ask City Council
for guidance.
1. Consider the antenna as part of the building and grant
a variance to height limitation when it is in use.
2. Prepare an Ordinance revision that would address antennas
(HBO, TV, Ham, Radio�)• and maybe wind generators also.

GENERAL SYNQPSIS OF 19$2 T'IRE DEPARTMENT OPERATION

We are very happy agaitt this year ta start this synopsis by reportin that we did
not have a fs.re related death or serious injury. The firefighters re alsa able
to respond to the 127 calls without serious injury.
PROPERTY'DAMAGE
The estimated tatal. property damage Zosses declined in 1982. Mendot� Heights losses
went from $111,550 to $100,400. The con�ract areas went up from $10 300 to $15,500.
NUMBER OF CALLS INCREASED
Last year we reported a sharp decrease in calls, from 163 in 19$0 tol

� TRENDS
All calls recorded in the department's records are divided into two t
ifications. �ie twa classificatians are "Actual" and "False". In l�
the calls were "actual" and 47% were "false". In ].982, there was a c
65% actual and 35! false, Included in the false calls are cammerci�
alarm cal.ls which are determined to be malfunctions. In 1981, the �
function calls accounted for 24.6% of the departments total calls. 7

The number af firefighters respanding to f ire calls are kept in three classifications,
week day,�week night and week-end. The average response to these cla sifications was
down from one Co two men. T believe this was due a.n part to the page problems we
have been having, nameiy, poar reception. The installation of the ne remote trans-
mitter at Somerset Schoal in early 1983 shoul.d correct this problem. The average
response to week day fires was 9.67 men, dawn from 10.$7. Week nigh� was 16.26,
down from 18.23. The week-end response was 15.47, down from 17.86 in 1981.
RESPONSE TIME
The average response time on 116 completed runs to all areas incl.udin con.tract cal].s
was 6.05 minutes in 1982, campared ta 6,1.8 minutes in 1981. There we e 11. cancellations
during I9$2. This means the first truck turned around before reachin the scene by

direct orders af a fire officer or by a second pager call. The_average £ar all Mendota
Heights calls was 5.93 minuCes compared to 5.90 in 1981. The average time for the
�.runs to the northeast section, north of Wentworth and east of Wachtler, was 5.50
minutes. This is down from b,93 minutes in 19$l. The average response within a
one and one-half mile radius of the s�ation was 4.96 minutes in 1982, compared to
5.08 minu�es in 198Z,
MANPQWER
The department ended tk►e 1982 year w3.th 31. active members. Three members retired
during the year. Arnold Siebell on 3anuary l, 1982, Gene Olsen in mid-January and
Will WachCler in mid-December. Three new members were added during the year, George
Lawe, Mike Maczko and J�xm Kilberg,.
TRAINING
There was one change in the Training Off icers due �o the retirement of Firefighter
Gene Olsen. Ch.ief LeRoy Noack appointed k`iref ighter Jahn Maczko to serve with Fire-
fighter Marc Connol�.y as training ofiicers. They scheduled and supervised the
regular two hour monthly training sessions during the day. Tn addition, they pro-
vided 262 ma.n-hours of special train3.ng through outside schaols and mutual aid drills.
Both training afficers were elected as captains in the Octaber election. Chief
Noacic has enralled two groups of firefighters in the "Firefighter One Course" at
Rosemount Va-Tec, There are four members, including the Chief, i.n the first cl.ass
and eight members 'in the second group. This course will con.clude in the spring of
19$3. The course includes classroom i.nstruction and in-the-f ield tra3ning. The
total hours for the course is 72 hours per man. The training hours gained by these
f irefighters are na� included in the above training figures.
EQUIPMENT
Major improvements in equipment included the purchase af five new portable radios
and the up-dati.ng of 12 Scott Air-Pacs to meet the new OSHA regulatians. In addition
to these 3.tems, 36 new helmets, also meeti.ng OSHA regulations, were ordered in 1982,
�or delivery in early 19$3, The four member "tanker truck" committee worked lang
haurs locating a used truck chassis suitable for the tanker truck. 7'hey also
designed and let tank bids Eor the truck. Delivery and out--fitting will be campleted
in early 1983, at a cost of about $22,000. A remate radia transmitter was also
purchased for installation at Somerset School in February, 1983. This installation
will provide better receptian far the paga.ng system. The five emitters for the
proposed Opticom sqstem were purchased in 1982, awaiting the installation of the
needed equipment in the signal systems at TH 55 and Mendata Heights Road and TH 110
at TH 149. �his equipment, cahen in service, will provide far quicker and safer response
�o the industrial areas in the south end and residential areas in the north end. We
wili also be studying Opticam cantral of the proposed new si.gnals an westbaund Tti 1Z0
at northbaund 35E. City staff is arranging a meeta.ng with Mn/DOT.
SYNOPSIS OF MAJOR CALLS
The fa.rst major structure fire oi the year in the City was an June lOth. The address
was 586 Maple Park Drive. A gas grill exploded in the court area, causing an estimat�
$3,500 damage to the tawnhouse and destraying the $200 gas grill..

On June lOth the department responded to a kitchen f ire at 747

The next major fire was an 3uly 2nd, at 12:22 a.m., at the Q'Gara re idence, Iocated
at 1021 Overlaok Rd. The fire s�arted in the basement laundry area. Quicic action

basement area. The rest of the house received smoke and heat darnage. Damage was
estimated at abaut $30,000. �
The only mutual aid call for 1982 was received an Octobc� 31st, from t
Fire Department. They requested mutual aid from Mendota Heights, Inv
and 5outh St. Paul, to help extinguish a commercial fire at the Husn3

On November 9th, we responded to the only major structure fi.re in Lil dale for 1982.
The call was to 980 Highway �.3 at 5:30 P.M. The residence was a pref b, �wo-sectian
mohile home. The fire started in the basement and spread up an open piral stairway
�o the kitchen and dining areas. The fire damage was held Co these a eas and did
not spread to the front living room area or the rear hedroam area. ese areas di.d
suffer smoke and heat damage. The loss was estimated to be about $15 000.
LOOKING FORWARD TO 1983
TRAINING
Section 2
The regular monthly two hour in-house training sessions will continue under the
watchful eyes and direction of Training Officers Marc Connolly and John Maczko.
In addition, they have planned mutual aid drills with other Dakota County depart-
ments:; The f irst two classes of firefighters to attend the Dakota County Vo-Tec
"Firef ighter One Course" will complete their studies in.the spring. Other members
of the department will start the same c9.asses as they are scheduled by Vo-Tec.
Several members of the f irst cla� have expressed a desire to start the next segment
of Vo-Tec classes, namely "Firefighter Two". We also have a signed agreement to
use a quonset-type structure on TH 55 for smoke and fire suppression drills as soon
as the weather permits.
MANPOWER �
On January 1, 1983, our active membership numbered 31 men. On January 19th, Assis-
` tant Chief, Dale Peterson, retired from the department after 21 years of service.
On the same day, f irefighter Stu Henning, submitted his resignation from the depart-
ment due to employment demands on his time. Additional replacements will be sought
during the year to bring our membership bacic to the low thirties.

EQ�JIPMENT
The beginning of the year will see the completion of the new tanker truck, remote
transmitter, and the Opticom system at two intersections. Pumper 2286 (Squrt) will
be sent out for some rebuilding. This will include removing the two reel hoses and
installing several cross hose lays in the front of the truck body. Other Capital
Improvement purchases will include three new Scott-Air Pacs and possible updating
of pumper 2287.
NEW HOME
The beginning of 1983 has brought about a detailed study to determine the future of
"Downtown" Mendota Heights. Once this study has been completed, its impact on the
location of the new fire station will have been determined. �he next step will
be the selection of the site for the new station. Once this has been completed, the
design and bidding for the construction can also be completed. It is the desire of
the department to have construction on the new station commence dur3ng 1983.

WHEREAS, Dale Peterson was appointed to the Mendota Heights V
Fire Department on January 17, 1962; and
WHEREAS, Dale Peterson served in capacities as Captain and Tra
Officer for a number of years; and

WHEREAS, it is obvious that Dale Peterson has unselfishly dedicated over
21 years of service to his community; and
WHEREAS, Dale Peterson formally retired from the Volunteer Fire �Department
on January 21, 1983; I
NOW THEREFORE BE IT RESOLVED that the Mendota Heights City Council herewith
regretfully acknowledges Dale Peterson's retirement from the Voluntee Fire
Department; and
BE IT FURTHER RESOLVED that the City Council, on behalf of the citizens of
Mendota Heights, herein extends to Dale Peterson deep and sincere app eciation
for his dedication to the protection, safety and well-being of his co unity
and its citizens; and
BE IT FURTHER RESOLVED that this Resolution, along with a Certif'cate of

Friday, February 4, in an attempt to arrive at a satisfactory settlen

to this mediation session, we had spent three sessions with the Busir
and John Neska, attempting to arrive at mutually satisfying conditior

The original letter of contract dema.nds was dated November 3, 1
listed 15 items for consideration. Some of the items reflected loca
that could well be considered and other demands were not worthy of s

not be required to ascend the water tower higher than the drip
ceiling.
4) One extra coverall per employee will be provided (total of two).
5) One year agreement.
As you will note, there are�now four pay classifications, the Grounds
Maintenance position is new and will reflect a pay rate mid-way between
Maintenance Man and Leadman. This classification is being instituted in order
to cover the unusual classification of work required from time to time, such
as building foot bridges in the park, more than usual details required in
building remodeling, and other tasks requiring more talent than expected of a
maintenance man. Assuming that the position is instituted on July 1, 1983, the
total economic cost of this proposal amounts to 6.45%.
The 53� per hour increase and the $20 increase on insurance contribution
is identical to the settlement made last November between many municipalities
and the Operating Engineer's �i�49 union. In addition to those details, each
49'er City negotiated local matters. In-as-much as this bargaining unit is
satisfied to accept the industry-wide settlement and we agree that the several
non-economic conditions are acceptable, Gene and I recommend that the above
contract conditions for 1983 be approved. .

Saint Paul Water Utility will only accept Cray's private main and t e

RES4LtITION APPROVING AMENDMENT TO SUR.CHARGE BILLING AGREEMENT
WHEREAS, 6n Octaber 25, 197i, the Gity of Mendota Heights and the St.
Paul Board of Water Commissioners entered into an agreement for collectian
of a 14l sureharge on all Mendo�a Heights domestic and cammercial account
water bills; and
WHEREAS, said agreement terminated an Oc�ober 24, I9$2; and
WHEREAS, in order to continue the hilling service, it is necessary �o
amend the agreement to provide a new termination date;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Mendota
� Heights �hat the Mayor and City Clerk he authorized and directed to execute
• an amendment to the Contract for Surcharge Billing Service to provide for
