The group is composed of city staff, commerce representaC:tves� individuai citizens, and representative public/civic graups. All are volunteers serving ta insure commun interested parties, and to pravide a forum far sharing af ideas o of potentially locating a racing facility in Dakota County. All open to the pub2ic, and information is available ta anyona c�rishin farmed on this issue. This U�date is being senG to you so that yau may continue to be status of pari-mutuel betting and the patential of locating a r in Dakata Caunty. Only one run_� was a structure call. This was at 705 Sylvandale Court on January 27th. There was an electr- ical short in an underground serve. The short circuit caused a small fire between the brick veneer and wooden timbers. There was no structure damage. • SYNOPSIS OF TRAINING Twelve members of the department continue to attended weekly classes at the,.., Dakota County V9-Tech in the Firefighter One'Course. The regular monthly training session was used to shovel out hydrants that were covered by the heavey snow in late December. Danielson Public Works Director SUBJECT: Norm Hendrickson's Antenna Request Norm Hendrickson is a ham radio enthusiast who would like to build a home in Mendota Heights and would need a tall antenna to pursue his hobby. Antennas are not addressed in the City's Zoning Ordinance so he has asked Staff to determine on whether he would be allowed to erect an antenna. Norm's antenna would 6e electrically powered and ' be extended only when in use, it would be normally in its 21 foot high retracted state. Staff feels there are several ways to proceed�and ask City Council for guidance. 1. Consider the antenna as part of the building and grant a variance to height limitation when it is in use. 2. Three members retired during the year. Arnold Siebell on 3anuary l, 1982, Gene Olsen in mid-January and Will WachCler in mid-December. Three new members were added during the year, George Lawe, Mike Maczko and J�xm Kilberg,. TRAINING There was one change in the Training Off icers due �o the retirement of Firefighter Gene Olsen. Ch.ief LeRoy Noack appointed k`iref ighter Jahn Maczko to serve with Fire- fighter Marc Connol�.y as training ofiicers. They scheduled and supervised the regular two hour monthly training sessions during the day. Tn addition, they pro- vided 262 ma.n-hours of special train3.ng through outside schaols and mutual aid drills. Both training afficers were elected as captains in the Octaber election. Chief Noacic has enralled two groups of firefighters in the "Firefighter One Course" at Rosemount Va-Tec, There are four members, including the Chief, i.n the first cl.ass and eight members 'in the second group. This course will con.clude in the spring of 19$3. The course includes classroom i.nstruction and in-the-f ield tra3ning. The total hours for the course is 72 hours per man. The training hours gained by these f irefighters are na� included in the above training figures. EQUIPMENT Major improvements in equipment included the purchase af five new portable radios and the up-dati.ng of 12 Scott Air-Pacs to meet the new OSHA regulatians. In addition to these 3.tems, 36 new helmets, also meeti.ng OSHA regulations, were ordered in 1982, �or delivery in early 19$3, The four member "tanker truck" committee worked lang haurs locating a used truck chassis suitable for the tanker truck. 7'hey also designed and let tank bids Eor the truck. Delivery and out--fitting will be campleted in early 1983, at a cost of about $22,000. A remate radia transmitter was also purchased for installation at Somerset School in February, 1983. This installation will provide better receptian far the paga.ng system. The five emitters for the proposed Opticom sqstem were purchased in 1982, awaiting the installation of the needed equipment in the signal systems at TH 55 and Mendata Heights Road and TH 110 at TH 149. �his equipment, cahen in service, will provide far quicker and safer response �o the industrial areas in the south end and residential areas in the north end. We wili also be studying Opticam cantral of the proposed new si.gnals an westbaund Tti 1Z0 at northbaund 35E. City staff is arranging a meeta.ng with Mn/DOT. SYNOPSIS OF MAJOR CALLS The fa.rst major structure fire oi the year in the City was an June lOth. The address was 586 Maple Park Drive. A gas grill exploded in the court area, causing an estimat� $3,500 damage to the tawnhouse and destraying the $200 gas grill.. The fire started in the basement and spread up an open piral stairway �o the kitchen and dining areas. The fire damage was held Co these a eas and did not spread to the front living room area or the rear hedroam area. ese areas di.d suffer smoke and heat damage. The loss was estimated to be about $15 000. LOOKING FORWARD TO 1983 TRAINING Section 2 The regular monthly two hour in-house training sessions will continue under the watchful eyes and direction of Training Officers Marc Connolly and John Maczko. In addition, they have planned mutual aid drills with other Dakota County depart- ments:; The f irst two classes of firefighters to attend the Dakota County Vo-Tec "Firef ighter One Course" will complete their studies in.the spring. Other members of the department will start the same c9.asses as they are scheduled by Vo-Tec. Several members of the f irst cla� have expressed a desire to start the next segment of Vo-Tec classes, namely "Firefighter Two". We also have a signed agreement to use a quonset-type structure on TH 55 for smoke and fire suppression drills as soon as the weather permits. MANPOWER � On January 1, 1983, our active membership numbered 31 men. On January 19th, Assis- ` tant Chief, Dale Peterson, retired from the department after 21 years of service. On the same day, f irefighter Stu Henning, submitted his resignation from the depart- ment due to employment demands on his time. Additional replacements will be sought during the year to bring our membership bacic to the low thirties. r EQ�JIPMENT The beginning of the year will see the completion of the new tanker truck, remote transmitter, and the Opticom system at two intersections. Pumper 2286 (Squrt) will be sent out for some rebuilding. This will include removing the two reel hoses and installing several cross hose lays in the front of the truck body. Other Capital Improvement purchases will include three new Scott-Air Pacs and possible updating of pumper 2287. NEW HOME The beginning of 1983 has brought about a detailed study to determine the future of "Downtown" Mendota Heights. Once this study has been completed, its impact on the location of the new fire station will have been determined. �he next step will be the selection of the site for the new station. Once this has been completed, the design and bidding for the construction can also be completed. It is the desire of the department to have construction on the new station commence dur3ng 1983. As you will note, there are�now four pay classifications, the Grounds Maintenance position is new and will reflect a pay rate mid-way between Maintenance Man and Leadman. This classification is being instituted in order to cover the unusual classification of work required from time to time, such as building foot bridges in the park, more than usual details required in building remodeling, and other tasks requiring more talent than expected of a maintenance man. Assuming that the position is instituted on July 1, 1983, the total economic cost of this proposal amounts to 6.45%. The 53� per hour increase and the $20 increase on insurance contribution is identical to the settlement made last November between many municipalities and the Operating Engineer's �i�49 union. In addition to those details, each 49'er City negotiated local matters.
