CI'I'Y OF MENDOTA HEIGHTS MEMO T0: City Council FROM: Kathleen M. Swanson City C1erk January 11.., 1982 SUBJECT: Renewal of Hame Beauty Shap Approval Mrs. Elizabeth Mulcahy, 67Q — 2nd Avenue, stogped in today to request approval to operate her home beauty salon for another year. She noted that due tp the State emp.oyees strike last summer, her hame inspection had been delayed unti.l late in Ju1y, hence theq probably ould not inspect her hame again this year until mid summer, if even then, due to all the State cutbacks. She has been caming in of ler awn accord to request this appra al since January, 1979. We have received no complaints abaut her home accup tion and past Stae Cosneto2ogy Znspection Reparts have shown excel2ent eports. She only operates this two days a week, an Tuesdays and Fridays. I recommend that Council approval be granted for renewal for 19j82 of her home beauty shop. M E M 0 3anuary 15, T0; City Concil FROM: Orvil Johnson, City Administrator SUBJECT: Amesbury Easr Feasibility Hearing Continuation Cost Apportionment Daa and Financing Data .; The attached summary sheets represent the latest thought proc ssing by the staff inembers. The engineerin staff has met with virtually al concerned parties to this project. Hence most of the concerns have been conv yed to and considered by engineering sta££, Larry Shaughnessy has prepared a rief financial impact analysis and the sumary af hat 3.s included as a second por ian of this Memo. Although this Memo is being prepared for City Cauncil conside of it are being distributed to the cancerned parties so that everyar will have the same starting information and, hopefully, discuss the the same startin point. As a word of caution to all: this Memo a data supercedes any previaus data Chat has been distr3.buted. AlI p pertaining to costs anc passib].e cast sharin shauld be disregarded this informaian. The basic cancepts anci reapportionment have chan that the information contained herea.n sCands on its own merits. An previous data can be tsed anly for comparison gurposes. Sevexal cammex should be made before reviewing the two shees. Note the iollotaing 1, The first sheet apportions costs on the Basic Plan, the appartions cast on the Alternate Plan. 2, In both cases on1.y a twenty-four faot, first stae street propased in the Mendota Heights right-of-way. Only starm sewer assessments are being praposed for the 4 residences south of the project. These assessments are based on area, and are based on a single 40,04Q square foot Iot, as opposed the existing 3, 4, or 5 acre arcels. imilar storm sewer assessmenCs are proposed for the Kin and Owen homestea s. { Memo ta City Council Amesbury East Feasibility Hearing Continuation January 15, 19$2 Page Two 4. Sanitary Sewer and water cass are not being assigned to the 4 residences or the Owen and King hamesteads. Tn otherwords, the King PTTD and Amesbury praperty are picking up the total cast of sana.tary sewer and water in the Basic Plan. 5. The Basic Plan does propose a very basic and minimal p1an. It will serve the Amesbury East praject in a Catally sufficient manner and have minimum impact on the ad,joining properties. Bear this in mind when reviewing the first shee of the Financing Schedule. 6. The Alternate Plan is called "Maximum construction wiCh 24-faot streets.."' This implies that the trunlc systems af sewer and water are being insalled as we'11 as the majar surface water run3c system. {Na Iocai storm collectar system}, This plan would envisian driveable stxeets on Mendata Heights Road ta the west to meet with future MniDOT sreet and would alsa include iiuber Drive between Delaware Hi11s and Mendota Heights Road. With the forcgaing notes and qualifications, you may want to compare these new figures with previaus worksheets. A very general statement wauld be; this set of sheeCs (both Basic and Alternate) provide a compromise situatian tha basically places mast af the costs against the Amesbury project and the remaining acreage owried by the Kings {King PUD}, Of course, he disadvantage ta this is that the amaunt assigned to King is against Green Acres property and cannot be col3.ectabie, more on this in the next discussion. The Czty Council did request af. alternate sewer and water plan for the 4 properties south of the praject. This current propo is based on the propasition that i sewer and watex is desired south cf tle project it will hve to stand on its own merits wheri that time comes. In general, I bel3eve that these figures represent the best kin d of a compromise and I would recommend serious consideration of either' one of the schemes. We have been advised by the develaper and the landawners that this contract must gat aff the ground very shortly if it is to be a viable praject, I gathered that a decision on 'Tuesday niht would sid in the resolution of their graposal. IT. FINANCING SCHEDULE Larry Shaughnessy has prepared two financing schedules, one fo.r the Basic Plan and one for the Alternate P2an. He has listed a number of assumptions for both cases. These two analyses prabably need some fairly concentrated studying. Expanding on his assumption No. l, we have assumed that i wau2d take 7 years to complete the Amesbury pxoject and after that time, either the King praperty would develap or nat develop, That is the basis for the alternate aC the bottom of the first page. In atherwords, as nated on Larry's irst sheet, the.act of assessing approximately 29 acres of Green Acres, will necessitate an anrnxa] levv of approximately $$,000 in order to pay aff the bonds and interest for the first 7 years. If the Green Acres were not develaped after that time, Che Ievy would have to increase to approximately $20,fl04 per year. As noted on the last Iine, the principal and interest has accumulated to $272,Q00 by 1991, Will the land be warth that much? Memo to City Council Amesbury East Feasibility Hearing Continuation January 15, 1982 Page Three 4n Larry`s 2nd shee he has analyed the Alternate Plan in a manner, only including another factor - the deferment for Laukka's Note that Larry does plan to assess or collect current interest ch Laukka: Nate especially the accumulatian of principal and interes Acrs during the $ years ar 1991. Is the property worth $482,000? Larry will be present to elaborate on these prajections, but you an idea af the financing difficulties when the 2 major {n the praperties consist of appraximately 50 acres viable project and app 3Q acres of benefitted, but non-payable property. Obviausly, the £ problems become much bigger and more complicated for the Alternate ome 60 acres. ges against on the Green :hey do give asic P1an} -oximately '.nancing 'lan. '' jv ` C S C` L f- ._.,, r; `'.> . _ _ t i G (..- t` t ttil I If1 ttt a aJ 5 . 3L"t u ' 12c , a S'L--.fl C..c>ST JFIA121 rJC IiS - J h vn.'• 1` Z.. oZ ,-1 i,,.J, i n tz- 4J ,.'e__c 4..' Shaughnessy Financial Advisor SUBJECT: Proposed 1982 Sewer Use Charges The City's 1982 budget document was distributed to the City Council December. The docinnent includes a budget of anticipated Utility Enterpr Fund revenues and experiditures forecasted for 1982. This memo is intend support and explain the forecasting and recommend an increase in the use needed to support the utility department activities. in _se :d to charges The major change in proposed budget expenditures is the anticipated 1982 MWCC billing of $275,000, which represents a$25,270 (13.4%) increase over 19 1. The overall utility budget is increased by just about the same percentage. t is proposed that the anticipated expenditure increase be supported by an in rease in user charges along withexpected modest increases in several of the reve ue sources detailed in therevenue portion of the proposed budget. Residential sewer use charges for 1981 were established at a minimu quarterly charge of $16.75 for water useage not exceeding 2900 cubic feet (based o winter quarter water readings). A premium of 60 was charged for each 100 cubi feet of water used in excess of'the minimum. It is proposed that these rates be increased to a minimum of $19.00 per quarter (13.4% increase) and a premium of 70 per 100 cubic feet (16.7 % increase) in excess of the minimum. I Commercial, Industrial and lnstitutional users were charged a minim m quarterly rate of 60G per 100 cf of water used or a minimum charge of anywhere fro $25.00 per quarte; to $320.00 per quarter, depending upon water meter size. C/I/I customer without metered water were charged a minimum quarterly rate based on the water m ter service size whicYi would be required to provide the same service as the gallons f water per minute produced by their existing private pumps. It is proposed tha those proposed minimum rates be increased by the same percentages proposed for residential useage. I I Sewer charges to customers outside of the City's corporate limits'h at the same rates as Mendota Heights customers. This rate structure doe; for any "contribution" by non-residents to off-set the tax support that ( owners andC/I/I customers contribute to the operation of the utility sy: average Mendota Heightsresidence contributed .68 mill in 1981, or $12.57 tax, to support the system. It is proposed that a 20% surcharge be impo; "outside service" billing. The rate for residential users outside of the limits wouldthen be established at $22.80 per quarter. C/I/I rates wou greater than those proposed for Mendota Heights Commercial/Industrial/In: . i ve been charged not provide ity home- tem. The in property ed on each corporate d be 20% titutional customers for 1982. It should perhaps be noted that imposing such a surcharge is neither uncommon, nor excessive. The St. Paul Water Department, for instance, imposes a similar charge on water consumption by Mendota Heights customers. v A chart of current and proposed rates is as follows: Residential Minimum Residential Excess Over 2900 cf C/I/I Minimum 3/4" or smaller meter 1" meter l" meter l" meter 2" meter 3" meter and larger C/I/I Excess over Minimum C/I/I Non-Metered Private Pump Capacity Gallons Per Minute 0-10 11-30 21-50 51-75 76-100 101-200 201-400 401-600 over 600 1981/Qtr. $16.75 60/100 cf $ 25.00 30.00 40.00 80. 00 160.00 320.00 .60/100 cf Required Water Meter Size 5 3/4" 1" 1 a" 1" 2 3" 4" 6" 1982/Qtr $19.00 .70/100 cf $ 28.00 34.00 45.00 90.00 180.00 360.00 .70/100 cf 1981/Qtr. 1982/Qtr. $50.00 50.00 70.00 90. 00 120.00 245.00 485.00 1025.00 2225.00 $57.00 57.00 80.00 100.00 135.00 275.00 550.00 1160.00 2520.00 Increasc: 13.40 16.7% 12.0% 13.30 12.5% 12.5 12.5 0 12.50 The rates as proposed should produce $281,360 in user income as budgeted.
