He had planned to be at the Commission meeting on Tuesday, February 23, but due to that being a caucus night, the meeting had been moved ahead one evening and he was not aware of the change of date. Public Works Director Danielson then e�lained the request in Mr. Kilde's absence. As noted in Planner Dahlgren's report, the Kildes home is 26 feet by 34 feet and is located on the southwest corner of Staples Avenue and Delaware Avenue. Mr. Kilde is proposing to construct a 26 foot by 32 foot attached garage and will demolish his existing 16 foot by 26 foot detached garage. The new garage would be 22 feet ahead of the existing home, but would still be set back far enough from Delaware so that a variance would not be needed for the front yard. However, the new garage would only be seven feet from the south property line, whereas ten feet are required, thus a three foot variance would be required on the south side. The existing home is presently 9.2 feet from Staples Avenue and should have a 30 foot setback on the north side. This makes the home a non-conforming use and in order to attach a structure to a non-conforming use, a variance to the regulation; .would be required before building permits could be issued. It was noted by the commission, that written approval had been .�, submitted by one of the contiguous neighbors, but that the '°� signature of another neighbor had not been submitted. The • commission also expressed great concern regarding the size of the garage in relationship to the home and noted that it appears out of scale. Con ractor explained sequence of project operation beginning with earth movi g on Victoria Court prior to completing the underc�round work. The cro sinq of g�s mains as well as tree removal was also discussed. The Contra tor was cautioned that 350 pounds of pressure tiyas being maintained in the existing gas mains to be crossed. It appears that an offset will be neces ary where tlie water main will cross under the 26" gas main on the frontage oad at Summit Lane. County Highway Department expects compaction tests where hig way ri�ht- of-way is excavated and that satisfactory density results should e submitted to ti�e Highv�ay Engineer. Tl�e Contractor �vas cautioned to stay within the limits of ea�ements. The lJater Utility indicated that an air vent was needed at t e south end of the job at Summit Lane and the Frontage Road. It N�ill be installed by the I�ater Utility in a manner similar to that of a water service. In the interest of maintaining acccess to the P�endota Elementary School until sci�ool is out for the summer, work on Sumrnit Lane will he detained until then. In a discussion with the Superindentent of Schools after thi it was learned that School will be out on June 4th. In that it w determined that the Mendota Elementary School is to be ��errnanentl rented to a Technical-Vocational School, the District intends to of June 7 to 11 to move all equipment to other schools. I Tom P�iederkorn explained that he would like to construct the treet widening one side at a time, starting on the south side, thus avoi ing traffic confusion. When the south side was pretty much completed to the g avel base stage, he would then move to the north side and complete it to the same stage. Bituminous surfacing would then finish off the project. In that the storm sewer work will be done first, Tom Knuth su�gested that no work commence until we have reviewed the manhole shop drawing ook. Sanitary sewers will be flushed by City Staff before construc ion starts and the Contractor is invited to have a representative along to vi ually inspect the sewers at that time. They will again be inspected before the 'ob is finalized. The Contractor was invited to inspect all valve and valve box s prior to construction- The matter of hydrant relocation by the Saint Paul ater Utility was discussed and arrangements for so doing will have to be worked out. The Northwestern Bell representative pointed out the location of under- ground lines and a closure that will have to be moved. A tele{�hon manhole on the west end of the project may require frame and cover adjustm nt. The Northern States Power Co. representative discussed locati�n and pre- cautions for going under the 350# pressure gas line. The County Highway Department requested that the hituminous c�rb radii at Victoria and at Lexington have long tapered ends to avoid snow plow problems. ,_ •��_�` Preconstruction Conference • � Mendota Heights Marie Avenue Page 2 Contractor was advised to stay within easement limitation, at the northwest corner of Marie and Victoria. especially Mail boxes removed for construction will have to be relocate on a tempor- ary basis to maintain continuous mail service. Permanent relocat on will have to conform to Postal Service regulations. , Contractor was cautioned that because of his method oflopera ion, sprinkling will be necessary and street sweeping may be required. . Water service stop boxes will be adjusted to.their final ele ation by the l�ater Utility but the Contractor is to inspect same before co struction and will be responsible for any bent or broken boxes after constr ction commences. The Contractor was requested to submit a written list of sup�liers prior to the starting of work.
