Advertisements for the vacancy were placed in the S�.
Paul Press/Dispatch and the Sun Current, and notices of �he
opening were placed on file with various agencies and
resource centers. Fifty two applications were received;
forty of the candidates were invited to test for the
position. Approximately 30 of those candidates took the test
on Monda� evenin�, August 14th. Eight of those who test d
were invited to interview for the position.
A staff interview panel conducted interviews on
Thursday, August 17th, and yesterday morning. As the re;
of the interview process, and reference checkin�, the
position has been offered to Maria Karels, pending
confirmation by Council. Maria has just over a year of
receptionist experience with the IBM Corporation and two
years of part-time experience in positions which require
considerable public contact.
RECOMMENDATION
I recommend that Council approve the appointment of
Maria Karels to the Receptionist/Clerk-Typist position.
Maria is not currently working and can begin work here o�
Friday, August 25th.
ACTION REQUIRED
If Council concurs in the recommendation, it should
a motion to appoint Maria Karels to a one-year probation<
period as Receptionist/Clerk Typist at Step A, Grade I o:
Salary Matrix, $15,963 per year, effective on August 25,

equipment and $2,500.00 for expenses associated with the
department's Drug Awa'reness Resistance Educatian Program; <

Councilmember Hartmann expressed concern

proposed agreement with the Dakota County
' Soil and Water Gonservation District (SWCD)
whereby the SWCD wauld prepare a watershed
plan far the City at an anticipated cost of
$35,004.Public Works Director Danielson gave
Council a brief averview on the watershed
districts and recommended authorization for
execution o£ the agreement.
Councilmember Blesener suggested that
praposals should be solicited fram other
sources befare Council considers authorizing
a cantract far preparation of the plan.
After discussion, it was Council consensus

CONSTRUCTIaN OF SECURITY FENCE," far
Mendakota Country Glub, as amended to
include the condition that the fence be a
uniform galvanized fence along all property
lines,
Councilmember Cummins seconded the mation.
Council considered and discussed a proposed
revocable license agreement, as prepared by
the City Attorney, tor the installation of a
Mendako�a sign propased to be located on
City praperty near the Fire Station.
Mayor Mert�nsotto noted that the agreement
which would allow a five foat �ign could be
revoked at any time canditioned upon 90 day
notice.

District, stated that the District has
experi�nced a cansiderable increase in
enrca3iment over the past two years and would
like to construct two portable classraom
facilities at the northwest corner af the
Mendota School bui.lding, antica.pating that
th� classrooms would be on the site for four
to five years. She informed Council that
the District is currently preparing a study

Commissioner Lachenmayer explained the
process of the Citizens Parks Review
Committee that crafted the referendum. She
apologized for nat recagnizing the need for
play equipment at Ivy Hi11s Park.
Comma.ssioner Damberg stated that the
Neighborhaad Parks sub-committee had wanted
all the parks to receive equal treatment.
Commi.ssianer Ratz stated that there is a

treated consistently and that it is on the

Commissioner Lachenmayer questioned if the

Referendum if Ivy Hi11� Park was to receive a

Commissioner Katz stated this was a
reierendum issue and it should be paid for
from the referendum, not the Parks Fund.
Commissioner Spicer made a motian to
recommend that Gity Cauncil approve
earmarking $15,000 fram tha contingency line
item of the Neighborhood Par}�s partion of the
Parks Referendum, to bring Ivy Hills Park up
ta $20,000 for Play Equipment, so it wauld

Over the past few years we have resurfaced same of the tennis co ts in
tha parks. We have budgeted $3,5�� �his year far the resurfaeing of
Friendly Hil1s. We are also doing same repair wark at Wentworth Ten 's
Court. We have received quates from Action Courts in the amount o� $9 �4a
and Recreational Surfacers an the amount of $2,8Q0. Recreational Sur acers
was the contractor in previous years and we have been satisfied with heir
work.
RECOMMENDATION:
I recommend that the Cauncil aceept the quates and award the pur�hase
' order to Recreational Surfacer� for thsir quate of $2,840.

If Cquncil concurs with the recommendation Council shoul.d direct staff

the Parks and Recreation Commission at their Augus 8, 1989
meeting to discuss the lack of play equipment schedul d for Ivy
Hills Park in the August 15, 1989 Parks�Referendum. {See Parks
minutes and attached letter, petition and park summary)
The Park and Recreation Cammission discussed th situation
at Ivy Hi11s Park and the demographics af the neighb rhaad with
Ms. Clary. The Commission concluded that Ivy Hi11s ark shauld
receive the same level of pl.ay equipment as the other arks, that
all the parks should be treated equitably.
The Park and Recreation Commission felt that the play
equipment at ivy Hi11s Park could be brought inta li e with the
ather parks through the contingency line item buil into the
referendum. The Neighborhoad Parks portian of the ref rendum has
$44,643 set aside far cantingency,
RECOMMENDATION
The Park and Recreatian Commission unanimausly ecommended
that Gity Council approve earmarking $15,000 �rom the ontingency
line item of the Neighbarhood Parks portion of the Parks
Referendum, to bring Ivy Hi31s Park up ta $20,Q0 for Play
Equipment.

that is there is laose". Ply husband and I drive our son to playgrounds o that
he can play on equi.pment.

borhaods - especl.ally those near the parlcs in order to determine horr the citizens

SUATECT: Art Miller Water Pressure Problem Update
DISCUSSION:
Mr. Art Mill.er, 1 Darset Road, has a problem wa.th law water ressuxe
and approached the City Gauncil earlier this summer to ask that the Gity do
what we could to raise his pressure. Sta.ff has met with the West S. Paul
City Manager and Engineer and learnad that West St. Paul has a higher
pressure system adjacent to the Mill.er's area and that it would be techni-
cally possible to extend that system `to serve a few homes in Mendota
Heights. We are currently warking an the policy i.ssues to see what eeds to
be done to expand the higher pressure are a into Mendofi,a Heights. W st St.
Paul officials are symgathetie with our residents prablems and we a e opti-
mistic that we will be able to come to same agreement in the near fu ure.

SUBJECT: Smallidge Pool Fence Update
DISCUSSION:
Earlier this summer Mr. Smallidge, 715 Sta.nwich, was discovered �o have
cons�rueted a paol with only a� foot high fenca enclosure, the Gityfs
minimum is 5£eet high. He had also used a portion of his neighbor's
existing fence for the enclosurs and his neighbor had rsmoved tha� pa t
leaving the east side of the pool unfenced» Mr. Smallid�e appeared fore
Council to request that he be allowed to keep the partion already con
etrueted at 4 foat high in place and replace the open area with the C'ty�s
minimum 5 foot high fence. Council agreed to Mr. Smallidge�s request sub-
ject ta him being able to amend his insurance policy to include the C"ty as
an additianal insured. He was instructed to return to the first City Coun-
cil meeting in August wi�h groof af this insurance. Mr. Smallidge ha come
to an agreement with hia insuranae carrier, American Family Insurance to
include the City as an &aa�t�o�.i insured for $1M, however the policy has
noi yet been returned from the home office. I called Mr. Smallidge's agent
and he is confident that the polciy wi11 be ba.ck in time for the next
meeting.

Dakata County is asking the City of Mendota Heights, as a member
of the Alliance, ta participate in the following ways:

RESOLUTION SUPPORTING DAKOTA COUNTY CHEMICAL HEALTH INITIATIVE
WHEREAS, the City Council of Mendota Heights ha a long-
standing interest and conoern in the problem of chemic 1 health;
and
WHEREAS, the City Council has been appraised of
wide effort aimed at reducing the demand for illegal
alcohol; and
WHEREAS, the City Council supports the Drug Abuse
Education (D.A.R.E.) program; and
WHEREAS, the City Council plans to participa

NOW THEREFORE IT IS HEREBY RESOLVED that the City ouncil of
the City of Mendota Heights endorses and supports the a plication
of the Alliance for Chemical Health to the Robert Wo d Johnson
Foundation; and
BE IT FURTHER RESOLVED that the City Council f Mendota
Heights intends to sponsor a chemical-health-related ev nt during
the year of 1990; and
BE IT FURTHER RESOLVED that the City Council f Mendota
Heights will make city park space and other facilities available
to other organizations for the purpose of holding c emically-
free events; and
BE IT FURTHER RESOLVED that the City Council f Mendota
Heights plans to have/hold events for city employees o improve
their level of awareness about chemical health i sues for
themselves, their families and the community as a whole

SUBJECT: Chemical Health Initiative
I am writing to let yau know about an exciting opportunity that is
emerging in Dakota Caunty. an alliance o� individuals and
organizations is �orming to �Efight back�+ aqainst the use of illegal
aicahol and drugs. Schoals, cities, parents, civic organization, the
business community, religious organizatians, health care qivers,
public and private social services agencie�, members af the criminal
justice system and consumers of chemical health services are making a
commitment to stem the tide of chemical dependency in their
communities. '
Resources for the planned effart will come fram all of the groups
mentioned above. In fact millions of dollars and cr,untless numbers
of hours are currently expended to fight back against chemical
dependency. The plan is ta create an "Alliance for Chemical Health"
in the County. The Alliance is planning to "pull together and
strengthen" current efforts. In addition, aver $3 millian is
available fram the Rabert Wood Jahnson Foundatian ta plan and
implement broad-based, community--wide efforts to pramate chemical
health. The �oundation funding is available starting March 1990;
applications ar� du� September 1.
The general thrust of the praject will be around these themes:
o a cooperative, comprehensive effart - invalving all the
various persans and organizations, including decision makers
and policy setters as wall as peopie at the gras� roots
level
o to this end, an "Alliance for Chemical Health of Dakota
County�' is �'orming; this wi11 include care givers, local
commissions for chemical. health, including city officials
and all o£ the groups nated in the first paragraph above

The cities of Dakota County can be a part of the project iln several
ways:
o agree to forminq a local commission for chemical health
(such efforts are underway in the cities of Burn iville,
Inver Grove Heights and Hastings)
o sponsor an event, such as a"Chemical Health Day" at city
haTl or an information session on chemical healt for city
employees
o make city park space or other facilities availab e to other
organizations which need a place to hold a chemi ally free
event
o encouraqe police officers to get involved in thelprevention
aspects of drug and alcohol abuse control
The Robert Wood Johnson Foundation has requested us to pr
examples of support for the chemical health initiative.

RESOLUTION ENDORSING THE CANDIDACY OF
COUNCILMEMBER CARL CUMMINS ITI FOR APPOINTMENT
TO THE STATE ADVISORY COUNCIL ON METROP4LITAN ATRPORT PLANNTNG
WHEREAS, Mendota Heights Councilmember Carl Cummins III has
been actively involved in air noise and airport issues for the
past five and one half years; and
WHEREAS, Councilmember Cummins served with distinctian on
the Metropolitan Cauncil Task Force Studying the Future of the
Airpart; and
WHEREAS, Cauncilmember Cummins has axtensive government
experienae at both the state and local levels and would make a
positive and infarmed contributian to the State Advisory Council
on Metropolitan Airport Planning; and
WFiEREAS, the City of Mendota Heights exists under an air
corridor in which appraximately sixty five percent of a31 f3ights
go into or out of the metropalitan airport; and the City Cauncil
af Mendota Heights £aels the City iaces economic, sacial and
political consaquences in any decisions regarding the future of
the airpart; and
WHEREAS, The City C�uncil of the City of Mendota Heights
believes strongly that tha City shauld be represented on the

At the August Park and Recreation Commission mee�ing
commission was charged with finding a name for the 26 cre
dedication given to the City by Centex. . After delibera ing
all the suggested names for the park and after four v tes
Commission decided on "Kensington Park." It was fe t t
consistent with the names of the other City parks w ich
mostly named after neighborhoods, such as Friendly Hi ls,
Hills, Victoria- Highlands, etc.
RECOMMENDATION
The Park and Recreation Commission voted 4-2 to
that City Council name the "Centex" park dedi
"Kensington Park".
ACTION REQUESTED
If City Council desires to implement the Park and R
Commission's recommendation they should pass a motion
the name "Kensington Park" for the Centex park dedicatio.

On Aprii 8, 19$9, the VE'W hosted the Mendata Iieights Police & Fire De artments
at their annual Appreciation Dinner. Besides the fine meal and camar derie of
the evening, the C3.ub presented tl�e Palice Department wzth a cash clon tion of
$5,000 to be used for equipment, supplies, or programs that are not n rmally
budgeted. An example of this would be the exercise room, which was 7� funded
by the VFW. As if this was not significant enough, we heard frortt the Club
�gain this week.
Club Manager, Helen Anderson, haci read. abaut our DARE P�ogram in the ewspaper
ancl solicited the Board for suppart. Ths result was anather donatian of
$2,500 for the expenses associated with the drug abuse program in the
elementary schools in Mendota Heights.
In my experience I have seen social and fraternal organa.zations, chur
private businesses and citizens raqularly can�ribu�e financi.ally to t
support of law enfarcement. In Menda�a Heights tha,s doesn't often ha
hava, however, received so very much suppart from the Mendota vFW.
I would appreciate the City Council publicly acknowledging the subst�
faithful, and unqualified support, that yaur Palice Department has rt
aver the year�, fram the gracious and thoughtful Board, and members,
VasaC.ka-Goers Past of the Veterans ai Foreign War in Mendata, MN.

the public hearing until the August 15th, 1989 Cit Cauncil
meeting, at 9 a'clock P.M., in arder to allow Dadge Nat re Center
an opportunity to meet with MnDOT officials and/or exp ore other
access alternatives. Dodga Nature Center has been nable to
caordinate such a meeting with MnDOT and is requesting that City
Council table the public hearing until the second m eti.ng in

25th meet�.ng. The Planna.ng Commission had no problems with the
concept 4f the Nature Center as it was proposed, howaver, the
Planning Commission felt strongly about nat allowing access from
Dodge Lane. They conditioned their approval of the plan an not
allowing access �rom Dadge Lane.
The applS.cants understand the Planning Cammission
recommendatian and w.ish ta pursue designing an access off o£
Highway 110j car other alternatives. Without access off of Dodge
Lane, as originally proposed, there is in assence no plan. To
date, MnDOT has said no to every request by Dadge Nature Center
to accass oEf af Hi.ghway 110.
The applicants wish ta pursue their case with MnDOT, access
off of Highway 110 and ather alternatives and are requesting that
their publie hearing be �abled, to be continued at the August
25th City Council meeting. This wi11 give them time �a meet with
MnDOT, discuss aiternatives and laok at their design.

attended a pre-applicati.on conference with Planner Haward
Dahlgren and the City's planning staff to discuss btaining
permission to place church sign� on land that was n t their
property.
The City's Sign Ordinance does nat address church
directional signs, therefarej under the current codes th s use is
not allowed. Because the Siqn Ordinance is silent to he issue
af church directional signs, it wauld be necessary to mend the
Sign Ordinance to a11aw this use.

about considering an amendment to the City's Sign Ord'nance ta
all.ow Church Directianal Signs. Pastor Carlsson has ubmitted

SUBJECT: Upper Ivy Falls Creek Improvements
DISCUSSION
This summer, the City of West St. Paul is reconstruc
Ruby Drive, Emerson Avenue and other streets that drain �
Somerset Golf Course and the Ivy Creek Watershed. This
street work also includes upgrading the drainage system k
adding storm sewers. The Lower Mississippi River WMO
approved the project subject to the outfall into the golf
course� being improved to handle the flow.

Barr Engineering, the WMO's engineer, has been work'ng
_ with City staff, West St. Paul staff and the golf course, in
designing the proposed upgrading of the stormwater outfa 1.
During the design process Barr also came to the conclusi n
' that the drainage channel from the outfall to the first ond
in the golf course should be upgraded (see the attached ite
plan). Proposed costs for the project are as follows:

There are two ways this project could be accomplish�d:
1. Complete a Joint Powers Agreement with the City of
West St. Paul and have the Cities do the work
independent of the WMO.
2. Have the WMO complete the project and charge
costs to the Cities.
Mendota Heights staff recently met with West St. Paul
�staf�' ta discuss these two options and we came to the
aonclusion that alternate No. 2 would be the best oourse a�
action. Completing the work�undsr a jaint powers agreement
would very likely be a].engthy and dif�'icult process. Also,
there is the problem that most of the wark is being done
within Mendata Heights and most of the costs are being funded
by West St. Paul. Who would admini�ter the project?
RECOMMENDATION
Staff recommends that Council authorize staff to work
with the Lawer Mississippi River WMO to have them comp3ete
the upper Ivy Falls Creek Improvements. Mendota Heights'
share of the funding far the project is proposed ta come from
the Ivy Falls Creek Smprovement Project (previously
constructed) out of contingency and interest profits. Costs
are the same with either option.

Mendota Heights City of�icials are routinely cantac
by citizens ooncerned about the intersection at Victoria
Marie Averiues in our community �please see attached). T
believe that this should be a four way intersection, and
City Council agrees with them. As yau may be aware, Vic
Avenue is a County raad, while Marie Avenue is a Mendota
Heights municipal state aid road. Victoria is currently
through road, while Marie Avenue has stop signs.
We have contaated the County staff abaut this on
numerous occasions in the past, requesting that they cons
the installation of stop signs on Victoria, ta make it a
way stap. Unfortunately, it has been your stafi's canalu
that the warrants da �ot justify the installation of the
signs. , .�
With the quickened pace of development in th,e area,
particularly the victpria Highlands town homes ta the
northeast of this intersection, we are reqtitesting that th
County �ake a loak at it ance again. We wauld ask that y
cansider not anly the traffic counts, but the speed oi
tra�fic on Victoria; and the somewhat difficult site line
fram Marie onto Victoria.
