SUBJECT: Add-on Agenda for November 15 Meeting
The only additional items for this evening's agenda are
approval of City Hall payments as items F & G under the Consent
Calendar.
Because we are not able to print with the computers as of yet, we;
are asking that Council work from the pink agenda sent with the
packets last week and add the new items as a part of the agenda
adoption. Additional information is attached for items 7a and 8d.
4f. and 4g. City Hall Payments
Attached are certificates of payment for the City Hall general
contractor and mechanical contractor. These payments will be close
to the total contract amount minus the 5% retainage. Although our
architects feel that the retainage is sufficient to cover any
corrections needed in the building, notwithstanding Council approval
this evening, staff will withhold these payments until we are
satisfied that a correction of major deficiencies is being adequately
addressed.

DISCUSSION:
Staff opened bids for the Cornick Watermain project on Monday at 10:00
A.M. at the new City Hall. Eight bids were received (see attached resolu-
tion). F. M. Frattalone Excavating and Grading, Inc. was the low bidder
with a bid of $53,666.00. The Engineer's Estimate was $55,000.
RECOMMENDATION:
F.M. Frattalone is the City's contractor for the Mendota Heights Road/ -
Huber Drive construction and is doing satisfactory work. Staff recommends
awarding the contract to them. Funding for this project is to come in part
from assessments and in part from HRA CDBG grants.
ACTION REQUIRED:
If Council desires to implement the staff recommendation they should
pass a motion adopting Resolution No. 88- 70, RESOLUTION ACCEPTING BIDS AND

this Fall, it has been overlooked to date.

council meeting with the Council on December 6. The purpose
would be:

2. To discuss my salary for 1989.
This would be in time for my salary, along with that of all

SUBJECT: Victoria Highlands - Lot Division
DISCUSSION:
In Bream's original Victoria Highlands plat approval they platted four
individual townhouse lots and 10 outlots. Bream completes final platting of
the 10 outlots as individual units are selected. Bream did the plat this
way because lot lines vary depending on which units are selected by buyers.
The second pair of the four originally platted lots are now being con-
structed, and as luck would have it, the anticipated units changed and the
lot line needs to be moved 2.1/2 feet (see attached drawing).
RECOMMENDATION:
Staff feels that this lot line change is a very minor modification to
the plat and recommends that it be handled as a simple lot division with
Council waiving Planning Commission review and approving the lot division.
ACTION REQUIRED:
If Council desires to implement the staff recommendation they should
pass a motion waiving the Planning Commission review and adopt Resolution
No. 88- , RESOLUTION APPROVING A LOT DIVISION IN THE VICTORIA HIGHLANDS
2ND ADDITION.

WHEREAS, Bream Builderts, Inc., owner of Lots 1 and 2, Block 1,
Victoria Highlands 2nd Addition, Dakota Countyt Minnesota, have requested
from the City to rearrange those lots into two new lots with the new lots
being described as follows:
Parcel A - Lot 1, Block 1, Victoria Highlands 2nd Addition except the
east 2.5 feet of said Lot 1.
Parcel B - Lot 2, Block 1, Victoria Highlands 2nd Addition together
with the east 2.5 feet of Lot 1, Block 1.
NOW THEREFORE IT IS HEREBY RESOLVED by the City Council of the City pf
Mendota Heights, Minnesota, that the lot division submitted at this meeting
be the same is hereby approved.

SUBJECT: Street Light Request - Fire Hall
DISCUSSION:
Fire Chief John Maczko has requested that an NSP street light be in-
stalled at the north entrance to the fire station (see attached memo).
Other street lights along Dodd Road are of the NSP variety. This entrance
is dark and is in need of a light.
RECOMMENDATION:
Staff recommends that an NSP light be installed at the north entrance
to the fire hall.
ACTION REQUIRED:
If Council desires to'implement the staff recommendation they should
authorize staff to order NSP to install a street light at the Fire Station.
There will be no installation costs only the monthly charge.

SUBJECT: Joh Shardlow Presentation Concerning Northwest
Orient Development Plans in Northeastern Eagan
As Council is aware, most of the land in northern Eagan,
abutting the City of Mendota Heights, is zoned for commercial
and industrial development. Very substantial development is
contemplated on most of this land.
One such area is the Lone Oak area, bounded by 494 on
the north, Dodd Road on the west, TH 55 on the south, -and
Delaware Avenue on the east. Council will recall that a
number of years ago, this site was proposed for the Minnesota
parimutuel racing track. However, the Shakopee site was
subsequently chosen. Since that time Northwest Orient
Airlines has purchased much of the property for its
international campus, and other portions of the parcel have
been purchased by Cray Research and Wakovia Bank and Trust.
In May of 1987, Northwest Orient filed an application
with the City of Eagan to amend its planned unit development
approval and Indirect Source Permit from the State of
Minnesota. The proposal is to substantially increase the
amount of development approved on the land. While it is felt
that the land area itself can accommodate the development,
there will be very significant impacts on the area
transportation system, and these of course, will overlap into
and affect the City residents of Mendota Heights.
The Eagan City Council and Economic Development
Commission held a workshop on October'27 to discuss the
proposal, and in particular, the use of tax increment
financing to pay for needed area roadway improvements. I
understand that the Council took some preliminary action at
this meeting to begin creating the tax increment district,
and it is expected that things could move fairly quickly over
the next few months.
Dahlgren, Shardlow & Uban, Inc., are the consulting
planners for Northwest Orient. John Shardlow has volunteered
to attend our City Council meeting of November 15 to discuss
this issue with the Council. A copy of the background
materials which were presented to the Eagan City Council at
its special workshop are attached for your review as well.
ACTION REQUIRED:
There is no requested action before the Mendota Heights
City Council for the November 15 meeting. However, Council
will want to make sure that it has a thorough understanding
of the impending issues surrounding this development, and may
wish to direct staff to take further follow-up steps as
deemed appropriate.

DISCUSSION:
Attached is a request from Centex Homes to have NSP street lights
installed within their multi -family areas. Kevin Clark of Centex Homes will
be present to discuss the request with Council.
OPTIONS
1. The option preferred by Centex would be to have the lights in-
stalled by NSP (there is no installation charge if the lights are
put in at the same time that the underground electric is in-
stalled) and have the City's general fund pay for the monthly NSP
charges,,currently at $13-15 per month per light. Annual charges
for this phase = $13-15 X 10 lights X 12 months = $1,578.
2. Because Kensington would be the only neighborhood with lights it
does not seem fair to have the entire City pay the monthly
charges. Staff would recommend to have only the residents in the
benefitting neighborhood pay. This could be accomplished by
dividing the costs equally among the units affected and adding
that cost to their utility billing. Any future lit neighborhoods
would then be treated in the same way.
3. The last option is to reject the request.

Review the request with the applicant and select a course of action.

Re: PUBLIC STREET LIGHTING
in the KENSINGTON P.U.D.
Honorable Mayor and Council Members:
Centex Homes has recently begun construction of the Kensington
P.U.D. subdivision south of Mendota Heights road. The subdivision
consists of 20 buildings with a total of 136 units and the potential for
future additions. Projects of this size warrant many design
considerations, one of which is the public's security and safety. Centex
Homes believes the -installation of street lighting is a major element in
maintaining the security and safety of the neighborhood.
This letter serves as a petition to the City of Mendota Heights to
consider and approve of public street lighting in the Kensington P.U.D.
subdivision. We are proposing the city approve the installation of street
lights along the public street, as shown on the attached Exhibit "A".
Centex will be responsible for the lights installed on any private
streets.
We are proposing that the city approve the installation of either
of NSP's standard street lamps (the pole top luminaire Exhibit "B" or the
hoirizontal luminaire Exhibit "C"). The reason for using NSP's standard
light is threefold. NSP will install and maintain the lights at no charge
to the city. Also, they are considerably less expensive to operate at a
flat monthly fee, as apposed to metered service, like that used in the
city's industrial park.

As the city continues to grow, measures should be taken to reduce
the maintainence burden on city staff, yet provide the necessary
facilities a well planned neighborhood requires. Street lighting is a
prudent, inexpensive investment in the perservation of the city's high
standard of living and the homeowners peace of mind. We look forward to
working with the city in implementing this improvement.

SUBJECT: Affirmative Action Plan
The State,of Minnesota has for some time had a
requirement that any employer with 20 or more full time
employees and doing work for the State in excess of $50,000
must have an affirmative action plan certified by the
Department of Human Rights. Legislation passed during the
1988 session greatly expanded the definition of contract
compliance requirements, such that all local governments are
essentially brought under coverage. For example, the City of
Mendota Heights constructed the Highway 110 frontage road in
the Centre Pointe South development, and is seeking
reimbursement from Mn/DOT in the amount of $250,000. In
order to receive this money, we must have a State certified
affirmative action plan.
Although there is still a good deal of debate about
other applications, -it is possible that eventually a plan
will also be required in order to receive local government
aid, and it is definitely a requirement where the City would
be receiving discretionary grant funds from the State.
Attached is a proposed affirmative action plan that I
have prepared. Most of the plan is taken verbatim from the
directive and model provided by the Department of Human
Rights. Since the model seems to be oriented for
construction contractors (and particularly large ones), I
have made a few changes to be more relevant to the City of
Mendota Heights.
The heart of the plan is contained on paces 12 and 13,
which determine our utilization/underutilizatzon of
minorities and females. As a small employer (less than 40
full time employees), we are not obligated to set affirmative
action standards by job group, but merely City-wide. Page 12
indicates that our work force should consist of 3.99%
1 minorities and 29.45% females. As can be seen on page 13, we
meet our minority utilization requirement and underutilize-
females by two positions.
on page 14, specific recruitment and selection goals are
set for the next five year period. As indicated, although
our current statistics look good, we should be cognizant of
the need to recruit minorities and females as our work force
grows, in order to remain in compliance with the statistical
guidelines. The goal for the period of 1989-1993 is to hire
at least one additional minority employee and at least three
additional female employees.
Section 11 beginning on page 16, is the section of the
affirmative action plan pertaining to disabled individuals.
We are not required to set any numerical ooals for the
recruitment and selection of disabled individuals. However,
most of the language in this rather expansive section is
required in order to have the State certified affirmative
action plan.
RECOMMENDATION:
If I have read the directions from the State Department
of Human Rights correctly, I believe that this plan will meet
State certification guidelines. Although it appears somewhat
ambitious, I believe the plan as drafted is realistic and
doable by current staff.
ACTION REQUIRED:
If Council finds the proposed plan acceptable, it should
pass a motion adopting the affirmative action plan dated
December 1, 1988, and authorize submission to the State of
Minnesota Department of Human Rights.

I. DESCRIPTION
The City of Mendota Heights is a general purpose local
government, organized and operating. under Minnesota statute.
As such, it exercises the powers of a municipal corporation.
The City is covered by the Human Rights Contract Compliance
program because of it's use of State of Minnesota monies in
transportation and other municipal projects.
II. EQUAL EMPLOYMENT OPPORTUNITY POLICY STATEMENT
This is to affirm the City's policy of providing Equal
Opportunity to all employees and applicants for employment in
accordance with all applicable Equal Employment
Opportunity/Affirmative Action laws, directives and
regulations of Federal State and Local governing bodies or
agencies thereof, specifically Minnesota Statutes 363.
The City will not'discriminate against or harass any employee
or applicant for employment because of race, color, creed,
religion, national origin, sex, disability,.age, marital
status, or status with regard to public assistance.
The City will take Affirmative Action to ensure that all
employment practices are free of such discrimination. Such
employment practices include, but are not limited to, the
following: hiring, upgrading, demotion, transfer, recruitment
or recruitment advertising, selection, layoff, disciplinary
action, termination, rates of pay or other forms of
compensation, and selection for training, including
apprenticeship.
The City will use its best efforts to afford minority and
female business enterprises with the maximum practicable
opportunity to participate in the performance of construction
and service contracts with the City.
The City will commit the necessary time and resources, both
financial and human, to achieve the goals of Equal Employment
Opportunity and Affirmative Action.
The City fully supports incorporation of non-discrimination
and Affirmative Action rules and regulation into contracts.
The City will evaluate the performance of its management and
supervisory personnel on the basis of their involvement in
achieving these Affirmative Action objectives as well as
other established criteria. Any employee of this City who
does not comply with the Equal Employment Opportunity
Policies and Procedures as set forth in this Statement and
Plan will be subject to disciplinary action.

III. ASSIGNMENT OF RESPONSIBILITY FOR AFFIRMATIVE ACTION
PROGRAM
City Administrator Kevin Frazell is hereby designated as the
official responsible for seeing that the Affirmative Action
Program is implemented, enforced, and maintained. Among the
activities to be performed are:
1. Development of the City's EEO/AA policy statement and
Affirmative Action Plan/Program, consistent with the
City's policies; establishment of affirmative action
goals and objectives.
2. Implementation of the Affirmative Action Plan/Program
including internal and external dissemination of City's
EEO/AA policies and plan.
3. Conducting and coordinating EEO/AA training and
orientation of City supervisors and managers to inform
them of their responsibilities pursuant to the
Affirmative Action Plan/Program.
4. Ensuring that managers and supervisors understand that
it is their responsibility to prevent the harassment of
protected class employees and applicants for employment.
5. Holding discussions with managers, supervisor, and
employees to ensure City's equal opportunity policies
are being followed.
6. Ensuring that all minority, women, and disabled
employees are provided equal opportunity as it relates
to City sponsored training programs, recreational/social
activities, benefit plans, pay and other working
conditions.
7. Reviewing the qualifications of all employees to ensure
that minorities and women are given full opportunities
for transfers and promotions.
8. Periodically auditing training programs, hiring and
promotion patterns to remove impediments to the

IV. DISSEMINATION OF AFFIRMATIVE ACTION -POLICY AND PLAN
Internal Dissemination
1. The policy statement and non-discrimination posters will
be posted in areas available to employees and applicants
for employment.
2. The EEO/AA policies of the City will be included in the
City's personnel policy manual.
3. All managerial and supervisory employees will receive a
full copy of the Affirmative Action Program/Plan and any
amendments.
4. Each City employee will be furnished a copy of the
policy statement, and will have access to the
Affirmative Action Plan/Program.
5. Orientation and training sessions will be conducted
periodically to inform all employees and management of
the City's EEO/AA commitment, and of individual
responsibility for effective implementation.
6. The City's EEO/AA policy will be included in any
advertising for position recruitment.
7. Non-discrimination clauses will be included in all union
agreements. Contractual provisions will be reviewed to
ensure that they are non-discriminatory. Union
officials will be informed of the City's policy, and

their cooperation solicited.
8. Men and women, minority and non -minority, and disabled
employees will be featured in City publications.
External Dissemination
1. At pre-bid, pre -award and pre -construction conferences,
the City's EEO/AA commitment will be communicated.
2. Contractors, vendors and suppliers will be notified of
the City's EEO/AA policy. The notice will include a
stipulation that those found to be in violation of
Federal and/or State anti -discrimination policies will
be precluded from doing further business with the City,
until such time as the problem is rectified.
3. The City will notify all recruitment sources, labor
unions with whom the City has a collective bargaining
agreement, and minority, female and disabled news media
and organizations of the EEO/AA policies, and will
encourage them to actively recruit and refer job
applicants to assist the City in achieving its
objectives.
4. Current and potential sources of work force supply,
including but not limited to contractors, employment
agencies, community action agencies,; schools, colleges,
and other organizations frequented by protected class
persons will be notified of the City's EEO/AA policies.
5. The words "Equal Opportunity Employer" will appear in

VII. GOALS OBJECTIVES AND TIMETABLES FOR CORRECTIVE ACTION
The utilization analysis indicates that the City workforce
is underutilizing females by two (2) positions; minorities
are not underutilized.
However, it is anticipated that the City workforce will grow
modestly over the next few years, and to maintain proper
utilization, the City should attempt to recruit three (3)
females and one (1) minority during this expansion.
The City experiences little turnover in existing positions.
Therefore, most opportunities will come from newly created
positions. Three (3) new positions are budgeted for 1989.
During the four year period of 1990 - 1993, it is anticipated
that up to five (5) additional positions may be added to the
workforce, and assumed that an estimated three (3) existing
positions will become vacant. However, at this point it is
impossible to know exactly in what year those openings will
occur.
Therefore, specific goals and timetables are:
1989
Fill one opening with a qualified minority or female
applicant.
1990 - 1993
If minority hired in 1989, fill three openings. with qualified
female applicants.
If female hired in 1989, fill two openings with qualified
female applicants and one opening with qualified minority
applicant.
VIII. DEFICIENCIES OR PROBLEM AREA IDENTIFICATION
The City of Mendota Heights is a small employer as defined
(i.e. less than 40 employees). City employment appears to be
quite attractive and satisfactory, as evidenced by the very
slow rate of turnover in existing positions. As with any
small organization, opportunities for upward mobility within
are extremely limited, almost non-existent. As such, it is
meaninvless to consider availability/utilization within
specific job classes, or even within departments.
The availability/utilization for the City as a whole revealed
only a minor underutilization of females (two positions), and
no underutilization of minorities. Therefore, there is no
basis to make a determination that any particular facet of
City employment practices is culpable in denying equal

opportunity to minorities and females.
However, in order to correct the slight deficiency and to
maintain a proper balance in its workforce,it is essential
that the City be vigilant to attract qualified female and
minority candidates for future openings.
IX. MEASURES TO FACILITATE IMPLEMENTATION
Recruitment of Employees
1. All advertisements for employees will indicate that the
City is an Equal Opportunity Employer.
2. The St. Paul South Area office of the MN Department of
Economic Security will be notified of all job vacancies.
3. Job announcements will be sent to minority and female
organizations. "Help wanted" advertisements will be
placed in some "protected class" oriented news media.
The City will periodically evaluate which sources result
in the most applicants for City positions, -and will
concentrate future recruitment efforts to those
organizations and media. Copies of advertisement for
employees will be kept on file for review by enforcement
agencies.
4. Help wanted advertisements will not indicate a
preference, limitation, specification, or discrimination
based on sex, unless sex is a bona fide occupational
qualification for a particular job.
5. Institutions of higher learning with predominantly
minority and female enrollments will be notified of
job openings which require qualifications likely to be
obtained at that institution.
6. All job opportunity information will be made equally
available to potential applicants, both from protected
and non -protected class groups.
7. Reasonable efforts will be made to employ female,
minority, and disabled persons in after school, summer
and vacation employment.
8. City application forms will be reviewed to insure
compliance with all applicable non-discrimination laws
and regulations.

Training Programs
Being a small employer, the City of Mendota Heights has no
formal, in-house training programs. Employees are, however,

afforded the opportunity to attend training and educational
programs offered by other institutions. Also, the City
provides an Educational Incentive program to encourage its
employees to further their education through work-related
courses.
Minority, female, and disabled employees will be encouraged
to participate equally in these training and educational
opportunities.
X. INTERNAL AUDIT AND REPORTING SYSTEMS
The City of Mendota Heights will maintain the following
personnel data:

for each job category. The figures for each of these
personnel processes will show a breakdown by sex and minority
classification.
Acknowledgment of Compliance Report Requirement
The City of Mendota Heights acknowledges its obligation to
submit semi-annual reports of the above data to the Minnesota

XI. AFFIRMATIVE ACTION PLAN FOR DISABLED INDIVIDUALS
I. Disabled Individuals Affirmative Action Clause
The City of Mendota Heights will not discriminate against any
employee or applicant for employment because of physical or
mental disability in regard to any position for which the
employee or applicant for employment is qualified. The City
agrees to take affirmative action to employ, advance in
employment, and otherwise treat qualified disabled
individuals without discrimination based upon their physical
or mental disability in all employment practices such as the
following; employment, upgrading, demotion or transfer,
recruitment, advertising, layoff or termination, rates of pay
or other forms of compensation, and selection for training,
including apprenticeship.
The City of Mendota Heights agrees to comply with the rules
and relevant orders of the Minnesota Department of Human
Rights issued pursuant to the Minnesota Human Rights Act.

The City agrees to post in conspicuous places, and make
available to employees and applicants for employment, notices
in a form to be prescribed by the Commissioner of the
Minnesota Department of Human Rights. Such notices shall
state the City of Mendota Heights' obligation under the law
to take affirmative action to employ and advance in
employment qualified disabled employees and applicants for
employment, and the rights of applicants and employees.
The City of Mendota Heights shall notify each labor union or
representative of workers with which it has a collective
bargaining agreement or other contract understanding, that
the City is -bound by the terms of Minnesota Statutes, Section
363.073 of the Minnesota Human Rights Act and is committed to
take affirmative action to employ and advance in employment
physically and mentally disabled individuals.
II. Schedule for Review
The City of Mendota Heights will review all physical and
mental job requirements to the extent that these requirements
tend to screen out qualified disabled individuals. It will
be determined whether these requirements are job related, and
consistent with business necessity and the safe performance
of the job.
Because of the very low frequency of position openings in the
City, such review will be done prior to recruitment for each
position.
III. Pre-employment Medical Exams
The City of Mendota Heights may require a comprehensive
medical exam prior to employment. The results of such an
examination will not be used to screen out qualified disabled
individuals. Information obtained in response to such
inquiries or examination shall be kept confidential except
that: (a) supervisors and managers may be informed regarding
restrictions on the work or duties of disabled individuals
and regarding necessary accommodations, (b) first aid and
safety personnel may be informed, where and to the extent
appropriate, if the condition might require emergency
treatment, and (c) officials, employees representatives, or
agents of the MN Department of Human Rights investigating
compliance with the act or local human rights ordinances
will be informed if they request such information.
IV. Accommodations to Physical and Mental Limitation of
Employees
The City of Mendota Heights shall make reasonable

accommodation to the physical and mental limitations of an
employee or applicant, unless such an accommodation would
impose an undue hardship on the conduct of the business.
V. Compensation
In offering employment or promotions to disabled individuals,
the City of Mendota Heights will not reduce the amount of
compensation offered because of any disability income,
pension, or other benefit the applicant or employee receives
from another source.
VI. Outreach, Positive Recruitment, and External
Dissemination of Policy
The City of Mendota Heights will review employment practices
to determine whether the personnel programs provide the
required affirmative action for employment and advancement of
qualified disabled individuals. Based upon the findings of
such review, the City shall undertake appropriate outreach
and positive recruitment activities, such as those listed
below:
1. Develop internal communication of obligation to engage in
affirmative action efforts to employ qualified disabled
individuals in such a manner as to foster understanding,
acceptance, and support among executive, management,
supervisory, and all other employees and to encourage
such persons to take the necessary action to aid the City
in meeting this obligation.
2. Ensure that the obligation to engage in affirmative
action to employ and promote qualified disabled
individuals is being fully implemented.
3. Periodically inform employees and prospective employees
of the commitment to engage in affirmative action to
increase employment opportunities for qualified disabled
individuals.
4. Enlist the assistance and support of recruiting sources
(including state employment security agencies, state
vocational rehabilitation agencies or facilities,
sheltered workshops, college placement officers, state
education avencies, labor organizations and organizations
of or for disabled individuals) of the City of Mendota
Heights' commitment to provide meaningful employment
opportunities to qualified disabled individuals.
5. Establish contacts with appropriate social service
agencies, organizations of and for disabled individuals,
vocational rehabilitation agencies or facilities, for

such purposes as advice, technical assistance, and
referral of potential employees.
6. Review employment records to determine the availability'
of promotable and transferable qualified known disabled
individuals presently employed, and to determine whether
their present and potential skills are being fully
utilized or developed.
7. Include disabled workers when employees are pictured in
City literature.
8. Send written notification of City policy to all
contractors, vendors and suppliers, requesting that they
act in a manner consistent with the City's policy on
affirmative action.
VII. Internal Dissemination of Policy
Realizing that an outreach program is ineffective without
adequate internal support from supervisory and management
personnel and other employees who may have had limited
contact with disabled persons in the past, and in order to
assure greater employee cooperation and participation, the
City will disseminate this policy internally as follows:
1. Include a summary of the policy in the Personnel Code.
2. Publicize the City's affirmative action commitment in
city publications.
3. Conduct meetings with executive, management, and
supervisory personnel to explain the intent of the policy
and individual responsibility for effective
implementation.
4. Communicate with all employees to inform them of the
policy and to explain individual employee
responsibilities.
5. Correspond with union officials to inform them of the
City's policy, and to request their cooperation.
6. Include nondiscrimination clauses in all union agree-
ments, and review all contractual provisions to ensure
they are nondiscriminatory.
7. Include articles on accomplishments of disabled workers
in company publications.
8. Post the affirmative action policy on City bulletin
boards, including a statement that employees and
applicants are protected from coercion, intimidation,

interference, or discrimination for filing
g a complaint or
assisting in an investigation under the Minnesota Human
Rights Act.
VIII. Responsibility for Implementation
Kevin Frazell, City Administrator, has been designated
Director of the City of Mendota Heights' affirmative action
activities. His identity will appear on all internal and
external communications regarding the City's affirmative
action programs. He has been given necessary management
support and staff to manage the implementation of this
program, including the following activities:
1. Development of policy statements, affirmative action
programs, and internal and external communication
techniques, including regular discussions with managers,
supervisors, and employers to be certain the City's
policies are being followed. In addition, supervisors
will be advised that: 1) their work performance is being
evaluated on the basis of their affirmative action
efforts and results, as well as other criteria, and 2)
the City is obligated to prevent harassment of employees
placed through affirmative action efforts.
2. Identification of problem areas in conjunction with line
management and known disabled employees, in the
implementation of the affirmative action plan, and
development of solutions.
3. To design and implement audit and reporting systems that
will measure the effectiveness of the City's plan and
indicated need for remedial actions.
4. To serve as liaison between the City of Mendota Heights
and the Minnesota Department of Human Rights.
5. To serve as liaison between the City and organizations of
and for disabled persons.
6. To keep management and -city policy makers informed of the
latest development in the entire affirmative action area.
7. To arrange career counseling for known disabled
employees.
IX. Development and Execution of Affirmative Action Programs
The Affirmative Action Plan for the City of Mendota Heights
will be developed and executed as follows.*

The City shall evaluate the total selection process,
including trdining and promotion, to ensure freedom from
stereotyping disabled persons in a Mapner which limits
their access to all job for which they are qualified.
Representatives from recruiting sources shall be advised
of position openings. Worksite tours a clear and
concise explanation of current and future job openings,
position descriptions, worker specifications,:
explanations of the selection process, and recruiting
literature shall be made available upon requ9st. Formal
arrangements can be made for referral of applicants,
follow up with sources, and feedback on disposition of
applicants.
Disabled employees will be made available fox'
participation in career days, youth motivation programs,
and related activities in the community.

Thirteen resumes have been received for the position of
administrative assistant, and it is anticipated that a few
more may come in before the deadline of Friday, November 11.
I anticipate interviewing 4-6 candidates, and at Tuesday
evening's meeting will inform Council of those that I have
selected for interview.
Under the city personnel code, it is my responsibility
to make recommendation for appointment of city employees.
When evaluating candidates for professional positions, I like
to have the benefit of several people's perspective on the
candidates. I will be asking one or two of the department
heads to join me, and by this memo am extending an invitation
to the Council to designate one of its members to participate
in the interviews as well.
ACTION REQUIRED:
If Council is so inclined, to designate one of its own
members to participate in the interview panel.

Presentation Concerning MSP Adequacy Study
As has been extensively reported in the Twin Cities area
press, the Metropolitan Councils' Airport Adequacy Task Force
has released its recommendation concerning the future of
Minneapolis/St. Paul International Airport. Council will
recall that Council member Buzz Cummins served as a member of
this Task Force.
Metropolitan Council District 15 representative Mary
Martin will be present at the Council meeting to discuss the
report with Council. In preparation for the meeting, I am
enclosing a copy of -the Task Force Report.
ACTION REQUIRED:
No specific action is requested of Council for the
November 15 meeting. However, if Council has any concerns or
biases about the direction this issue is taking, it would be
good to make those known at the meeting.I would anticipate
upcoming situations in which representatives of the City of
Mendota Heights will be requested to make known their
thoughts on this issue.
