8.a. 1988 Street Sweeping Bid Award
Please see attached memo from Public Works Superintendent
Olund changing his recommendation for bid award.
9.b. City Hall Interior Design Services
Rather than a separate contract between the City and Ilten
Design, our architects have simply proposed that we amend
their contract to provide these services (see attachment).
They will retain Ilten, and will coordinate Ilten's design
services with the design services they (the architects) are
already to provide in their current contract. This'is the
approach requested by the subcommittee at its last meeting.
As indicated in the letter, the fee to Lindberg -Pierce is
$5,700, $500 more than will be paid to Ilten. The difference
is compensation for their coordinating role.
ACTION REQUIRED
It is recommended that Council pass a motion authorizing
amendment of the City Hall contract with Lindberg -Pierce to
provide interior design services by Ilten, Ltd. for a fee of
$5,700, as outlined in the letter of proposal dated March 15,
1988.

DISCUSSION:
In the memo you received in your packets I recommended that the 1988
Street Sweeping Contract be awarded to Loomis, Inc. Since that time I have
been informed by Loomis, Inc. that they are unable to perform the work as we
specified. Therefore the bid of Loomis, Inc. should be rejected and the
contract should be awarded to the next low bidder Foss Sweeping Service at
their hourly rata of $46,75 per boor ($40.75 per hour X 180 = $8,415.00).
Foss Sweeping Service has done swee,ping in the City and we have been
satisfied with their work.
RECOMMENDATION:
Award the street sweeping contract to Foss Sweeping Service at their

hourly rate of $46.75.
ACTION REQUIRED:
If Council concurs with the staff recommendation, they should pass a

Re: Interior Furnishings Services

Dear Mr. Frazell:
We are pleased to have the opportunityito furnish a proposal
for providing interior furnishings design services as an
extension of our Agreement with the City, of Mendota Heights.
I
Furnishings design services will be coordinated through our
office using the firm of Ilten, Ltd., whom the Building
Committee selected.
Broadly defined, Ilten, Ltd. will provide a comprehensive
interiors furnishings design service; which will include
preparation of a furnishings master plan, inventory of
existing items, preliminary furniture layouts for review and
approval, preparation of final furnishings plans, budget
information, and coordination of the bidding and installation
process. All planning/selections will be coordinated with our
office and require approval of the City.;
We would propose to furnish all outlined services for, a fixed
fee of $5,700. Payment for services will be billed at
completion and approval of survey/ schematic design, contract
document and installation phases.

SUBJI7CT: Drainage Channel at Trunk Highway 110 and Shopping Center
INTRODUCTION:
Mayor Mertensotto visited me at City Hall on March 9, 1988, to discuss the
drainage channel at Trunk Highway 110 and the Shopping Center. lie asked that the
City maintenance crews be utilized to clean the drainage channel by removing the
beaver dams and fallen trees.
DISCUSSION:
The drainage channel carries City storm water all the way from Rogers Lake
and from the Southeast Area (see attached drawing). Money was budgeted in 1988
to study the City's storm water system on a whole, catalog all the assets (or
liabilities) and make recommendations on areas to be maintained, priorities of
maintenance, levels of maintenance, etc. Staff has not yet had time to begin
that study. This drainage channel or creek will be one of the areas addressed in
this upcoming study. My "quick and dirty" analysis of the creek is that it still
has the capacity to carry the quantity of storm water for which it was designed;
however the beavers and the damage they have caused are an aesthetic problem
that needs to be cleaned up because of its location (right in "downtown" Mendota
Heights). '
I feel the first step to solving the problem is to get rid of the beavers
that are the cause of the problem. I have contacted Mr. Russ Opsal, our local
conservation officer, and he had given me the names of some trappers who have
helped him out before.
lie informs me that if the City would not have an ordinance prohibiting
trapping that he personally would help us, but it is his department's policy not -
to assist cities that have ordinances preventing trapping. Chief Delmont and I
may suggest that the City delete our trapping ordinance later this year when the
ordinance revisions are completed.
Because of the visibility of this location I want to make sure that I have
Council concurrance before I order a trapper to go to work.
RECOMMENDATION
Staff recommends that a trapper be hired to remove the beavers at Trunk
Highway 110 and Dodd Road. Then, after the beavers are remove(], staff will begin
to clean the fallen trees. (Hopefully by then the storm management study will be
completed and we can see how this channel maintenance fits into the system.
ACTION REQUIRED:
If Council desires to implement the staff recommendation they should pass a

Council briefly on tax reform proposals and
other issues which are being discussed by the
legislature and answered Council questions.

EASEMENT VACATION
Mayor Mertensotto opened the meeting for the
purpose of a public hearing on an application
from the Edward Tilsen;estate for the vacation
of a utility easement across a portion of Lot
6, Auditor's Subdivision No. 2.
Public Works Director Danielson explained that
the City's sanitary sewer easement which had
been filed several years ago was incorrectly
described and that the existing incorrect

easement must be -vacated and a new one must be

Mayor Mertensotto asked for questions and
comments from the audience.
There being no questions or comments,
Councilmember Blesener moved that the hearing
be closed at 7:45 p.m.
Councilmember Cummins seconded the motion.
Councilmember Cummins moved adoption of
Resolution No. 88-14, "RESOLUTION APPROVING
VACATION OF A DRAINAGE AND UTILITY EASEMENT,"
conditioned upon;the filing of a corrected
easement.

CASE NO. 88-07 Mr. John Gelderman was present to request
GELDERMAN approval of a wetlands permit and setback
variances to allow construction of a home on
Lot 5, Block 1, Ridgewood Park addition. Mr.
Gelderman explained the lot constraints,
including soil conditions and an existing
utility easement over the lot, and showed a
model of the proposed home as it would be
located on the lot.
Councilmember Blesener asked whether the City
will be provided with construction drawings
which will control the amount of filling
allowed.
After discussion', Councilmember Blesener moved
approval of a six foot variance from the front
yard setback requirement for the home, a 12
foot front yard setback variance for the
garage, and a wetlands permit to allow a home
to be constructed within 10 feet of the
wetlands area on'Lot 5,' Block 1, Ridgewood
Place, along with waiver of the wetlands
hearing requirement, conditioned upon the
applicant extending the storm sewer outlet on
the north lot line at no expense to the City.

RAILROAD CROSSING Public Works Director Danielson reviewed his
memo regarding a proposed agreement submitted
by the Soo LineIRailroad addressing funding

and responsibilities of the railroad for the
Northland Drive Railroad Crossing project. He
explained that the City would deposit the
estimated project costs in an escrow account,
and that American National Bank and Trust
Company would be the escrow agent.
City Attorney Hart stated that the escrow
agent will require a formal escrow agreement
and will not rely on the agreement submitted
by Soo Line. ;
Councilmember Cummins moved to authorize the
Mayor to execute the Soo Line agreement and
any other escrow,agreement which receives the
approval of the City's legal counsel.

CASE NO. 88-05 Mr. Howard Bream and Mr. Jim Hill were present
VICTORIA HIGHLANDS to request'approval of the preliminary plat
for the townhouse portion of the Victoria
Highlands Planned Unit Development and
approval of the final Planned Unit Development
Plan.
Mr. Hill informed Council that there are 32
townhouses proposed, which is consistent with
the original concept plan for the PUD as
approved several months ago. He reviewed the
site plan and landscape plan, and stated that
access to the townhouse development will be
from Marie, with emergency access from Marie
also. Mr. Hill stated that there will be a
homeowners' association to maintain the
building exteriors and the private court, and
that easements will either be addressed in the
association agreement or will be placed in the
covenants. He stated that seven of the units
would be located.on platted lots and that the
remainder of the�itownhouse development would
be developed on nine outlots, each of which
will be platted as individual units are sold.

Mr. Bream stated that there will be three 2 -
unit buildings and that the remainder will be
three -unit buildings. {He stated that he will
offer eleven different types of plans ranging
from two-story to ramblers and walkouts, that
some will have lofts, there will be an option
for three -car garages and screened porches and
glassed rooms. He stated that the sizes will
range from 1640 square foot on the main floor

for the ramblers.to 2,450 square feet for the
two -stories. The prices will range from
$225,000 to $3'00,; 000.

Mayor Mertensotto expressed concern over
traffic control ,in the area and the need for a
four-way stop at�'Marie and Victoria. Council
directed Public �gorks Director Danielson to
again request the County to install four-way
stop signs at the intersection.
Responding to a question from Councilmember
Blesener, Mr. Hill stated that the parking
ratio is 4.5 spaces per unit. Mr. Bream
stated that the covenants for the development
will only allow parking (guest) on one side of
the private drive. There was also discussion
over the use of surmountable curbs in the
development.
Councilmember Blesener moved approval of the
preliminary platfor the Victoria Highlands
townhouses and approval of the final PUD
development plan subject to the following
conditions: that'no greater number of units be
prepared other than the 32 as set forth in the
PUD plan; that there be a minimum 20 foot
utility easement ''space provided between
Outlots A and B for a storm sewer line; that
there be a minimum 50 foot utility easement
space provided between Outlot A and Outlot I
for utility and street construction.

CASE NO. 88-06
Mr. Fred Haas, Vice -President of Marvin
MARVIN ANDERSON HOMES
- Anderson Homes, was present to request
BRIDGEVIEW SHORES
approval of the preliminary plat and wetlands
permits for the proposed Bridgeview Shores
addition, located at the northeast corner of
Dodd Road and Mendota Heights Road.
-Mr. Haas explained that the proposal is for 70
single family lots with an average size of
19,000 square feet, not including water area,
and stated that it is his company's policy to
purchase land, develop it and build the homes
on it. He stated that;it is not the company's
intent to develop the land and sell lots. He
reviewed the proposed plat for the Council and
pointed out that many constraints in
developing the property have resulted in long
cul-de-sacs and wetland permits needs. Mr.

Haas informed Council that the plan originally
included a 75 foot long pedestrian bridge
across a pond area, and that the bridge has
been expanded to,10 feet wide at the request
of the Planning Commission to provide for
access by light -weight emergency vehicles. In
reviewing the site plan, Mr. Haas stated that
his firm is requesting 26 wetlands permits and
that the house footprints have been placed on
each of those lots to show where they would be
located in relation to the wetlands. He
indicated that there is, however, the
possibility that: the number of wetlands
permits needed can be reduced to 19. Mr. Haas
stated that his"company is very concerned
about trees and keeping as many of the
existing trees as possible: the developer will
also heavily tree the area along Dodd Road.
He stated that he has worked with the City
Planner'and staff to come up with the best
design possible:so that the development will
be an asset to the community.
Councilmember Blesener expressed concern over
the temporary cul-de-sac proposed to be
constructed on the School District property
east of the site, and what will happen to the
cul-de-sac when the school site develops.
Mr. Haas responded that Apache Lane must come
through to Mendota Heights Road and has always
been planned to be extended; the School
District recognizes that and also wants to be
able to access their property from Bridgeview
Shores. He stated that the school district is
willing to grant him a temporary easement for
the cul-de-sac.i Mr. Haas stated that his firm
is very explicit in its ads and other
documents relating to this development that
this is only a temporary cul-de-sac and one of
the conditions of sale is that the area be
dedicated to the City.;
tCouncilmember Bleseneripointed out that the
Friendly Hills Park isjjust north of this
property and there is no access planned to the
park from the development, no trail has been
provided. She also expressed concern over the
length of the cul-de-sac which begins at Pagel
Road and Hazel Court. !Mr. Haas responded that
he could tie a trail system in coming in back
of the trees on the east side ofZ Yat up to
Mohican Court. With respect to the cul-de-sac
length, he responded that this appeared to be

the best solution because of the grade
differential andlthe numerous trees and was
arrived at after working with the City Planner
and staff. �!
Councilmember Blesener felt that an additional
outlet for the Friendly,Hills neighborhood
should be provided. She felt that it would
make sense to tie the cul-de-sacs in the plat
together and to do some master planning for
traffic patterns !in the area.

expressed their concerns over the wetlands
permit requests.]

Mayor Mertensotto pointed out that Council
must hold a public hearing on the wetlands
permit applications, and , because of public
notice requirements, the hearing cannot be
held until April.5th.
Councilmember Blesener asked Planning
Commission Chairperson Jerry Morson to review
the Commission discussions on the
applications. Mr. Morson stated that the
Commission had touched on all of the concerns
expressed by Council and their greatest
concern was over:the wetlands setbacks. He
stated that the cul-de-sac length was touched
upon but not brought up as an objection. Mr.
Morson stated that bridging from Pagel Road to
the cul-de-sac south of the pond would only
bring increased traffic into the Pagel Road
neighborhood as a shortcut to Mendota Heights
Road. He pointed out that the topography of
the land also precludes designing the streets
much differently from'what is proposed: road
construction difficulties and the number of
trees existing would not allow connecting the
ends of the cul-de-sacs on the east side of
the property. He stated that he believed Mr.
Haas had answered most'of the Commission's
concerns and that withthe peculiarities of
the site, topography and other constraints
involved, he felt it was a very good
development. He,pointed out that the number
of setback variances that are critical is
limited to four.'
After discussion, it was Council consensus
that staff and the City Planner be directed to
meet with the developers to resolve the
following concerns: access to the Friendly

Hills Park, connection;of the cul-de-sacs on
the east side of the plat, the temporary cul-
de-sac and the wetlands setbacks.
Councilmember Cummins moved that discussion on
Bridgeview Shores be continued to April 5th.

PROPERTY APPRAISALS
The Council acknowledged and discussed a
report from the City Administrator regarding a
proposal from the firm Davis & Lagerman to
prepare appraisals of the Mulvihill area
residential property, the Acacia Park Cemetery
area holdings and the Rogers Road area.
Administrator Frazell's report indicated that
the appraisal costs would be financed by tax
increment funds and that if Council approved
the proposal, the Rogers Road appraisals would
not begin until'staff is convinced that the
neighborhood supports the buy-out.
Councilmember Blesener moved to authorize
Davis and Lagerman, Inc. to do'complete
property appraisals as outlined in their
letter of proposal dated February 24, 1988.
Councilmember Cummins seconded the motion.

REFERENDUM
Council acknowledged a memo from the City
Administrator regarding the park bond
referendum marketing program.
CITY.HALL
City Hall architect Bob Pierce was present and
reviewed recommendations of the City Hall
Subcommittee regarding the reception desk,
office systems furniture, microphones and
Council Chambers changes.
Councilmember Cummins moved approval of a
change in the Council chambers microphone
specifications, on theibasis that quality and
aesthetics would be improved, for an estimated
cost increase of $2,078 over original
specifications.
Councilmember Witt seconded the motion.

Mr. Pierce showed the Council two models
illustrating reception area options discussed
by the Committee. Mr. Pierce stated that the
first model illustrated the station as
envisioned in the plans specifications,
modified to include windows in the wall behind
the reception area and a credenza, and that
the second modelirepresents an alternate which
changes the philosophy of the station, opening
the office up more to the visitor.
Councilmember Cummins felt very strongly that
Council should stick to the original design,
which he felt would make the lobby area more
warm and inviting, and stated that he did not
like the alternative at all.
Councilmember Blesener agreed that the intent
was to have a nice, welcoming front desk but
that staff needs'to interact and communicate
with each other and the original design does
not provide for this interaction. She felt
that it would be,far worse to have someone
come to the reception desk and have to wait to
be seen by staff,in the absence of the
receptionist than it would be to redesign the
station as proposed and open the area so that_
other staff members would be more accessible.
She stated that functionally and staff wise,
she does not think the original is the right
solution.
Councilmember Witt agreed, stating that the
City cannot isolate one person from the work
group with such a small staff and that she
prefers the alternate proposal. Mayor
Mertensotto stated that if the original design
is retained, it will mean that the City will
have to hire an additional person, since
someone will have to man the reception desk
during all office hours.

Mr. Pierce informed Council that the alternate
proposal is a major change from the
specifications and would require a drop-down
grate, all of which would cost approximately
$9,000.

Subcommittee member Sharon Koll stated that
the alternate proposal is not unanimously
recommended by the subcommittee and that she
has concerns about the change, including the
view when someone comes into City Hall and, in
k the evening, people will be greeted with a
steel firewall rather than a warm front desk.
Subcommittee member Jerry Morson stated that
the question is one of aesthetics versus
practicality -- the original design is
definitely more attractive than the proposed
counter design.

' Blesener, Mr. Pierce stated that the
modifications for windows and credenza in the
original design will add some costs to the
contract, but he(had no exact figure.

TREE`PLANTING PROGRAM Council discussed a community tree planting
program proposed by the Public Works Director.
After brief discussion, Councilmember Hartmann
moved to approve a tree planting program
whereby the City would provide trees to
property owners for planting in boulevards
only, only at the request of the property
owner, and on a first-come, first-served
basis, in consideration of a $50 per tree up-
front cost participation by the recipients.
Councilmember Cummins seconded the motion.

memo from the City Administrator recommending
that the City participate in the suburban tax
lobbying effort and notifying Council of a

SNOWPLOWING "
The Council acknowledged and discussed a memo

from the Public Works Director regarding
contract snowplowing. It was the consensus of
Council that the'Public Works Director should
proceed with theiproposal to use Pine Bend
Paving to assist with snowplowing during heavy
snowfalls this year to see how the proposal
would work, and to plan for a fourth plowing
route in 1989.
COUNCIL COMMENTS
Councilmember Witt stated that she would like
an update from the Park Commission on the
recreation program. Administrator Frazell
stated that a report will be submitted for the
March 15th agenda.

The regular meeting of the Mendota Heights Parks
Commission was held on Tuesday, February 9, at 7:30 P.M., in
the City Council Chambers, 750 South Plaza Drive. The
following members were present: Vice -Chair Lachenmayer,
Commissioners Damberg and Katz. Also present was new member
John Huber. Councilmember Cummins and City Administrator
Frazell were also present for the discussion.

maintaining a skating pond is expensive
and should be evaluated carefully.
Questions remains whether there are enough
hockey rinks in the southeast for future.
This need not be part of the bond issue

SUBJECT: CAO Case No. 88-03, Linsmayer, Modified Site Plan
Approval for 1935 Glenhill Road
DISCUSSION:
City Council may recall the approval of a variance for
Lot 17, Block 1, Valley View Oak 1st Addition for J. Nicholas
Linsmayer on November 5, 1985. (See attached). Mr.
Linsmayer is now ready to begin the process of seeking
Council approval of a modified CAO site plan review.
An application has been submitted along with a letter of
request and site plan (see attached).
RECOMMENDATION•
Staff has reviewed the proposal and finds it to be in
compliance with CAO requirements and recommends City Council
approval of the modified CAO. In addition, staff recommends
refunding of Mr. Linsmayer's $100 CAO application fee.
ACTION REQUIRED:
If City Council wishes to implement the staff .
recommendation of CAO modified site plan approval and
refunding the.$100 application fee, it should pass a motion
of approval.

meeting on November 5. After discussion, the Council approved a 20 foot rear
yard setback variance, subject to a 30 foot area being provided along the west
side yard of Lot 17, Block 1, Valley View Oak lst. Addition.
Please be advised that it will be necessary for you or your contractor
to acquire a required building permit prior to construction of your home. If

In response to your letter dated March 1, 1988, 1 have
initiated a traffic study of the conditions at the referenced
intersections to determine whether or not multiway stop signs
can be justified.
Multiway stop signs can be justified at locations where
minimum crossing traffic volumes exist, when safety problems
demonstrated by accident history indicate that multiway stop
signs will reduce the frequency of accidents or where traffic
signals are warranted and urgently needed. Our study will
focus on these areas.
I will advise you of the results of the study as soon as it is
completed.

Amendments,to County Ordinance #110 Solid Waste
Management
Dear Chairman Loeding'and Members of the Commission:
My City Council does not meet again until the evening of
Tuesday, March 15, making it impossible for them to adopt
timely comments for your public hearing on'amendments to
County Ordinance #110. However, I believe that I can
anticipate the Council's position on this matter, so please
accept the following as the position of the City of Mendota
Heights.
Dakota County has recently adopted its solid waste
master plan, which calls for an ambitious cooperative effort
between the County and its cities to effectively deal with
the problem of solid waste. The plan assigns numerous
responsibilities to the cities for waste reduction and source
separation efforts. Working groups made up of County and
City staff members have only recently begun to meet to "sort
out the roles" as to who will be doing what to meet the
assigned objectives. Cities have raised concerns about
whether they can realistically achieve the County's goals for
waste reduction and source separation.
Page 8 of the executive summary of your Solid Waste
Master Plan states that one of the most effective things that
cities can do is "require as a condition of licensure for
haulers or through organized collection, that yard waste not
be collected along with mixed municipal solid waste". It is
further indicated that cities should look into alternatives
like source separation of yard wastes and recycling (both
mandatory and voluntary), organized collection of mixed solid
waste, and routed collection for source separated materials
in organized collection.
Obviously, the authority to license haulers will be one
of the primary mechanisms cities have for enforcing
ordinances that achieve the Count's goals. Therefore, it
seems perplexing that the County is, at this time,

contemplating adoption of an ordinance which would create
County licensing of trash haulers. We can appreciate the
problems that may be created by those cities and townships
which do not license haulers, and we also can see that
County -wide licensure is not without its advantages.
However, it seems quite premature for the County to take on
licensing authority until the respective roles of the city
and County in waste reduction and source separation can be
sorted out, and licensure considered as one of the mechanisms
for implementation. ,
We do understand that adoption of your ordinance would
not preclude cities from also licensing trash haulers.
However, in many cases it would seem to be an unnecessary
redundancy.
Mendota Heights would urge the County Board to table
adoption of this ordinance until the above issues have been
adequately addressed.

with their work.
RECOMMENDATION:
Award the street sweeping contract to Loomis, Inc. at their hourly
rate of $45.50.
ACTION REQUIRED:
If Council concurs with the staff recommendation, they should pass
a motion awarding the 1988 Street Sweeping contract to Loomis, Inc.

DISCUSSION:

There is a portion of Pagel Road right-of-way south of Hazel Court that
has no utilities or roadway within it (see attached map). It is also
affected by a federally protected wetlands and could not be extended further
south. Marvin Homes Inc. has requested that it be vacated.
RECOMMENDATION:
Staff recommends that the portion of Pagel Road right-of-way south of
the south line of Hazel Court right-of-way extended easterly be vacated,
however because approval of the preliminary plat for Marvin Anderson Homes
has been continued to the April 5th meeting, staff suggests that this matter
be continued to be considered at that same time.
ACTION REQUIRED:
Council needs to conduct the required public hearing, and then should
they desire to implement the staff recommendation, they need to continue the
public hearing until April,5, 1988 at 7:45 P.M.

SUBJECT: Proposed Upgrading of Lilydale Regional Park by City of Saint Paul

INTRODUCTION•
The City of St. Paul has acquired the Lilydale Regional Park from
Ramsey County. The Park is located in the City of Lilydale, but is
currently in the process of being annexed into the City of St. Paul. St.
Paul proposes to substantially upgrade the park, along with an upgrading of
Cherokee Park and Harriet Island Park over the next 10-20 years. A small
scenic overlook for,the park is actually located in Mendota Heights.
First, the City of St. Paul has invited our comments on the plan, which
we are to provide on or before March 30. Mr. Tim Agness of the St. Paul
Parks and Recreation Department will be present at the Council meeting to
describe the proposed improvements to you. In preparation for his
presentation, I am providing the following attachments:
1. A concept schematic of Harriet Island Park.
2. A concept schematic of Cherokee Park..
3. A concept schematic of Lilydale Regional Park.
4. A graphic of scenic overlook located in Mendota Heights, at
intersection of Annapolis and TH 13.
I am also attaching a letter from St. Paul Attorney Jerry Segal,
inquiring as to our•,,willingness to have a couple small sections of the park
which are in Mendota Heights annexed into the City of St. Paul. The final
attachment is a schematic showing the location of these two parcels. The
one along Annapolis Street is the site of the scenic overlook.
ACTION REQUIRED: '{ '
After hearing Mr. Agness' presentation, Council should discuss whether
it wishes to forward any formal comments on the plan to the City of St.
Paul.
Council should also indicate whether it is willing to have staff
proceed with discussions for the annexation.

CAVES
At least one cave will be developed and main-
tained as a part of the interpretive program for
interpreting area geology and the historical uses
of the caves. Unless some safe uses of the
caves are defined in the interim, they will be
secured to prevent access through filling, block-
ing and landscaping their entrances. If the
caves are permanently abandoned and sealed,
the bluff at the abandoned entrance will be
restored or modified to a natural appearance.
SCENIC OVERLOOK
A scenic overlook with vehicular parking spaces
and park information signage will be established
above the brickyard quarry area in the vicinity
of the new pedestrian access. This overlook will
serve as a pedestrian entrance into Lilydale and
a vehicular/pedestrian entrance into the
Cherokee Park area as well.

HARBOR SERVICE
The Minnesota Harbor Service operation will re-
main in its present location. It will be ap-
propriately screened and secured so as not to
detract from park uses and views.
WINTER USE
Winter activities at Lilydale will be centered
around the Lakeside Activity area and will in-
clude ice fishing, cross country skiing, sliding
and skating. The interpretive program will also
be operating throughout the site in all seasons
as well as the opportunity for winter camping
activities through a day camp program.
Winter Carnival events and -activities -will Occur
`Fere and also at Harriet Island.

The City of Saint Paul and Ramsey County have entered into
an agreement whereby the City would receive title to the property
acquired by Ramsey County for the Lilydale Regional Park.
This Regional Park would then be operated and maintained by
the City of Saint Paul.
The City of Saint Paul would like to annex the Park property
as a permanent part of the City. The City Council of Lilydale
has approved of this proposed annexation.
I have been informed that a portion of the Park property is
actually located in the City of Mendota Heights. This property
was originally acquired by the Minnesota Parks Foundation and
then conveyed to Ramsey County. This transfer to and acquisition
was approved by the Mendota Heights City Council, per resolution
number 76-22, adopted April 6, 1976 (copy enclosed).
My purpose in writing is to inquire if the Mendota Heights
City Council would also be in agreement to the annexation of
this Park property as a part of the City of Saint Paul. The
description of the portion of the property now located within
Mendota Heights is described as follows:
Lots 6 and 7, Auditor's Subdivision No. 4, Section 13,
Township 28, Range 23; and Lots 1 through 30, Block 11,
Ivy Hill Falls Addition, Section 13, Township 28,
Range 23, Dakota County, Minnesota.
Annexation of property is possible if the governing bodies
of the affected municipalities adopt approving resolutions.
The proposed annexation is then presented to the Minnesota
Municipal Board for approval. The procedure is governed by

SUBJECT: Subcommittee Recommendations for Interior Design
and_Telephone Consultant Services
INTERIOR DESIGN SERVICES
The City Hall planning subcommittee has interviewed two
interior design consultants, Kathy Young Design, and Ilten
Space Planning and Interior Design.
Following these interviews, the committee chose to
recommend the Ilten firm. A copy of their proposal is
attached for your review. The next to the last page of their
proposal is an outline of the process that would be followed.
Fee,for their services is to range from $4,500 to
$5,200, depending upon the services requested in the final
contract document.
They will be providing a proposed contract to me by
Monday, which I will be reviewing with them and architect
Dick Guilyard. The contract will be presented for Council
consideration on Tuesday evening.
TELEPHONE CONSULTANT
Ever since word first "hit the street" that we were
building a new city hall, our phones have been ringing
constantly with telephone companies wanting to give us a
proposal for their systems. Reportedly, there are about 75
telephone vendors operating in todays de -regulated market,
and I am sure we have been contacted by at least half of
them.
Y
A rough estimate is that the new phone system should
cost around $15,000. This means that we will likely have to
put it our for sealed bids, and be obligated to go with the
lowest bidder who is responsive to our specifications. That
leaves us particularly vulnerable to getting hung with a
system that would prove very unsatisfactory over time, and I
suggest we need some help!

Mendota Heights resident and Planning Commissioner Bill
Burke is a telephone consultant, and has offered to help us
out at half his normal hourly rate. Attached is a letter of
proposal from Bill. As you can see, he indicates that he
will charge us $25 per hour, at a fee not to exceed $2,000
for the project as outlined.
The city staff and the City Hall Planning Subcommittee
recommend that we retain Bill's services to help us in this
crucial decision.
BUDGET IMPACT
Approximately $95,000 remains allocated in the City Hall
budget for the telephone system and interior furnishings.
The fees for these consultants would be taken from that
allocation.
ACTION REQUIRED
If Council concurs with the recommendation to hire Ilten
Interior Design, it should pass a motion approving the
submitted contract for execution.
If Council concurs with the recommendation for the
telephone consultant, it should pass a motion authorizing the
City Administrator to retain the services of Burke
Engineering, Inc., for telephone consulting services per the
letter of proposal dated March 9, 1988. .

Per my telephone conversations with Gene Lange and yourself, I propose to assist
Gene and the City in the selection of a telephone system for the new City Hall.
The project would consist of the following tasks:
1. Meet with selected City Staff members to define the City's Telephone
System requirements: Lines, telephones,'features, answering locations, etc.
2. Assist'in the preparation of appropriate bid specifications.
3. Analyze the responses for completeness and conformity.
4. Prepare a recommendation for contract award.
5. Supervise installation and provide acceptance test.
My time would be billed at $25.00 per hour, but would not exceed $2,000.00 for
the project.
As I explained to you, I have been in the telephone business for forty two years -
thirty two as a Bell System employee, and ten years as a private telecommunications
consultant. If you so desire, I could give you numerous references. The following

SUBJECT: Savage Water Connection
HISTORY:.
At the October 20, 1987, City Council meeting, Mr. Mike Cornick, 1176
Sibley Memorial Highway requested that he be allowed to hook into the City
watermain in Kingsley Estates and extend a long service to his home (see
map).' Mr. Cornick's well had been contaminated as a result of the super
storm and he was without water. Council agreed to waive the connection
charge and allow,him to connect (He still is getting estimates and hopes to
have the work done this spring).
DISCUSSION:
Mr. Cornick's immediate neighbor to the southwest is Mr. Bruce Savage,
1200 Sibley Memorial Highway (in Mendota). Mr. Savage also has a contami-
nated well and consequently has no water, he-has'to bring in bottled water.
Mr. Savage requests that the City of Mendota Heights also allow him to
connect to the Kingsley main and run a long service to his home.
Staff would prefer not to have these long services however, we have
completed a preliminary study addressing the installation of a watermain
along Trunk Highway 13 to serve these residents and found that it would not
be financially feasible. Assessments for only one side of street with
unusually difficult construction could cause assessments to run 4-5 times
normal costs.
RECOMMENDATION:
Staff recommends that, subject to the receipt of a letter from the City
of Mendota authorizing such a connection, that the City of Mendota Heights
allow Mr. Bruce Savage, 1200 Sibley Memorial Highway to connect to our water
system via a long service connection from the Kingsley Estates project.
Also, in as much as there has been no City water project to bring a public
watermain to his lot and there will be abnormally high costs associated with
running this water service to his property, staff recommends waiving the
connection charge.
ACTION REQUIRED:,
If Council'. desires to implement the staff recommendation they need to
pass a motion waiving the connection charge and allowing Mr. Bruce Savage,
1200 Sibley Memorial Highway to connect to the City of Mendota Heights and
watermain subject to receipt of a letter of authorization from Mendota and
evidence of the,pcquisition of needed easements.,:

SUBJECT: Proposed Summer Recreation Program
INTRODUCTION
In the 1988 budget, Council chose to delete the position
of Recreation Director, and to ask the Parks Commission to
consider alternative ways of revamping the recreation
program. For the past several months, the Commission and I
have been working on how to complete a comprehensive
recreation study of the community, as well as how to deliver
recreationprograms in the immediate future. The purpose of

this memo s to bring Council up to date on our efforts, and
to seek approval for this summerb programs.
RECREATION SURVEY
We have been trying to work with the Park and Recreation
Department at the University of Minnesota to help us out in
doing a needs/wants analysis, and survey of recreation
opportunities in the community. The process has been a
little slow in getting started (perhaps the Department was
working on the tennis courts at Eastcliff!). However,
graduate student Doug Peterson has now been assigned to our
project, and things are starting to get underway.
Attached is a one page synopsis of the work that Doug
proposes to do in surveying other recreation service
providers in the community and surrounding area. The
Commission also wants to do some type of a community survey
of needs and wants. I will be working with Doug on a
strategy and survey instrument over the next month, which the
Commission will be considering at its April meeting.
SUMMER 1988 RECREATION PROGRAMS r
Needless -to -say, none of the above survey work will be
done in time for us to put together a "revamped" recreation
program for 1988. Rather, we see it as a long-range

strategy.
For this summer, it is proposed that we handle the
recreation programs as follows:
T -BALL
Mend -Eagan Athletic Association has agreed to take over
the T -ball program. Paul Knollmeier will be serving as
Director, and each child will participate two evenings per
week, from 6-7 P.M. Location will likely be at the
Visitation Convent fields. The concept will be somewhat
different this year, in that the first four weeks -will be
more of a t -ball clinic, -with the last month being scheduled
games between teams. The program will end in late July, with
an all day Saturday event. Each participant will receive a
shirt and hat as in the past. They will also receive a Mend -
Eagan Athletic Association jacket patch and trophy.
Mend -Eagan estimates that their cost to run the program
will be approximately $25.00 per participant. The Parks
Commission proposes that the City provide a $15 per
participant subsidy, so that the enrollment fee can remain at
$10 as in past years. Since this is an athletic association'
event, each family will also have to pay the $12 annual
membership fee for MEAA. MEAA waives the fee for,.families
who can demonstrate a financial hardship.
In -the past, we have had about 75 participants in t -
ball. Even if the participation level went up to�100
children, the City's.total subsidy would only be $1,500.
This is approximately one-half of what it has cost us to run
t -ball in past years, exclusive of the recreation director's
salary.
ARTS ,IN THE PARK
The Community Education department of School -District
#197 has provided the attached proposal for running our
summer arts program. As you can see, the program will be
highly similar to past programs, although they would like to
operate it for 1 1/2 hours at each site, rather than one
hour. We are also proposing to add a third site,j=at Rogers
Lake. Art in the parks has filled up quickly in the past,
and I feel that we will be able to easily fill the three
sites.
Community Education estimates the cost•at each site at
around $122. We are assuming that approximately 10 children
could participate at each site. Community Education Director
Sally Warring has suggested a fee in the range ofi-$8-$10,
leaving the City to pay only about $5.00 per participant at
the most. obviously, it will not cost us more than a few
hundred dollars in City subsidy to run this program. In past
years, the City has charged only $3.00 for this activity, and
Council may want to consider an appropriate fee level that it
would like to charge this year.

The Community Education staff and I also met with Bill
Kleineck aboutl'the possibility of integrating field trips for
children with the West St. Paul Recreation Department, but
handling registration through District 197 Community
Education. The proposal is also attached, and as you can
see, there would be a number of exciting opportunities for
the children at a very reasonable cost. This would be
totally fee supported. A pick-up site within the City of
Mendota Heights would be provided.
ADULT MEN'S SOFTBALL
The one remaining activity that the City has provided in
past years is -the adult men's softball league. Council may
recall that we hired Mendota Heights resident and college
student Grant Engelmann to serve as our warming house
supervisor this last winter. Grant is studying to become an
elementary school teacher, and has worked in the South St.
Paul Park and Recreation Department. I am proposing that we
hire Grant this summer to coordinate the men's adult
softball. Grant's $6.00 per hour wage would be a City
subsidy to the program, as are the purchase of softball,
bases, etc., as we have done in the past. The remainder of
the expenses (i.e., hiring umpires, etc.) is covered by the
team entry fee of $180.
FINANCIAL IMPACT
After eliminating the recreation director's position,
Council left a recreation programming a contingency of
$10,500 in the 1988 park budget. The total cost for warming
house supervision, the t -ball subsidy to Mend -Eagan, the art
in the park subsidy to School District 197, and the overhead
for the adult men's softball, should total no more than $4-
$5,000. As you can see, we have cut our expenses almost in
half, yet are managing to provide a program much better than
what we have had in the past. Sometimes it pays to give
things away!
CTION REQUIRED
If Council concurs with the staff and Parks Commission
recommendations concerning these programs, it should take the
following actions:

1. Pass a motion approving a $15 per registrant subsidy
to the Mend -Eagan Athletic Association for operating
the 1988 T -ball program.

PROPOSAL
Summer Arts in the Parks
In response to a request from Kevin Frazel, Mendota Heights City Manager
the following proposal has been developed to provide an interim program for
the 1988 summer. This program would serve children ages 5-8 and include
art and crafts, games, stories and sports.
Format: The program would run six weeks, June 17- July 23, one day a
week per.site for 1.5 hours, 10:OOAM to 11:30AM.
Location: Rogers Lake, Friendly Hills, Marie Park
Cost: The district would act as the fiscal agent, hire and
supervise the staff, provide the supplies and advertize the
program. The city would cover all costs not supported by
fees for the supplies and staff. The following is a
projected budget based upon 10 children per site.
Supplies $50
staff salary* 72 -based on $8 per hr
$122 cost per site
Fee: The fee would be at the discretion of the city. To break
even the cost would have to be $12.20 if the enrollment is
at 10 per site. (I would recommend a fee of $8410)
