Radabaugh City Clerk City of Mendota Heights 750 South Plaza''Drive Mendota Heights, Minnesota 55120 Gentlemen: R�CEG�fj JUN 1 0 1974 We understand that the Council has scheduled hearings on Tuesday, June 11, 1974, at 8:00 P.M. in the City Hall to hold a public hearing on various street improvements consisting of the bituminous surfacing including Ashley Lane from Dodd Road to Delaware Avenue. I will be out of town on this date and, accordingly, would respectfully request that I be allowed to express my position on this street improvement on Ashley Lane from Dodd Road to Delaware Avenue. I really feel that under normal conditions I would not have any right to express an opinion regarding the proposed improvements in that Ashley Lane, running east and west on the northerly rear end of my property located at 11 Beebe Avenue, does not in any way indirectly or directly serve or benefit my residential property. Driveway access to our home is from Beebe Avenue and all available city services such as fire, police protection, etc. plus any other traffic to and from our home can only reach the home from the driveway on Beebe avenue. The northerly rear lot line abutting on Ashley Lane does not provide access from Ashley because of heavy planting of shrubbery, trees, bushes, etc. However, since if these proposed street improvements are constructed and it is my understanding that my property would be assessed for any improvements because it abutts on Ashley Lane, I would like to say that we are opposed to the proposed street improvements on Ashley Lane between Delaware Avenue and Dodd Road and respectfully request a negative vote by the Council toward I City Council Page Two June 7, 1974 the proposed street improvements. If the Council does approve the street improvements and they are made and our property is assessed, I would then have to consider the possibility of seeking relief from such assessments if relief is available under Minnesota Statutes on the basis of the improvements not benefiting or directly or indirectly affecting the property that we own at 11 Beebe Avenue. Reardon ja � RTt � I Mki PETITION TO THE CITY COUNCIL OF THE CITY OF MENDOTA HEIGHTS TO REMOVE FROM THE PROPOSED LIST OF 1974 STREET IMPROVEMENTS, THE BITUMINOUS SURFACING OF IVY FALLS AVE. YROM DODD ROAD (S.T.H. 49) TO SYLVANDALE ROAD. We the undersigned, all property owners and residents of Ivy Falls Ave. do hereby object to the City Council's proposal for the bituminous surfacing of Ivy Falls Ave. from Dodd Road to Sylvandale. Road for the following reasons: The estimated cost of the improvements to the property owners is not ' consistent with any possible benefits which may be received by the owners. It We feel that the present condition of Ivy Falls Ave. can be improved, if necessary, at a considerable less cost than would be involved in the bituminous surfacing of the street as proposed by the City Council. Even though Ivy Falls Ave. is being used to a certain extent as a direct link between Highways 49 and 13, it is still basically a residential. street. We feel, however, that the improve�Tents_proposed would tend to change the, character7of the street by causing an increase in the volume of traffic as well as higher speed traffic and create additional hazards for the children who live on Ivy Falls Ave. We, the undersigned, therefore request that the City Council of Mendota Height,9 . remove from the proposed list of 1974 street improvements, the bituminous surfacing of Ivy Falls Ave. from Dodd Road (S.T.H. 49) to Sylvandale Road. A 6 Cl -f Zoe CV3 JAY 01 7,c-444 CITY OF MENDOTA HEIGIiTS DAKOTA COUNTY, MINNESOTA NOTICE OF HEARING ON PROPOSED CONSTRUCTION OF PROPOSED 1974 STREET II4PROVEMENTS TO WHOM IT MAY CONCERN: WHEREAS, the City Council of the City of Mendota Heights, Dakota County, Minnesota, deems it necessary and desirable to consider construction of the improvements hereinafter described. 1 NOW THEREFORE, notice is hereby given that the City Council of the City of Mendota Heights will hold a public hearing on said improvements at the following time and place within the said City: Date and Time: Tuesday, June 11, 1974 8:00 o'clock P.M. Location: Mendota Heights City Hall 750 South Plaza Drive Mendota Heights, Minnesota 55120 The general nature of the improvements is: The construction of street improvements consisting of the bituminous surfacing of the following described streets situated in the City of Mendota Heights in Dakota County, Minnesota, to -wit: South Lane from State Highway. 110 Frontage Road to South Freeway Road. Knob Road from State Highway 110 Frontage Road to its terminus approximately 900 feet north thereof. Callahan Place from Marie Avenue to Marie Avenue. Ivy Falls Avenue from Dodd Road (S.T.H. 49) to Sylvandale Road. Sunset Lane from•Dodd Road to its terminus approximately 1,000 feet westerly thereof. Ashley Lane from Dodd Road to Delaware Avenue. Norma Lane from Delaware Avenue to Ashley Lane. Kay Avenue from Victoria Road (Highway 110 Frontage Road) to Walsh Lane. Walsh Lane from Victoria Road (Highway 110 Frontage Road) to its terminus approximately 1,000 feet northward thereof. The area proposed to be assessed for said improvements is situated within the City of Mendota Heights in Dakota County, Minnesota, and is more particularly described as follows: All properties which abut on the above described streets. The total estimated cost of eaeh of said improvenents is $70,000.00. It is proposed to assess every lot,* piece or parcel of land benefited by said improvement whether abutting thereon or not, based upon benefits received without regard to cash valuation. Persons desiring to be heard with reference to the proposed improvements should be present at this hearing.
