Johnson City Administrator Bank Building 750 South Plaza Drive Mendota Heights, Minnesota 55120 Dear Sir: During the last legislative session your city sent in a resolution urging support of my proposal to return gross earning revenue to local governments. Since so many cities sent in messages of support, I did not have the time to thank you.because of the pressure of the legislative session. - However, I would like to take this opportunity to thank you for your efforts. While we did not realize the passage of the gross earning bill itself, we were able to include in the final tax package a very large increase in Local Government Aid. While the increase in Local Gov- ernment Aid overall was not as large as the funds the gross earning bill would have given to municipalities, I have no doubt that there would have been no increase without the strong effort put forth for the gross earning bill. Anderson RECEIVED AUG 1 3 1975 CITY OF MENDOTA HEIGHTS Parks and Recreation Commission Minutes July 23, 1975 Present Howe Murphy Finn Lundeen Mills Franzmeier Absent Selander Johnson Shipman Witt 1. Minutes of June 25, 1975 approved as amended. 2. Archery -- An area suitable for an archery range was found north of Apache Road and near Highway 49 right-of-way. John Larson explained that the Jaycees would provide manpower for clearing the area. -- The Board recommended that the Council approve up to $300 for materials and city -park labor on condition that volunteer labor also be used. -- Board also asked that upon completion of range, Larson come back with a list of rules and maintenance plans. 3. Recreation Program a: Summer -- Discussion of algae in Rogers Lake. -- Next year eliminate two people per playground and instead alternate. -- Start soccer program for boys and girls age 8 and over. -- Increase women's softbal-1 from four to six teams. -- Swimming lessons next year. -- Suggestion of an all-star team for 8 -year olds was discussed. Recommended that instead, all 8 -year olds have a special training session. b. Fall -- Harvey to check with Mend -Eagan concerning lines for football fields. C. Winter -- Post notices on outside of warming houses concerning snow removal. -- Suggested a better job of flooding rinks. 4. Tennis Courts -- Rogers Lake and Ivy Falls courts pending until further developments on McGough property. 5. Park -A -Rama -- Witt and_Kettunen turned in their final report on Park -A -Rama. -- Some discussion on incorporating. 6. Trails -- Delayed until next meeting. 7. Budget -- Board reviewed some priorities and various programs. -- Rogers Lake expansion and algae control was discussed. Siebell CITY OF MENDOTA 14 HEIGHTS MEMO August 8, 1975 TO: City.Council FROM: Orvil J. Johnson City Administrator SUBJECT: Probationary Employee As you may recall, John S. Neska was employed as a maintenance man in the Public Works Department on March 1, 1975. His six-month probationary period will expire on September 1, 1975. In addition to my personal observations, Bruce Levine has expressed complete satisfaction with John's abilities and work habits. In view of my observations and Bruce's reports, I would recommend that John Neska be given permanent employment status at a salary of $965 per month, effective September 1. CITY OF 14EN60TA HEIGHTS MEMO August 8, 1975 TO: City Council FROM: Orvil J. Johnson City Administrator SUBJECT: Employment of Police Patrolman As you recall, the 1975 Budget authorized the employment of an additional police patrolman in the second half of the year. This will advise you that the necessary advertising, testing and interviewing process has been completed and a candidate has been chosen for the position. The candidate, Laurence F. Bridger of Lakeville, appears to be well-trained and qualified for the position. He holds an Associate of Science degfee with a Police Science major and, in'addition, has completed a 409 -hour course at the Rio Hondo (California) Police Academy. Mr. Bridger also has three years of experience as a police patrolman. I would recommend your confirmation of the appointment of Laurence F. Bridger as police patrolman at a starting salary of $830 per month. August 19, 1975 MEMO City Council City of Mendota Heights RE: Arnold Siebell, Fire Chief Due to the increase in salary for our Fire Chief in June of this year, he has become eligible for Public Employees Retirement Association membership according to the Law regarding part-time Police and Fire employees. Conversation and correspondence with P.E.R.A. officials have resulted in a question as to whether he was eligible some time in the past due to changes in the Law over the years. P.E.R.A. has requested a salary breakdown from November 1970 on, and an analysis of this report will be made and determination of his membership eligibility can be determined. Attached is a Resolution also requested by P.E.R.A. for adoption with your approval. Joanne Cobian Deputy City Clerk CITY OF MENDOTA HEIGHTS Dakota County, Minnesota RESOLUTION NO. RESOLUTION DECLARING THE POSITION OF ARNOLD SIEBELL, FIRE CHIEF FOR THE CITY OF MENDOTA HEIGHTS, THAT OF A FIRE FIGHTER. WHEREAS, the City Council for the City of Mendota Heights, on the third day of November 1970, did appoint Mr. Arnold Siebell as the Fire Chief, and WHEREAS, this appointment declared Mr. Siebell as the head of the Volunteer Fire Department for the City of Mendota Heights, and WHEREAS, the position of the Mendota Heights Fire Chief does in fact include fire fighting duties. NOW THEREFORE BE IT..RESOLVED THAT THE CITY COUNCIL OF THE CITY OF MENDOTA HEIGHTS does declare that Arnold-Siebell has in fact been in continous service as Fire Chief for the City since November 3, 1970, and that he has acted as a fire fighter during that period of time, BE IT FURTHER RESOLVED that this Resolution be retroactive to the date of the Fire Chief appointment.
