Dear Orvil:
As directed, we submit herewith a feasibility report for the proposed construc-
tion of Marie Avenue from Dodd Road to Victoria Road. In that Marie Avenue is a
designated state aid street, it is contemplated that the proposed construction will
conform to state aid standards. The driving surface is proposed to be 44 feet wide.
We also propose the use of concrete curbs and gutters and necessary storm sewer con-
struction. Provisions will have to be made to carry water flowing down the Inter-
state Valley under Marie Avenue as well as some sort of a pedestrian structure. As
part of the municipal utility system, some sewer and water lines will"have to be
built into the development of Marie Avenue before the street is completed.
As indicated on the attached drawing, the terrain along proposed Marie Avenue
is quite drastic. In the construction across Interstate Valley, every effort will
be made to keep a low profile through the Valley so as not to disturb the aesthetics
of the surroundings. Some minor channel changes should improve the drainage floW5
in the Valley.
In the process of proposed construction, certain problems will be encp.

We specifically refer to the crossing of a swampy area between Sutton Lane and
Mr. Orvil J. Johnson - 2 - 12 April 1973
Wachtler Avenue. This swamp is about 500 feet long with a nominal depth of 20 feet
but, with some portions being 60 or more feet in depth. This presents a problem
in stabilizing the street surface.. Other than the normal removal of unstable mat-
erials and replacing it with granular materials; we have given consideration to
constructing a concrete bridge structure placed on piling. This sounds expensive
but, may be less costly than the conventional methods.
We have considered the possibility of change in roadway alignment but, exist-
ing physical features such as dwellings and platted property make condemnation
prohibitive. Also, geometric standards for state aid construction limit horizontal
changes which would be necessary. As of this time,•technical details have not been
worked out.
In the process of proposed roadway construction, existing open drainage ditches
along the Marie Avenue right-of-way and in the Interstate Valley will have to be re-
vised and upgraded. Where channel changes are necessary, easements on private pro-
perty will have to be acquired. Culverts of adequate size will be installed under
Marie Avenue as part of the project.
A request from the Park Board for a pedestrian crossing under Marie Avenue is
being incorporated into the proposed project. As shown on the attached drawing, we
are giving consideration to the installation of a structure adequate for both
pedestrians and small vehicles which may be needed for maintenance of bicycle paths
and other park facilities. The structure we are considering is arch type, maximum
14 feet wide and 8 or 9 feet high. It can even be electrically lighted for safety.
As part of the construction, we propose to complete the intersection at
Wachtler Avenue to provide access to the proposed park facilities at that location.
We suggest that steps be taken 'to complete the construction of the short segment of
Wachtler Avenue from Marie Avenue to Valley Curve. At this time, we have not in-
cluded such construction in our cost estimates.

As mentioned earlier, prior to the completion of this segment of roadway it
will be necessary to install municipal facilities such as watermains and sanitary
sewers in Marie Avenue. Sanitary sewers will be needed on the west side of High-
way 35E to provide service to developable land on both sides of Marie while water
mains will be needed for the same reason as well as to close a loop in the munici-
pal system from Dodd Road to Victoria. Some segments of storm sewers will be con-
structed as part of the street project to provide for surface water removal.
Existing electrical transmission lines adjacent to Highway 35E will have to
be raised to provide a minimum clearance of 25 feet. Existing clearance over the
proposed roadway is about 13 feet.
The proposed street grades provide a'reasonable balance between excess exca-
vation and required fill within the scope of the project. Planned development a-
long Marie Avenue has used these anticipated grades. The bridge structure at High-
way 35E has also been designed and constructed on the basis of the established
grades.
Proposed cost estimates are based on known facts as of this time. Before fi-
nal plans and specifications can be completed, more technical information will be
needed, such as, underground test borings, easement acquisitions, and so forth. As
part of some of the earlier State Aid funding, a considerable amount of easements
for widening along this segment of Marie Avenue have already been acquired. This
is shown on the attached drawing.
Because of the undeveloped properties adjacent to the proposed construction,
we anticipate little or no problem with matching driveways or existing facilities
adjacent to the proposed work.
In providing cost estimates, we must consider at least two (2) alternatives:
One, to completely remove all swamp excavation and replace it with granular
material, and, two, to install a bridge structure over the swamp to avoid exces-
sive excavation. Not only is the need for granular fill going to be expensive,

but the disposition of great quantities of unstable material will be a problem,
one which may have ecological effects.
To do the work proposed as Alternate No. 1 (remove swamp excavation) will
cost approximately $667,000.00. This includes about $250,000.00 for swamp ex-
cavation and backfilling. For the entire financing picture we must add to the
above estimate approximately $75,000.00 for the installation of sanitary sewer
and water facilities.
Alternate No. 2 (bridge over the swamp) is estimated to cost approximately
-48;999-60 of which approximately $85,000.00 is for bridge construction. For
financing, we must add $85,000.00 for sewer and water facilities. If bridging
the swamp is to be considered, the water main crossing the swamp area must be
placed on piling causing the difference in utility -installation.
Because a considerable amount of property adjacent to this project is either
Village owned or unbuildable because of natural conditions, the amount of poten-
tial assessable frontage for street or utility purposes is limited. For street
purposes, we estimate a total assessable frontage of 3865 feet; for sewers, 1750
feet and for water we estimate 2050 feet of assessable frontage. With sewer ex-
tensions estimated to cost $30,000.00, the unit cost per assessable foot is about
$17.00, if 100% assessed. Water main extensions are estimated to cost $22.00 per
assessable foot.
The proposed sewers basically serve only the property to be assessed. pro
posed water mains not only close an important loop in the municipal system but,
are also sized larger. than is necessary for normal residential use. The Village
as a whole should assume a considerable portion of the water main cost, the exact
amount to be determined after installation.
As far as street construction is concerned, the bulk of the financing can
come from State Aid funds. Benefited property should pay a normal street assess-
ment, one which we find to be about $15.00 per foot.

Although there is a considerable amount of non -assessable property within the
scope of this project, we feel that financing can be arranged. The Village has an
obligation to complete this segment of Marie Avenue as soon as possible. The pro-
ject is needed and is feasible. We herewith recommend that the Village Council
establish a public hearing on the matter at the earliest convenient time so that
planning may proceed as soon as possible.

Defense Director. The result of that process has been the selection of

AS AMENDED
NOTICE IS HEREBY GIVEN that a public hearing will be held by
the Board of Managers of the Lower Minnesota River Watershed District
on the 29th day of January, 1974, at 7:30 P.M. in the Council Chambers
of the Village of Savage, Savage Village Hall, Savage, Minnesota, to
consider the adoption of flood plain regulations, as amended. Maps,
plans and engineering data prepared by the District's engineer have
been filed with the managers and are subject to inspection at the
offices of the Secretary in the Warrior Office Building, Burnsville,
Minnesota, the offices of Itasca Engineering, Inc., Cokato, Minnesota,
District Engineer, and the offices of Raymond A. Haik, 4344 IDS
Center, Minneapolis, Minnesota, attorney for the District.
The managers will hear all parties interested for and against
the adoption of the flood plain regulations, as amended. All parties
interested in the proposed flood plain regulations, as amended,
should appear before the managers at the time and place designated
a,
above and present their comments and objections.
If necessary, the ,public hearing.may be continued in order
to allow all interested persons to be heard, which continuation, if
