Planned Unit Development plans were approved several years
ago and suggested that some.furtMer consideration be given '

Additional (Vlileage and Construction Proposals.
Our municipal S�tate Aid system should receive more
thought9 consideration and action than has Leen exhibited
in recent months. In discussing the technical matters
with both state oFficiels and rd K�_she1, several matters
are now ready Por Council considerat.ion. The following two
cat�gories are separate ar�d yet somewhat related, Please
consider the fol_lowing:
l� Additional mileage --- we do not presently
have on record desi.gnated mi.leage in the
amount authorized under allocation cz�iteria.
5ince the annual funding is past upon
authori_zed mileage, it behoaves us to have
as much designated mileage as possible. Our
present two designated routes9 namely
mendota Heigh�ts Road and mar�.e Avenue,
constitute r.oughly two-�thi_..r.ds of our authorized
mileage� UJe will shortly �e presenting a
proposal Wherein an additional north—south road
will be proposedo This wi11 add another
974 miles to our system which still is
sh t of the desired goalA UJe have proposed
to the state officials tha� Emerson between
Dodd Road and Delaware be made a IYISA route.
At least at this time they are reluctant to
agree with us and are not amenable to adding
that portion to the state aid system. Because
of this reluctance and our present inability
to find other suitable mSA proposals, we will
be short of authorized mileage for some
time yet. There is one condition to the sta�te
official'� �cceptance of the addiLional .74
mileso that is that we proceed dil.igentl.y and
forthright with, marie Avenue improvements --�
which leads me to the next matter of concern�

2� marie Avenue construction. The matter of
fllarie Avenue improvements has been lightly
discussed for apparently six or seven years.
The original i�dea of a bridge on I-35E was
based upon marie Avenue being constructed
wa.thin five years. This five—year period
has come and gone and has been voluntarily
extended by 1:he state to �lovember of 1973.
In discussing this with several oF the state
officials, they have indicated that their
extreme concerns could 6e alleviated if we
proceed with cons�truction �lans for fl�arie
Avenue in,the near future.
In addition to this type of state "pressure".,
I am f.irmly convinced that we should proceed
with marie Rvenue i.mprovements at the earliest
possible time, T would sugqest and recommend
the following sequence�
a. rflar.ie Avenue, Delaware Av�nue to
Dodd Roade T would recommend that this
segment of marie Avenue be constructed
i.n 1973. The current road surface is
in deplorable condition, it is virtually
impossible to maintain at a responsible
standard and the road is carrying a
large volume of traffic9 mainly at the
I-ligh School. This segment of marie
should be improved in order to maintain
half�way decent public relations, in
order to cut down on maintenance cos�ts�
and to provide the type of travelling
Facilities that our east—west vehicular
mo�ements need. Therefore, I would
recommend that we order a preli.minary
report on this 5egment;.so that the
appropriate hearings and construction
procedures can be accomplished in the
early months of 1973s
b. �`larie Avenue� Dodd Road to
Victoria Road. On t�,h�s segment, a
number of �_inresolve�l matters still
remaina Just a few of these unreso]_ved
matters include size, shape and depth
of a ponding area needed for run—off
west of the Lassco property,'height
and type of road through the valley
in the Interstate Parl� area, size
and shape of cut west of I-35E and a
number af lesser questions. It seems

appropriate that preliminary construction
plans should be prepared on this segment
so that a number of these currently
unresolvec�.problems can be solved during
the next yeara It seems to me that such
plans should be developed noW a�d the
accompanying problems resolved during the
next twelve to fifteen months so that
construction on this segmen� could proceed
in 1974a
The foregoing engineering proposals can and should be
supported via state aid funds, hence there is no immediate
funding problemo T am attaching a copy of a letter From

financing should be left for a short While yet so that it

In the course of reviewinq the status of' state �id �treets in Mendota Heights with
the Highway Department, it brings to mind the need For upgrading some of these
streefis. I refer spec'tficatty to Marie Avenue f'rom Delaware Avenue to Victoria
Road.
With the construction of Henry Sibtey High School, it is apparent that there is a
great need for access from the north and west portions of the 1lillage to the
school site. That portion of Mar�e from Dodd Road to Victoria fias been committed
for construction for severa1 yearsa The Highway De�artment is very concerned that
nothing has been done as yet and our request for a designation of Emerson Avenue
may very we11 hang on a posit�ve committment to get Marie Avenue started.
That portion of Marie Avenue from Delaware to Dodd is badly in need of upgrading,
�nd in that it is a designated state aid street, this is the only way to go.
Local requests for the improvement of Marie Avenue have been received. This is a
means of satisfying these requests.
Traffic from the school parkinc� lot on and off of Delaware is extensive. There is
great need for disbursing the traffic in s�veral directionso
State Aid fund$ are avail�ble for constructfon and`�needed additional financing
can be accomplished by the committment of a portion of future annual state aid
allocations.
As of this date there is approximately $102,OOOo00 available for construction
in the state aid fund. After the first of the year, we witl receive the 1973
allotment of about $4�,000.00 for construction. Also there is the balance of the
$200,OOOo00 outstanding bond issue which has not been expended for right of waye

In analysing anticipated costs for the proposed construction of Marie Avenue
we tend to break the work down into two (2) parts namely, that portion between
Victoria and Dodd and that portion between Dodd and Delaware. Most of the right
of way has 6een acquired [�etween Uictoria and Dodd while the portion between
Dodd and Delaware is now 6h feet wide from Dodd to East Callahan and 80 �eet
wide from Ea� Catlahan to Detawarea� it therefore appears that tfiere is a need
to acquire addi�onal right of way from Dodd to East Callahan. This may be
difficult because tfie area is almost completely 6uilt up, but it must be
looked intoe The acquisition of 7 feet of property on each side of the street
will bring �he righfi of way in line with the balance of M'arie Avenue. If this
is too difficult to do, it may be necessary to contain any proposed construction
to wifihin thE avai1able 66 feet of right of way.
fn order to arrive at some basis of financin�, we have attempted to put together
cost estimates breaking down �he work into two (2) basic projects namely, that
segment between Victoria and Dodd and that portion between Dodd and Delawar�.
We propose a 4� foat roadway, 9 ton design, concrete crub and gutter with
necessary drainagee It m�y even be advisabte �o include concrete sidewa�aks
for the areas adJacent to the F-ligh Scf�ool.

The above casts include constructian, fees and contingenc�es, ihey do not

abutting property �or a portion af the cosf. 1Je find thafi from Victoria to
Dodd there are a6out 6500 assessable feet while from Dodd to Delaware there
are about 7Q(70 feet oF assessable frontage. A nominal $5>00 to $6.00 per foot
wi11 bi�ing in $35,000,00 to 545,000,00 for each of the portions. This is not
si�ablep but it a11 helpsa

and lllilfred Dehrer, as officers of the �iremen°s Relief
Associationq haue talked to m� about special legislation
u�ha_ch wo41d authorize increased peneion benefi�,s for
retired firemen� As you are aware� the Relief Association
is a separate legal corporation that receives the pension
monies and administers the pensio�ns to retired and
disab.l�d firemen. The present pension of �40�00 per month
is in accordance with existing state lawa
Recent legisletion requires that such pension funds
be analyzed by an actuary to test the s�undness of the
pension program� S�ch an actuarial study was completed
this past summer� The results of the study indicate that
present receipts from the state insurance tax and the
current one mill levy by f�endota Heights prova.de funds
which would allow dou6ling the pension to �DOn00 a month
and still remain actuarially sounda
In addition to my limited researcMing, I have asked
i�he Legislative Retirement 5tudy Commission to further
analyze the actuarial study and our pension plana I am
attaching a copy of their answer for your further
znformation� They concur with the foregoing information
from a funding standpoint and note •that e special pension
bill would be necessary in order to autharize an �80,00
per month pension plan�
