The format is similar to last year's but with many new events added to the schedule. We have had terrific cooperation with many community organizations such as the Fire Department Auxiliary, the Lions Club, The Jaycees and Mrs. Jaycees, the Wagon Wheel Trail Association, the League of Women Voters and the Ski Touring Club planning various activities. Many individuals are also giving a great deal of time and effort to make the 1975 an even greater =success than last year. This year's chairmen are Elizabeth Witt and Jerry Kettunen. Please set aside the week of June 23rd and more specifically the week end of June 28-29 and attend our fun -filled festival. Mayor Huber called the meeting to order at 8:00 o'clock P.M. The following members were present: Mayor Huber, Councilmen Gutzmer, Losleben and Wahl. Councilman Lockwood had notified the Council that he would not be present. HEARING -- Mayor Huber opened the meeting for the purpose of a CLEMENT/VANDALL feasibility hearing on proposed street, curb and gutter and AREA IMPROVEMENTS storm sewer improvements to serve the Clement/Vandall area. Mayor Huber pointed out that the proposed project was initiated by the Council rather than by petition. Mayor Huber turned the meeting over to the City Administrator for a presentation of the proposed project. Administrator Johnson stated that hearing notices had been published in the Sun Newspaper on April 16 and 23, and copies of the notice had been sent to the affected property owners. The City officials have proposed street, curb and gutter and storm sewer improvements in the area north of Wentworth Avenue, south of Emerson, west of Dodd Road, with Clement being the west edge. He stated that this project was initiated after close scrutiny of maintenance costs on streets. The Council considered such factors as high maintenance costs and poor condition of the streets in the area, the addition of several new homes which would contribute to traffic volume and greater water runoff; poor drainage conditions and lack of natural ponding; access to Wentworth Park, and the necessity of an east/west neighborhood collector street. Mr. Johnson outlined a street maintenance cost analysis compiled in 1972 and an analysis of street conditions throughout the City, which report was compiled in 1974 and updated in 1975. He outlined the proposed construction details, including the streets included in the project and their proposed widths. He stated that the estimated cost for the dead-end streets, proposed to be 18 to 22 feet wide, would be $10.00 per front foot. The estimated cost for construction of the 30 and 36 foot wide streets would be $22.00 to $23.00 per front foot. Total estimated cost of street construction is $275,000; the estimated cost of piping is $75,000, or $0.06 per square foot within the assessment district; ponding and ditch improvements would cost an estimated $35,000 (not including right-of-way or acquisition costs). He explained past assessment practices and stated that if the project is ordered in and constructed the assessment hearing would probably be held in the summer of 1976. William Johnson, 660 Second Avenue, asked if Federal Revenue Sharing funds could be used to defray part of the costs of the proposed improvements. Fred Metcalfe, 1355 Clement, asked if the project would still be ordered in if 90% of the area residents are opposed to it. Kelly Strebig, 1421 Clement, asked if there will be any underground NSP or telephone lines installed in connection with the proposed improvements. William Steinke, 690 Second Avenue, objected to curb and gutters and storm sewer facilities, suggesting that a lip be constructed along the streets or that culverts be used for drainage. Ray Burows, 668 First Avenue, stated that many of the homes on First Avenue are close to the road now and that widening the street from the present 22 feet would really reduce some of the front yards. He objected to the project, asking that the proposed street widths be reduced and that curb and gutters and storm sewer be deleted from the proposal. Jack Heschler, attorney for Somerset 19, outlined the property recently purchased by the residents of Somerset 19 and stated that the reasoning for purchasing the property was to try to keep the area as open space. John Kalaus, 1394 Clement, objected to the improvements, stating that he is still paying for water and sewer assessments for his property. H e suggested that the street width be kept to a minimum of thirty feet. Philip Schneider, 655 Third Avenue, stated that he does not feel Third Avenue needs to be widened or improved, but that the holes should be filled and the dust should be kept down. Alfred Wiik, 685 Third Avenue, objected to the proposed street width of 36 feet and the curb and gutter and storm sewer proposal. Mrs. Jerome Ferodowill asked whether a petition from the residents requesting 22 foot streets would be considered by the Council. Jack Rolig asked why 30 and 36 foot streets are necessary when the streets recently constructed in the Somerset View area are only 22 feet wide. Lee Smith, 717 Third Avenue wondered whether the proposed improvements would force the Somerset 19 people into selling their recently acquired property. He also asked that some provision be made for protection around the proposed ponding area. 3 Page 518 April 29, 1975 Mrs. Herman Mundt, 1490 Somerset Court, objected to the proposed improvements as being unnecessary. Gregory Quehl, 691 Third, asked when the work would be done if the project is ordered in. Mrs. Linda Smith, 717 Third, objected to any street improvements because of the possibility of increased traffic through the area. Mayor Huber thanked the residents for their comments and asked that anyone with objections to the project submit letters to the City offices or leave their names, addresses and objections with the City Clerk. Radabaugh Clerk -Treasurer V Page 519 May 6, 1975 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Regular Meeting Held Tuesday, May 6, 1975 Pursuant to due call and notice thereof, the regular meeting of the City Council, City of Mendota Heights, was held at 8:00 o'clock P.M. at the City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Huber called the meeting to order at 8:00 o'clock P.M. The following members were present: Mayor Huber, Councilmen Gutzmer, Losleben and Wahl. Councilman Lockwood is recuperating from surgery and notified the Council that he would not be present. ANIMAL HOSPITAL Dr. Thomas Koepke presented landscape plans for the Mendota LANDSCAPE PLANS Heights Animal Hospital. He stated that all of the property will be graded, sodded and shrubs will be placed in the front and on the sides of the building, and seeds will be planted in the back of the lot. Mayor Huber pointed out that a time table for the planting should be shown on the landscape plans, and suggested that Dr. Koepke bring a new set of plans to the June 3 meeting. COMMUNICATIONS The Council acknowledged receipt of a letter from School District 197 regarding joint City/School use of the School District recreational facilities. The Council acknowledged receipt of a memo from the League of Minnesota Municipalities regarding nominations for officers and directors. The Council acknowledged receipt of a letter from Senator Howard Knutson regarding the proposed SF 939. CLEMENT/VANDALL The Council acknowledged receipt of two petitions and a counter AREA PROPOSED proposal for Clement/Vandall proposed improvements. The IMPROVEMENTS Council also acknowledged receipt of letters from-the.following in regard to the proposed improvements: Mrs. J.S. Wallace, 687 Second Avenue, Mrs. & Mrs. Walter Kaufer, 721 Third Avenue, Mr-. & Mrs. Fred Metcalfe III, 1355 Clement, Gregory Quehl, 691 Third Avenue, Mr. & Mrs. Kelly Strebig, 1421 Clement, Edwina M. Mayor Huber suggested that Mr. John Rolig be one of the representatives. a Page 520 May 6, 1975 COMMUNICATIONS The Council acknowledged receipt of a letter from the Treasurer of the Dakota County League of Municipalities regarding membership dues. The Council also acknowledged receipt of an excerpt from the School District newsletter regarding the extension of Warrior Drive and a notice from the Association of Metropolitan Municipalities regarding the annual membership meeting to be held on May 22. DEPARTMENT REPORTS The Council acknowledged receipt of the Fire Department monthly report for March, 1975 and the Police Department monthly report for April, 1975. PLANNING The Council acknowledged receipt of the minutes of the COMMISSION April 22 Planning Commission meeting. CASE NO. 75-4, Mr. Arthur Mulvihill was present to request approval to MULVIHILL construct a detached garage on his property at 1154 Orchard Place. Administrator Johnson pointed out that the Planning Commission recommended approval of the building permit and refund of the $25.00 variance application fee. It was the concensus of the Planning Commission that a variance was not required. Councilman Losleben moved that the building permit be approved and that the $25.00 variance application fee be refunded. Councilman Wahl seconded the motion. Mr. Dahlgren stated that as founder of Midwest Planning he has been involved in planning for Mendota Heights since 1958. He stated that he has now retired from Midwest Planning and will be working as Planner for Mendota Heights, Burnsville and Roseville. Mr. Dahlgren outlined his background as well as the early planning history of Mendota Heights. Page 521 May 6, 1975 EAGLE RIDGE EAST Mr. Carmen Tuminelly was present to request approval of the preliminary plat for development of Eagle Ridge East. He stated that there will be three townhouses consisting of a total of 16 units. Administrator Johnson pointed out that the parking area is twenty feet from Marie Avenue, which is an encroachment on the right-of-way and would require a variance. Mayor Huber pointed out that the building concept is consistent with the originally approved concept plan, so all that would be necessary would be a variance, or perhaps a change in_the parking location. The Council referred the matter to the Planning Consultant for review. SUBDIVISION The Council acknowledged receipt of the proposed Subdivision ORDINANCE Ordinance. The matter was tabled until'June 3 to await response by the Planning Commission and recommendation from the Planning Consultant. TAX FORFEIT Administrator Johnson stated that the City has received a PROPERTY notice from Dakota County regarding tax forfeit property. The County has requested that the two parcels, a portion of Lot 7, Caroline's Lakeview Addition, and a small portion of Lot 9, be classified as non -conservation land. Mr. Johnson recommended that Lot 7 be declared conservation land and that the County be requested to transfer title to this property to the City. He further recommended that the non -conservation classification request for Lot 9 be approved. Councilman Gutzmer moved that the County be requested to retain Lot 7 in the conservation classification, that the County be requested to transfer ownership of Lot 7 to the City and that the Mayor and Clerk be authorized to sign the appropriate governmental transfer forms to transfer the subject portion of Lot 7 to City ownership. The initial funding was from additional fund allotment related to the Interceptor Sewer allotment from prior years, which amount could be used to reduce future sewer bills or reduce future water bills. It was the concensus of the Council that the Utility Reserve Fund be approved and established. INVESTMENTS Councilman Wahl moved that the Clerk -Treasurer be authorized to invest $100,000 in the Utility Reserve Fund with Midwest Federal Savings and Loan for one year at an interest rate of 7%. Mayor Huber called the meeting to order at 8:00 o'clock P.M. The following members were present: Mayor Huber, Councilmen Gutzmer, Lockwood, Losleben and Wahl. INTRODUCTION Mayor Huber introduced the several department heads and staff members to the audience. He noted that letters of invitation to the meeting had been submitted to twenty-six residents whose names had been submitted by the Council members. Notices of the meeting had also been submitted to the Planning Commission and City staff. SPACE STUDY Administrator Johnson gave a brief outline of the initiation and history of the Space Study (municipal facilities study). He introduced Mrs. Barbara Lukermann, of Midwest Planning and Research, who has prepared the Space Study report. Mrs. Lukermann gave a slide/graphics presentation of the findings of her municipal facilities study. A lengthy question and answer period followed the slide presentation. Mayor Huber noted that a great deal of study and citizen involvement would be necessary during future consideration of municipal facilities. He stated that the community members invited to -attend the meeting will also be invited to become participants in a municipal facilities committee to work with the Council members and staff during future considerations on this matter. The language is required by bonding and finance people in order to satisfy the various requirements of bonding attorneys. The facts and figures as stated in the notice are true, they cover some aspects of the proposed project -- but many other aspects and past Council policies are not included. I am taking this opportunity to briefly outline some findings and observations of the professional people. In addition, I am predicting how I THINK your elected officials would assess the project costs. The Mayor and I appeared before an informal group on April 3rd and quoted some very tentative figures. The attached notice lists the total estimated cost of the several facilities, but does not advise you of the anticipated household cost estimate. The hearing is being conducted by the City Council to receive your comments in an official and orderly manner. Obviously, before you can respond in an intelligent and knowledgeable manner, you must have an idea of the cost, and any other effects this project would have on you and your property. Please consider the following statements. 1. The estimated cost of the sanitary sewer portion is $250,000. Because of the unique characteristics of the area (industrial district, highway crossing and lakeshore digging) the engineer and I calculate the assessment rate to be as follows: $20.00 per front foot of lot and $0.06 per square foot of lot area. The use of this formula, in our opinion, spreads the cost of the sewer over the benefitted portion of the industrial area and your residential area in a fair manner. The sewer mains would be located on the several residential streets and the trunk line would run southerly along the west side of the lake, cross under the highway, drain in a southwesterly direction, connecting into the industrial sewer installed in Transport Drive in 1975. This is the cheapest and most direct route to service your area with sanitary sewer. No other sewer project serving the MAC area would provide a cheaper sewer cost. -2- May 20, 1975 2. The estimated cost of providing water is $235,500. The cost of providing water does involve MAC property assessments. A major trunk Line (12") would be brought northerly on Pilot Knob Road to Victory Avenue, then easterly across TH 55, then along TH 55 in a northerly and easterly direction to Lexington and TH 110. A smaller (6") distribution main would service your area southerly of Victory Avenue and easterly of TH 55. Your area would be expected to pay only its very small portion of this trunk line plus the actual cost of the distribution main. The assessible cost is anticipated to be $14 to $15 per front foot. 3. Elevated Storage Tank and Connecting Line -- These improvements and estimated costs of $718,000 and $122,000 are entirely separate from the conventional sewer and water project. The tank and connecting line are basic "system" improvements and would be financed by either general taxes or a surcharge levied on all quarterly water -use billings. These system improvements have been discussed for several years, should be constructed in the near future, and the associated costs will be born by all "benefitters," not just one small area. It is our observation that the front foot cost of sewer is approximately double the normal or average cost of sewer in the City. The water appears to be about 50% higher than normal. A lot 100 feet wide, and 150 feet deep could expect an assessment ranging from $4,300 to $4,500. The past assessment policy has been to levy the assessment over a 19 -year period at 7% interest on the unpaid balance. I trust that the foregoing information will give you a brief explanation of the practical and most likely form of cost impact if the project is ordered in. As most of you know, it is the Council's duty and obligation to protect the health and welfare of the community. We have looked into the background of the low bidder, Kamar, Inc., and find that they have been in business for about 3 years, as such, having been known as " Randall-Bergland" prior to that time. Randall-Bergland did work for us some 10 to 12 years ago without any major problems. We find no reason not to award to them. The bid price is well within our estimates. Our plans and specifications call for the use of 3-1/2 inches of deep black base with 2 inches of wearing course for the street construction on Bachelor and on Lansford. In an effort to evaluate the relative cost of black base as against 6 inches of Class 2 gravel, we included an alternate in the bidding proceedure. In this case the low bidder is allowing a deduction of $3,404.60 for the use of gravel as against bituminous base. This amounts to about 25% of that item of work, and about 10% of the total street cost. Even so, the Contractor's bid for street work is about 15% below our estimate at the time of the public hearing. Therefore it appears that the unit assessable cost for streets will be less than the assessable cost we discussed at the public hearing. After several statements were made against the proposal, you also received petitions signed by almost every resident in the area stating that they were opposed to the proposal, yet Mayor Huber's reply was that we elect people to make these decisions. This implied to me that election to office provided carte blanche authority to make any changes. I believe you should listen to what the people are saying, and then act in accordance with their wishes. For my part, I see only a need for 22 foot wide street on Second Avenue, on which I live. This street has very`Xittle traffic and has off -street -parking by virtue of our driveways. I would agree that we need a new blacktop surface to reduce maintenance costs on the present surface. By no stretch of the imagination do we need storm sewers and curbing. The water now drains to a natural swamp area. This swamp area should not be changed as it would cause other serious drainage problems. Curbing is a nicety that is expensive, but not really needed. mi A. l` i - . On my lot size of 177' by 208' and based on the cost figures used in your feasibility study I estimate my assessments to be $5381-50 for the street portion and $2208.96 for the storm sewer with a total of X7590.46. This total assessment cost amounts to over 25% of the pre- sent "appraised" market value of my home. I do notfeel' that the improvements' proposed could justify a X7590.46 increase in the value of my properly. I would therefore be forced to take a substantial'lossif I were to -sell my home. 2. During the past year we have seen inflation running as high as 14516. Taxes on the federal, 17) state and local levels have increased far in excess of the 14% average. We are all well aware of the fact that an individuals spendable income has decreased during the past year. The 983.00 a month necessary to amortize my assess- ments over the rcrmal—oeriod of time (streets - 10 nears, storm sewers -19 years) would give me 7 -2— over a 3%00/L- increase in my present propert? taxes, arc' 1 doubt very seriously if anyone in the area effected would get away without at least a 2000 increase. This is truly an unnecessary burden to place on anyone at this; time, par- ticularly in relation to benefits received. 3. The only other areas of the city of Mendota Heights that have improvements similar to those that have been proposed for us, have home valuations ranging from 200-300% more than the homes in our area. The cost of our improvements would be way out of line with our j)roperty values as compared to other areas. 4. The proposed 36 foot East-West collector street will serve no real purpose except to give the residents of Ivy Falls a better paved surface on which to fret to Somerset Country Club. The same could be achieved with a 22-30 foot paved street. Emergency vehicles coming from Mendota Heights or West St. Paul and going to Cherry Hills would receive a much safer and faster route by using Wentworth=Wachtler. As a separate thought I also feel that by e};'tending Emerson between Clement and Wachtler you will sustantially incre-i-e the trnffic flow between Cherry Hills, the Riley- Bpncroft addition and the Smith -Dodd business district to Signal Hills. Virtually all this traffic would be going via Sylvandale, through Ivy Falls. It is apparent that through traffic in this area is already a sore subject. I believe that all the areas involved could best be served by the elimination of ANY East-West through street between Wachtler and Dodd Road. 5. The storm sei%er system proposled does not seem necessary to me. The Clement-Vandall area has suftered very little from surface water run-off from within our area. A much :treater run-off problem is created by the ponding area on the -3— ilineirows !-.outh of Wentworth, which di-iinr into i I c Clement-Vandall area. Sur- prisingly, noihin.­ has been proposed for the control of tl,is- run-off prior to its reaching the ponding area proposed for the Clement-Vandall area, I would urge the council to authorize the construction of 22 foot paved streets without curbs or storm sewers. The Board also acted on a revised agreement for a Delaware Avenue pedway-bikeway and approved SLBP program recommendations. cj EXTENSION OF WARRIOR DRIVE PUT OFF FOR NOW The extension of the northern portion of Warrior Drive from Mendota Road to Marie Avenue near Henry Sibley High School will not be completed in the immediate future following action by the School Board. The Board acted in January to have the road f completed along the western edge of the high school property by the City of Mendota .i Heights. The move stirred considerable controversy among residents in the area, however, and after much review the Board decided that the project should wait. Board member Robert Rhodes cast the only vote in favor of extending the road now saying that a delay would cost more and that residents in the area would be no less concerned about the project in the future. Board member Phyllis Stueve maintained the position that the Board should do nothing about the road at this time. Other members concurred that it might be prudent -to delay action on the proposal although chairman 7 Robert Bonine and board member Glen Holmquist both expressed the opinion that eventually, the road should follow the intended right-of-way when more specific site plans have been developed. Superintendent Russell Anderson pointed out that little population change is expected in the near future and that the school could continue to get by without that section of Warrior Drive probably for the next few years. Hazards of the Warrior -Marie intersection were the main arguments voiced by residents who have attended several recent meetings to oppose the road extension. DELAWARE AVENUE PEDWAY-BIKEWAY AGREEMENT In another matter which had continued for several months, the School Board entered into a joint powers agreement with West St. Paul, Mendota Heights and Dakota County for-, '? construction of a pedway-bikeway along Delaware Avenue from Highway 110 to White Oak Road. Each of the municipalities and the School District will share in the estimated $30,000 cost of the County project which was designed to have minimum environmental impact. �- SLBP PROGRAM RECOirfMENDATIONS APPROVED A three-point SLBP proposal was presented by the Director of Special Services Frederick Ojala together with the Parent -Staff SLBP Advisory Committee. The Board approved the recommended program improvement requests for next year which included the addition of a senior high management aide, a District -wide SLBP diagnostic service and additional occupational therapy service. Ojala said he felt the proposal for next year was in the best interests of the total Special Learner and Behavior Problem program for the District. When the home was constructed, a large area in the backyard was blacktopped to within four to five feet of our property line. This was subsequently turned into a tennis court by the addition of Doles, net and painted lines. (Had this blacktopped area been run East and Z -Jest instead of North and South, the problem would not exist.) Because of the closeness to our property, the players are constantly retrieving tennis balls from our yard. We have asked that they do not disturb us by coming into our yard and have suggested fencing, but to no avail. We have recently planted grass seed and little shrubs in the area along the blacktop and they continue to trespass, goring so far as to step over small fencing we have put up to protect our shrubs. The pleasure of entertaining guests or gardening has been greatly disturbed by their action. We told them again to stop, that we did not want our privacy invaded upon. The only response was extremely negative. The neighbors on the other end of the court agree that this is a most disgusting matter. We have been advised that no ordinance now exists in our Village requiring at least "end" fencing on tennis courts and because of the proximity of the blacktop to our property line, there is no solution to the problem of trespassing, short of fencing. We have been residents here for seventeen years and have enjoyed our home and nkighborhood immensely until now. Please advise us on this matter. Siebell P CITY OF MENDOTA HEIGHTS PLANNING COMMISSION Minutes May 27, 1975 The regular meeting of the Mendota Heights Planning Commission was called to order at 8:00 P.M., Tuesday, May 27, 1975 by Vice -Chairman Culligan. The following members were present: Culligan, Crecelius, Wheeler and Schneeman. Also Present: Administrator Johnson and Consultant Howard Dahlgren. APPROVE MINUTES The minutes of the April 22 meeting were submitted to the members with the agenda. Crecelius moved, seconded by Schneeman, that the minutes be approved as submitted. Voting: All Ayes. CASE NO. 75-8, Mr. Hopkins was present to explain his request for variance HOPKINS on lot size and lot width. It was noted that the lot under consideration is located on Second Avenue with an address of approximately 663. Mr. Hopkins showed his house plans which involve only a 24 -foot width house requiring no sideyard variance. Planner Dahlgren explained the origination of the ordinance requirements and the reasoning associated. After further discussion, Wheeler moved, seconded by Crecelius, to recommend approval of the variance, namely a sixty -foot lot with an area of 7,500 square feet. All Ayes. CASE NO. 74-25, Mr. Nielsen was present to discuss a second report from NIELSEN Orr-Schelen- Mayeron concerning drainage and ponding. Administrator Johnson noted that the slight difference between 0 -S -M and Bettenburg, Townsend, Stolte & Comb could be resolved in the final plat. Planning Commission members expressed the concern for placement of the stub street and other details. These details had not been resolved and field data was not available for members' consideration. As a result of this, it was suggested and agreed that Mr. Nielsen meet with Planner Dahlgren on Monday, June 2. Mr. Dahlgren will provide the necessary data at the next meeting. Hearing continued to June 24. CASE NO. 75-10, Mr. Bream was present to explain his preliminary plat entitled BREAM Somerset Park No. 3. A report prepared by Engineer Kishel was presented as a handout at the meeting in addition to the Planner report accompanying the agenda. After a brief discussion of the proposed platting, Planner Dahlgren explained five schematics of the subject area showing possible schemes for Wachtler Avenue to be retained (preliminary plat does not provide for Wachtler Avenue). After a considerable amount of discussion, Harvey Bream indicated that he was somewhat interested in scheme number one. Planner Dahlgren is to submit prints to Harvey Bream, he will reconsider the plat and make contact at a later date. CASE NO. 75-9, Mr. Sorenson explained the need for a variance on Lots 1 and 2, SORENSON Block 2 of Breckenridge Estates. The report as presented by Planner Dahlgren indicated that the new property line should be Minutes -2- May 27, 1975 allowed to provide proper sideyard clearance from the house built on Lot 1 since the lots were originally platted at approximately 40,000 square feet. The report notes that Lot 2 will still contain over 37,000 square feet. After a short discussion, Crecelius moved, seconded by Wheeler, to recommend granting of the lot size variance. Voting: All Ayes. SUBDIVISION Planner Dahlgren discussed the Subdivision Ordinance which ORDINANCE was presented by Midwest Planning on April 22. He suggested that the preliminary plat require notation of lot size for each lot, a new Section G on Page 9. Other comments were favorable and no other changes were suggested by Planner Dahlgren. Administrator Johnson discussed the pass-through costs as outlined under fees on Page 28. It was noted that a formula will have to be established so that estimated professional costs can be established at the time of application. It was also noted that a $50.00 application fee is very minimal. After additional discussion, Wheeler moved, seconded by Crecelius that the proposed Subdivision Ordinance be recommended to the Council as presented but with the following two changes: (1) requirement of square foot notations on page nine; and (2) that the application fee be increased to $100. Voting: All Ayes. SIGN VIOLATION Inquiry was made as to the acceptability of an advertising sign on the Rossetter property across from Diamond Jim's. Administrator Johnson noted that he had written a letter to Ruth Rossetter requesting removal of the sign, but as of this date it had not been removed. The Commission members directed that another letter be sent to Ruth Rossetter advising of ordinance violation and that legal action will be pursued if compliance is not forthcoming. The Council members suggested that Mr. Rasmussen alter the size of his proposed home so that it would fit on the sixty -foot lot without the necessity for sideyard variances. As a residentof the addition in Mendota Heights known as Somerset View I have been asked to comment on the roads in that area. We moved in after the water and city sewers had been installed, and for the next several years the roads were in fairly good shape with annual grading and oiling. However, it soon become obvious that this system was no longer successful, as the roads became dusty and often filled with holes. After much discussion amon§ the residents and with Village officials, bituminous roads were installed several summers ago. What an improvement'.. ONe can go for a walk and take a bike or car ride in comfort. This area, I feel, is a most attractive one, with large lots and well maintained properties. The surfacing of the roadways has improved our area in looks as well as - resale values, since thb desired informal atmosphere has been maintained without putting in curbs and street lighting. During the interim between Phyllis' submission of her resignation letter and her final working day, an employment advertisement was placed in the St. Paul Dispatch and fourteen applications were received. After reviewing the applications and interviewing the most -qualified applicants, the position was offered to Mrs. Carol Bakka, 670 Atlantic Hills Drive, Eagan. Mrs. Bakka has had ten years of office experience and I feel that she is well-qualified for the position. I would recommend and request that her probationary employment, at a salary of $2.70 per hour, be approved. Johnson City Administrator SUBJECT: Administrative Intern In April I received correspondence from Dr. Homer Williamson, Coordinator of the St. Cloud State College Public Administration Program, regarding the placement of a summertime administrative intern with the City. After several conversations with Dr. Williamson, I interviewed the proposed intern, Gary Herbst of Bloomington. Mr. Herbst is a senior in Public Administration at St. Cloud State. The program would begin on June 2 and run through mid-August. Compensation to the student, which is the only cost to the City, would be $30.00 per week. I I would request and recommend your approval of this program and the employment of Gary Herbst as student intern. NOTICE NOTICE NOTICE i TO: All Concerned This is to advise that TH 13 will in all probability be closed to traffic throughout the whole summer, probably beyond September 15. The highway construction engineer has advised me that drainage work will take approximately the next two months and the recenstruction of the road will possibly take another several months. Johnson City Administrator June 19, 1975 SUBJECT: Volunteer Fire Department Compensation Increase In December, 1974 I received a request for compensation increase from Chief Siebell. The request asks for the increase to be effective January 1, 1975. This implies that the June bill be based on increased compensation. The June bill will be submitted for approval at the June 17 Council meeting. Present and requested compensation is as follows: Present 1975 Requested Starting $3.35/Hr. $4.00/Hr. 2nd Year $3.45/Hr. $4.50/Hr. 3rd thru 9th year $3.55 + 1WHr/Yr $5.00 10 years and Over $4.25 U-..00 Captains $4.50 $5.50 Drills, Clean-ups, Meeting $3.50 each $4.00 each Mileage .09/mile None The requested increase is the first increase considered since July, 1971. I have assessed the impact of the increase by calculating the 1974 fire calls (with the exception of the West St. Paul catastrophe) at the new requested rate. The cost for volunteers (excluding Chief and Assistant Chief, salaried) is as follows: 1975 -- $12,979 - Calculated 1974 -- $10,685 - Actual Increase: $2,294 This amounts to a 21.5% increase, which breaks down to approximately 5.4% per year. Analyzed a different way, the $2,294 amounts to an increase of $82.00 per person per year. In discussing -this with the officers on May 15, it was agreed that if the increase is accepted, the concept of mileage for responding to fires would be eliminated. Mileage in the past has averaged $15.00 per year per man. Actually, the trouble of computing mileage is virtually more than the Volunteer Fire Department Compensation Increase -2- May 19, 1975 compensation amounts to, hence the unanimous consensus of the officers was to eliminate the mileage compensation. Based on 1974 fires, the requested increase would approximate the compensation included in the 1975 budget. The requested increase would average approximately $382 per year per person. Based on a complement of thirty volunteer men, we could expect a total annual compensation cost of about $11,460. The 1975 budget included $11,000 for volunteer compensation. In addition to the foregoing, salaries for the Chief and Assistant Chief should be considered. They were last adjusted in 1972. Present and recommended are as follows. Present Recommended Chief $145/mo. $170/mo. Assistant Chief 75/mo. 90/mo. The percentage increase is slightly less, but the last adjustment is more recent also. I recommend approval of the 1975 requested rate for the volunteers, and the recommended change for the two chiefs. HAND. After reviewing this list, I would ask that you would rule whether or not the items are in fact surplus, and if so, give the staff authority to dispose of them. I might add that the City of West St. Paul has indicated that they would be interested in the tar kettle, also, Harry Kirchner has offered $800.00 for the 8N Ford Tractor and loader. Surplus Equipment -2- June 2, 1975 I will try to give you a short version of the reasons why I feel this equipment should be disposed of. The Ford tractor and loader have not been used for some time because of its limitations in the jobs it will handle. The loader is really not heavy enough to handle most of the work done today. The John Deere has more or less replaced this equipment. The Mars sweeper is made to fit the above loader. This piece of equipment has been here for a long time without any amount of use. It is too small and cumbersome to really fit the work we have. The Gilson snowblower was purchased when the tail house was constructed on the St. Paul side of the river. It was purchased to clear out the driveway so our maintenance people would have access. It has not been used since the Metro Sewer Board took control. It is too small and slow for rink cleaning. The tailgate spreader and the Toro Mower hitch are just obsolete and outmoded equipment. The Aeriol tar kettle is a piece of equipment used for crack -sealing on streets and highways. There is much controversy over the value of this practice -- most engineers feel that it really doesn't do much good. The maintenance policy of Mendota Heights has been to not do crack sealing, so this equipment has not been used for some long time. The two 40 horsepower electric motors were salvaged from the old lift station. Up to this time, no use has been found for them.
