Association officers and draft a bill.'

Gentlemen:
Please be advised that in accordance with our gas rate schedules
effective :in your community,- the chased Gas Adjustment used for
computing gas bills based on meter readings on and after January 5,
1973, will be 13.1¢ per Mcf for General Service and 11.77¢ per Mcf
for Interruptible Service
Commencing on bilis based on meter readings on and. after January 25,
1973, the Purchased Gas Adjustment will be 14.3¢ per Mcf for General
Service and 1.2:960 per Mcf for Interruptible Service.
The January 5, 1973, adjustment reflects our present purchased cost
of gas under the increased interim rates of our pipeline supplier as
authorized by the Federal Power Commission in Docket No. RP72-127.
Northern States Power Company will pass on to its customers any
refunds received, from its pipeline surpl.i.er in the event the interim
rates which become effective January 5, 1973, are subsequently
reduced by order of the Federal Power Commission in Docket No RP72p
127.
The January 25, 1973, adjustment will reflect the increase in purchased.
cost of gas resulting from the pipeline suppliers passing on to
Northern States Power Company an increase in their purchased cost of
gas at the gas fields, as authorized by the Federal Power Commission
in. Docket No. RP71®107.

It has been brollg' t to my attention that there is a vacancy on the
Parks and Recreation Committee for the Village of Mendota Heights As a
resident of the Friendly Hills area, 1 feel that we need representation
on the committee. The accomplishments that this committee has achieved
these past years are commendable and 1 should like to serve with this
committee in their future planning.
I am forty years old, married, a nine year resident of Mendota :eights
and very concerned with the recreational facilities available. T am a
school teacher in the St. Paul school system and a football, hockey, and
track coach as well. Before attending college 1 worked for the Minneapolis
Hark Board in the maintenance department and during college and after
graduation 1 worked as a play ground instructor for the 'Minneapolis Park
Board, 1 have been an officer and a member of the Friendly Hills Civic
Association.
I feel that my background provides me w tie a great deal of experience
with .respect to the needs of children, and my interest in the needs of
the community provide me with the enthusiasm to help the committee fulfil
the goals they are seeking.

Beginning In early January, the Senate Committee
on Metropolitan and Urban Affairs will be holding a series of hearings on metro-
politan issues.
The following subjects tentatively will be con-
sidered: an overview of metropolitan agencies, relationships of metropolitan
agencies to other government units and agencies, parks and open space,
housing, transit and transportation, structure and relationship of metropolitan
agencies (including the issue of an elected -metropolitan council and the powers
it should have), metropolitan' airports, the proposed metropolitan capital budget,
and total development controls.
So that we may schedule sufficient time for
meetings, we need to know whether you wish to testify on any of the above
subjects and, if so, which ones. Also, if you think there are other topics that
deserve discussion and are not mentioned here, please let us know as soon as
possible so that we may consider their inclusion on the committee's agenda.
We will not be focusing on specific legislation
during this period. Instead, it is the purpose of these hearings to provide a
critical review and analysis of the issues and governmental units in olved in
metropolitan decisions. After these initial hearings, we would exp ,t to con-
sider specific legislation.

for issuance of the conditional use permit.
Mr, Rummel, repgesenting U -Haul, said that
agreement with the conditions as drawn up by Mr. Ruone.
Mr. Stringer moved to approve the granting of the conditional use
rmit sub'ect to the six conditions that follow:
. The permit will limit the use of this property to the rental
of utility and travel type trucks and trailers of a size no,
larger than two axle a d a total number of rental units not
to exceed fifteentrucks and/or trailers or any combing-

2.. The area for storage of rental: units will be confined, to that

POWELL Mr. Harry N. Ray, Attorney, representing
Mr. Powell, said that Block9, T. T. Smith's
Subdivision No. 3 had previously been surveyed incorrectly_ and that
the preliminary plat was in.: error; showing a 15 -ft. discrepancy on
the west end Mr. Ray said that disregarding the 15ft. error,
there are eight lots out of the original thirteen—losing five
lots; however, the lots are actually increasing in size. The
depth of the lots is 135 sq, ft. It was suggested by Mr. Ljungkull
that the lots might be reduced from eight to possibly six or, seven;
but an increase in lot size would also increase the price of the
lot.

presented to the Village Council on September 12, 1972;

WHEREAS, on September 19, 1972 the Village Council
adopted Resolution Number 515 establishing the 1972 tax
levy collectible in 1973 based upon the proposed
budget, and
WHEREAS, the Villa9e Council§'has considered the
appropriations listed in the proposed budget document
and has determined that the appropriations are proper
and necessary for carrying on the business of the

A BILL FOR AN ACT
RELATING TO THE FIRE DEPARTMENT RELIEF
ASSOCIATION AND FIREMEN'S SERVICE PENSIONS
IN THE VILLAGE OF MENDOTA HEIGHTS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. (MENDOTA HEIGHTS, VILLAGE OF; FIREMEN'S
RELIEF ASSOCIATION, SERVICE PENSIONS.) Subdivision 1. The
fire department relief association of the Village of
Mendota Heights may pay firemen's service pensions in excess
of the amounts authorized by Minnesota Statutes, Section
69.06 but not in excess of the following total amounts:
$80 per month, as hereinafter authorized, or as may be
provided by its bylaws, to each of its members who has
heretofore retired or may hereafter retire, who has
reached or shall hereafter reach the age of 50 years and
who has done or hereafter shall do active duty for 20 years
or more as a member of the volunteer, paid or partially
paid and partially volunteer, fire department in the
Village of Mendota Heights, and who has been or shall
hereafter be a member of the fire department relief
association at least ten years prior to such retirement
and who complies with such additional conditions as to age,
service, and membership as may be prescribed by the
certificate or bylaws of the association.
The amount of monthly pension which may be paid to such
retired firemen may be increased by adding to the maximum

pension in an amount not exceeding $400 per year of service
to be paid in a lump sum where the retiring member qualifies
for a service pension under the provisions hereinbefore
set forth, and the member elects by written application
to the association to take the payment in a lump sum
rather than the monthly pension.
Subd, 2. These pensions shall be uniform in amount,
except as herein otherwise provided. No such pension shall
be paid to any person while he remains a member of the
fire department and no person receiving such pension shall
be entitled to other relief from the association. No
payments made qr to be made by the association to any member
on the pension role shall be subject to judgment, garnishment,
execution, or other legal process and no person entitled to
such payment shall have the right to assign the same, nor
shall the association have the authority to recognize
any assignment or pay over any sum which has been assigned.
Sec. 2. This act shall become effective only after
its approval by a majority of the members of the governing
body of the village of Mendota Heights, and upon compliance
with the provisions of Minnesota Statutes, Section 645.021.
