S7 ZA Page 581 September 16, 1975 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Regular Meeting Held Tuesday, September 16, 1975 Pursuant to due call and notice thereof, the regular meeting of the City Council, City of Mendota Heights, was held at 8:00 o'clock P.M. at City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Acting Mayor Lockwood called the meeting to order at 8:00 o'clock P.M. The following members were present: Acting Mayor Lockwood, Councilmen Gutzmer, Losleben and Wahl. APPROVAL OF Councilman Wahl moved approval of the minutes MINUTES Of the September 2 meeting. Councilman Losleben seconded the motion. Ayes: 4 Nays: 0 ABATEMENTS County Assessor O'Toole was present to request approval of abatements. After a brief discussion, Councilman Losleben moved that abatements be granted to the following: Minnesota Highway Department, for Parcel No. 27-16400-091-00, reducing assessed value from 946 to nil for taxes payable in 1973; reducing assessed value from 1118 to nil for taxes payable in 1974;; -.and reducing assessed value from 1118 to nil for taxes payable in 1975. Donald L. Rutman, for Parcel No. 23-32800-100-01, reducing assessed value from 28200 to 27840 for taxes payable in 1975. Jane Verhey, for Parcel No. 27-14700-160-00, re- ducing assessed'value from 22680 to 21600 for taxes payable in 1975. Acting Mayor Lockwood seconded the motion. Ayes: 4 Nays: 0 CASE NO. 75-10, Mr. Harvey Bream was present to discuss the pre- -liminary plat for Somerset No. 3. Mr-, Bream noted that the street proposed to be called "Trail Road" had been modified to reflect the concerns expressed by the Council at the September 2 I Page 582 September 16, 1975 meeting. Administrator Johnson advised that he and Mr. Bream have discussed the matter of a park contribution for the plat and that in accordance with the discussion, Mr. Bream pro- pose� to donate the outlots, as originally pro- posed, and in addition to donate 5% of the value of the platted lots. This would amount to an estimated $150 per lot. After a brief discussion, the Council concurred with the park donation and alignment of "Trail Road." Acting Mayor Lockwood moved the approval of the preliminary plat for•somerset No. 3. Councilman Wahl seconded the motion. Ayes: 4 Nays: 0 CASE NO. 75-10, City Administrator Johnson'advised the Council that Mr. Koenig telephone the City offices and withdrew his application for variance. The Council acknowledged Mr. Koenig's variance withdrawal. DEPARTMENT The Council acknowledged receipt of the Fire REPORTS Department monthly report for August, 1975. STOP SIGN Administrator Johnson presented a proposed stop ORDINANCE sign ordinance to the Council. He stated that the ordinance was prepared because there is no City documentation on the installation of the present stop signs. After a brief discussion, the City Attorney was directed to prepare a final draft of the proposed stop sign ordinance for presentation to the Council on October 7. PERSONNEL The Council acknowledged receipt of a letter from Bruce Levine Public Works foreman, advising that he will be resigning effective September 30. The Council also acknowledged receipt of a letter -from Mr. Levine requesting that his hospitalization coverage be continued after his resignation, Mr. Levine would pay the policy premium. After a brief discussion, Councilman Gutzmer moved that Bruce Levine's resignation be accepted and authorized thht his hospitalization coverage be continued. Councilman Wahl seconded the motion. Ayes: 4 Nays: 0 .:"J Page 583 September 16, 1975 The Council directed that a letter be prepared for signature by the Council, expressing appreciation to Mr. Levine for his service to the City. PROPERTY 1, City Attorney Winthrop stated that an Earnest Money ACQUISITION i Contract has been prepared for the purchase of a 180 by 410 foot parcel of property on the south portion of the McGough plat. Mr. Winthrop stated that the negotiated purchase price is $35,000, C $28,000 to be paid by the City and $7,000 will be contributed by a group of Ivy Falls residents. Mr. Winthrop explained conditions which will be attached to the deed, including the provision that the property will only be used for park and open space purposes and the property shall not be used as a thoroughfare or an extension of Butler Avenue. Councilman Gutzmer moved the adoption of Resolution No. 75-77, "RESOLUTION PROVIDING FOR PURCHASE OF MCGOUGH PROPERTY." ?{ Councilman Losleben seconded the motion. Ayes: 4 Nays: 0 CHANGE ORDER, Engineer Kishel explained and recommended approval IMPROVEMENT NO. 74,of a change order in the Orchard/Hunter Lane im- PROJECT NO. 2 provement project contract, for an extension of the sewer line across private property at the end of Orchard Lane at Hunter Lane. After a brief discussion; Councilman Losleben moved approval of Change Order No. 1 for improvement N. 74, Project No. 2, in the amount of $4,264. Acting Mayor Lockwood seconded the motion. Ayes: 4 Nays: 0 BACHELOR AVENUE Engineer Kishel explained that the contractor for IMPROVEMENTS the Bachelor Avenue project (Improvement No. 74, Project No. 7) has asked for an extension of time on the project completion.- Engineer Kishel re- commended that the completion date be extended to October 14, 1975. Acting May Lockwood moved that an extension to October 14, 1975 be approved on the Bachelor Avenue project. Councilman Wahl seconded the motion. Ayes: 4 , N-ys : 0 .j Page 584 September 16, 1975 FEASIBILITY' The Council acknowledged receipt of a feasibility REPORT,'IVY:FALLS report on improvements to serve the Ivy Falls West WEST ADDITION, Addition. Engineer Kishel stated that he has analyzed the various possible ways to construct the improvements in order to serve the James Riley residence with sanitary sewer this fall. He out- lined the various schemes contained in the report. He also explained the holding pond proposal and the fact that Scheme 5 would fit into the total proposal included in Scheme 1. Administrator Johnsor pointed out that the ponding area concept still needs additional consideration, however, he recommended that Scheme 5 be approved. The Council discussed the necessity for public hearing and the City Attorney pointed out that if all three property owners involved in the project sign a petition waiving the hearing, no hearing would be required. After a lengthy discussion, Councilman Losleben moved the adoption of Resolution No. 75-78, "RE- SOLUTION ACCEPTING FEASIBILITY REPORT, ORDERING SANITARY SEWER IMPROVEMENTS FOR A PORTION OF RILEY IVY FALLS WEST ADDITION AND ORDERING PLANS AND SPECIFICATIONS THEREFOR." Councilman Gutzmer seconded the motion. Ayes: 4 Nays: 0 ELECTION City Clerk -Treasurer Radabaugh outlined his memo EQUIPMENT regarding the purchase of voting devices, demonstrato transfer cases and a crimper in connection with the purchase of the Vote -A -Matic Election equipment. After a brief discussion, Acting Mayor Lockwood moved that the Clerk -Treasurer be authorized to purchase the necessary election equipment. Councilman Wahl seconded the motion. Ayes: 4 Nays: 0 LIST OF Councilman Wahl moved the adoption of the following CLAIMS motion. RESOLVED, that the claims submitted to the City Council for payment, a summary of which is set forth on the list attached hereto and identified - as List of Claims submitted for payment, September 16 1976, having been audited by the City Council, be and are hereby allowed and the Mayor and Clerk - Treasurer are hereby authorized and directed to issue checks in payment of said claims. RESOLUTION ACCEPTING WORK AND APPROVING FINAL PAYMENT (IMPROVEMENT NO. 75, PROJECT NO. 5) WHEREAS, pursuant to a written contract signed with the City of Mendota Heights on September 4, 1975, Pine Bend Paving, Inc. of South St. Paul, Minnesota, has satisfactorily completed the improvement of sanitary sewer,iwater, storm sewer and street improvements to serve the area known as the Cullen Avenue street improvement project (Improvement No. 75, Project No. 5) in accordance with such contract; NOW THEREFORE IT IS HEREBY RESOLVED by the City Council of the City of Mendota Heights that the work completed under said contract is hereby accepted and approved; and BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby directed to issue a proper order for the final payment on such contract in the amount of $5,203.00 taking the contractor's receipt in full. We are particularly interested in the relationship of this role to the effective delivery of community services and the planning for municipal services as well as growth. We feel any such inquiry made in the field requires an -optimum level of communication and coordination among residents, local government officials and legislators. Consequently, the subcom- mittee has scheduled a public hearing for October 15, 1975, 7:00 - 9:30 PM at the Eagan City Hall, 3795 Pilot Knob Road, Eagan. Your community and approximately 40 others in Dakota County have been invited. Because of time limitations and the number of communities involved, we have selected a number of representative communities to make a short presentation before the subcommittee. If you have any fur- ther comments on this topic, we will have a special time allotted for that purpose. In any event, we hope you will attend the meeting. Preparation of the plan was required by the Metropolitan Council in order to obtain funding for acquisition and development of regional parks in*Dakota County over the next five years. The purpose of the meeting will be to familiarize local officials and citizens with the Park Study. The plan will be reviewed and amended yearly, so your comments and suggestions will be very useful in determining the future of Dakota County's Regional Park System. This will also be -an opportunity for you to offer input to the County for use in its planning for a County Park Program. The Dakota County Planning Advisory Commission urges you and all interested members of your community to attend this meeting. Approval of Minutes --Minutes of August 27 meeting approved as amended. 2. Archery --Franzmeier explained that to develop the archery range would cost approximately 5 days labor to grade, fill and reseed, plus about $150 in materials. There was also a question of erosion due to grading. --Lundeen will check with John Larson to clarify where cost comes from, and what extent Larson wants it developed. Motion Finn moved, and Lundeen seconded, that due to a change of personnel in maintenance, the archery range be delayed until Spring. 3. Tennis Courts --Plans for Rogers Lake and McGough site were reviewed. --Motion: Murphy moved, Witt seconded, that the Board recommend to the Council to proceed with plans for Rogers Lake and McGough property tennis courts. I --Discussion of the rules concerning play times at tennis courts. 4. Trails --Discussion related to the future of park development and acquisition and the Board expressed the need of a 5-10 year plan to see what the future of trails would be. --Concerning the ski trails, Johnson explained that the Rauenhorst easement failed. Mills will contact Lionel Greenburg of the Ski Club about a new area to develop trails. 5. Winter Recreation Selander sent a report that the program will run the same as last year, and he is starting to hire part-time help. Minutes of July 23, 1975 meeting approved. 2. Park -A -Rama -- Witt reported that Parkarama finances were still unsettled. A better method will have to be found for future years. Howe suggested that Parkarama set a goal of having a new chairman selected by September Park Board meeting or the October meeting at the latest. 3. Tennis Courts -- Johnson assumes that McGough is making some moves toward a resolution of park donation. Mendota Heights and Ivy Falls residents have signed an earnest money contract. The Park Board would like the resolutions on these properties -- McGough and Rogers Lake. Shipman and Witt will attend the next Council meeting, on September 2, to express Park Board desire to get a start on the courts before winter. Rogers Lake Tennis courts should not be deferred if the McGough issue is unresolved. 4. Wachtler Property -- Franzr,-.eier rechecked the t4achtler property and did not reach any new conclusions. Kurth, the original surveyor, Franzmeier and Johnson will go over the property again on Friday, August 29 at 1:00 P.M. Park Board members are invited. 5. Bream Property -- The Planning Commission approved the layout concept which Dahlgren presented. The Park Board also approved the concept but Howe expressed the thoughtthat the outlots "A" and "B" do not meet the requirements for park donation. Witt moved and Lundeen seconded that the Park Board Chairman recommend Outlots A and B are valueless as park property and we could better use the money contribution instead. 6. Recreation -- Selander advised Howe that the beach is closed for the season. He further stated that some hockey boards need repaneling and low spots in the skating areas need to be filled in if possible. Franzmeier estimated that $1,500 would be needed for algae spraying of beach. 7. Archery and football -- The archery proposal has not yet been submitted to the Council. Howe added to his memo to the Council the recommendation that archery be added to the council agenda and John - Larson be so notified. trend -Eagan requests that Mendota Heights line a football field for use by 100 4th and 5th grade boys. Moved - Witt. Seconded - Shipman. Minutes -2- August 27, 1975 8. Budget -- Johnson presented the 1975-76 budget to the Board. 1. The recreation program is almost identical to last year. 2. Park maintenance manpower was kept the same and money for supplies decreased. 3. Capital expenditures of $1,000 for 6 grills and tables for warming houses was recommended. 4. Shade tree control sent $900 last year. The control program may be subsidized adding $20,000 to the budget. 5. The total budget is $61,650 compared with $59,350 last year. 9. Trails -- Howe expects a report from the trails committee at the next meeting. M CITY OF MENDOTA HEIGHTS PLANNING COMMISSION Minutes September 23, 1975 The regular meeting of the Mendota Heights Planning Commission was called to order at 8:00 P.M., Tuesday, September 23, 1975, by Chairwoman Ridder. The following members were present: Chairwoman Ridder, Stefani, Culligan, Crecelius and Schneeman. Also present: Planning Consultant Dahlgren and City Administrator Johnson. APPROVE MINUTES: The minutes of the August 26, 1975 meeting had been submitted to the members with the agenda. Crecelius moved, second by Stefani, that the minutes be approved as submitted. Voting: All ayes. CASE NO. 75-22, Mrs Schneider was present to explain her SCHNEIDER desire to subdivide property on the south- west corner of Fourth Avenue and Dodd Road. She indicated she would like to subdivide two lots into three. Two of which would have frontage on Fourth Avenue. City Administrator Johnson asked where a sewer easemeht was, in regard to interference with future building. Mr. Johnson suggested to look into this. After further discussion D. Schneeman moved, second by L. Crecelius that the subdivision be recommended for approval as per'section 11.3(1) Exceptions, and conditioned upon the favorable loca£ion of any sewer easement. Ayes: 5 Nays: 0 (NOTE: A check reveals that there is a sanitary sewer line on the westerly pro- perty line of the westerly lot. A 10 foot permanent easement on the westerly lot will preclude construction within the 10 feet.) CASE #75-17 Dahlgren began by explaining original history SHEEHY of the center to the present plans. It was noted that the Site Plan and the Survey Plan -- do not match. Sheehy said he would go back to his architects and have them resketch the Site Plan to coincide with the Survey Plan. The following five conditions were suggested by H. Dahlgren. a. The holding pond be constructed before construction of McDonald's begind.. b. Adjustment of east property line to conform with surface. c. That drainage easements for sanitary sewer and storm sewer be shown on the plat as per existing systems for the State, City and between lots within the plat. d. The Site Plan matches the Survey Plan. e. The shopping center site be developed in accordance with the Site Plan pro- posed by the applicant designed by the Architect Group dated September 22, 1975. Construction of a McDonald's Restaurant in the City of Mendota Heights will be a highly visible operation likely enjoying a considerable degree of success. The siting of this restaurant on a part of the shopping center property without direct access to a public street is an unusual condition. We suggest that it is most important that the City insure adequate means of providing access through the shopping center property from Highway 49 to the proposed site. The time to determine the means of such access, the location and marking for contiguous parking areas to serve the shopping center, and the means of guiding and controlling the traffic to and from the McDonald's site is now. 3. The City of Mendota Heights has but a single shopping center within its boundaries. Compared to other shopping centers in the Metropolitan Area, this center features very littl by way of site enhancement in terms of parking and access organization, landscaping, and a general level of desirable aesthetic concerns. All of you are familiar with the general configuration of the McDonald's restaurant proposal in as much as this land use was a consistent integral part of the filling and excavation permits for the construction of a ponding area on the north side of the shopping center approved by the City Council June 3, 1975. Since that time the McDonald's people have prepared detailed site plans, landscape plans, elevations, and a complete set of building plans for the City's review. We have met with the McDonald's representatives a number of times coordinating site plan adjustments, particularly as they relate to the platting and site planning for the shopping center as a whole being conducted by the Sheehy Company. There has been considerable difficulty in reconciling lot dimensions and relationship of the McDonald's site plan to the overall site plan for the shopping center being prepared by the Sheehy people. At this stage we feel these problems have been overcome and we now have a complete application on the part of the McDonald's people and the Sheehy people. 2. The basic permit requested by the McDonald's is for a conditional use permit for the construction of the restuarant which is listed as a conditional use in the shopping center district. We have carefully reviewed the proposed site plan with the applicants, staff, and the Planning Commission. We find the site plan to be in conformance with the zoning requirements with the exception of the ten (10) foot set -back required for parking contiguous to the shopping center lot on the south side of the property. You will notice from the plan that the ten (10) foot required set -back for the parking is adhered to on all the sides of the property and in fact is exceeded on the westerly side where it is approximately thirty-nine (39) feet to the Highway 49 right-of-way, and up to one hundred thirty (130) feet on the northerly side contiguous to the Highway 110 right-of-way. The latter area is -.,of course reserved for drainage purposes in accordance with the previously approved grading plan for the ponding area. We find the basic layout of the parking, access, egress, and landscaping to be satisfactory. It is in fact consistent with the general design previously proposed as part of the grading and ponding permit. Case Number: 75-16 October 7, 1975 Page Two 3. On the south side of the property a two (2) foot concrete curb is proposed rather than the ten (10) foot set -back required on an interior lot line as is the case here. Rather than conform to the required set -back to the parking, the applicants choose to request a variance from the ten (10) foot required to the two (2) foot concrete strip proposed. The applicants claim a hardship because there is insufficient land available to provide the ten (10) foot as required. We suggest that the real nature of the hardship is the fact that the applicants were not aware of the ten foot requirement and thus did not plan in advance for its conformance. The purpose for the ten (10) foot requirement in all commercial districts (and industrial districts) is to provide areas of green between the "seas of asphalt" that normally surround commercial development today. Such areas of asphalt of course are essential to provide the parking facilities necessary for a successsful commercial operation. Another benefit to the provision of the ten foot set -back is that of providing areas for the piling of snow during the winter. The basic hardship appears to be one of the applicant unwilling to purchase additional land to provide for this set -back, and/or the unwillingness of the shopping center owner to sell the land for that purpose. If the Council construes this to be a hardship (based on the configuration of the land), a hardship or a variance to the parking set- back could be considered. 4. The other variance sought by the applicant is that of the height to a pylon sign proposed at the northeast corner of the site. The ordinance allows for a sign twenty-five (25) feet high and one hundred (100) square feet of area. We have determined that the site of the sign is approximately at the same elevation as Highway 110 immediately to the north. The applicants indicate their need for a variance to a sign a total of thirty-nine (39) feet high because the highway grade rises to the east and the west of the highway elevation immediately north of the property. It is probably true that the golf course land to the northwest of the McDonald's site tends to screen it from east bound traffic on Highway 110. If the sign were high enough, it would likely be visible over the golf course site as you approach the property from the west. Whether or not this is aesthectically desirable is questionable in our opinion. Approaching the property on Highway 110 from the east would seem to present no,problem in as much as the land is entirely open with no prospects for development intervening, because of the presence of the drainage ditch and the future ponding area. If there is a compelling reason for allowing the variance to height, we are not aware of those reasons. 5. The sign as proposed should also be closely reviewed as it relates to sign area. The maximum allowed is one hundred (100) square feet. If one measures the sign calculating only the area of the basic sign and the solid portion of the golden arches equals 112.29 square feet. This is based on 69.79 square feet in the base sign (McDonald's - Over ( ) Billion Served) and 42.5 square feet in the solid portion of the arches. An inquiry of the applicant at the meeting may serve to clarify the question as to whether the sign does in fact conform to the one hundred (100) sqaure foot requirement. r Case Number: 75-16 October 7, 1975 Page Three 6. The McDonald's restaurant people have consistently done a credible job in late years with respect to developing and maintaining a good site. We would have hoped that the development in Mendota Heights could have been in a manner so as to not require variances of any kind. One might conclude that the need for aesthetic improvment of the shopping center and the proposed site is considerable. 7. We suggest that the Council give serious consideration to approval of the conditional use permit with the conditions that site be developed in accordance with the site plans, landscape plans, and building elevations as submitted, but conforming to all requirements of the Zoning Ordinance. We also suggest consideration of a second condition requiring completion of that portion of the grading plan that was previously approved by the City Council on June 3, 1975 be completed on the McDonald's site prior to issuance of building permit (or similar guarantee). We have met on repeated occasions with Mr. Dick Sheehy, representing the Sheehy Construction Company, with other members of the City staff, and the Planning Commission with respect to the proposed plat in question. The plat is submitted as required by the subdivision and zoning regulations creating a site for the McDonald's restaurant conditional use application. In as much as the proposed lot has no. direct access to a public street, it was,suggested that a revised site plan for the shopping center as a whole was an essential ingredient to the creation of the McDonald's site, access and egress to it, access and egress to the rest of the shopping center, an efficient parking layout and related landscaping development thereto. 2. Accordingly Mr. Sheehy has prepared a prelimina.ry plat for the property in question dividing it into three (3) lots as you will note from a copy of the plat to be made available at the meeting. Attached to this report is a copy of the site plan which we have reviewed a number of times with the applicant. 3. You will note from examining the site plan that the access and egress to the McDonald's site has now been organized in a way so that this traffic does not penetrate the parking area for the shopping center itself. The construction of the two-way access lane to the principal entrance to the McDonald's site is designed to function as a safe and convenient method of moving to and from the McDonald's area without conflict to contiguousparking. A secondary entrance to the McDonald's area is provided for traffic relating directly to the parking area of the shopping center itself. We feel that this layout effectively channels the traffic to the shopping center parking areas and the McDonald's area with reasonable safety and flexibility. This layout has also been reviewed with your City Engineer, and has been approved by the Plannnig Commission. 4. A second feature of the site plan is the provision for a median strip ,at the entrance to Trunk Highway 49. This will assist in channeling traffic to and from Highway 49. We have also provided for a no left turn sign to be placed at the median strip directing traffic to South Plaza Drive from 4:00 to 6:00 p.m. in the evening. So as to reduce the Case Number: 75-17 October 7, 1975 Page.Two circuitous nature to a minimum, a driveway has been provided for around the parking area on the west side of the shopping center providing access to the traffic lane leading to South Plaza Drive as it now exists. 5. The parking lot layout has been revised maintaining the perpendicular parking arrangement that currently exists. The new layout includes the provision for "islands" on the ends of the parking bays. We note however on the plan submitted to us today that these bays have been / reduced to a concrete bumper block. The plans approved by the Planning Commission indicated a five (5) foot wide island shown on the plans to be curbed in asphalt. As the meeting however, Mr. Sheehy indicated that these curbs would be done in concrete. We suggest that the provision of the typical concrete bumper blocks as a parking island is not a good idea. These concrete strips are pinned to the ashpalt from the surface and are frequently pushed out of alignment and do not enhance the appearance of a parking area. Rather than use such parking islands, it would be better to have none at all. What would be very attractive, would be the provision for islands of at least five (5) foot width, with wood chips or pebbles as a ground cover within the island, and the provision for a single tree in each of the islands. We have discussed this with the applicant who indicated his unwillingness to provide this additional landscaping. We have suggested to the applicant and others that this shopping center site is "aesthectically deprived" and certainly is not one of the better looking shopping centers in the Metropolitan Area. The landscaping as provided in the proposed site plan will be of considerable help. The provision for landscaping parking islands, however, is a common method for further improving the aesthectic quality of a shopping center. 6. We suggest the Council consider favorable action on the plat as proposed subject to your consideration of the following conditions. (1) That drainage easements for sanitary sewer and storm sewer be shown on the plat as per existing systems for the state, city, and between lots within the plat. (Confirm with City Engineer) (2) That the drainage pond be constructed as applied for by the applicant and approved by the City of Mendota Heights as per plans dated June 3, 1975. (3) That the shopping center site be developed in accordance with the site plan proposed by the applicant designed by the Architect Group dated September 22, 1975 as revised October 2, 1975. (4) That the parking islands proposed on the site plan dated September 22, 1975 be constructed in concrete curb with one two and one-half (22) inch green ash in each of the parking bays shown on the plan (Optional consideration). Engineering Aide As you may recall, Daniel Loiselle was employed, through the C.E.T.A. program, as an Engineering Aide on January 28, 1975. Normally, employees receive a salary increase after favorable completion of the six-month probationary period, in accordance with the Personnel Resolution. Since this position is funded through C.E.T.A. there was some uncertainty as to the applicability of the personnel resolution to this employee. Dan's probationary period was completed on July 28. He has done an excellent job since his employment and his salary increase would have been recommended at the end of his probationary period. In view of this I have been in contact with the Dakota County Manpower Department and have requested authorization to increase Dan's salary in accordance with the normal City practice. I have received verbal authorization, with written authorization in the mail, to increase Dan's salary from $650 to $728 per month. In accordance with the above information and County authorization I would herewith recommend that Daniel Loiselle's salary be increased to Augu $728 per month, retroactive to st 1, 1975. Kisel_ EFKyd CITY OF MENDOTA HEIGHTS MEMO October 3, 1975 TO: City Council FROM: Chet Pearson Public Works Inspector SUBJECT: 1956 Diamond T Dump Truck Upon inspection of the above mentioned equipment by maintenance personnel, it appears that the cost to repair this equipment to make it roadworthy and safe would be in the area of $750 to $1,000. In light of these costs, and the amount of use the truck receives, it appears that it might be better to declare it as surplus equipment and dispose of it. The use that this truck has received in the last few years has mainly been as a fill-in truck for summer -time hauling. In order to continue this use, the necessary repairs would need to be made. It just doesn't seem feasible to spend this amount of money for a piece of equipment as old as this for use only as a fill-in truck.
