Held Tuesday, April 4, 1972
Pursuant to due call and notice thereof, the regular meeting of the
Village Council, Village of Mendota Heights, was held at 8:00 o'clock
P.M. at the Village Hall, 2010 South Lexington Avenue, Saint Paul,
r7innesota.
Acting AZayor Lockwood called the meeting to order at 8:00 o'clock P.Di..
The following members were present: Acting i�Iayor Lockwood, Councilmen
Wahl, Gutzmer and Blair. Mayor Fiuber had notified the Council that
he would be delayed.

RLSIDENTS - PRany residents from the Pilot I�nob-Acacia Park area
PILOT �NOB were present in regard to the proposal of the Metropol-
ACACIA PAR� itan 1�irrio�ts Commission concerning acquisition of land
in said area. The Village Administrator gave an informa-
tive presentation on the current status of the matter.
The Council is awaiting the position of the MAC before
proceeding with a public hearing for the initiation of
a sewer and water project.
Walter Jones announced to the conce�ned residents and
the Council that a meeting would be held�Sunday, April
�th at 3:00 o'clock P.M. at the Acacia CenE�tery Chapel
relative to the proposal of the �IAC and representation
of the residents.
Mayor Huber arrived at 8:19 o'clock P.M..
FiEARII�tG - Acting Mayor Lockwood called to order the Fiearing on
SOUTi� PLAZ� the proposed construction of a Storm Sewer System to
STORM SEWER s�rve certain properties located immediately to the
north of Friendly Hi11s. The Village Engineer gave
a review of the project followed by a question and
answer period. TJo objections were filed with the Clerk.

D�VELOPMENT plans for the second phase of Ivy Hill Townhouses
CORPORATIOPI and requested final approval of the plans. The
Council advised a review of the plans caith consideration
given to a re-design in regard to the 4-bedroom units.
ALFOPdSO - Dominic M. Alfonso was present at the rec�uest of the
BUILDIYJG Building Inspector in regard to the building permit
PERI�ZIT for his garage being withheld due to a clarification
of the height of the structure. The proposed height
would change the primary use of a standard garage.
The Village Attorney will render a decision on the
legal qu�stion at the next Council meeting.
ROGERS LAKL A status report was given on the proposed Rogers Lake
LEVEL CONTROL Level Control project. The Council�is awaiting reply
from the I�iighway Department and St. Thomas Academy
for a formula on particiapation in the project cost.

PARKS A report was given by Kevin Howe requesting Council
CO�IMMISSION approval for ballfield completion at Ivy Falls,

and prepare plans and specifications for proposed

As you know the Planning Commission is currently in the
process of revising and renewing the village zoning ordinance.
We of the Park and Recreation Commission are particularly
concerned with the preservation of our natural resources,
specifically wetlands and steep slopes,here in Mendota Heightso
We have reviewed briefly the portion of the proposed new
ordinance dealing with floodway and flood plain districtso
We would like to discuss the protection of these and other
areas before the ordinance is finalizedo
To this end we have set up a meeting with the Planning
Commission for May lOth at 8:00 P.M. at the Village Hall„
We would appreciate very much your being therea
We have invited three experts to inform us on the subject,
one from the Department of Natural Resources, one from the
County Planning Department and the third one from one of the
villages that has a strong wetlands ordinance. At this meeting
we will relate the zoning ordinance with the wetlands and
slope preservation concepts as presented by our guests and by
the Park and Recreation Commission.
We hope you will be able to be with us at this meeting.

On January 14, 1972, I sent you a report of the status of our efforts to obtain a study
of the electric rates of Northern States Power Company. I reported that in Noyember of
last year Mr, Gearge Hess presented the ad hoc study committee with a preliminary report
describing ��e matters which he thoughtsl�ould be investigated. Th3:s•report was submitted
to �SP officials alang with the requas� thaC they provide financing far such a study.
an agreement with Northern States Power Company was xeach�d under the terms of which
they agreed ta finance such a study ug ta a cast of $50,000. The study, it was agreed,
�uld caver not anly the existing rates of the campany but alsa how continuing rate
�gulation might be carried ou�.
ThereafCer the committee engaged Mr. Hess ta conduct the in-depth investigation and
engaged Clayton LeFevere ta provide Iegal�assistance.
Since that time Mr. Hess has had several canferences with Nor�hern States Pawar Campany.
He also has requested and has received a great amount of statistical information from
the campany relating to NSP`s metropolitan area rates.
It is exgected that Mr. Hess wi11 be making an oral regort to the ad hac committee in
the fairly near future. TJpon receiving such a report the committee will determine
how to proceed with discussions and negatiations (if any) with the company,

Police 5alary Adjustments
The salary negotiating committee met with Frank Phillips
on four occassions to negotiate an acceptable salary increase.
At the last meeting, on March 28th, an offer of $43/month
increase was presented on the Village's behalf, the employees
to absorb the cost of an LTD insurance policy. This amounts
to a 4.68/ increase for top patrolmeno
As you recall, the Union countered with a$45/month request.
This was rejected unanimously by the Village Council on April
4th.
I have been informed, by telephone, from Frank Phillips,
that the offer tendered on March 28th will be acceptable. I
therefore recommend that the Mayor and Clerk be authorized to
sign an agreement with Local 664 encompassing all the present
conditions, with the following exceptions:

SUBJECT: Disposition of Village Owned Residential 5tructure
at 1020 Wagon �Theel Trail
Mr. Steve Grover, present renter of the village owned house
on Roger's Lake Park property has requested that he be allowed
to buy the house and move it to his property on the north side
of Wagon Wheel Trail, just west of Rudy Literski.
This poses a series of questions:
l. Does the Village have any real or planned use for
the house?

Discussion with the Park & Recreation Commission and village
personnel indicated that the house has no practical use for village
activities, The Park & Recreation Commission, on April lOth,
unanimously recommended its sale with proceeds going towards other
permanent park improvementso
The structure consists of one smaller house with at least
two additions to it, Its total structural unity is questionable,
especially as to moving and relocating. Sewer and Water service
was not installed, apparently because of its questionable value.
There is only a partial basement under the house.

CONCLUSIONS
It appears that the Village should dispose of the house as
soon as conveniente It does not fit it with park plans and the
house does not command sufficient revenue to prolong its existence,
or warrant further rentalo
It would cost between $500 and $1,000 to raze the house and
fill in the basement, hence it seems advisable to offer the house
for sale by bidding. I would anticipate that, with a little
publicity, the house could be sold, by sealed bids, the site
leveled and the village still obtain a few dollars for the
structure.
RECOMMENDATIONS
Declare the house as surplus property, authorize preparation
of Specs and Bids, allowing the structure to be moved within the
Village, but all plumbing, wiring, and other deteriorated members
to be brought up to present codes.

SUBJECT: Salary Adjustments for Non-union Personnel
In accordance with Council expression, salary adjustment
recommendations for non-union and supervisory people have been
delayed, pending union settlements. -
Many factors have been considered in arriving at the
recommendations. Some of the considerations include:
l. Wage Trends - the union settlements establish a
per centage range - also applied herein.
2. Job Classification - the position duties, responsi-
bilities and extra hours (if any) must be considered.
3. Prior Pay Practices - past pay rates, past increases,
and changes in overtime pay have been considered in
these recommendations.
4. Metro Area Trends - have also been considered, wit�
similar positions of responsibility, scope and duties.
In conclusion, I recommend the following salary schedule
for 1972:

As you recall, the two union groups requested, and were
� granted, instituting of an LTD Insurance Plan - fihe cost of which
