Road.' As close as can be determined from the information supplied the Planner,
th'ss new deveEopment consists of approximately eighfi acres with 4$ dwe[ling uniis
at a density of 6 dwelling units per acre. The present zoning of the property in
questioh is R-I, Si,ngle Family Resider�iial. 7he maximurrt densifiy of fhe R-1 District
. is 15,Q00 square feet of land per dwelling unifis, or approximately twa dwelling
units per acre. Apparent�y, ihe Ivy Hiils deveiopment was perr»itted under the
"density zaning" provision of th'e zoning ordinance which allowed the clustering
of dwelling units while maintaining the same density per acre. Before this project
proceeds, the develapment formula should be re-examined in light of the proposed
new addition.
2. . From a site design perspective, there are several pateni�ial prd�lems. First, the
applicant has nat submitted a landscaping plan indicating the numbers, types, and
conditian of praposed planiings. Second, the site plan indicates "visitor parking°
� along Ivy Hills Drive, an undesirable situation an a public road. Although the
praperfiy in questian is zaned R-1; the R-3A District daes not allaw parking within
�� twenty (20) feet from any lat line (Section 11 .5, 2). Thirdly, Phe site plan
irtdicaFes a driveway with apparently na setback in the southern part af the project.
It is recommended that a minimum width setback of five feet be provided for this
driveway. Faurthiy, the dweEling units in the southert� part of the praject apparenfily
cannat have balconies as do the other dwelling units in the project.

3. From a site design perspective, the dwelling units are well situated on the property
. in question. However, the site plan does not indicate final confiours or spot
elevations for the project. Therefore, it is recommended fihe applicant indicate �
final contours, especially as they pertain to water drainage.
4, tn summary, #he applicant should provide a landscape plan, final contours, an alfier-
native for "visitor parking", and an alternative to the driveway setback problem.

SUBJECT: Public Works Salary Adjustments
The salary negoiiating committee met with Frank Phillips on
three o�ccassions. The final agreement was reached on March 14th,
and the attached letter confirms acceptance by t�e Public Works
bargaining unit.
The details of the letter are correct, but summarized as
follows:

a. All maintenance people to r_eceive a$40/month increase.
This \ mounts to just slightly less than a 5.5/ increase.
b. Overtim.e (over 8 hrs./day or 40 hrss/week) to be p aid
at timeland one half (12) regular rate, This will
eliminate the former special "Snow Plowing" rate.
Hours of overtime to be determined and approved by
the Village Administrator.

c. Sta�.d-by time for ut`ility maintenance and availability
will be paid at 3 hour.�s of regular pay for each day of
"duty time" on Saturday, Sunday and holidays.
The Union comtemplates the initiation of a group "Long Term
Disability Insurance plan. A plan providing for salary continuance
at two-thirds of salary and $3,000 of life insurance would cost
between $6,00 and $8.00 per month. It is c�ompletely understood
that such cost would be deducted from the $40 increase.
It is recommended that the Village Council (1) accept the
foregoing adjustments, (2) authorize further insurance investigation
and quotes and (3) authorize the administrator to consult with Cy
Smythe,the LMM Labor Negotiations expert toward putting the entire
agreement into written forme The 1973 Union agreement, must by law,
be conSumated prior to July lOth hence it would be desirable to
formulate a permanent, acceptable form for the 1972 agreement.

SUBJECT: DOG ORDINANCE
In reply to your memo dated march 23rd reg�rding a dog
complaint by mrs Breher.
#1 — The practicality of an ordinance amended as suggested.
I believe we have a very good dog ordinance and it should
not be changed at this time. Ordinance #14 Defining nuisance,
can t`ake care of a problem such as this.
Section 1— Reads as follows:
A nuisance is a thing, act, occupation or use of property
which
Subdivision 1— Shall annoy, injure or endanger the safety
health, comfort or repose of the public.
Section 4— Public nuisance affecting peace and safety
Subdivision 7— All unnecessary noises and annoying vib—
rations.
#2 — The enforcement problems that your men are confronted
with enforcing the dog ordinance.
A police offic�r must see or hear an orclinance violation
to make an arrest. In most cases when a police officer arrives
at the scene the violation is not occuring. Therefore, it is
not possi6le to take any official action. We try to talk to
the parties involved for a different solution to their problem.
In this particular case I have talked to both parties with no
solution to their problem. A citizen can contact the Uillage
Attorney and sign a complaint for any ordinance violation that
occurs which the police officer does not actually see or hear.
#3 — Your suggestions as to how the problem can better
be handled.
Each c�ase of this kind involves many personalities and
each one has to be handled in a different manner. This depart—
ment would welcome any workable suggestion to handle these
problems.

held Wednesday, February 23, 1972. motion seconded by Ed Stringer.

Case 72-5: George Sitkoff variance for 8' setback at 2222 Apache St.
House and street on slight curve. 20-25' from garage to
property line.
Edward Stringer suggested that because of load limits a
decission as to plot plan be made and mr Sitkoff provide
pictures showing the neighbors buildings on �treet in the
block. mr Sitkoff consented to providing pictures.
Dick Lund requested a dimensional lay-out of house on lot
showing location of structure in relation to property lines,
distance from front of new garage to property lines, also
showing neighbors,be provided
mr Sitkoff will comply.
mr Lund stated that a tentative meeting is scheduled foz�
march 29tn.
Case 72-6: Duane Kilde, 1311 Delaware Avenue requests variance for
16' x 24' carport.
mr Kilde stated garage is 150' from street-. 6' to lot line.
Old garage will be removed.
New structure will consist of redwood and fibreglass
' construction.
Annalee Stewart moved that Planning Commission recommend
to Council to grant building permit for 16' x 24' car-
port at 1311 Delaware Avenue. Motion seconded by Lawrenc�
Culligan. Vote: Ayes - 5; Pdays - 0.
Case 72-1: William R. Simek presented preliminary plat with 5 lots
indicating dimensions and lot sizes.
Annalee Stewart moved that Planning Commission recommend
Council approval of preliminary plat and vacation of Hazel

ed unit development.
