SUBJECT: NEW POLI�E SQUAD CARS
Chief Baldwin has requested that we begin the bidding process
for new squad cars. The following facts should be considered:
l. The present unmarked 1970 Plymouth sedan has over 70,600
miles, '

2. The 1971 Plymouth station wagon has over 50,000 miles on
it, accumulating at the rate of 7,000 per montho
3. The 1972 budget provided monies for replacement of both
police vehicles,
4o The present vehicle used by Bruce Levine is a 1968 Plymouth
with over 70,000 mileso
It is proposed to arrange the bid proposals in such a manner
that we will take bids with and without consideration of trading in
the old vehicles, Ib.this way we will attempt to keep the bidding
more honest and retain the vehicle that appears to be in the best
condition at the time of delivery. I have reviewed the bid forms
and specifications used in the past and concur generally with the
details. Several minor changes will be incorporated reflecting more
current specifications and current conditions.
I recommend that the council approve specifications consistent
with past purchases and authorize the receiving of bids on Februray
15th. In addition to publishing an advertisement, copies of the bid
specification5 would be distributed to local,car dealers and those
known to be interested in bidding police vehicle5.

Minutes of the Regular Meeting
Held Tuesday, January 18, 1972
Pursuant to due call and notice thereof, the regular meeting
of the Village Council, Village of 1�Zendota Heights, was held at
8:00 o'clock P.M. at the Village Hall, 2010 South Lexington Avenue,
Saint Paul, I•Zinnesota.
D�ayor I3uber called the meeting to order at 8:00 o'clock P.N1..
The following members were present: Niayor iiuber, Councilmen Wahl
and Blairo Councilman Gutzmer had notified the Council that he
would be unable to attend. Councilman Lockwood had notified the
Council that he would be delayed. �
The Clerk-Treasurer opened and recorded the bid received for
Gasoline and Diesel Fuel. The bid was as follows:

Councilman Blair moved adoption of RESOLUTION NO. 459 entitled
"RLSOLU`1'IOiJ ACCEPTING IIID AND �WARDING CONTRACT FOR TIiE FURNISiiIIJG
OF GASOLIN� ANI7 DIESEL FUEL". r2otion seconded by Councilman Wahl.
Vote : . Ayes - ��; Nays - 0 .
George L. Pdason presented a preliminary plat of Somerset II for
LASSCO. The Planning Commission had recommended approval of the
pzeliminary plat� as revised, at their meeting held December 22, 1971.
No Council action was taken.
Councilman Lockwood arrived at the meeting at 8:12 o'clock P.t�..
Niayor Huber moved the rezoning request for South Ridge be tabled.
Motion seconded by Councilman Lockwood. •
Vote.: Ayes - 4; Nays - 0.
Del Fi. �iness was present at the meeting for Metro Properties
requesting approval of the preliminary plat for the division of property.
The matter will be held over until the next regular meeting to be held
February 1, 1972.
George L. Leach, Jr. submitted a variance request to build.an
addition to his home and a new garage. The matter was referred to the
Planning Commission.
A letter was received from the Highland Iieights Civic Association
recommen.ding an appointee to the Planning Commission.
� P�Iayor IIuber moved apgroval of plans and specif�cations for two
new Palice sq��ad cars to be purchased hy,the Village and that bids for
the new squad cars be requested. Such bids to be opened on Tuesday,
February 15, 1972, at 8:00 o'clock P.P7.. Motion seconded by Councilman
Blair. ' '

Councilman Lockwood moved the Village Administrator and Village
Engineer be authorized to meet with the Minnesota Highway Departme}�t
for the purpose of designating addit.ional.state aid mileage for Mendota
Heights. Motion seconded by Councilman Wahl.

r4ayor Fiuber moved the Village employ Leonard K. Kanitz and Fred A.
Pfeiffer; at the present contract sta'rting rate, to fill the positions
in the Public Works Department created by the retirement of Erwin Sell
and the termination of Ralph Johnson. Motion seconded by Councilman
Blair. �
Vote: I�yes - 4; Nays - 0.
Councilman Lockwood moved approval of the minutes of the regular
meeting held Tuesday, January 4, 1972. Motion seconded by Councilman
Wahl.
Vote: Ayes - 4; Nays - 0.
Councilman Wahl moved the Council publish the minutes of Special
Meetings at which a vote has been taken. Motion failed for lack of a
second.
Councilman Lockwood moved the Council adopt the following motion:
RESOLVED that the claims submitted to the Village Council for
payment, a summary of which is set forth on the list attached
hereto and identified as List of Claims submitted for payment,
January 18, 1972, having been audited by the Village Council,
be and are hereby allowed and the Mayor and Clerk-Treasur.er
of the Village of Mendota Heights are hereby authorized and
directed to issue Village cnecks in payment of said claims.

I�7ayor Huber moved that a Rubbish Haulers License be granted to
A4arv's Rubbish, Inc.. Motion seconded by Councilnlan Lockwood.

There being no further business to come before the Council,
Councilman Blair moved the meeting be adjourned. Motion seconded by
Councilman Wahl.
