SYNOPSIS OF MONTHLY RUNS The Department responded to 19 calls during the month of February. Only two calls were actual fires. The first actual fire was a car fire on February 2nd, at 11:00 P.M. A 1971 Buick LeSabre was fully involved in flame when the first pumper arrived. Loss was set at $500. The second actual fire was to Advo'Systems, at 2444 Transport Drive. At this incident, it was determined that an electric heater shorted out causing the sprinkler head in the office to activate, dowsing the fire. Thanks to the sprinkler system, the only fire damage that occurred was to the heater itself. Damage was set at $50 for the heater. SYNOPSIS OF MONTHLY TRAINING The monthly training time was used to go over the operations of some newly purchased equipment. Fire Chief Noack demonstrated the use of the portable pump and answered questions. The second half of the evening utilized a newly purchased slide presentation on Engine Company operations. SPECIAL TRAINING Five men took part in a house burn in Inver Grove Heights on February 25th. This drill was for new men to get acquainted with an actual fire scene. Fra I0 r City Admin trator SUBJECT: Adoption of LMC Dental Program As Council is aware, one provision of the recently approved 1985 contract with the Police Officers was that up to $10 of their $155 insurance contribution could be applied toward dental insurance. The officers wish to exercise this option, and have chosen to participate in the program offered through the League of Minnesota Cities Insurance Trust Fund. The League program is underwritten by Prudential Insurance Company. I have also compared prices with Delta Dental, and the League/Prudential plan compares favorably. I would concur that it is a good program for the premium. Attached is a one page.synopsis of the benefits of the program, as well as the monthly premiums. I have pencilled in the new rates which go into effect on May 1st, 1985. As noted, the monthly premiums for employee coverage is $12.91. Per the terms of the contract, each officer could apply up to $10 of his insurance contribution toward this dental coverage. The remaining $2.91 would be taken as a payroll deduction. If a sufficient number of employees were also interested in dependent coverage, they could enroll for that at their own expense. As a part of enrolling in the League dental program, the City Council is required to pass a resolution adopting the LMCIT Trust Agreement. Such a resolution is attached for your review. But member endorsement was only the first step. Legislative support is necessary if it is to be adopted with increased funding for cities. While the League lobbyists and others are working hard, it is critical that individual cities contact their legislators about local government aid (LGA). Without that constituent contact, it is questionable whether we will have the needed legislative support for increases in LGA. The Chairman of the House Tax Committee indicated recently that he may consider cutting LGA to cities in order to fund increases in other programs. Schools, counties, and others are working hard to get additional support. Cities must be just as aggressive. PLEASE CALL OR WRITE YOUR LEGISLATORS AND EMPHASIZE THE FOLLOWING THREE POINTS: 1) Your city supports the new League of Minnesota Cities' local government aid formula. That is: LGA = (.53 x BMX) x (SAAVPC/CAAVPC) BMX = three-year average of basic municipal expenditures SAAVPC = Statewide average adjusted assessed value per capita CAAVPC = Individual city's adjusted assessed value per capita Minimum aid of $25 per capita or one percent over previous year's LGA, beyond that the maximum increase is ten percent per year. Cities must levy 2 mills to qualify for state aid. 2) Increased funding for LGA is needed. The following members were present: Stein, Doffing, Knittig, Leffert, Schneeman and Singer. Also present were Terry Blum, Kevin Frazell and Dewey Selander. APPROVAL OF Minutes of the February 12, 1985 meeting were approved as MINUTES submitted. CHANGES IN The Commission officially accepted the resignations of COMMISSION Dorothy McMonigal, who was appointed to the Planning MEMBERS Commission, and Mike Williams, who accepted a job in Florida. The Commission formally welcomed Robert Leffert, the newest member of the Commission, who replaced Dorothy McMonigal. ELECTION OF OFFICERS By unanimous decision, the following members were elected to the following positions: Chairperson - Jim Stein Vice -Chair - Mary Jeanne Schneeman Secretary - Bob Leffert GROUNDBREAKING Since so much effort has been expended on the planning and CEREMONIES FOR construction of the Bike Trail along Lexington Avenue and NEW BIKE TRAIL beyond, the Commission felt that a ground breaking ceremony should be held after the design specifications have been finalized and the bids awarded. Bob Doffing agreed to coordinate the activities with details to be discussed at the April meeting. COMPENSATION City Administrator Frazell reviewed the Compensation ANALYSIS FOR REC. Analysis for the position of City Recreation Director. DIRECTOR After some discussion, Doffing moved that the Commission support the recommendation that Director Selander be retained at the present compensation level until January 1Z 1986. Leffert seconded the motion and it passed unanimously. At that time, the present program may have to be modified, requiring a salary review. Ayes: 6 Nays: 0 ICE RINKS Terry Blum had a rough draft of warming house hours that would be printed on metal signs. As agreed upon at the last meeting, Saturday hours would be extended to start at 10:00 A.M., instead of 12 noon. Sunday hours would remain at noon to 6:00 P.M. Christmas and school vacation days were extended to also start at 10:00 A.M., instead of 12 noon. The warming houses will remain closed on December 25 and January 1, unless numerous objections are made by the public. The warming houses are being painted with two tone interior paint to reduce marring. Dewey was commended for his supervision of ice rink attendants. BIKE TRAIL UPDATE The Commission requested that Public Works Director Danielson prepare an update on the Bike Trail status for the April meeting. SPRING RECREATION Recreation Director Selander reviewed the upcoming spring PROGRAM recreation programs for the Commission. Advertisements for T -ball, Art in the Park, tennis lessons, women's tennis and men's softball have gone out to the various media. Doffing recommended that a statement explaining that Mend -Eagan programs are available be included in subsequent advertisements. Interested people can then contact the appropriate Mend -Eagan officers. PARK SURVEY Since the Hi-lites did not get mailed until a short time before the meeting, there were no survey results. MISCELLANEOUS Although the Commission will wait until survey results are in, discussions about the status of the volleyball and basketball courts will be discussed at the April meeting. Park Clean-up will also be discussed then. Further discussion about a patriotic holiday celebration over the 4th of July will be discussed at the April meetin Doffing will attend the next meeting of the City Council on March 19, with Knitting slated to attend the next two meetings. Swanson City Clerk SUBJECT: Agenda Posting MEMO March 14, 1985 Introduction After the February 19th meeting, Councilmember Cummins suggested that agendas be posted regularly on the bulletin board at Snyders. I agreed that agenda posting for public information purposes is most appropriate. After brief discussion of the matter with the City Administrator, it appeared that a memo to Council would be in order. Discussion Many years ago, the Council designated the City offices, Somerset Elementary School and Henry Sibley Senior High School as official posting places. We have also, for matters of broad community interest, posted notices in the Mendota Plaza mall area. Assuming that the concept of agenda posting receives Council concensus, the question of where to post notices should be discussed. It would seem that the primary purpose in posting agendas is to inform as many residents as possible on upcoming Council discussions. As was mentioned earlier, the Plaza mall has been used as a posting area in the past. While Snyders has been suggested and seems fairly busy, perhaps other businesses in the Plaza should also be considered: Coast to Coast, Country Club and Minnesota Federal. Other businesses in the City which are also active and should be considered for agenda posting locations are: Tom Thumb, Video King and the Dakota County State Bank. Recommendation Since staff time is limited, I do not recommend that agendas be posted at each of the above -stated locations. If Council concurs in the agenda -posting suggestion, I recommend the following: 1. That the two schools and City offices retain their designation as official posting places, exclusive of agenda posting. The retention of these designations is particularly important for the posting of official copies of election notices. 2. That the following be designated as official agenda -posting locations, upon permission of the property owners: the glass doors in the Mendota Plaza across from the entrances to Snyders and Country Club, the entrance to Video King and the east entrance to the Dakota County State Bank. Action Required Concensus or motion to approve the staff recommendation or similar action to establish posting locations determined more appropriate by Council. Frazel City AdministOtor March 15, 1985 SUBJECT: Proposed Resolution on Local Government Aid Formula As Liz has reported at previous meetings, the members of the League of Minnesota Cities have been able to reach concensus on a formula for distribution of Local Government Aid that most can support. Adoption of this formula at January's Legislative Conference was the culmination of over two years of tumult- uous effort. Attached is an Action Alert from the staff at the League of Minnesota Cities urging cities to contact their legislators to urge enactment of this formula. In response, I have prepared the attached resolution for your consideration. I have also attached copies of the print-out showing the impact adoption of this formula would have on Mendota Heights. The League -proposed formula is truly a compromise between cities of different viewpoints and interests. Probably any individual city can find things about the formula that they don't like, as well as things they do like. The point of the entire effort, however, has been that cities as a whole are going to be far better off if we can come to agreement on a formula, rather than taking our chances with the whims of the legislature every year. A number of legislators have also indic- ated that they are tired of dealing with the subject, and expect cities to work out their own differences and come to a concensus. There are.a number of municipal groups, such as the Coalition of Small Out - state Cities, which are continuing to promote their own formulas which they think would benefit their group, but could have disastrous impacts on other cities. League staff has indicated that the cities supporting the League formula have not been as vocal in contacting their representatives, and that it is important that we begin to do so quickly. RECOMMENDATION I am a strong proponent of the kind of collaborative and concensus building process the League has gone through over the last two years on this very difficult issue, and I feel that the resultant formula is worthy of our support. Therefore, I would recommend that Council adopt a resolution indicating our support. ACTION REQUIRED Motion to adopt the attached resolution. attachments KDF: madlr CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA RESOLUTION NO. 85- 26 RESOLUTION URGING LOCAL LEGISLATORS TO SUPPORT THE LEAGUE OF MINNESOTA CITIES PROPOSED FORMULA FOR LOCAL GOVERNMENT AID WHEREAS, Local Government Aid (LGA) has become a critical revenue source for Minnesota local governments; and WHEREAS, the distribution formula currently in place has resulted in gross discrepancies between cities that have become intolerable; and WHEREAS, despite sharp differences of opinion on LGA, member cities of:,the League have worked tirelessly over the past two years to reach concensus on --a formula that is in the overall best interest of local governments in the State; and WHEREAS, the culmination of this effort was adoption of a proposed formula at the 1985 legislative conference; and WHEREAS, it is crucial for both local and State financial stability that a compromise formula be adopted that can withstand the test of time. He has also received a medical clearance from the Airport Medical Clinic. Mike was a member of the Eagan Fire Department for approximately six years, until he moved to Mendota Heights a little over a year ago. Needless -to -say, he has had extensive training in first aid, CPR, pump operation, equipment maintenance, etc. Because of his previous training and service, as well as his proven dedication to the Fire Service, he should prove to be a very valuable member of our department. Berg Code Enforcement Officer SUBJECT: Dakota Business Plaza - Variance Case No. 85-04 INTRODUCTION: Ralph Linvill, who previously developed an office service building at Pilot Knob Road and Northland Drive, which had tremendous success for him, is proposing a similar facility at Pilot Knob Road and Perron Road. DISCUSSION: Mr. Linvill has been working with staff and City Planner Dahlgren to extend his lot northerly by acquiring more right of way for Perron Road from Bradner Smith. Perron Road right of way is presently only 33 feet wide and the City standard right of way for Industrial Park is 80 feet of width. Because this will be a short cul-de-sac, in the future,staff has indicated right of way in this location could be 60 feet wide. This means 27 feet of right of way is needed for Perron Road or 13.5 feet from Mr. Linvill and 13.5 feet from Bradner Smith. Mr. Linvill's initial plan was to acquire the whole 27feet of right of way from Bradner Smith and dedicate this to the City leaving him more room on his northerly boundary for parking space. Negotiations for that extra right of way fell through at the last minute. Mr. Linvill feels that because Perron Road will be dead ended in a short cul-de-sac when Trunk Highway 13 is upgraded in 1990, that a 10 foot vari- ance to the required 20 foot parking setback from a public right of way would be reasonable. Staff has reviewed the application and finds that although there seems to be no technical reason to deny the request, there is no demonstrated practical difficulty or particular hardship in the way of carry out the strict letter of the regulation. ACTION REQUIRED: Review with Mr. Linvill the nature of his request and make a recommen- dation to the City Council. The Council directed the City Administrator to communicate to the legislature the City's opposition to proposed legislation which would exclude police and firefighters from the Comparable Worth legislation. The Council acknowledged and discussed a memo from the Public Works Director regarding the sale' of a portion of City property located at Marie Avenue and Summit Lane. The Public Works Director recommended that financing terms be offered and that the lot be offered for rebid. Councilwoman Blesener moved to authorize the rebid of the property, with terms and on the basis that the City reserves the right to reject any and all bids. Councilmember Witt seconded the motion. Councilmember Witt moved that Mayor Lockwood submit a letter to the Association of Metropolitan Municipalities nominating City Administrator Frazell to the Association's Board. Councilmember Hartmann informed the Council on street surfacing problems on Winston Court, Diego Lane and Downing Street and the illegal parking of a recreational vehicle on a blacktopped parking pad located within a front yard on Miriam Street. Staff was directed to investigate and report on the matters. Councilmember Witt reported on her attendance at a recent Mendota Council meeting and expressed concern over surface water from the Valley View Oak Addition which drains into Mendota. Staff was directed to address the issue. Attorney Hart reviewed statutory provisions and a 1969 Attorney General's Opinion dealing with the award of contracts for architectural services where a Council member is an employee. Danielson Public Works Director SUBJECT: LeMay Lake - High Water Level DISCUSSION: Mr. and Mrs. Bredvold, 1281 Lakeview Avenue came in to talk to me concerning the high water level of LeMay Lake. The high level threatens flooding their garage and home. I informed them there was presently no overflow control for LeMay but that a project was planned for in the future. That project is to be constructed in conjunction with Mn/DOT's Mendota Interchange Project and is scheduled for 1989. The Bredvold's don't think that timeframe is soon enough. I told them I did not have the ability to speed up the project and suggested that they could contact Council if they wanted to pursue other alternatives. Danielson Public Works Director SUBJECT: Lexington Highlands - Park Lot Sale Job No. 8429 INTRODUCTION: At the February 19, 1985 City Council meeting, staff was authorized to offer for sale the (approximately 1/2 acre) lot located at the southwest corner of Marie Avenue and Summit Lane. DISCUSSION: With a sign on the lot and advertising once in the S. Paul Dispatch Sunday paper, we generated 19 interested people to send proposals. Of those 19, we received only one, substantially low, bid (attached). I did receive two other calls of interested people who said that the "$34,000 CASH" was the limiting requirement and that if "terms" could be arranged they too would be interested. RECOMMENDATION: Staff feels the objective is to sell the lot and get a quality new home built as soon as possible. We therefore recommend the lot be offered for a rebid to the same interested people allowing for terms. Suggested Terms: Minimum Bid = $3,000 down, with $31,000 on a Contract to the City at 10% interest based on a 10 year term ammorization with 5 year balldh. This issue financed improvements in the Industrial Park, DuPont Addition and Amesbury. The Industrial Park and DuPont have been constructed, while Amesbury ($600,000) has not proceeded. We have provided $800,000 in a Permanent Issue to finance these improvements. To this we have added the Gryc and Ivy Falls Townhouse improvements for a total issue of $1,275,000. All of these issues are substantially 100% assessed, and should require no actual tax levy for the payments on the issue. Because of the legal requirement for a 5% surplus annual margin, the final bond resolution will show a tax levy in future years to provide the surplus. Knuth Senior Engineering Technician SUBJECT: Street Construction Feasibility Study Job No. 7843 Improvement No. 79, INTRODUCTION: and Maintenance Project - Northend Streets Project No. 3 March 1, 1985 Due to the continuing deterioration of Chippewa Avenue, Ellen Street,\ Garden Lane., Hiawatha Avenue, and Fremont Avenue (a.k.a. Northend streets), Council has directed staff to investigate varying degrees of construction or maintenance projects and corresponding financing. Mn/DOT has approved Chippewa Avenue as a Municipal State Aid Street and Dakota County H.R.A. has approved a Block Grant of $53,986 to be used as interest-free loans to pay the assessments of low-income homeowners. DISCUSSION: Since State Aid Funds can be used to reduce assessments project -wide, two schemes were considered, as shown on the attached drawings. It should be noted that both schemes depend on connecting to an existing CIty of St. Paul storm sewer on West Annapolis for the Chippewa Avenue storm sewer. Initial contact has been made with St. Paul Public Works and it seems likely that an agreement can be reached. Also, most of the lots on Simard Avenue, a street not being improved under this project, would receive a storm sewer assessment as the street drains toward Chippewa Avenue. SCHEME "A" This scheme upgrades Chippewa to a 9 ton MSA street complete with concrete curb and gutter, storm sewer, and bituminous overlays. The remain- der of the streets would be overlaid in a fashion similar to the Ivy Falls project of 1983 which, after nearly two winters now, appears to be holding up very well. The project would also address a nagging drainage problem, which is a low area south of Hiawatha that floods periodically. Since the Chippewa storm sewer would prevent any runoff from flowing onto Hiawatha from Chippewa, the surface water problem on Hiawatha would be correspond- ingly reduced. The following constitutes estimated costs for the construction of Scheme "A", including contract construction, fees, overhead, and contingen- cies. This means that street construction could be assessed at ap-. proximately $6.40 per front foot and storm sewers could be assessed at $.09 - .095 per square foot. Given an average lot of 80 feet of frontage by 120 feet deep, this would result in a street assessment of $512 and a storm sewer assessment of $902 for a total of $1,416. It should be noted that, for the most part, only the lots on Chippewa would receive a full storm sewer assessment as most of the drainage west of Chippewa flows to Highway 13. SCHEME "B" This scheme considers upgrading all streets within the project with concrete curb and gutter, storm sewers, and bituminous overlays. For this scheme Chippewa storm sewers would continue to drain into the City of St. Paul system, while the other streets would drain into the Mn/DOT system on Trunk Highway 13. The following constitutes estimated costs for the construction of - Scheme "B",,including contract construction, fees, overhead, and contingen- cies. Storm Sewers $144,000 Streets 250,000 Estimated Total Costs $394,000 MSA Streets share 135,000 MSA Storm Sewer share 27,000 Assessed Amount $232,000 Again, for estimation purposes, with 8,400 lineal feet of assessable frontage and 901,000 square foot of drainage area, street construction could be assessed at $14.00 per front foot and storm sewers at .13 per square... foot. This gives an average 80 foot by 120 foot lot a street assessment of $1,120 and storm sewer assessment of $1,248, for a total assessment of $2,368. In this scheme it should be noted that almost all lots would be fully assessed for storm sewers. Also curb and gutter construction on the non -MSA streets would be difficult because of flat street grades and several low driveways. RECOMMENDATION: The street and storm water improvements as described in the discussion as Schemes A and B are both feasible projects. Because there are some techincial difficulties with Scheme B and Scheme A will go most of the way to alleviating the storm problems in the area for almost half the cost it is the recommended solution for construction. RECREATION COORDINATOR - STATEMENT OF JOB HISTORY I believe that the City Council members, City Administrator, Park and Recreation Commission, and citizens of Mendota Heights should know what the responsibilities are of the Recreation Coordinator of their City. In the following, I hope to review my position from twelve years ago until now. I want to include an approximate hour value of my responsibilities to the City of which I have enclosed a position description. In the winter of 1973, I was hired to supervise the skating rinks, which included hiring rink attendants and assigning duties, scheduling ice time for teams wishing to use City rinks and daily supervision. My begin- ning salary for rink supervisor was set at $1,000 for the season. At that time, the City offered no recreational activities of any nature. I was asked by the Park and Recreation Commission in March of 1974, to present to the City Council a plan for some summer recreational activities to last a period of six to seven weeks. The plan was accepted and the beginning of a part-time Recreational Coordinator began. Total compensation for the winter and summer months was set to begin at $3,000, with a working budget of $9,000 for supplies and personnel wages. My approximate salary of today is $9,000 with an annual budget of approximately $15,000. With 12 years of service to the City, this shows an increase of $500 per year. In 1980, a mileage expense was set up at $25.00 per month for the use of my automobile to conduct activities for approximately 2,000 miles and the hauling of some equipment. This compensation has now been increased to $40 per month to cover this added expense to me. For seven years prior to 1980, I had never been compensated for the use of my automobile, nor did ever make an issue of it. I collected no other benefits from the City other than salary for my time and expertise. I was hired to be a rink supervisor and those responsibilities and job description have not changed. I was asked to develop summer activities for 6 or 7 weeks in length for the youth of Mendota Heights in the areas of T -ball, soccer, arts and crafts, and field trips if the interest was there. Some of these activities still exist, and some are offered different years depending on interest and participation. I was also in charge of Rogers Lake beach before it closed for swimming. Never in the original summer recreational plan were there programs to be offered in the evening or in the fall months,yet alone for adults. However, we have had volleyball and basketball programs at night for adults during fall months. We have at the present time fourteen teams of men (8 teams) and ladies (6 teams) softball played in the evening, beginning May through July, and touch football in the fall has been played on Saturdays. No programs have completely fallen by the wayside. They appear and disappear as interest dictates the activity. Some years we have had as much activity as surrounding communities with a full-time staff and a budget many times greater than ours. 1 have never said no to anyone when asked for ideas, help, time, or new programs in the areas of recreation and sports for this community, and 1 will continue to be that type of person in these areas showing the same enthusiasm and dedication as the past 12 years.
