The newly elected members will be sworn in at their first meeting on January 3, 2017. 11th Annual Mendota LIGHTS at the Village Saturday December 3, 2016 4:00 - 7:00 pm Start the holiday with free hayrides, face painting, a petting zoo and strolling Dicken's Carol- ers. From 5:00 – 5:30 pm will be the Tree Lighting and a visit from Santa. There will also be singing by the Visitation Choir and Connie Evingson, and a special guest appearance by Mayor Sandra Krebsbach. *Don't miss the holiday specials at The Village shops all day! City Hall Site Improvements Site improvements were recently completed at city hall to alleviate drainage intrusion into the lower level. Staff took the opportunity to patch some uneven sidewalk areas to reduce trip hazards that existed within the existing sidewalks. The City's Safety Committee had identified the sidewalks as a high priority repair. Pollinator friendly landscaping will be planted in the spring. Buckthorn Removing Tool The City has available a buckthorn -removing tool which is available for loan to Mendota Heights residents. This hand tool is effective in the removal of buckthorn and other in- vasive plants. The borrower assumes all liability, and must provide a $150.00 deposit (cash or check) and proper ID prior to using the tool. NEWS The Pipeline 1� j^ LETTER Public Works v, Engineering Code Enforcement November 18, 2016 Public Works The Parks Crew repaired the fence at the Pilot Knob site. Trash was picked up in the parks. The sprayers and paint striper were cleaned out and put away for the season. All snow equipment was prepared for the winter season. The mowers were cleaned and winterized. The Utilities Crew checked the lift stations daily. He changed out 15 fire hydrant flags. The filter and belt on the HVAC at the Mendota Heights Road lift station were changed. He helped with election set up and take down. He assisted the Parks Crew with black dirt grading at Mendakota Park. The herbicide sprayer was winterized. A section of the trunk line was jetted clean. He assisted the Police with the search for a missing person. The Street Crew performed drainage relief in Valley Park. Wood was taken out of the transfer station site and taken to Gertens. The plows and sanders were installed on the trucks, the equipment greased and all trucks washed. The sign and post were replaced on Cheri Lane and Cygnet Lane. They were also busy getting ready for the anticipated snowfall. Engineering - Project descriptions simplified for easier reading. City Projects (construction year) City Hall Site Improvements - Site improvements were completed at city hall to alleviate drainage intrusion into the lower level. The safety committee had identified the sidewalks as a high priority repair. Marie Avenue Storm Sewer Improvements - A storm sewer separation was completed at Marie Avenue and 35E. Mendota Road Neighborhood Improvements (2016) - The project is substantially complete. New signage will be installed late this Fall. The trail is scheduled to be fog sealed in 2017. Update of Local Surface Water Management Plan (LSWMP) - Staff is expecting a draft plan any day now. The draft plan is expected to be before City Council in January. Watershed Management Organization approval is expected in March with final City adoption in May 2017. Lake Augusta Alum Treatment (2017) -The Lower Mississippi River Watershed Management Organization (LMRMWO) will be managing the project that will apply alum to the lake to reduce the amount of phosphorus in the water. The grant received for the treatment includes the treatment of Sunfish Lake. The City of Sunfish Lake is trying to collect the City matching funds from residents. Because the LMRWMO has to wait for the Sunfish Lake matching funds, treatment is expected shortly after ice -out in the spring of 2017. County Projects Highway 110 Greenway Trail Crossing (2017) - County staff continues to coordinate the trail alignment with representatives from MnDOT, Mendota Plaza, and Dodge Nature Center. Design is anticipated to be complete in time to bid with the MnDOT Highway 110 Rehabilitation project (see below). State Projects Highway 110 Rehabilitation (2017) -Construction is scheduled to begin in the spring with the directional closures of Highway 110 beginning in early June. Highway 149 (Dodd Road) Rehabilitation (2018) - Staff is assisting the MnDOT project team in incorporating a trail gap segment between Maple Street and Marie Avenue. The Intersections of Dodd and Decorah/Wagon Wheel are being analyzed for a safe pedestrian crossing, as is the intersection of Emerson and Dodd (at Somerset Elementary School). They look for mailboxes with flags up and take the contents, hoping to find personal checks and private information. Thieves will "wash checks" and rewrite them for their own purposes, stealing funds out of the victims account or making purchases all over the metro. Don't be a victim of these criminals. Here are a few tips from the US. Postal Inspector: • Use the letter slots inside your Post Office for your mail, or hand it to a letter carrier. Do NOT Put the Flag Up! • Pick up your mail promptly after delivery. Don't leave it in your mailbox overnight. If you're expecting checks, credit cards, or other negotiable items, ask a trusted friend or neighbor to pick up your mail. • If you don't receive a check or other valuable mail you're expecting, contact the issuing agency immediately. • If you change your address, immediately notify your Post Office and anyone with whom you do business via the mail. • Don't send cash in the mail. • Tell your Post Office when you'll be out of town, so they can hold your mail until you return. • Consider starting a neighborhood watch program. By exchanging work and vacation schedules with trusted friends and neighbors, you can watch each other's mailboxes (as well as homes). • Consult with your local Postmaster for the most up-to-date regulations on mailboxes, including the availability of locked centralized or curbside mailboxes. The family of Joseph Hernandez is seeking your assistance in locating him. The Mendota Heights Community Criminal Apprehension Fund (MHCCAF) is offering a reward of $500.00 for assistance that results in locating Joseph. Last week a warrant was executed that provided no evidence that helped locate Joseph. Our agencies have conducted numerous searches, executed search warrants, fielded many phone calls, and searched the area on foot, by boat, K9 and a DCSO drone. Unfortunately we have found no trace of him or evidence that has led us to Joseph. It was reported that a juvenile had left their home on a bicycle after an argument with their parents and had not returned home. The area was checked and the juvenile was entered as a missing person. The following day the juvenile was located at a restaurant in a neighboring city and was returned to their parents. DETOX COMMITMENT SATURDAY 11/12 2117 HOURS While investigating a juvenile complaint, Officers were notified of a man possibly drunk or in need of medical attention on a local bike path. Officers located the subject who was extremely intoxicated. Officers ultimately transported the subject to a county detox center. THEFT OF FUEL SATURDAY 11/12 2310 HOURS Officers responded to a local gas station regarding a report of a gas drive off. The suspect pumped fuel and left without paying. The license plate given did not match the description and the video was not available at the time of the report but will be picked up at a later date. Case status pending receipt of video. DRUNKINESS SUNDAY 11/13 0205 HOURS While monitoring bar close at a local bar, Officers observed an extremely intoxicated female being carried out of I the bar by four males. The female was in and out of consciousness due to high levels of intoxication and was 1 transported by ambulance to the hospital. I 1 THEFT SUNDAY 11/13 2031 HOURS I Officers responded to a report of a theft of a purse. The victim reported her purse was stolen while she was working 1 at local bar/restaurant. She stated her purse was at the hostess station and when she walked away an unknown I suspect took the purse as well as numerous items in including credit cards and cash located within. The victim cancelled her credit cards prior to any fraudulent activity. On 11/16/16, an officer responded to a call regarding found property and soon learned he had located the victim's purse in this case. The victim was notified and no 1 other suspect information was found. 1 DRIVING AFTER CANCELLATION MONDAY 11/14 1522 HOURS While on routine patrol, an officer ran a plate to query a speeding vehicle, which revealed that a driver was 1 Cancelled—Inimical to Public Safety (IPS). The vehicle was stopped, the driver was identified and his cancelled 1 status was confirmed. After performing a traffic stop, the driver admitted possessing marijuana in the vehicle. A subsequent search of the vehi- I cle led to the discovery of narcotics and paraphernalia. Officers found the vehicle and upon following the vehicle, observed the poor driving conduct. A traffic stop was conducted and the drivers exhibited signs of impairment. Field sobriety testing was conducted and the driver was ultimately arrested. 1 1 1 1 1 TUESDAY 11/15 2120 HOURS I A victim called to report a trailer stolen from a business lot. The owner of the business informed the responding officers that he was notified by an employee that had borrowed one of the businesses trailers a short time earlier, that when he went to bring it back to the business, another one of the trailers was missing. The trailer was entered into the NCIC database as stolen. Case pending. 1 1 1 1 THURSDAY 11/17 0210 HOURS I A local bar/restaurant called to for assistance regarding an employee that assaulted. Officers arrived and soon identified and located two suspects. After interviewing the persons involved, citations for 5th degree assault and disorderly conduct will be mailed to the suspects named in the case. 1 CRISIS/MENTAL HEALTH 1 Officers responded to call at a local factory on a report of an adult female found unconscious I While en route to the call the officers were advised that the female may be intoxicated. Upon the female who had obvious signs of impairment and was transported to the hospital. THURSDAY 11/17 0913 HOURS in the bathroom. I arrival officers located 1 1 THEFT 1 1 1 1 1 1 THURSDAY 11/17 1508 HOURS I I Officers received a request to respond to a location regarding a theft of a purse. The victim met the officer, who I reported that her mother accident left her purse in her apartment vestibule and when she went back to retrieve it, 1 the purse was gone. The property manager was able to review the surveillance tape of the area the purse was taken I from and identify a male taking the purse. Citation was issued.
