MH Parks and Recreation Commission 10-17-2016 Page CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION MEETING Monday October 17, 2016 The August meeting of the Mendota Heights Parks and Recreation Commission was held on Monday, October 17, 2016 at Mendota Heights City Hall, 1101 Victoria Curve. Chair Paper called to order the parks and recreation commission meeting at 6:30 p.m. The following commissioners were present: Chair Paper, Commissioners: David Miller, Pat Hinderscheid, Ira Kipp and Stephanie Levine. Staff present: Recreation Programmer Sloan Wallgren, City Administrator Mark McNeill Approval of Agenda COMMISSIONER HINDERSCHEID MADE A MOTION TO APPROVE THE AGENDA; COMMISSIONER DAVID MILLER SECONDED THE MOTION. AYES 5: NAYS 0 Approval of Minutes from September 13, 2016 COMMISSIONER DAVID MILLER MADE A MOTION TO APPROVE THE MINUTES FROM THE SEPTEMBER 13, 2016 PARKS AND RECREATION COMMISSION MEETING; COMMISSIONER HINDERSCHEID SECONDED THE MOTION. AYES 5: NAYS 0 Announcements Mr. Wallgren announced that the Halloween Bonfire would be held at 8:00pm on October 31, 2016. Residents can begin to drop off brush on Wednesday at noon. Dodd Road Trail Study Presentation Fay Simer from Stantec Consulting presented the findings and recommendations of the Dodd Road Trail Feasibility Study. Fay also presented the commission with possible next steps for the city. The commission was very supportive of the study and would like to see an off-street trail incorporated into Dodd Road. Natural Resources Management Plan Mr. Wallgren provide the commission with a copy of the City of Mendota Heights Natural Resources Management Plan. Mr. Wallgren informed the commission that this was for informational purposes since many of the commission members had never seen this plan. The commission was glad to see that the city has a plan and encouraged the city to stay active with the plan. Copperfield Ponds Mr. Tyler Wilsey presented on some issues that he has noticed near the Copperfield Ponds area. Mr. Wilsey and his neighbors are able and willing to help maintain some of this area, they would just like some direction as to what they can and cannot do. Staff will work on MH Parks and Recreation Commission 10-17-2016 Page putting a plan together for people that would like to volunteer and help with maintaining our natural resources. Buckthorn Tool Commissioner Kipp has loaned his Buckthorn removal tool to the city. The city will make this tool available to residents, and if it becomes popular the city will consider purchasing more of the tools. Summer Programming Recap Mr. Wallgren presented the total numbers of participants in each of the recreation programs offered this summer. Mr. Wallgren in working to modify some of the programs to increase participation levels. Par 3 Report Mr. Wallgren stated that the golf course is still open and will remain open as long as possible. Mr. Wallgren said that in order to keep the area attractive during the winter and to prevent vandalism that holiday lights would be put on the clubhouse. Commission Comments Commissioner David Miller was happy to see that the Dog Park was being use and appreciated the improvements that were made there. Commissioner Kipp thought it was a good meeting and thanked Tyler for coming to speak. Commissioner Hinderscheid thought it was a good meeting and glad to see that the commission and city are looking to address the issue of people walking and biking along Dodd Road. Commissioner Levine was happy to see that the city had a great Natural Resource Management Plan. Chair Paper thanked everyone for all the work that they do from the residents to the staff. Background The current photos on display in city hall were the winning photos of the Winter Wonderland Photo Contest. The beautiful photos have been on display in city hall since 2011. Many cities are making an attempt to include forms of art into their everyday operations. Some cities have art on display in the parks, on bridges and road ways and some cities display art their city buildings. Options #1- conduct another photo contest during the spring or summer and display the winning photos. #2-work with area schools to display art created by local youth. #3-work with area artists to display their work. #4- purchase art to display in city hall. Budget Impacts Options #1, #2 and #3 would have little to no impact on the budget. Option #4 would impact the budget depending the art that was purchased. Required Action If the commission feels that the art on display in city hall should change, please make a motion for council to consider one of the above options. A simple majority vote is required. DATE: December 13, 2016 TO: Parks and Recreation Commission FROM: Sloan Wallgren, Recreation Program Coordinator SUBJECT: 2017 Fee Schedule Background Each year the city council approves the Fee Schedule for the year at the first council meeting in January. Many of the fees related to Parks & Recreation are based on recreation programs, which typically charge a fee that covers the cost of supplies and labor for each program. There are some fess that are not related to programs such as the Shelter Rentals at the parks and Greens Fees at the golf course. This fall staff conducted surveys to determine if we are charging the appropriate fees for Shelter Rentals and Greens Fees. The results from each survey are attached below. Discussion The commission should discuss these fees and determine if there is a need to change them. Required Action If the commission wishes to change the fees please make a motion requesting staff to present the recommendations to the city council. A simple majority vote would be required. The classes are held on Saturday mornings in December, January and February. The cost of the classes range from $90-$125. This year we were able to register many boys and girls for all of the classes. Tumbling Tots- 11 participants Tumbling Tykes- 12 participants Kinder- 8 participants Beginner- 10 participants Advanced Beginner- 9 participants Skating Lessons Our youth skating lessons will be held Saturday mornings in January & February at Friendly Hills Park. The program is $35 for 5 classes and we try to have 6-8 participants in each class. Smalls & Talls I 9:30am-10:00am Beginner I 10:05am-10:35am Fun & Freestyle 10:40am-11:10am Smalls & Talls II 11:15am-11:45am Beginner II 11:50am-12:20pm Royal Princess Ball The Royal Princess Ball will be held on Sunday February 12, 2017. This year the event will be held at the Historic Concord Exchange. This venue is very fascinating and should be great for the princesses and parents with explore. The fee for this year is $20 for each child, there is no fee fo the parents. DATE: December 13, 2016 TO: Parks and Recreation Commission FROM: Sloan Wallgren, Recreation Program Coordinator SUBJECT: Par 3 Update Update The golf course is now closed for the 2016 season. Staff was notified that the Mendota Heights Par 3 Golf Course was awarded the “Best Beginners Golf Course” for 2016 in the Minneapolis- St. Paul Area. The award was provide by the TMT Entertainment Group. Staff will use this award to help market the facility as a great course for beginners and golfers of all levels. Depending on snow and weather conditions the clubhouse will be open on Saturday & Sunday in January & February from 10:00am-3:00pm. We will offer a cross country ski trial, fat tire bike rental and snowshoe rentals. Maintenance The fairways and tee boxes were aerated during the month of October. The irrigation system was winterized for the season. Staff purchased a used greens roller from Golden Valley County Club that will help with keeping the greens in good condition for the public.
