2016-06-14 Parks and Rec Comm MinutesCITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION MEETING June 14, 2016 The June meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, June 14, 2016 at Mendota Heights City Hall, 1101 Victoria Curve. Chair Paper called to order the parks and recreation commission meeting at 6:30 p.m. The following commissioners were present: Chair Paper, Commissioners: Pat Hienderscheid, Ira Kipp, Joel Paper, David Miller and Michael Toth. Staff present: Recreation Programmer Sloan Wallgren and City Administrator Mark McNeil. Approval of Agenda COMMISSIONER MILLER MADE A MOTION TO APPROVE THE AGENDA; CHAIR APPER SECONDED THE MOTION. AYES 5: NAYS 0 Recreation Update Mr. Wallgren provided the commission with an update on summer program registration numbers. As usual the golf and tennis programs have very high participation numbers. Mr. Wallgren noted that the afternoon numbers for the playground program were down a bit, but he was optimistic that they would increase. Dodd Road Study Update Mr. Wallgren provided the commission with an update on the Dodd Road Trail Study. The first portion of the public engagement process was conducted on June 4th at the 5K and Parks Celebration. Staff was able to collect valuable feedback through discussions and surveys. This information will be sent along to our consultants and will be included in the final report. The next step is to conduct up houses in August and another one at the October Parks Commission meeting. Off-Leash Dog Area The commission discussed some of the comments that they have received about the Off-Leash Dog Area. There were requests to mow the area more often, staff reported that the original plan was to maintain the area 3-4 times per year. Staff is looking into whether or not there is poison ivy in the area. There was also a request to grade the area or install a walking path. Staff will research what it would cost to install a walking path inside the area. Chair Paper suggested getting some type of count on the usage that the area is getting. Staff will look into finding a way to get accurate counts of usage. Other Items Commissioner Toth said that the Rogers Lake Homeowners Association held a clean-up day on June 4th. The neighborhood volunteer along with a group of boy scouts were able to collect a lot of trash from the areas around the park. Commissioner Toth suggested staff contact the boy scouts to see if they had an interest in using the canoe rack at Rogers Lake for any of their programs. Chair Paper asked if there was any movement on repairing the basketball court at Mendakota Park. Staff informed the commission that the replacement of the basketball court was in the CIP of 2017. Chair Paper asked if the project could be done in 2016 because of the poor condition of the basketball court. Staff will look into the possibilities of moving this project up to an earlier date. July Meeting Mr. Wallgren informed the commission that during the July meeting the commission will begin to discuss the 2017 Budget. During the July meeting the 2016-2021 Capitol Improvement Plan will be presented by staff. COMMISSIONER MILLER A MOTION TO ADJURN THE MEETING. CHAIR PAPER SECONED THE MOTION.
