MH Parks and Recreation Commission 6-14-2016 Page 1 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION MEETING June 14, 2016 The June meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, June 14, 2016 at Mendota Heights City Hall, 1101 Victoria Curve. Chair Paper called to order the parks and recreation commission meeting at 6:30 p.m. The following commissioners were present: Chair Paper, Commissioners: Pat Hienderscheid, Ira Kipp, Joel Paper, David Miller and Michael Toth. Staff present: Recreation Programmer Sloan Wallgren and City Administrator Mark McNeil. Approval of Agenda COMMISSIONER MILLER MADE A MOTION TO APPROVE THE AGENDA; CHAIR APPER SECONDED THE MOTION. AYES 5: NAYS 0 Recreation Update Mr. Wallgren provided the commission with an update on summer program registration numbers. As usual the golf and tennis programs have very high participation numbers. Mr. Wallgren noted that the afternoon numbers for the playground program were down a bit, but he was optimistic that they would increase. Dodd Road Study Update Mr. Wallgren provided the commission with an update on the Dodd Road Trail Study. The first portion of the public engagement process was conducted on June 4th at the 5K and Parks Celebration. Staff was able to collect valuable feedback through discussions and surveys. This information will be sent along to our consultants and will be included in the final report. The next step is to conduct up houses in August and another one at the October Parks Commission meeting. Off-Leash Dog Area The commission discussed some of the comments that they have received about the Off-Leash Dog Area. There were requests to mow the area more often, staff reported that the original plan was to maintain the area 3-4 times per year. Staff is looking into whether or not there is poison ivy in the area. There was also a request to grade the area or install a walking path. Staff will research what it would cost to install a walking path inside the area. Chair Paper suggested getting some type of count on the usage that the area is getting. Staff will look into finding a way to get accurate counts of usage. Other Items Commissioner Toth said that the Rogers Lake Homeowners Association held a clean-up day on June 4th. The neighborhood volunteer along with a group of boy scouts were able to collect a lot of trash from the areas around the park. Commissioner Toth suggested staff contact the boy scouts to see if they had an interest in using the canoe rack at Rogers Lake for any of their programs. MH Parks and Recreation Commission 6-14-2016 Page 2 Chair Paper asked if there was any movement on repairing the basketball court at Mendakota Park. Staff informed the commission that the replacement of the basketball court was in the CIP of 2017. Chair Paper asked if the project could be done in 2016 because of the poor condition of the basketball court. Staff will look into the possibilities of moving this project up to an earlier date. July Meeting During the July meeting the 2016-2021 Capitol Improvement Plan will be presented by staff. COMMISSIONER MILLER A MOTION TO ADJURN THE MEETING. CHAIR PAPER SECONED THE MOTION. AYES 5: NAYS 0 The meeting adjourned at 8:00 p.m. Respectfully Submitted by Sloan Wallgren DATE: July 12, 2016 TO: Parks and Recreation Commission FROM: Sloan Wallgren, Recreation Program Coordinator SUBJECT: Dodd Road Study Update Update The City of Mendota Heights received a $25,000 grant from Dakota County to study the possibilities of constructing an off-street bike/pedestrian trail along Dodd Road from Mendota Heights Road north to Delaware Avenue. Below is a list of activities that staff and Stantec (consultants) have been working on recently as well as future work that will be done. Also attached, is a map with positives and negatives related to west side vs. east side of Dodd Road. Stantec has divided the project into nine different sections for this study. Recent activity: •Conducted desktop analysis and field review to identify suggested location for trail (ie which side of the road has available ROW and fewest physical barriers such as trees, slopes, wetlands, power poles, etc.) •Discussed possibility of power pole burial and/or relocation with Xcel Energy •Identified parcels where ROW acquisition would be required to construct a trail in suggested location •Prepared preliminary cost estimate to include in Met Council Transportation Alternatives Program grant application to obtain funding for future trail or segments of trail •Prepared/submitted Met Council grant •Conducted public outreach at the 5K and Parks Celebration on June 4, 2016 Next steps: •Gather community feedback regarding suggested trail location. •Identify political barriers to trail construction and conduct outreach to gather community input on preferred location of trail •Refine suggested location and cost estimates based on community input DATE: July 12, 2016 TO: Parks and Recreation Commission FROM: Sloan Wallgren, Recreation Program Coordinator SUBJECT: 2017 Budget Preliminary Draft Background Attached is the 2017 Budget Preliminary Draft for the Parks Maintenance Department, Recreation Department and the Mendota Heights Par 3. Staff has been working on these budgets and will present to the city council later this summer. The attached budgets reflect the same level of service that the city is currently providing, unless otherwise noted. Required Action No action is required. Our Junior Golf Programs continue to be very strong with high attendance in our weekly camps, golf leagues and Tiger Tots programs. Our Adult Leagues have been able to maintain their numbers and continue to play weekly. The golf course will be hosting a Jr PGA event on July 29th and several small family/ business event on the weekends in July and early August. Maintenance The golf course is in very good condition, we continue to receive compliments on a daily basis. We have sprayed the greens at the course three times this season with chemicals, and will continue to treat them every 14-20 days. The flower gardens at the course are being maintained on a regular basis and are in great shape. We will begin some maintenance on the tee boxes during the month of July to help maintain the heath of the tee boxes. We are working with Dakota County and young man that will be adding a rain garden as an Eagle Scout project. Budget Financial data will be available at the meeting on Tuesday July 12th.
