Victoria Road Educational Native PlantTour
Wednesday, July 27 at 6:30 p.m.
Join us on the Victoria Road bike path, between Marie & Douglas, when a
Master Gardener will lead an educational tour of the native plantings along
Victoria Road. Learn about the many native plants on the site and why they
are so important to our Pollinator Friendly City.
Attendees of the 1 hour tour will receive a Native Plant to take home, while
supplies last (one per household).
Pilot Knob Conservation Grazing
Part of the Pilot Knob Hill Natural Resources Management Plan includes con-
servation grazing services. Beginning next week, goats will be grazing to their
hearts' content.
Safety Camp
90 kids participated in Safety Camp
at Kaposia Park in South St. Paul on
July 12-14. The kids cooled off with
a fire hose at the end of the day.

The private contractor is continuing
work at the site on the bluff to the east
of Wachtler Avenue. Reinforcing steel
and the forms for the first concrete
pour are in place. The first concrete
pour is scheduled for Monday, July
25. Once poured, the contractor will
set the forms and place the reinforcing
steel for the second of 9 pours.

The Parks Crew cut grass in the parks. Trash was picked up daily in the parks.
Soccer fields and foul lines were striped.
The Utilities Crew checked the lift stations daily. Weeds were sprayed on the
south end pedways. Bacteria was applied to the manholes on Decorah Lane and
Sylvandale Road to reduce hydrogen sulfide corrosion to the concrete pipes.
Degreaser was applied to the main lift station. The gas monitors were calibrated.
The Streets Crew did blacktop patching on Commerce Drive, Lemay Avenue, Pilot
Knob Road north of Highway 13, Northland Drive, and Enterprise Drive. Tree
removal and clean up was done from storm damage on Douglas Road. Weeds
were cut at the village.

City Proiects (construction year)
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) - Landscape and catch basin installation at the corner of Stratford
and Victoria is complete. Sidewalk installation at Walsh & Victoria is being
scheduled through Xcel Energy's contractor. Boulevard sod replacement was
completed. The contractor will water new sod twice per week for the first 30 days.
After that, the adjacent property owner is responsible for the sod.
Mendota Road Neighborhood Improvements (2016) - Pavement in the
rehabilitation portion of the project (Warrior, Sibley, High Ridge) is expected next
week. The median on Warrior Drive has been installed. Reconstruction of
Mendota Road from Warrior to Delaware is essentially complete and awaiting
pavement. Storm sewer installation will continue on Mendota Road next week.
Update of Local Surface Water Management Plan (LSWMP) - The consultant has
completed the city-wide model. The last step is to verify the model with our
existing storm -sewer as -built drawings. A draft plan is expected to be before City
Council in August. Watershed Management Organization approval is expected in
September with final City adoption in January 2017.
Lake Augusta Alum Treatment Augusta Alum Treatment (2017) -The Lower Mississippi River Watershed
Management Organization (LMRMWO) will be managing the project that will apply
alum to the lake to reduce the amount of phosphorus in the water. The selected
contractor met with LMRWMO officials on Friday to discuss the treatment

procedure, and determine appropriate access point(s) to the lake. Treatment is
expected in September/October of 2016 or spring of 2017.
Final Contract Payments Authorized (2014-2015) - Council authorized acceptance
of work and final payment for the Sibley Memorial Highway Trail Extension and
2015 Sanitary Sewer Lining Projects at their July 19th meeting. This action closes
out these two projects.
County Projects
Highway 110 Greenway Trail Crossing (2017) - County staff is coordinating the
trail alignment with representatives from MnDOT, Mendota Plaza, and Dodge
Nature Center. Design is anticipated to be complete in time to bid with the MnDOT
Highway 110 Rehabilitation project (see below). County staff will be participating
in an open house on August 18th at Market Square Park (City Hall will be the
backup location if weather impacts the park site). For more information contact

East-West Transit Study - A Policy Maker Workshop was held on July 13th at Eagan
City Hall. Mayor Krebsbach and Council Member Norton will serve as
representatives to the Policy Maker Committee. Two open houses were held on
July 19 at the Apple Valley Transit Station and July 20th at the Wentworth Library.
The study's web site will include an interactive map where the public can mark and
comment on their transit preferences. For more information, contact Joe Morneau,

State Proiects
Highway 13 Slope Repair(2015-2016) - Highway 13 is now closed and will reopen
on September 2nd. MnDOT issued a permit for the closure. Reinforcing steel was
placed and the forms for the first concrete pour are in place. The first concrete
pour is scheduled for Monday. Once poured, the contractor will set the forms and
place the reinforcing steel for the second pour. The City's Facebook site and web
page will also be used to communicate further updates.
Highway 110 Rehabilitation (2017) - Construction staging and detour routes are
being evaluated in response to a business meeting held on June 29th. MnDOT has
already began to act on issues raised by area residents during a neighborhood
meeting held on June 15th. The will be a public open house at Market Square Park
on August 18th from 4:30 - 6:30 (City Hall will be the backup location if weather
impacts the park site). An additional business meeting is being planned for August

Highway 149(Dodd Road) Rehabilitation (2018) - Staff is assisting the MnDOT
project team in producing the Environmental Document for the project, and is
coordinating the incorporation of the trail gap segment between Maple Street and
Marie Avenue. Staff provided construction details for the trail segment from South
Plaza Drive to Mendakota Park, which will be rehabilitated as part of the project.

Other Activities
Engineering Consultant Services Pool - Staff is producing the contract documents
to send to the selected consultants. By establishing a pre -approved consultant
pool, the City will be able to more quickly and efficiently bring in consultant
assistance on projects and other necessary tasks. Please contact the Engineering
Department for questions or further information.
Capital Improvement Plan (CIP) - Staff completed the draft 2017-2021 CIP and
turned it into the Finance Director. The CIP includes projects for streets, sanitary
sewer, parks, facilities, and equipment replacement. The CIP will be considered as
part of the overall budget when City Council meets in work session during August.
Highway 149 Trail Corridor Plan & SHIP Grant - Staff submitted the Regional
Solicitation Grant Application to the Metropolitan Council for funds to construct a
trail between Marie Avenue and Delaware Avenue along Dodd Road. Grant Awards
are expected to be announced later this year. Grant funding is for the fiscal year
of 2020.
Pollinator Friendly Activity/Victoria Road Public Seminar - Staff is assisting area
Dakota County Master Gardeners in hosting an "open house" style seminar at the
corner of Victoria Road and Douglas Road on July 27th from 6:30pm-7:30pm. In
2014, the City reconstructed Victoria Road in this area and worked with the Master
Gardeners to plant native grasses and flowers along the road way between Marie
Avenue and Douglas Road. There was also a "no -mow" grass patch planted north
of Douglas. This was a pilot project to demonstrate the survivability and benefit of
utilizing native plantings along roadsides rather than traditional turf. The seminar
is open to the public.

BARRICADES pard
With rising water levels in Minnesota, you'll likely see an increase in "Road Closed"
barricades. These barricades are placed after much consideration by public safety
and public works staff. They are placed in strategic locations to protect the general
public from some type of hazard. The hazards may include construction equipment,
washed out roads, bridges that are out or roads that are under water.
Minnesota State Statute 160.2715 states that it is "unlawful for any person to drive I
over, through, or around any barricade, fence, or obstruction erected for the I
purpose of preventing traffic from passing over a portion of a highway closed to
public travel or to remove, deface, or damage any such barricade, fence, or
obstruction." Moving around a barricade is a misdemeanor offense and requires a
mandatory court date. For your own safety and the safety of emergency responders,
do not drive around barricades. They are there for a reason.

I DETOX FRIDAY 1120 HOURS
Officer John Larrive responded to a residence on a male who was out of control. The adult male was found
in the backyard. He was intoxicated and had been arguing with his parents and removing items from the
garage. No threats had been made or nor property damaged. The male agreed to go to detox.

I MEDICAL SUNDAY 1625 HOURS
Officer John Larrive and Sergeant Eric Petersen received report of an eight year old that had drowned. When
officers arrived, they found the homeowner giving CPR. The homeowner believed there was still a pulse and
informed officers the victim was actually a 15 year old male. Officers advised the homeowner to immediately
roll the victim on his side and the victim began to vomit. HealthEast had arrived by then, took over the scene, I
and transported the young man to the hospital. The Dakota County Sheriff's Office also responded to assist
with the scene as they respond to all water -related incidents. Incident referred to other agency.
I DOMESTIC MONDAY 1456 HOURS
Officer Denise Urmann and Mike Shepard were called to a residence on a male/female domestic. Upon
arrival, they observed the female distraught and limping out of the house while the male was sitting outside.
In speaking with the female, the two got into an argument regarding their daughter when the male became
physical and tried preventing her from calling 911. The male was taken into custody. He was very agitated I
and had erratic behavior. He is known to officers in the recent weeks for the same paranoid behavior. The
male was then transported to Dakota County Jail on 5th Degree Domestic and 911 Interference charges.
BURGLARY TUESDAY 1955 HOURS
Sergeant Peyton Fleming was dispatched to a home on an after the fact burglary. Fleming was met by the
homeowner who stated that when he left the home, he left his overhead garage door open by accident. When
his wife arrived home, the vehicle was not there, but a random computer accessory was lying in the stall. She
then noticed several items once on a shelf were now on the floor. In assessing the incident further, it was
discovered that a 60" television, men's bicycle and a set of golf clubs had been stolen. The homeowner has a
sensor that documents when a vehicle enters or leaves the driveway as well as a surveillance camera. The
sensor showed activity at 1955 and 1959 hours. The camera footage was going to be checked and forwarded I
onto Sergeant Fleming. Case pending.
I THEFT WEDNESDAY 1950 HOURS
Officer Phil McCarty responded to a residence on a theft report. Upon arrival, the homeowner stated a
package was stolen from her house sometime during the day. She received confirmation that a UPS package
had been delivered to her house at 1400 hours. When she returned home, she saw the package in between
the door and screen door but became pre -occupied with other things. When she went to retrieve it, it was
gone. She contacted UPS to report the theft. The value of the package was approximately $74.00. No
suspects at this time.
