Mendota/Somerset Elementary Talent Show Mendota Heights Parks Celebration Tonight's concert has been canceled due to weather and possible storms around 7:00 p.m. The Percolators have been rescheduled for Wednesday, August 31st. Saturday’s events at Mendakota Park are from 11:00 a.m. to 2:00 p.m. There will be free games and events including petting zoo, pony rides, fire truck ridges a climbing wall, inflata-bles, face painting, prizes and more. Master gardeners will have a booth with information on pollinators, native plants, and sustainable landscaping. Forget to sign up for the 5K? You can register for the 5K on Saturday morning at Market Square Park from 7:00 a.m. to 8:30 a.m. Race day registration is $30. All proceeds benefit MN Special Olympics. Public Works The Parks Crew cut grass, dragged, striped and chalked fields. The lacrosse fields were laid out and striped. The insides of the warming houses were painted. Flowers were planted at Mendakota Park. The Utilities Crew checked the lift stations daily. The sanitary sewer junction was cleaned at John Street, Esther Lane, Diego Street and Winston Court. A sanitary sewer repair inspection was done at 1812 Victoria Road. Two new sanitary sewer hookup inspections were done at Lemay Lake Shores. The Streets Crew finished cutting weeds along the roadsides. A bus stop sign was installed on Victoria Road. Catch basins were cleaned. A hole was dug, concrete poured for the footings, and a sign installed on Willow Lane. A stump grinding was filled with black dirt on Chippewa Avenue. Trees were trimmed for limited sight distance on Caren Road. Locates were performed for a damaged sign at the entrance of the Village of Mendota Heights. Potholes were filled on Victoria Road. City Projects (construction year) Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/2015) – Installation of a retaining wall at the corner of Victoria and Stratford Lane is nearly complete. A utility conflict requiring minor modification to the trail at the corner of Victoria and Walsh Lane is being coordinated with Xcel Energy. Xcel’s contractor is expected to complete the work by the end of June. Remaining punch-list items being completed. Mendota Road Neighborhood Improvements (2016) – Staff attended a pre- construction meeting on Friday with the contractor, at which, staff received the contractor’s schedule for the project. Construction is expected to begin in early- mid June, after school is out, and substantial completion is estimated for September. Update of Local Surface Water Management Plan (LSWMP) – The consultant will have a draft revised plan to City staff sometime next week. Watershed approval is expected in August with City adoption in January 2017. Lake Augusta Alum Treatment (2016) –The Lower Mississippi River Watershed Management Organization (LMRMWO) has received grant money from the Board of The Pipeline N E W S L E T T E R Public Works Engineering June 3, 2016 Soil and Water Resources (BWSR) to apply alum to the lake to reduce the amount of phosphorus in the water. Treatment is expected in September/October. Crack Sealing and Sealcoating Project (2016) – The contractor completing this preventative maintenance project has crack sealed the three neighborhoods receiving the street treatment (Somerset, The Village/Freeway Road, and Bunker Hills). Public Works staff is completing minor pavement repairs in these neighborhoods in preparation for the sealcoat treatment. Chip sealing will begin within the next couple of weeks. The City web page will have schedule updates for the project. County Projects Highway 110 Greenway Trail Crossing (2017) – County staff is coordinating the trail alignment with representatives from MnDOT, Mendota Plaza, and Dodge Nature Center. Design is anticipated to be complete in time to bid with the MnDOT Highway 110 Rehabilitation project (see below). One lane of traffic on Pilot Knob will be open throughout the project, and the contractor was instructed to have all travel lanes open during morning and evening peak periods. East-West Transit Study – Staff attended a Technical Advisory Committee meeting on Thursday. The County’s consultant reported on progress to date and continues to look at demand and optimal routes Study completion is anticipated in January 2017. State Projects Highway 13 Slope Repair (2015-2016) – Construction is expected to resume on the private property slope repair after June 13th. A 4-5 week closure of Highway 13 between Sylvandale and Wachtler is anticipated during this period (including during the July 4th weekend). Their MnDOT Permit requires at least one week notice prior to road closure. Highway 110 Rehabilitation (2017) – Staff attended a Project Management Team (PMT) meeting on Wednesday. MnDOT is planning on holding an informal neighborhood meeting with residents of the Crown Point subdivision during the week of June 13th to discuss the median access changes proposed at the intersection with Carmen Lane. City Council will receive a project update, including a discussion about the Carmen Lane changes, at the June 21st City Council meeting. Highway 149 (Dodd Road) Rehabilitation (2018) – The MnDOT project team is focusing mainly on the High Bridge portion of the project. A series of design charrette meetings is scheduled for the week of June 13th. In addition to including a trail connection from Maple Street to Marie Avenue, staff is working on getting a bike/pedestrian facility incorporated into the project from Marie Avenue north to Delaware Avenue (see Highway 149 Trail Corridor Plan below). Pilot Knob Bridge over I-494 Expansion Joint Repair (2016) – Work is expected to take approximately two weeks, and is anticipated to begin immediately after the signal improvement project by Dakota County (see above) around mid-June. Other Activities Capital Improvement Plan (CIP) Peer review – Staff met with the consultant hired by the City to review the CIP. Specifically, staff discussed methodology in prioritizing CIP projects (focusing on street improvements) and how cost estimates are derived for inclusion in the CIP. The Consultant will have a draft report by June 17th, and present their results to City Council in July. Engineering Consultant Services Pool – Staff met with representatives from the other three cities participating in the solicitation for pre -approved consultant pools in their cities. In addition to Mendota Heights; Lakeville, Apple Valley, and Rosemount are all seeking to establish a pre-approved pool of professional services consultants to assist the cities with engineering needs. By establishing the pool, the City will be able to more quickly and efficiently bring in consultant assistance on projects and other necessary tasks. The pool is not intended to replace City staff, but to make the process of hiring consultants more efficient and cost effective. Staff is intending on recommending a slate of consultants to the City Council at their June 21st meeting. Please contact the Engineering Department for questions or further information. American Public Works Association (APWA) Conference Committee – Staff attended a planning meeting for the APWA, Minnesota Chapter fall conference to be held in November in Brooklyn Center. The theme of this year’s fall conference is “Dare Greatly,” based on President Theodore Roosevelt’s leadership lessons. Debris Management Working Group – Staff attended a meeting on Tuesday with representatives from other Dakota County cities to share knowledge and experience in handling debris cleanup resulting from storms. The Mendota Heights response to the June 2012 straight line wind storm, and the plan already written by the City of Eagan were the principal topics of conversation. This is done without the knowledge of the original credit card holder. This same form is also done by placing an aƩachment on an ATM machine to record your card informaƟon. So look at the ATM's you use if something looks odd. Do not use it and report it the bank or police. If you are a VICTIM of Fraud: 1. Contact your financial insƟtute fraud department, cancel your card and freeze your account to stop from new charges occurring. Change passwords, logins, and PIN's for your account. 2. Upon arrival Officer Nelson learned that one vehicle hit another vehicle as it was pulling out of a driveway. It is unknown who was at fault due to the circumstances of the accident. Officer Nelson gathered license and insurance information, took pictures of the damage and filed a State Accident Report. Case closed. THEFT OF FUEL SATURDAY 1658 HOURS Officer Denise Urmann responded to a local gas station on a report of theft of fuel. An employee of the gas station reported that a black male driving a red Dodge SUV, pumped gas and then left without paying. The reporting party was able to obtain the license plate number in which Officer Urmann was able to use to find the owner of the vehicle. Case pending follow-up. CHECK WELFARE/MEDICAL SUNDAY 0725 HOURS Officer Robin Nelson and Sergeant Tanner Spicer responded to a location for an unknown medical in which the patient called her nurse and advised her to call 911. Officers had to force entry in order to get inside the home to help the patient. Once inside the home officers located the patient who stated she was intoxicated the day before and had fallen on her foot, which she recently had surgery on. The patient was then transported to the hospital via HealthEast Ambulance Service. Case closed. DAMAGE TO PROPERTY/TRESPASS SUNDAY 1512 HOURS Officer Robin Nelson and Sergeant Tanner Spicer responded to a local golf course on report of damage to property. The reporting party stated that a group of juvenile males were ripping up the golf course with a golf cart. The officers were notified that the suspects left walking and were quickly located. One of the males in the group took responsibility for their actions and was trespassed from the premise. It was determined that the damage was not permanent. Case closed. BURGLARY MONDAY 0854/1812 HOURS Officer Todd Rosse and Officer John Larrive responded a local apartment building concerning a burglary report. The victims reported that while they were out of town their apartment had been broken into and a number of items were stolen, one of which was entered into the NCIC database as stolen. Later in the day , Officer Nick Gorgos also responded to the same apartment building only to a different unit regarding a very similar report to the one officers took earlier in the day. The victim reported that while he was out of town over the weekend his apartment had been broken into and a number of items were stolen. Evidence was col- lected at both scenes. Cases pending follow up investigation.   3   THEFT TUESDAY 1022 HOURS Officer Todd Rosse responded to the PD lobby concerning a theft report. The victim reported that he had not received a prescription medication by mail that he was told he should have received by now and believed the prescription medication may have been stolen. Luckily the next day the victim called Officer Rosse to let him know that his medication had finally arrived and had not been stolen. Case closed. ORDINANCE VIOLATION TUESDAY 1509 HOURS Officer John Larrive responded to a complaint about a homeowner dumping motor oil into a hole in the ground. While out at the address Officer Larrive observed numerous items of trash and parked vehicles in plain view in the yard that are in violation of city ordinance. Officer Larrive was unable to see the hole mentioned in the complaint due to a vehicle being parked over it. Photos were taken and code enforcement was advised of the possible violations. Case closed. FOUND PROPERTY WEDNESDAY 1449 HOURS Officer John Larrive met with a party in the PD lobby concerning found property. The party reported that he had found a drone in his yard and brought it to the police department. The drone was logged into evidence as found property. Case closed. CHECK WELFARE WEDNESDAY 1651 HOURS Officer Nick Gorgos, Sergeant Peyton Fleming and Officer Michael Shepard responded to a call from an estranged husband who was concerned for his wife. The husband had stated that no one had heard from his wife in several weeks. The cleaning lady made contact with the wife and after speaking with the wife she became concerned for her well being. Officers made contact with the wife, she appeared to be having some mental health issues and could not take care of herself. The wife was transported via ambulance on a health and welfare hold to the hospital. Case Closed. THEFT/FALSE NAME/WARRANT THURSDAY 0942 HOURS Officer Robin Nelson responded to a local gas station on a report of theft of fuel. It was reported that two women pumped gas and left without paying. Officer Nelson searched the area but did not find the vehicle. While on routine patrol Sergeant Tanner Spicer found the vehicle involved in the earlier gas drive-off at a local motel. The officers made contact with two females and one male on scene. One of the females admitted to the theft of fuel earlier and was issued a citation for the theft. The male had given the officers a false name. He was given multiple opportunities to admit he was lying. Unfortunately for the suspect Eagan PD was free to bring a field based fingerprint machine over and the mans true identity. The reason he lied was soon clear he had a warrant out for his arrest and will be spending some serious time in prison. The male was taken to the Dakota County Jail for his warrant and charged with giving a false name to a police officer. The way driver’s licenses  and idenƟficaƟon cards are      invalidated is changing in  Minnesota on July 6.         Instead of clipping the  boƩom right corner,       driver’s licenses will now be  perforated with the word  “VOID” on the leŌ side of  the card by the photo.   Driver’s Licenses and ID cards are invalidated at the Ɵme of:  ApplicaƟon to renew a  Minnesota license,  instrucƟon  permit or   idenƟficaƟon card.  ApplicaƟon for a duplicate  Minnesota license.  ApplicaƟon for a            Minnesota license or     permit when the customer  is a transfer from another  U.S. state.
