Parks Commission Tour
Planning on attending the June Parks and Recreation Commission meeting next
Tuesday. Well you won’t find them at City Hall. The Parks Commission are touring
city parks this month and taking a look at park shelters and equipment. They are
starting their tour at Friendly Hills Park at 6:30 p.m. Residents are welcome to join
the tour.

Public Works
The Parks Crew cut in a swale at the Friendly Hills tot lot for better drainage. New
bench boards were installed on park benches where needed. Foul lines were
painted on all ball fields. Painting inside the warming houses was finished. Grass
was cut and trash picked up. Irrigation repairs were done as needed. The fields
were dragged, chalked and striped where needed.
The Utilities Crew checked the lift stations daily. A call came in at 2:30 am on
Monday for a power outage at the main lift station and Northland lift station.
Power was restored at 4:45 am. The sanitary sewer lines were cleaned on
Mendota Heights Road, and Lloyds BBQ downstream to the lift station. Roots were
cut in the sanitary sewer line on Keokuk Lane, Pontiac Place, Apache, Theresa
Street, Mary Adele, William Court, and Timmy Street easement. A mineral
blockage was cut from Enterprise Drive. Sanitary sewer inspections for new
homes were done at Lemay Shores.
The Streets Crew cleaned up downed branches and two trees from Monday’s wind
storm. Catch basins were cleaned. Blacktop patching was finished on Waters
Edge Drive. Potholes were patched on Mendota Heights Road between Lexington
Avenue and Dodd Road, and Brompton Place. Locates were done and “no parking”
signs were installed on Enterprise Drive and Mendota Heights Road.

City Projects (construction year)
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) – Installation of a retaining wall and fence at the corner of Victoria
and Stratford Lane is complete. Landscape restoration remains. A driveway apron
is being replaced under warranty. A utility conflict requiring minor modification to
the trail at the corner of Victoria and Walsh Lane is being coordinated with Xcel
Energy. Xcel’s contractor is expected to complete the work by the end of June.
Remaining punch-list items being completed.
Mendota Road Neighborhood Improvements (2016) – Construction is expected to
begin in the week of June 20th. Substantial completion is estimated for early
September. Staff has coordinated with the School District on construction
timelines and potential impacts to school traffic.

Engineering

Update of Local Surface Water Management Plan (LSWMP) – The consultant will
have a draft revised plan to City staff sometime in June. Watershed approval is
expected in August with City adoption in January 2017 for inclusion in the City’s
Comprehensive Plan update.
Lake Augusta Alum Treatment (2016) –The Lower Mississippi River Watershed
Management Organization (LMRMWO) has received grant money from the Board of
Soil and Water Resources (BWSR) to apply alum to the lake to reduce the amount
of phosphorus in the water. The grant covers both Lake Augusta and Sunfish
Lake. Financial commitment from Sunfish Lake may delay treatment until spring
of 2017. Right now, treatment is expected in September/October.
Crack Sealing and Sealcoating Project (2016) – The contractor completing this
preventative maintenance project has finished sealcoating the areas designated for
spring treatment. These areas will be swept next week. The Village retail area
will be seal coated in September.
County Projects
Highway 110 Greenway Trail Crossing (2017) – County staff is coordinating the
trail alignment with representatives from MnDOT, Mendota Plaza, and Dodge
Nature Center. Design is anticipated to be complete in time to bid with the MnDOT
Highway 110 Rehabilitation project (see below). For more information contact

Traffic Signal Improvements: I-494 & Pilot Knob Road (2016) – Construction is
nearly complete. Final signal installations and timing checks are expected for next

East-West Transit Study – Staff attended a Technical Advisory Committee meeting
on Thursday. The Public Involvement Plan was discussed and an outline began.
The Policy Maker Workshop is scheduled for July 13. Council Members should be
getting invitations shortly. Also the study group will have a web page that will go

State Projects
Highway 13 Slope Repair (2015-2016) – Construction is expected to resume on
the private property slope repair on July 5th. The permit being requested is for
closure of Highway 13 between Sylvandale and Wachtler through the first week in
September. Staff will be attending a meeting with MnDOT and the contractor next
week to work out scheduling details. Their MnDOT Permit will require at least one
week notice prior to road closure.
Highway 110 Rehabilitation (2017) – MnDOT is hosting an informal neighborhood
meeting with residents of the Crown Point subdivision on June 15 th at City Hall
from 5:30pm -7:00pm to discuss the median access changes proposed at the
intersection with Carmen Lane. City Council will receive a project update,
including a discussion about the Carmen Lane changes, at the June 21st City

Highway 149 (Dodd Road) Rehabilitation (2018) – Staff attended the Project
Management Team meeting on Wednesday. The MnDOT project team is focusing
mainly on the High Bridge portion of the project, while the consultant is working
on geometric improvements, turning movements, and pedestrian improvements.
Two intersections likely to pedestrian crossing improvements are Emmerson and
Dodd (Somerset Elementary School) and Wagon Wheel/Decorah/Dodd. A series of
design charrette meetings is scheduled for next week. In addition to including a
trail connection fro m Maple Street to Marie Avenue, Staff is working on getting a
bike/pedestrian facility incorporated into the project from Marie Avenue north to
Delaware Avenue (see Highway 149 Trail Corridor Plan below). For more

Pilot Knob Bridge over I-494 Expansion Joint Repair (2016) – Work is expected to
take approximately two weeks, and is anticipated to begin immediately after the
signal improvement project by Dakota County (see above) around mid-June.
Other Activities
Lower Mississippi River Watershed Management Organization (LMRWMO) – Staff
attended the monthly meeting on Wednesday. 2017 budget and membership
dues were set by the board, and the LMRWMO bid farewell to John Sachi from
South Saint Paul. John is retiring in July, and has been a member of the LMRWMO
pretty much since it was formed. His institutional knowledge and historical
perspective will be missed.
Mendota Plaza Re-Development Phase II Access to Highway 110 – Staff met with
representatives from MnDOT and Paster Properties on Friday to discuss the
proposed right-in/right-out access point for the next phase of the Mendota Plaza
re-development project. The 2008 approved plan set showed an access onto
Highway 110 at the northeast corner of the Paster property. The permit for that
access has expired, and Paster Properties is trying to get the permit re-issued.

With the warmer weather already here and summer in full swing, there are greater chances for
unpredictable weather. Here is a reminder of when you will hear the warning sirens go off in
Dakota County for tornados and severe thunderstorms.
In the past, outdoor warning sirens were activated during tornado warnings and severe
thunderstorm warnings, which means that the winds have reached a sustained speed of 58 mph
or greater. From 2010-2014, this resulted in 96 instances where sirens were activated.
The new policy continues to activate the outdoor warning sirens during tornado warnings, but
increases the sustained wind speed needed to prompt sounding the sirens during a severe
thunderstorm warning. Instead of 58 mph, sirens will sound when wind speed is expected to
meet or exceed 70 mph. If this policy was used over the last five years, the use of sirens would
have been reduced by 75 percent. So, if you hear the warning sirens going off, be sure to take
cover in your safe place immediately!
C.E.R.T.
Community Emergency Response Team (CERT) is a program run by the Federal Emergency
Management Agency (FEMA) and trains people to be prepared to respond to emergency
situations in their community. It was started in 1993 and trains volunteers to perform a
number of tasks associated with responding to natural and man-made disasters with the
intent of freeing up trained first-responders for other duties. Teams may either self-deploy
to incidents within their own immediate community, or they may be dispatched to another
area to become part of a larger organized operation under the Incident Command System.
From March 16th through May 11th Reserve Sergeant Randy Pentel, along with Reserve
Officers Jim Knox and Jeff Parker participated in weekly training which was conducted at
various locations by the Ramsey County Sheriff’s Department. Over the course of the nine
weeks they received training on disaster preparedness, fire safety, disaster medical
operations, search and rescue, CERT organization, disaster psychology, and terrorism.
During the final class they conducted an exercise where they were given scenarios they had
to work through in small teams where they utilized the skills they had learned in previous
weeks’ classes.
The intent of our reserves attending training is for them to be
utilized in our community should a disaster occur, however they
have the capability of assisting outside of the community should
the need arise. We hope to have our two newest reserve officers
attend training next year.

RECOVERED PROPERTY MONDAY 1005 HOURS
Officer John Larrive was dispatched to an address on an abandoned vehicle. In running the plates of the
vehicle, it was confirmed it was a stolen out of St. Paul. The interior of the vehicle was full of old fruits,
vegetables and hundreds of dead flies. Larrive stated there did not appear to be anything else decaying.
THEFT/FALSE NAME TUESDAY 0525 HOURS
While on routine patrol, Officer Phil McCarty observed a white male wearing shorts, a black hat and a shirt
that said “DOPE.” A short time later, McCarty observed the same male riding a bike and then entered a gas
station parking lot. McCarty approached the male who had seemed very nervous. He asked for his name,
identification, and where he got the bicycle. The male said the bike was his cousins and gave false
identification. He asked the male to direct him to the cousins house. A woman answered the door and
stated she was not his cousin and the bike was taken without permission. The male was placed under arrest
for Theft and Giving Peace Officer False Name.
THEFT TUESDAY 1315 HOURS
Officer Todd Rosse responded to a home on a found property report. Upon arrival, he was met by a
maintenance worker who had found a piece of torn open mail and a few thank you letters all belonging to
the same MH resident. Rosse reported to the home and spoke with the homeowner who stated that a check
written to Troje’s Trash Service was inside and was now missing. She was advised to contact her financial
institution. No suspects at this time.
FRAUD TUESDAY 2109 HOURS
Officer Phil McCarty met with a resident who was scammed out of money. The crook convinced the victim
that she needed to give him access to the computer so he could fix something. Once she provided him with
the passwords, he was able to take control of her computer and ultimately also given access to her banking
information. Suspect information is available; investigation is ongoing.
BURGLARY WEDNESDAY 0712 HOURS
Officer responded to a location where witnesses observed parties attempting to break into a locked pool area.
The parties were described as one male, one female, both persons with ages of late 30’s to early 40’s, average
build. The male was riding a bike with a trailer attached and the female had a scar or bandage on her face,
also riding a bike. The parties were not located, no damage was found to the pool gate and nothing appeared
stolen. Owners advised on security measures.

BARKING DOG WEDNESDAY 0943 HOURS
Resident reported a dog who had been barking for quite awhile. It was reported that the dog, when alone,
barks constantly and was loud enough that everyone could hear it even with doors and windows closed.
Officer John Larrive responded and could hear the dog bark, quite loudly, throughout the interaction.
Officer Larrive attempted contact with the owner but was unsuccessful. He did speak with other neighbors
who agreed the barking dog was an issue. He also found that the dog was not licensed with the city . A
citation was mailed to the owner for violation of City Ordinance 4-1-1—Nuisance Barking Dog. Closed by
citation.
THEFT/PROPERTY DAMAGE WEDNESDAY 1419 HOURS
Officer Larrive and Officer Rosse responded to a local motel on report of a theft. The male renter and his
two female guests evidently were fighting about 2 a.m. The door had been kicked in and the door jamb was
shattered. A 40” flat screen TV was also removed. Case under investigation.
RECOVERED VEHICLE WEDNESDAY 1807 HOURS
Officer Urmann responded to a report of a suspicious vehicle parked in the woods near the complainant’s
house. Upon investigation, the vehicle was found to be a stolen out of Eagan. Eagan PD was notified and
took custody of it. Officer Cleared.
SOLICITORS WEDNESDAY 1749 HOURS
Officer Shepard responded to a complaint of a suspicious occupied vehicle. Shepard made contact with the
occupants of the vehicle and asked them what they were doing. They responded they were doing an estimate
on a house for tree trimming. Shepard asked the driver and passenger if they had been going door to door
selling tree trimming services and they both said they had. He then asked if they had a permit to solicit in
the city and they said no. The driver was issued a citation for DAS and the city’s Peddlers Ordinance. The
passenger was issued a citation for Peddler’s Ordinance as well.
