Held Tuesday, May 3, 2016
Pursuant to due call and notice thereof, the regular meeting of the City Council, City of Mendota
Heights, Minnesota was held at 7:00 p.m. at City Hall, 1101 Victoria Curve, Mendota Heights,
Minnesota.
CALL TO ORDER
Acting Mayor Povolny called the meeting to order at 7:00 p.m. The following members were present:
Councilmembers Duggan, Petschel, and Norton. Absent: Mayor Krebsbach.

Council, the audience, and staff recited the Pledge of Allegiance.
AGENDA ADOPTION
Acting Mayor Povolny presented the agenda for adoption. City Administrator Mark McNeill
recommended that item 9d, setting a date and time for a special meeting of the City Council, be added to
the agenda. Councilmember Duggan moved adoption of the agenda with the addition of 9d.

CONSENT CALENDAR
Acting Mayor Povolny presented the consent calendar and explained the procedure for discussion and
approval. Councilmember Duggan wished to acknowledge the completion of probationary period for
Police Officer Stephen Hilyar and acknowledged the Police Chief for the great work being done in
trying to get the Police Department back up to full staff. Councilmember Petschel moved approval of the
consent calendar as read and authorization for execution of any necessary documents contained therein.

PUBLIC HEARING
A) REQUIRED ANNUAL MEETING FOR NPDES PHASE II STORM WATER PERMIT FOR
MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4)
Assistant City Engineer Ryan Ruzek explained that the City is permitted through the Minnesota
Pollution Control Agency for any storm water discharge that leaves the City. The City is required to
follow a number of steps.
Currently, there are six required components including public education, public participation, illicit
discharge detection, construction site runoff, post -construction runoff control, and pollution prevention.
Assistant Engineer Ruzek outlined the action items the City completes to comply with the components.

Ms. Leslie Pilgrim, 1704 Vicki Lane, stated that although there is a long list of outreach efforts she is
not sure they are effective; not sure how many people are being communicated with and if people's
behaviors are being changed. She does not see the residents understanding the connection of grass
clippings, fertilizer, dog waste, leaves, etc. in the streets and in the stormwater drains and the connection
to the City's water system. She believes the City does not have the staff or the resources to truly give the
attention that this deserves.
Ms. Pilgrim presented the Council with a five-page document outlining low-cost or no -cost ideas of
what the City could be doing to communicate more effectively.
The Council responded by explaining some of the steps the City has implemented to help prevent
stormwater runoffs including increased street sweeping, barrier curb standard, residents treating lakes
and ponds as permitted by the DNR, the installation of rain gardens during road reconstruction projects
for residents who are interested.
The Council accepted Ms. Pilgrim's presentation of ideas on increasing and enhancing communication
and public education.
NEW AND UNFINISHED BUSINESS
A) RESOLUTION 2016-36 EVERGREEN KNOLLS 4TH ADDITION PRELIMINARY/FINAL PLAT
AND EASEMENT VACATIONS, PLANNING CASE 2016-08
Planner Nolan Wall explained the applicant was seeking approval for a Preliminary and Final Plat and
associated easement vacations for the Evergreen Knolls 4t Addition. The subject property is located at
1663 Dodd Road, is 1.25 acres, zoned R-1, and guided as low density residential development in the
Comprehensive Plan. The existing lot does contain a single-family dwelling and detached garage; both
of which would be demolished.
There is a wetland on the site that would be filled. A wetland delineation report was submitted to the
City in December 2015 and a review of that site determined that the wetland was manmade and provides
no environmental benefit. As a result, the Council approved a no -loss application for the wetland in
January 2016.
Planner Wall noted that the vegetative buffer and the fence located on the city property (Par 3 Golf
Course) would remain. Other brush -type vegetation on the site would be removed. During the Planning
Commission discussion, screening or some type of fencing along Dodd Road would be encouraged.
The proposal would be to divide the two existing single-family lots, which are platted as part of the
Evergreen Knolls 3rd Addition (Lots 3 and 4) into a new three plat development called the Evergreen
Knolls 4th Addition, containing Lots 1, 2 and 3. The three new lots would meet the R-1 district
minimum requirements for setbacks and lot sizes. Staff believes that the proposed plat is consistent with
the Comprehensive Plan and the surrounding neighborhood.

The grading plans for each individual lot would be required as part of the building permit process. On
the preliminary plan, drainage would be directed in the general pattern to the existing conditions and not
towards existing neighbors to the west. Several conditions regarding minor grading issues were
identified and are included as conditions in the resolution.
Staff recommended approval of this application with conditions.
Councilmember Duggan requested that conditions 6, 7, and 8 of the resolution be addressed, especially
in light of the concerns that were sent in as part of the public hearing process. Councilmember Duggan
suggested that a slight berm along the three lots along the golf course side might be appropriate to
prevent runoff from the three new homes. Planner Wall directed this question to City Engineer John
Mazzitello to describe the existing drainage patterns in this area.
Engineer Mazzitello noted that when looking at the existing conditions on the site, on the eastern end of
the property the water drains into the low area — the manmade depression and infiltrates into the ground.
On the southern property line abutting the golf course, the contours direct water to the south and west,
away from other developments.
Councilmember Duggan asked if there had been many golf ball complaints from the neighboring homes
in the area. Staff responded that they are unaware of any complaints.
Councilmember Duggan moved to close the public meeting.

B) ORDINANCE 494 AMENDING TITLE 12, CHAPTER 4 OF THE CITY CODE
RELATING TO AIRCRAFT NOISE ATTENUATION
City Engineer John Mazzitello explained that this is an issue that the Airport Relations Commission has
been working on for the past several months. Staff has been trying to determine a way to solve a
potential problem because the airport noise contours move on an annual basis. If there were
development within the noise impact area, the potential existed for a property to be within the noise
contour one year and out of the contour the next. The desire was to create something more static in
nature.

Engineer Mazzitello said that he had in his research found that other cities in the immediate area of the
Twin Cities International Airport (Eagan, Richfield, and Bloomington) use a static line that is
established by MSP in their zoning ordinance to determine the noise attenuation contour. City staff
added a provision in proposed Ordinance 494, that if any property is partially within the noise
attenuation contour, it is to be considered totally within the area.
By setting static boundary, it would be the developer's or the applicant's responsibility to review the
noise contours to determine whether or not their project is going to be within the established noise
attenuation contour. There are requirements in the rest of the ordinance that spell out what types of
attenuation have to take place.
The Airport Relations Commission and the Planning Commission recommended approval. However, the
Planning Commission did suggest adding the phrase of 'or then current' to the ordinance So if MSP
should change this noise contour line in the future, the ordinance would automatically adopt the change.
Councilmember Petschel made the observation that she brought this to the attention of the Airport
Relations Commission due to this being the age of teardowns and rebuilds. Homeowners really need to
know they are in a noise -impacted area so they can build accordingly. She asked if additions to current
homes would need to comply. Engineer Mazzitello replied that the current code is applicable to new
development, redevelopment, and structural additions. Renovations are not required to provide
attenuation under the current code. However, by adopting this new ordinance, they would be made
aware that they are within that noise impact area.
Councilmember Duggan moved to adopt ORDINANCE 494, AMENDING TITLE 12, CHAPTER 4 OF
THE CITY CODE, CONCERNING AIRCRAFT NOISE ATTENUATION BOUNDARIES.

C) APPROVE RESOLUTION 2016-38 ACCEPT BIDS AND AWARD CONTRACT FOR THE
MENDOTA ROAD NEIGHBORHOOD IMPROVEMENTS (PROJECT #201507)
Assistant City Engineer Ryan Ruzek explained that the Council authorized the reconstruction project
called the Mendota Road Neighborhood Improvements. This project does involve reconstructing
Mendota Road from Delaware Avenue to Oak Street; includes rehabilitating Sibley Court, High Ridge
Circle, and Warrior Drive. Six bids were received. The low bidder, McNamara Contracting, Inc. had a
bid of $1,452,666.51. The engineer's estimate for the project was $1,762,169.
McNamara Contracting has done a number of projects within the City and staff is pleased to recommend
them for this project.

Councilmember Duggan moved to adopt RESOLUTION 2016-38 ACCEPTING BIDS AND
AWARDING CONTRACT FOR THE MENDOTA ROAD NEIGHBORHOOD IMPROVEMENTS
(PROJECT #201507), awarding the contract to McNamara Contracting, Inc. of Rosemount.

D) SET DATE AND TIME FOR SPECIAL MEETING
City Administrator Mark McNeill noted that staff is requesting a special meeting be scheduled for
Monday, May 9 or Tuesday, May 10, 2016.
Councilmembers agreed to set Monday, May 9, 2016 at 5:00 p.m. as the date and time for a special
Council meeting.
COMMUNITY ANNOUNCEMENTS
Assistant to the City Administrator Tamara Schutta made the following announcements:
• The sheep from the Dodge Nature Center arrived at Pilot Knob for grazing at the site.
• May 7 is "Clean Up Day" at Mendakota Park. Additional information is available on the City's
website.
• Mendota Heights 5K is June 4. Registration forms are available on the City's website.
• June 3 is the start of the Parks Celebration with a concert at Market Square Park. June 4
beginning at 11:00 a.m. the Parks Celebration continues at Mendakota Park.
COUNCIL COMMENTS
Councilmember Petschel recognized Henry Sibley High School as one of two schools in the state to earn
the US Department of Education Green Ribbon distinction. They have reduced their greenhouse gas
emissions by 24% and their energy use by 23% over the past seven years. This has been accomplished
by contributions from their Live Green Team that involves students and staff.
She also said that St. Thomas Academy's Experimental Vehicle Team won the Urban Concept Category
with their battery -powered car at the national competition in Detroit. Because of their win, they will be
moving on to London to compete internationally. They designed a car that runs on a lithium battery that
gets 1,750 miles per gallon. They not only beat other schools in the state, but they also beat Duke
University, Wright State University, and Rice University in this category.

Held Tuesday, May 9, 2016
Pursuant to due call and notice thereof, a special meeting of the City Council, City of Mendota Heights,
Minnesota was held at 5:00 p.m. at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota.
CALL TO ORDER
Mayor Krebsbach called the meeting to order at 5:06 p.m. Councilmembers present included Duggan,
Norton, Petschel, Povolny. Also in attendance were City Administrator Mark McNeill, City Attorney
Tom Lehmann, Labor Attorney Kevin Rupp, Police Chief Mike Aschenbrener, and Assistant to the
Administrator Tamara Schutta.
CLOSED SESSION TO DISCUSS PENDING LABOR GRIEVANCE
Mayor Krebsbach stated that, pursuant to Minnesota Statute 13D.05, the City Council would be
going into closed session for the purposes of discussing attorney/client privilege matters relating to
a pending labor grievance.
Councilmember Petschel moved to adjourn to a closed session at 5:07 p.m.

PARKS AND RECREATION MEETING
April 12, 2016
The December meeting of the Mendota Heights Parks and Recreation Commission was held on
Tuesday, April 12, 2016 at Mendota Heights City Hall, 1101 Victoria Curve.
Chair Hinderscheid called to order the parks and recreation commission meeting at 6:30 p.m.
The following commissioners were present: Chair Hinderschied, Commissioners: Stephanie
Levine, Jay Miller, Ira Kipp, Joel Paper, David Miller and Michael Toth.
Staff present: Recreation Programmer Sloan Wallgren.
Approval of Agenda

Announcements
Mr. Wallgren announced that registration is open for summer Parks and Recreation Programs.
In addition, he said that the city-wide Clean Up Day is May 7th.
Election of Officers
Chair Hinderscheid and Commissioner Paper expressed interest in being the Chair for 2016. A
ballot was held; the results were 4 votes for Paper, and 3 for Hinderscheid. As a result, Mr.
Paper will serve as Chair, and Mr. Hinderscheid will serve as the Vice -Chair
Results of the Ash Tree Survey
Mr. Wallgren presented the results of the Ash Tree Survey that was done in 2015. The
commission discussed the value of treating infected trees. The commission noted that even if
treated there is a 50/50 chance for the tree to survive. Each tree would cost $400-$700 to treat and
would need to be treated every 5 years.
Pollinator Work Plan
Mr. Wallgren presented an update on the Pollinator Work Plan. The next step is to provide
information in the Heights Highlights. There will be a booth at the parks celebration on June
4th with more information for residents.
Skate Park
The commission was contacted by a youth resident inquiring about the addition of another

skate park north of HWY 110. The commission thanked the young man of contacting them,
and encouraged anyone else that is interested in more recreation facilities to contact the
commission. However, the Commission determined that at this time an additional skate park
in Mendota Heights would not fit into the City's budget or long term plan.
Mendakota Park
The commission discussed the maintenance at Mendakota Park. Mr. Wallgren stated that he
was unsure of the maintenance practices, but would follow up with Public Works. Mr.
Wallgren added that two season positions had just commenced employment, and their addition
would allow additional time to address parks maintenance issues.
Winter Event
Several people have asked if the City could host a Winter Event. Mr. Wallgren informed the
commission that if it was going to do this, planning had to take place this summer so that it
could be included it in the 2017 Budget. Mr. Wallgren will check with Dodge Nature Center to
see when their Winter Event is so that it would not conflict with one in Mendota Heights.
Par 3 Report
Mr. Wallgren informed the commission that the golf course opened on April 1St. The course has
added several new landscaped areas that are surrounded by patio block. As a result, the area looks
new and improved. The golf course also added 7 new recycling containers on the golf course with
a grant from Dakota County.
Commission Comments
Commissioner Jay Miller though it was a good meeting.
Commissioner Levine thanked Mr. Hinderscheid for his work as Chair and welcomed Mr. Paper
to his new role.
Commissioner Toth thanked the two for their service as Chair and Vice Chair.
Commissioner Paper was glad to see all the commissioner present and encouraged everyone to get
out and use the parks.
Commissioner Kipp thought it was a good meeting and was looking forward to see all the changes
from the top down.
Commissioner David Miller thanked Mr. Paper and Mr Hinderscheid for their work.
Chair Hinderscheid thought it was a good meeting, as a lot of information was covered. He also
welcomed Mr. Paper to his new position as Chair.

SUBJECT: RESOLUTION 2016-39 "PARTICIPATE IN ALL HAZARD
MITIGATION PLANNING PROCESS WITH DAKOTA COUNTY."
COMMENT:
INTRODUCTION
The City Council is asked to adopt a resolution which would allow for the City's participation in
Dakota County's All Hazards Mitigation planning process.
BACKGROUND
The City of Mendota Heights has participated in All Hazard Mitigation planning in order to be
eligible for FEMA mitigation funding and grant monies. The City worked jointly with all
Dakota County governments to ensure the completion of a comprehensive review of potential
hazards. The assessment is mandatory and working together saves considerable time.
The Federal Emergency Management Administration (FEMA) required Cities and Counties to
develop a County -wide mitigation plan and submit it to them for approval. The City participated
in the process both 2000/2001 and again in 2005/2006.
In 2010, Dakota County presented the draft of the Mitigation Plan for approval. The plan was
drafted with input from the cities and townships in Dakota County. The cities all sent in
resolutions in support of the plan. The plan was approved by State and the Federal Government
after review in June of 2010.
FEMA requires the plan to be updated every five years. The project will require city staff
resources from multiple departments to provide input on the plan. The plan will be submitted for
approval towards the end of 2016.
Once the plan is complete it will be presented to Mendota Heights City Council for adoption by
resolution.
The city does not have to participate in the Dakota County All -Hazard Mitigation plaga. Cr awever
if we opt, out we are required to create our own standalone plan and submit it for approvals.
Dakota County received a FEMA grant to help complete this project in partnership with county
cities and townships.
BUDGET IMPACT
By participation in a joint planning effort with Dakota County and neighboring communities,
city staff should be able to save a minimum of 40 hours of staff time required to complete this
mandatory report.
ACTION REQUIRED
Staff recommends the City Council pass the attached resolution to participate in the Dakota
County All -Hazard Mitigation Planning process.
RECOMMENDATION
If Council desires to implement the recommendation, it should, by motion, adopt
RESOLUTION 2016-39

PARTICIPATE IN ALL HAZARD MITIGATION PLANNING PROCESS
WITH DAKOTA COUNTY
WHEREAS, the County of Dakota coordinated preparation of an initial multi jurisdiction all -hazard
mitigation planning process as established under the Disaster Mitigation Act of 2000; and
WHEREAS, the City of Mendota Heights participated in drafting the plan, and later reviewed and
approved the plan in 2005/2006 and 2010/2011; and
WHEREAS, federal law requires the plan be updated every five years, and
WHEREAS, the Act requires public involvement and local coordination among local units of
government and businesses as part of the planning process; and
WHEREAS, the plan must include descriptions of land uses and development trends, risk assessment
including past hazards, hazards that threaten the county, maps of hazards, and estimates of structures at
risk; and
WHEREAS, the plan must include a mitigation strategy including goals and objectives and an action
plan identifying specific mitigation projects and costs, in addition to a maintenance or implementation
process including plan updates, integration of the plan into other planning documents, and public
education components; and
WHEREAS, approval of the all hazard mitigation plan update will continue the County's eligibility to
receive federal and state Hazard Mitigation Grant Program project grants; and
WHEREAS, this resolution does not preclude the City of Mendota Heights from preparing its own plans
sometime in the future should it desire to do so.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Mendota Heights
hereby authorizes the City of Mendota Heights to participate in Dakota County's All Hazard Planning
Mitigation process.

Introduction
During the 2016 budgeting process the 5 year Capital Improvement Plan (CIP) included replacing the
2008 Ford Crown Victoria Police Interceptor used by the reserve program.
Background
In the August 12, 2015 Budget Improvement Package presented to Council it was anticipated the
purchase of a 2012 Police Inceptor from our existing lease fleet would cost around $9,000 (June 25,
2015 estimate). At the time of the Budget Improvement Package it was anticipated we would keep the
Sergeant's vehicle and we would put a new light bar / control module in the vehicle. We have learned
the purchase price from the State of Minnesota Travel Management Division will be $17,950. To save
money we propose that we would keep the patrol unit (cost $16,750) and not replace the light bar or
control module. The cost of these items in June of 2015 was $3,185.00.
It would be proposed to not sell the 2008 Reserve squad until such time as the McGrath study
implementation plan is approved. If the Community Service Officer (CSO) position is filled this
vehicle would be used for that position. It would be discussed with the city mechanic if the 2008 squad
would be put into the CIP for replacement in 2017 or 2018 based on anticipated repairs and mileage.
Should the CSO not be filled the vehicle would then be sold by the city with and anticipated value of
$3,000 to $4,000 dollars.
Budget Impact
Budget improvement package 17 was approved for $12,185. The purchase price is $16,750.00. To
purchase the used vehicle from the State of MN the reserve budget line has $1410.00 that along with
$3155.00 from the general repair and maintenance would cover the purchase price of the used 2012
squad at $16,750.00.
Recommendation
Staff recommends that the Mendota Heights City Council approve the purchase using funds from
Budget Improvement Package 17 of $12,185 along with reserve funds of $1,410.00 and $3,155.00
from the general repair and maintenance fund. These funds were verified by finance.
Action Required
Pass a motion authorizing staff to sign the purchase agreement with the State of Minnesota for a used
2012 Ford Police Interceptor Squad (currently in our fleet as a lease vehicle).

Public Works staff provides vital and essential services to the City of Mendota Heights on a daily
basis, often with little or no recognition. Whether it is snow plowing, street repair, sanitary
sewer cleaning, fire hydrant maintenance, parks maintenance, City owned landscape
management, or inspecting and repairing our storm water treatment ponds, Public Works staff do
their absolute best to make our City a safer, healthier, and a great place to work, live, and play.
Each year the American Public Works Association (APWA) sponsors "National Public Works
Week" to help make and keep communities across the country aware of the important role public
works and infrastructure plays in their everyday life. This public support is critical to the
sustained efficient operation of Public Works facilities and infrastructure throughout the City.
This year, APWA has set the week of May 15th through May 21st as "National Public Works
Week." Throughout the country, cities and counties are recognizing this week in honor of all
Public Works and Engineering employees, and educating their residents and civic organization
about the importance of planning, designing, building, maintaining, managing, and operating
municipal infrastructure; the backbone of communities and improving quality of life for all.
This year's theme is "Always There" as recognition that Public Works and Engineering staff are
constantly ready to respond to whatever situations may arise. Mendota Heights witnessed this
capability in July of 2015 when the City's sanitary sewer trunk main collapsed underneath
Decorah Lane. By building and maintaining lasting infrastructure, and by planning for the
allocation of future resources, we are able to have clean water; safe streets, clean parks, efficient
traffic; and safe, livable communities. All thanks to Public Works being "Always there."

COMMENT:
INTRODUCTION
Council is being asked to approve a change to the Building Permit Fee Schedule to allow for
specific exceptions to the Plan Review Fee for permits that do not require an extensive plan
review.
BACKGROUND
Plan Review Fees are required by State Building Code for any permit where plans accompany
the permit application. Currently Plan Review Fees are set by Attachment A of the City of
Mendota Heights Fee Schedule, and are 65% of the Permit Fee. State Code also states that the
amount charged for Plan Review Fee should be equitable with the amount of service provided
for the fee. Because the 65% level for plan review could be deemed excessive for smaller
Building Permit projects, staff has not been charging the Plan Review Fee for these permits.
Many Building Permits applied for are small enough and basic enough in scope that plan review
time spent is minimal. Therefore, for these types of projects, staff is requesting that they be
given the flexibility to defer the Plan Review Fee to a flat charge of $50.00 for those projects that
require minimal plan review. Examples of these projects include decks, basement finishes,
kitchen remodels, etc.
BUDGET IMPACT
In 2015 there were 160 deck, basement, kitchen, bathroom and other similar permits with
submittal documents that were not charged for plan review. Although increased revenue is not
necessarily the goal, under the proposed plan, these permits would now be charged a flat fee of
$50 each, for an increase in revenue of $8,000.00.
RECOMMENDATION
Staff recommends City Council adopt Resolution 2016-42 Revised Building Permit Fee
Schedule. This action requires a simple majority vote.

Over the past two years the Mendota Heights Par 3 Golf Course has purchased several pieces
of maintenance equipement. The maintenance building, where this equipment is stored is
becoming full. Staff would like to make room for other equipment by selling some of the
equipment that is no longer needed or used. One such peice of equipment that the golf course
would like to sell is a 1985 EZ -GO Truckster. The piece of equipemt is in working condition,
but is no longer being used by staff in the maintenance operations of the golf course. Staff is
estimating that this piece of equipment can be sold online or in an auction for $500.00. By
selling this piece of equipment the golf course will have more room in the maintenance
building for summer operations and will have more room for storage during the winter season.

staff authorization to sell the piece of equipment.

Background
One of the safety concerns from the OSHA inspection was to provide for the safe removal of
manhole covers and storm sewer grates. As a result, Public Works researched the purchase of a
"lifter" (a magnet to remove manhole covers or storm sewer grates).
Discussion
Only one supplier of a magnetic lifter was found. The price received from Rock Mills
Enterprises was in the amount of $5,865. The lifter includes a mounted camera, swing arm and
grate. The lifter will greatly benefit utility and street employees with the ability to more safely
and efficiently remove manhole covers and storm sewer grates.

by having the City Council formally accept the gifts and recognizing the donor.
Background
The Friends of the Parks is a program that has benefitted Mendota Heights Parks for a number of
years. The program seeks citizens to donate money that will be used to purchase trees that are planted
in our parks.
Discussion
This year there was enough money donated to purchase 15 bare root trees that were planted throughout
Mendota Heights parks. The trees selected were off a list of native trees that were also pollinator
friendly trees. The trees are Burr and Road Oaks, Nannyberry, Ironwood and Rubrum Maple. We
don't have the names of the donors, but would like to acknowledge the generosity of the residents in
helping to keep the city's parks system shaded in the summer months, full of color in the fall, and
pollinator friendly.

COMMENT:
Introduction
In 2002, the City funded (with the support of a fifty -percent matching grant from the Metro Greenways
Planning Grant Minnesota DNR) development of a Natural Resources Management Plan for the city. One
of three focus areas in the plan was Valley Park where communities of invasive plants were identified and
management recommendations were presented. In addition to buckthorn, other invasive species identified
are: black locust, Siberian elm, garlic mustard, burdock, sweet clover, thistle, Amur Maple, spotted
knapweed, and more.
Background
Great River Greening began invasive species removal in 2009 in Valley Park. Mature plants have been
cut and cleared from infested park areas and follow-up treatment is required to keep the species under
control. Spraying of newly emerging one or two year old plants has proven to be very effective.
Discussion
City Council has annually included funding in city budgets for `Control of Invasive Plants' in City Parks.
The funding amount in the 2016 City Budget in the Parks Maintenance Budget for this effort is
$16,000.00.
Budget Impact
Great River Greening has prepared a work/control/task/cost estimate to address the invasive plants and
has prioritized where their efforts should be concentrated. Their proposal for Valley Park consists of
$10,000.00 for garlic mustard control and buckthorn control.
Recommendation
Staff recommends that the council approve the purchase order for invasive species control in Valley Park.
Action Required
Approve a motion authorizing the City Administrator to issue a `not -to -exceed' Purchase Order in the
amount of $10,000.00 to Great River Greening.

SUBJECT: Accept the Mendota Plaza Expansion Wetland Delineation Report
COMMENT:
Introduction
The City Council of Mendota Heights is the Local Governmental Unit (LGU) that administers the
Minnesota Wetland Conservation Act (WCA). A Wetland delineation report was submitted by Kjolhaug
Environmental Services Company, Inc. for the Mendota Plaza Expansion.
Background
The Mendota Plaza went through a PUD approval in 2008. The entire site was delineated for wetlands at
that time and wetland impacts were mitigated through wetland banking. The current proposed expansion
in the northeast corner of the site was delineated again and field conditions within the project boundary
have not changed. The report reconfirms that there are no wetlands on the proposed site.
Discussion
A site visit with city staff and the Army Corps of engineers was done on May 10, 2016 and confirmed the
data in the report. A portion of the site may have met wetland conditions if it was not being drained by
the city constructed ditch which runs through the site. There are proposed wetland impacts for the
construction of the bridge connecting the site but these impacts have already been mitigated.
Budget Impact
None, this process is a judicial requirement of the city.
Recommendation
Staff recommends that the council accept the delineation report dated April 18, 2016 for the Mendota
Plaza Expansion project.
Action Required
Direct staff to issue a Notice of Decision either accepting or rejecting the wetland delineation report for
the Mendota Plaza Expansion.
