Spring Clean-Up day event for Mendota Heights residents. We are accepting paper
documents for a flat fee of $5 per vehicle . No business materials will be accepted.

Summer Hiring Underway
The City of Mendota Heights Engineering Department has openings for two (2) full-time
Engineering Interns. General duties include assisting in a wide variety of municipal
engineering related field and office work including but not limited to GIS data and base
mapping, construction staking, and project development. To learn more about summer

Par 3 Scheduled to Open
Sunday, April 3
It’s time to dust off the golf clubs and stock the golf bags with tees and golf balls. City
staff are hopeful that the weather will cooperate and the Par 3 will open on Sunday,
April 3. Updated information on the hours of operation and green fees can be found on

Public Works
The Parks Crew continued to work on the sprayer for the John Deere. The slide at
Mendakota Park was repaired. The one ton truck was serviced. They helped the
Streets Crew haul gravel for an alley repair. The plows were cleaned and stored in
the water tower for the summer. Trash was picked up in the parks daily.
The Utilities Crew checked the lift stations daily. The jetting truck was serviced for
summer use.
The Streets Crew spent most of the week helping the contractor with street
sweeping. They finished up the sweeping on Thursday night. Snow plow
damaged mailboxes were repaired. Signs were made for the storm outlets at
Rogers Lake. Class 5 gravel was put down in the alley between Hiawatha Avenue
and Fremont Avenue to fix the potholes and then leveled off.

City Projects (construction year)
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) – City Council will consider a Change Order at their April 5th meeting
for the installation of a retaining wall at the corner of Victoria and Stratford Lane.
The retaining wall was not part of the original project scope. Warranty and punch
list items to be completed in the spring.
Mendota Road Neighborhood Improvements (2016) – Plans have been submitted
to MnDOT for review. A neighborhood meeting was held on March 23rd at City
Hall. City Council will consider authorizing bidding the project at their April 5 th
meeting with a proposed bid opening date of April 27th, and bid award is scheduled
for May 3rd. Construction is expected to begin in early June.
Update of Local Surface Water Management Plan (LSWMP) – The consultant is
completing the initial modeling necessary to complete the plan. A draft plan is
expected by the end of June. Watershed approval is expected in August with City
adoption in January 2017.
Lake Augusta Alum Treatment (2016) –The Lower Mississippi River Watershed
Management Organization (LMRMWO) submitted a work plan for the project to the
Board of Soil and Water Resources (BWSR). Once approved, the LMRWMO will
oversee the contract for the lake treatment, which is expected in the fall.

Engineering
County Projects
Highway 110 Greenway Trail Crossing (2017) – Design is continuing on the
project. City easements for the trail connections will be brought before City
Council later this year. An open house will be scheduled for later this summer,
which will include renderings depicting aesthetic treatments of the underpass.
Traffic Signal Improvements: I-494 & Pilot Knob Road (2016) – Plans are at
MnDOT for review. Minimal traffic impacts are expected. Work is expected along
with MnDOT I-494 bridge project listed below.
State Projects
Highway 13 Slope Repair (2015-2016) – The slope repair project needs to be
completed this summer. A 4-5 week closure of Highway 13 is anticipated during
this period. The final construction phase is expected to begin in early June.
Highway 110 Rehabilitation (2017) – A Public Hearing will be held on April 5th at
the City Council meeting beginning at 7:00pm. Municipal Consent will then be
considered by the Council after the Public Hearing. MnDOT is proposing to close
the right-in/right-out access point east of Lexington (except for emergency
vehicles). MnDOT also needs to establish new drainage easements along the
project. Changes to access through the median are not part of Municipal Consent.

Highway 149 (Dodd Road) Rehabilitation (2018) – Staff is working on getting a
bike/pedestrian facility incorporated into the project from Marie Avenue north to
Delaware Avenue (see SHIP grant below). Contact Tara McBride, Project Manager

Pilot Knob Bridge over I-494 Expansion Joint Repair (2016) – MnDOT will be
repairing the bridge deck concrete expansion joints on the Pilot Knob Road Bridge
over I-494. Work is expected to take two weeks. Staff attended a pre-
construction meeting on March 24th. MnDOT will provide advance notice before
the repair work begins. Initial schedule shows construction beginning in July.
Dakota County 2017-2022 Capital Improvement Program (CIP) – Staff met with
County staff to review the next iteration of the County’s CIP. The County has one
project in this CIP other than routine maintenance activities. The County is
planning intersection revisions on Pilot Knob Road between I -494 and Mendota
Heights Road, including the Mendota Heights Road intersection. The project will
add turn lanes, and turn the Northland Drive intersection into a ¾ access with left
turns being eliminated off of Northland onto Pilot Knob. For more information,

Other Activities
City-Wide Trail Plan Update – The City has received a Statewide Health
Improvement Program (SHIP) grant from Dakota County to study the Dodd Road
(Highway 149) corridor for bicycle/pedestrian improvements. Staff is developing a
scope of work along with our Planning Consultant to complete a plan for the
corridor. Staff plans on seeking a grant from the Metropolitan Council for the
construction funds necessary to complete the trail connection.
Engineering 101 Seminar (April 6, 2016 – Eagan Community Center) – Staff
attended the “dress rehearsal” for the seminar presentation. The seminar is
scheduled for Wednesday, April 6th, 2016 at the Eagan Community Center from
6:00pm – 9:00pm and will cover municipal requirements and practices for
maintaining traffic, streets, storm and surface water, utilities, and a discussion of
funding these needs.
Southeast Metro Water Supply Working Group – Staff attended a meeting of the
working group on Thursday. Metropolitan Council provided a summary of
groundwater studies throughout the metro area, including the cost estimate
proposal for pumping two billion gallons of water per year into White Bear Lake.
Dakota County has several communities that utilize groundwater for their
municipal drinking water systems, and modeling shows the potential for future
reductions in aquifer supplies to these communities. This group is studying ways
to encourage conservation, and reduce demand on the aquifer to preserve future
drinking water supplies.
Engineering Services Consultant Pool – Staff has received Statements of
Qualification from 40 professional services firms that will be evaluated for potential
inclusion in the pre-qualified consultant pool for the City. Once staff reviews the
submitted packages, a recommendation for selected consultants will be brought
before the City Council.
