The first week of City operations at Mendota Heights Par 3 is in the books. The numbers have
been good, and the course is in good shape. Last Friday the course played host to a tournament
put on by the Minnesota PGA Junior Golf Association, Beginners Tour. The event brought 60
youth ages 8-12 from around the state to play the Par'). To top off the event, Blake Ekblad, a
Mendota Heights youth won the 11&12 year old division!
Staff continues to work on all the details of the transition, including contacting vendors, getting
fuel to the course, etc.

City offices were closed on Wednesday, in observance of the 01 of July. Mendakota put on
another fine fireworks display for the 4th on a beautiful July night. There were no major
incidents; our thanks to Steve Watson and his crew for another great event.
For those of you who didn't kick off your Independence day celebration by attending the City
Council meeting July 3`d, there is exciting news regarding the Village. A 2"d amendment to the
development agreement has been approved and signed. The developer plans to break ground on
the final commercial building in a month. The building is anticipated to be completed by
September 1, 2008 and will occupy the area in between the existing commercial buildings and
Gateway Bank.
A pre -construction meeting was held on the Kipp addition — work is anticipated to start the week
of July 16. The project was delayed to accommodate Cooper's Hawks, but is now ready to move
ahead.
1062 WAGON WHEEL TRAIL
Staff has received several calls regarding tree -cutting activity at 1062 Wagon Wheel Trail. The
property has been purchased by a church. Representatives from the church did speak with staff
to warn us that they would be cutting some trees as they assess the site and develop plans for
their building. They will be applying for a Conditional Use Permit before any construction
occurs.

Barking Dog 06-22-07 0837 hours
Officer Eric Petersen responded to a barking dog complaint. The
�x caller reported the dog had been barking for 1'/a hours straight.
The noise was coming from the block behind the caller's house.
Officer Petersen arrived and parked in the area it was quiet.

Keep the Peace 06-22-07 1052 hours
oCaller requested and Officer stand by when they let their 15 YOA
son know that he would be going to in patient treatment. Officer
."� Petersen arrived and assisted the transport personnel with a
r young man that would definitely have been a problem if a police
officer was not standing by. Son left very reluctantly.
Medical 06-2207 1932 hours
e A local resident found an elderly man wandering at Super
rs America. The man had no idea of where he was headed or
where he had come from. The resident talked the man in to:
stopping over for dinner and contacted MHPD. Officer Shepard
arrived a short time later and spoke with the man. It was learned
that he was from Wausau WI and was heading to the farm to see
familY• After multiple attempts a family member was located
a y using the in squad computer. The farm was in Hutchinson and
rp the family member would not drive in "the cities." She provided
the name of a step daughter who lived in Fargo who had a
X u daughter who lived in Richfield. Unfortunately, they did not
answer the phone. The next closest relative lived in Illinois.
Dakota County Crisis was called for assistance and they advised
they didn't have a placement for an adult. They suggested
�fl Healtheast pick the man up. He was transported to the hospital.
° k Medical 06-24-07 1417 hours
Officer Bobby Lambert responded to assist DC Social Services
with an out of control vulnerable adult. The man was on a
supervised home visit at his parent's' residence when an
argument broke out. The man first locked himself in a bathroom.
When he came out he grabbed a kitchen knife and threatened his
father then himself. After a short struggle the social worker and
dad disarmed the man. He was transported by ambulance to the

hospital. No charges to be filed.
Animal Complaint 06-24-07 1720 hours
Caller reported that the neighbor's young son is mistreating their dog. The boy is
mean to the little dog, steps on it leash when the dog walks away choking it and
screams at it. Officer Mike Shepard stopped to speak with the homeowner. They
told Officer Shepard that their son would never act that way and he must be
mistaken. Advised of the consequences of being cruel to animals.
Theft / Damage 06-24-07 1848 hours
Three victims contacted Officer Todd Rosse after returning to their cars to find
windows smashed out and items missing. They all had left valuables locked in their
cars while the walked on the regional trail out of the access near the Pool & Yacht
Club. Taken were purses, computers and an iPod.
Domestic Assault 06-25-071515 hours
Officer Brian Convery received a call of an assault that just occurred. Upon arrival
he was met by a group of juvenile females who were being very dramatic and not
terribly helpful. In sorting out what had occurred the brother to the victim was left
outside when mom left to take his cousin to work. The young man decided he
wanted in the house and tried to force his way in. Once inside he chased his sister
into the bedroom and punched her. Dad slept through everything. During the
investigation mom called on the phone and screamed at the officers on how the call
should be handled and that the PO for the son had already been called. After sorting
through the entire dysfunctional family situation the son was arrested and transported
to JDC. He will be charged with domestic assault and have his probation violated.
Suspicious Activity 06-25-07 2044 hours
Neighbors called about a man acting strange. The 30 YOA male has been in the
area for about an hour. He moves up and down the street, looks into garages,
checks the fanny pack mounted on his bicycle and just generally acts strange.
Officer Mike Shepard made contact with the man who advised he was waiting for
someone. After a phone conversation with that party, it was clear the man was not
welcome. According to the resident he is "not well in the head." The man was
transported along with his bike to MOA and advised not to return to the house.
Suspicious Activity 06-26-07 0014 hours
While on patrol Officer Tanner Spicer spotted two parties on foot that seemed out of
place. After making contact with the two it was immediately obvious they had been
smoking marijuana. In speaking with them it was confirmed that they were out of it.
The one party had a hard time remembering their full name and date of birth. After
checking them for warrants they were sent home.
Marijuana / Curfew 06-27-07 0148 hours
Officer Tanner Spicer spotted a car pulled in behind the plaza occupied by four
young people. In getting a closer look all appeared to be under 18 YOA. When
Officer Spicer made contact with the driver he could immediately smell marijuana.
The driver was asked for the drugs and provided a pipe. When asked if there was

more he reached under the seat and pulled out a baggie that had previously had
marijuana in it. The driver was removed from the car and searched. Eventually all
were removed and found to be under the influence of marijuana. The car was
impounded and the four juveniles brought to MHPD for their parents to come and
pick up. Each was petitioned to juvenile court.
Miscellaneous 06-27-07 0148 hours
Caller reported a water main break at the NE corner of Hwy 110 and Dodd Road.
Advised it is the fountain in the pond. Clear no further action.
AOA 06-27-07 0613 hours
Officer Tanner Spicer responded to Cherokee Park when a passer by reported two
men with guns in the park. The two were immediately located. The guns turned out
to be "Airsoft" replica guns. The two young men were turned over to SPPD.
Underage Consumption 06-27-07 2324 hours
Officer Spicer spotted two cars in the Overlook Park with a large number of people
gathered around. The kids took off running in all directions when they realized it was
a squad car pulling into the lot. Everyone in the group was under 21 YOA and had
been drinking. 8 citations were issued for underage consumption of alcohol and one
for possession of drug paraphernalia. A sober ride was found for everyone before
they were allowed to leave.
False Information / Warrant Arrest 06-28-07 2349 hours
Officer Tanner Spicer stopped an SUV for having only one headlight. The driver
claimed to have forgotten her DL at home and provided a full name and DOB. The
computer check showed the driver to be valid and clear. Unfortunately the physical
description did not match. The driver was asked to step from the vehicle where it
was be easier to verify her identity. After Officer Spicer verified that the driver was
the not the person she was claiming to be. He asked her to look at the driver's
license photo on his in squad computer and tell him who it was. She responded with
"Can I come clean with you? I need to tell you something. I have a warrant for my
arrest. I am so fxxxxxxx stupid, I cannot believe I lied. I have never lied before like
that, I've never done this before, I'm sorry, I have to be able to work." At this point
her true identity was determined and a body only warrant out of Ramsey County was
located. The car was impounded and she was transported to the DC jail.
Loud Music 07-01-07 0121 hours
Officer Steve Meyer responded to a neighbor's complaint of loud music coming from
the bar. Upon arrival the music was clearly louder than normal. They were asked to
turn the music down and did so without incident.
Where did I leave my car? 07-01-07 1215 hours
Officer Jen Fordham received a complaint of a stolen car. The victim reported
leaving his car at the Pool & Yacht Club on the 29th and returned to find it was gone.
The car was entered as a stolen vehicle. At 1802 hours Officer Shepard located the
car parked in the lot at Bogeys. The car had no damage and no signs of being
forcefully moved. When Officer Fordham called the victim back he was not sure how

it could have gotten to Bogeys but was going to call his friends. After checking with
his friends hopefully the sober part of the group it was learned that is where the car
was left when they decided it was a good idea to take a cab home. Hopefully he can
remember how much fun he had.
Possession of Methamphetamine / Warrant 07-01-07 2124 hours
Sergeant John Larrive ran an in squad computer check on a vehicle and found the
R/O had an active warrant out of Scott County. The driver matched the physical
description of the R/O. The car was stopped the driver was ID'ed as the suspect.
He was removed from the car and handcuffed. During the pat down a dope pipe and
meth were located in his right front pants pocket. The suspect had no comment until
Sergeant Larrive said the dope looked like meth which he confirmed. When
impounding the car a cooler was located in the front seat with an open bottle of
alcohol and two mixed drinks. The suspect was transported to the DC jail.
Juvenile Complaint 07-02-07 1726 hours
Received a call of kids playing with the construction equipment at Somerset
Elementary school. Upon arrival Officer Mike Shepard found the kids had dragged
plywood out of the construction site. It was fashioned it into ramps for them to jump
their bikes off of. The kids were sent on there way.
Animal Complaint 07-03-07 1406 hours
Caller reported that a cat's head was lying in the road on Wachtler and thought
someone should remove it before children see it. Officer Bobby Lambert arrived on
scene and checked the area thoroughly no cat heads found.
Assist 07-04-07 0415 hours
Caller reported that his friend was acting strange and had the stove turned on and
was not cooking anything. Officer Chad Willson arrived on scene to find two very
intoxicated friends. After speaking with both it was determined that the only problem
was they both had way to much fun getting ready for the 4t" of July.
Miscellaneous 07-04-07 0604 hours
Officer Bobby Lambert responded to the call of a TV in the bushes on Valley Curve.
He located a junk TV thrown in the ditch. The PWG crew will be notified to pick it up.
Assist 07-0407 1436 hours
A local resident reported that she locked herself out of the house. Sergeant Neil
Garlock arrived at the residence to find that she had secured the house very well
before locking the door. After checking all the windows he found one that was not
double locked and managed to get it open. Unfortunately it was the window over the
sink. He crawled through the window and opened the house.
Domestic 07-05-07 0146 hours
Resident called the Communications Center requesting to have the police come and
remove his girlfriend. They were in the upstairs bedroom when they began to argue
and she bit him leaving teeth marks and his arm. By the time Officer Todd Rosse
arrived the female had left in a dark colored BMW SUV. Destination was unknown.
Officer Rosse spoke with the female by phone. Both were intoxicated and very
uncooperative. No charges.
Curfew 07-05-07 0423 hours
Caller reported hearing kids drinking at the Mendota Elementary School. Officer
Chad Willson arrived on scene to find two car loads of kids hanging out in the area.
Eight were cited for curfew violations and released to their parents at the school. No

More than 1,200 people enjoyed a day in
the park with free entertainment, games,
prizes, sports demo's, Mendota Heights
Athletic Association baseball games,
Mendota Heights Fire Department fire truck
rides, Mendota Heights Police Department
bike rodeo and the 5K Run/Walk. Without all
the support from area businesses and com-
munity involvement this day would not have
been the great success that it was.
