The Friday News May 11, 2007 SPRING CLEAN-UP A SUCCESS Spring Clean -Up was held this past Saturday at Mendota Plaza. 209 Citizens were checked in, a few more snuck in and went straight to the electronics recycling area. On the day we filled: 3 roll -offs with miscellaneous junk, 1.5 roll -offs of scrap metal, almost two full packer trucks and 3/4 of a cage full of tires. In addition, the electronics guys took items from 88 citizens, to a total of 6,909 pounds of electronics! The weather worked out well, we had a great turnout of volunteers and no major injuries! Volunteers did manage to save Tom Seleck from certain death, a "sexy" looking pig/cow, a Red Bull refrigerator, a desk/bar was put to immediate use, and a multitude of other very valuable treasures all were saved from the dump. Thanks to everyone who participated for their role in making this year a successful event. ARMED ROBBERY IN WSP Police Officers Brian Convery and Eric Peterson assisted the West St. Paul Police Department with the armed robbery at the Retail Credit Union this Thursday morning where a bank robber was shot and killed. Because it is a bank robbery, the FBI, BCA and Dakota County Sheriff's Office will be conducting the investigation, so there is nothing pending from us. DICK IS BACK Code Enforcement Officer Dick Gill returned to work this week after being off work on a long term disability for almost a year: We were all extremely happy to see Dick return. He is only working 1/2 days now, while he continues to regain his strength. HAPPY MOTHER'S DAY AND GOOD FISHING Don't forget this Sunday is Mother's Day and Opening Day of Fishing. Netting was hung in the batting cage at the Civic Center ball field. Home plate and matting was also installed at the Civic Center ball field. Sprinkler heads were repaired at Mendakota Park, City Hall and Kensington Park. The irrigation timers were replaced at Mendakota Park. Rich sprayed weeds in Marie Park, Valley Park, Victoria Highlands Park, Wentworth Park and Hagstrom-King Park. A manhole was sealed in the Ridgewood easement. There was a large leak in the mahole, 7 g.p.m., which Visu Sewer grouted. Graduate students from the University of Texas were in town on Friday doing laser video testing on our plastic storm sewer pipe at Town Center. They are doing a study on the performance of plastic (HDPE) pipe throughout the country. The study is sponsored by the American Concrete Pipe Association. The Engineering Department opened bids for the Kipp Addition improvements and the Lilydale Water Main Extension. G.L. Contracting, Inc. was the low bidder on both projects. The County Board awarded the project to Polyphase Electric Company. Construction will take place at the intersection of Pilot Knob Road and Mendota Heights Road. The project includes installing a new traffic signal system, lengthening an existing turn lane, and minor roadway improvements. The purpose of the project is to alleviate congestion and provide optimum safety. Pilot Knob Road (CSA 31) Mendota Heights load Construction Update May 3, 2007 What Should 1 Expect_. Some of the private utility work has already begun. The concrete signal bases at all four corners of the intersection have already been placed. The contractor is currently working on installing the electrical wiring in preparation for the signal poles. On May 14 the contractor will begin working in the median on Pilot Knob Road north of the intersection. The left turn lane will be lengthened. Traff c delays will occur for about a week while this work is occurring. Signal loops will be installed in the pavement and some curb work will be completed at each corner of the intersection. We anticipate a few week period when no work will be completed as we await delivery of the signal mast arms. Traffic delays will not occur during this time. As always, the construction schedule may vary due to weather. Traffic Both Pilot Knob Road and Mendota Heights Road will remain open during construction. There will be times when traffic lanes are constricted. While the contractor is performing some of the work, you may encounter a short delay. For the safety of both the construction workers and motorists, we ask for your patience. When will Work be Complete? The contractor is required to have all work completed by August 17. Theft 05-06-07 1054 hours A homeowner reported to Officer Brian Convery that he left his garage door open overnight and found both cars had been gone through during the night. The only thing missing was an owner's manual for a Mercury Sable. No suspect's the victim thought it may have occurred around 2330 hours the night before. Speed 05-06-07 2003 hours Officer Mike Shepard stopped a car for 19 mph over the speed limit on Dodd Road. The driver "Thought it would be okay to speed because no one else was on the road." Interesting thought! He was cited and released. Medical 05-07-07 1928 hours Sergeant Neil Garlock responded to a call for medical assistance at the ball field. An umpire was hit in the head by a flying bat and knocked unconscious. He was transported by Healtheast Ambulance to United Hospital. Parking Complaint 05-08-07 1724 hours Officer Steve Meyer received call of cars parked illegally along Delaware near the high school ball field. Officer Meyer had several game watchers move their cars. Neighbor Dispute 05-08-07 2003 hours Officer Todd Rosse responded to an on going neighbor dispute. Upon arrival, Officer Rosse were shown signs placed in the neighbor's yard facing the caller's house. The signs said "Smile you're on camera," & "We can still see you." Caller is concerned because the cameras may be pointed into their house. Advised the signs were not illegal. This is part of an ongoing dispute for the past two summers. Domestic 05-08-07 2342 hours Officer Tanner Spicer responded to the bar on a stalking/domestic report. The caller had been drinkino. said the ex had her clothes and kens and had hurt her. She advised Officer Spicer that the ex had walked up and poked her in the ear for no reason what so ever and she had done nothing. In checking for witnesses, Officer Spicer located several people who provided a much different story. After determining that the caller was the problem and the real victim didn't want anything done, everyone was advised to go home and leave each other alone. Domestic 05-09-07 0040 hours Caller reported that she was having problems with her boyfriend. Nothing physical going on right now - earlier the boyfriend had choked the caller and threw her into the wall. The two were yelling at each other over the title to a truck. Officer Steve Meyer and Officer arrived on scene and worked to sort out the problem. Eventually the male half was arrested for domestic assault. DUI 05-09-07 0150 hours Caller reported what sounded like a car crash just down from the Moose Country. Officer Tanner Spicer located a man walking away from a one car crash near Sylvandale. Officer Rosse checked the area for further damage and found the driver had also knocked down a road sign. The driver was arrested for drinking and driving. After failing the SFST's, he was arrested and read the MN Implied Consent Advisory. The driver provided a breath sample that revealed a BCA of .17. At its May 1 meeting, the City Council discussed issuing general obligation bonds to purchase the Par 3 Golf Course. Mark Ruff, a financial adviser from Ehlers and Associates, advised the council to issue bonds for $2.81 million, which would be $20,000 more than the amount on the referendum ballot. He said that issuing the bonds for extra money is allowed by state law and would go toward underwriters' fees. He also said it would reduce interest cost of the bond over time, as well as the overall tax impact on taxpayers. "It is not unusual for communities to undertake that step," Ruff said. "We do anticipate that if interest rates hold, we would be lower than what was advertised for tax impact per household." The council also discussed steps that need to be taken for the city to start operating and managing the course. City Administrator Jim Danielson said he will meet with Dave Bergen, manager of the Par 3, as well as the manager of the Burnsville par 3 course to develop a list of things that need to be done. The city needs to consider cash handling and licenses for food service and beer. The city will also need to take a look at repairs and upgrades necessary on the course or in the clubhouse. To determine the future operation of the course, council and city staff will be organizing an ad hoc team. The team will provide the council with recommendations on how to operate and manage the course. Danielson said Jerry Murphy, former long-time manager of Somerset Golf Course, is willing to be on the committee. He said it would also be a good idea to have Bergen on the team. "He's a great resource," Danielson said. Councilmember Jack Vitelli said it is an opportunity for the city to get together a plan for when the city assumes ownership. "We just need some quick ideas. There are a lot of ideas out there, many of which probably have not been exercised by the owners over the past several years," Vitelli said. The city should also meet with the golf leagues to determine what needs to be changed or improved, since they are an important source of revenue for the course, said Mayor John Huber.
