Bill Wolston, editor of the Dakota County "Little Historian", Vice President of Dakota County
Historical Society and resident of Mendota Heights did an article in the January edition of the
"Little Historian" on Mendota Township. (Mendota Heights before it became incorporated). As
part of his article Bill did a chronology page on Mendota Heights' ancestry (see attached). As
you can see by Bill's chronology the area now Mendota Heights was first claimed and owned by
the "Kingdom of France".

Sue McDermott was attending the Annual City Engineer Association Conference this week
where she saw Fire Chief John Maczko and Planning Commissioner Eric Hesse receive the
award for the 2005 Municipal Project of the Year. Their project was construction of Phalen
Boulevard between I -35E and Johnson Parkway in St. Paul. The project was the longest "new"
road to be built in St. Paul in over 40 years.
Last Friday evening was the City's Annual Holiday Party where Commissioners, Council
Members and City Staff all met at the Pool and Yacht Club in an informal get together to talk
about some things other than work. This year there were six of the seven new Commissioners
who showed up to meet their new Counterparts. It was a wonderful event and once again we all
thank Council Member Mary Jean Schneeman for putting it together for us.

Polar Plunge for Minnesota Special Olympics
Officers Jeff VonFeldt and Tanner Spicer raised several hundred
dollars by Dumping in White Sear Lake last Saturday morning.
The Polar Plunge along with the Torch Run is the Special
Olympics primary fund raisers If you're interested in making a

Theft 014 B-06 1330 hours
Victim reported to Sgt Dain Anderson that she had parked her
car in front of Suon Giorno restaurant at 1645 fours the day
before and when she returned 30 minutes later her laptop was
gone. The thief had smashed out the car window and removed
the computer from the back seat. No witnesses no suspects.

Officers assisted the DC Drug Task Force in serving a warrant on
Hwy 1& Two parties were arrested and transported to the UO
Dail. Evidence was seized by the DOTF9 investigation is on going.
Domestic 01-21-06 1922 hours
Sgt Garlock responded to a verbal domestic disturbance call.
Upon arrival he was met by the male half who explained that his
girlfriend was upset with him. The two had started a business
together several years earlier and today he fired his girlfriend.
They were both drinking. Male half agreed to leave.
3Pd Degree DUl 01-21-06 0143 fours
Officer Denise Urmann clocked a car at 51 mph in a 40 mph zone.
In following the car she observed as it crossed the fog line
multiple times. In making contact with the driver it was obvious

that he had been drinking. When Officer Urmann asked for the driver's license and
proof of insurance; she was handed a D/L and Medica Health Insurance card. The
man failed every SFST and was stopped early to prevent him from hurting himself.
His car was impounded and he was brought to the MHPD where he was read the MN
Implied Consent. After some time attempting to make phone calls the party agreed
to provide a breath test. He tested a .18 on the Intoxilyzer. Released to the DC jail.
Crediit Card Fraud 01-22-06 1766 hours
Officer Todd Fosse met with a resident who had received a phone call from the Coon
Rapids Police about her American Express card. The card had been used in several
unusual purchases in Coon Rapids. The caller worked with Officer Rosse to
determine that there were multiple fraudulent charges to her account all over the
metro area. She was directed to the proper agencies to file theft charges. The case
will be referred to the agencies where the fraud took place.
Damage Complaint O1-22-06 2251 hours
Officer Todd Rosse was taking the second report in two weeks about car(s)
smashing into trash cans and driving off. As Officer Rosse was taking the report a
loud crash was heard just down the road. He went to investigate and found smashed
trash can on Hunter Lane. He attempted to track the suspect vehicle but was not
able to find the culprit.
Oat= Ot-22-06 2144 hours
Officer Rosse responded to a call for assistance at Bogey's in Lilydale. A man had
arrived who was so intoxicated he could not stand up. In talking with the man it was
learned that he had driven to the bar. The man nearly passed out several times
while Rosse was speaking with him. He bleu a .268 and was transported to Ramsey
Detox.
Hairsssang, Communications 01-23-06 "1103 hours
W-ficer Eric Petersen received a call to speak with the victim of 20 plus harassing
phone calls. The calls were corning in 24 hours a day. The last call was captured
using the *57 (law enforcement phone trap number). Officer Petersen contacted the
phone company and has made contact with the owner of the phone. Investigation
will continue with the daughter of the phone owner. The case is still open pending
further investigation.
AOA 01-23-06 1823 hours
Sgt John Larrive responded to a request for help from the WSPPD. WSP had
several Officers and Firefighters attempting to secure an out of control male party.
The man was naked and being held down by three WSP Officers when Sgt Larrive
arrived on scene. After several tasings the man was secured and taken into custody.
Sgt Larrive assisted with loading the man into the ambulance and cleared.
Throwing items onto Freeway 01-23-05 2309 hours
Officer Steve Meyer responded to a MSP call of persons throwing items from a mini
van onto 1494. The suspects were throwing computer monitors from the Delaware
Bridge into /�
the
/�ttraffpic lanes of 1494. The suspects were GOA. No injuries reported.

SUBJECT: Pre -Application Meeting Synopsis
Staff met with four potential applicants on Monday, January 23, 2006.
Steve Grittman, Sue McDermott, and Patrick Hollister were present.
Gary Ostberg and hick Davern
Visitation School
Mr. Ostberg and Mr. Gavin met with Staff to discuss Visitation's plans for an additional
accessory structure. Staff determined that the structure would require a Conditional Use
Permit, a Wetlands Permit, and possibly a Variance. Staff provided the gentlemen with
the appropriate materials for these applications. Mr. Ostberg and Mr. Davern intend to
apply in time for the February 2006 Planning Commission meeting.
.Julie Hughes and Steve Hurtz, United Properties
1255 and 1295 Northland Drive
Ms. Hughes and Mr. Hurtz of United Properties met with Staff to discuss their plans for
signage changes for the building at 1285/1295 Northland Drive. This building used to be
occupied by Northland Insurance. United Properties is now marketing the building as a
multi -tenant building and therefore they wish to make modifications to the signage. Staff
determined that some of the changes could proceed directly to the Council for sign permit
authorization, but that a re -location of the monument sign may require a variance if
United Properties wishes to place the sign within required setback. Staff suggested that
United Properties submit the appropriate materials for the ordinance -conforming changes
for the next Council agenda and meet with Staff again when they have determined their
preferred location for the monument sign. If the monument sign proposal requires a
variance, Staff will advise them on how to make the variance application.
Steve Carlson, T -Mobile Wireless
Mr. Carlson is looking for potential locations for two wireless communication antennae
for T -Mobile. Mr. Carlson showed maps of the two "gaps" in coverage that T -Mobile
would like to fill. Staff reviewed with Mr. Carlson the Cell/PCS section of the Zoning
Ordinance and discussed potential sites. Staff explained to Mr. Carlson that any location
would require a Conditional Use Permit. One potential site according to Mr. Carlson
would be on City Hall property, co -located with the Police antenna. Staff referred Mr.
Carlson to the Police Chief to discuss this potential location and invited Mr. Carlson back
to meet with Planning Staff once he had narrowed down his list of possible sites. Mr.
Carlson said that he would do this.
Dale Glowa, United Properties
Commerce Drive
Mr. Glowa met with Staff to discuss a proposed new building on a vacant lot on
Commerce Drive. Mr. Glowa said that the building would not require any variances. Mr.
Glowa added, however that due to the topography of the site and the fact that the parcel is
surrounded on three sides by public streets, it was necessary to place the truck docks in a
location where they will be facing the street. Mr. Glowa acknowledged that the City
prefers to have truck docks hidden from the street, and that United Properties' own
covenants require that they be hidden from the street. Mr. Glowa said that in this case,
hiding the truck docks is not practical. Mr. Glowa said that he will have more detailed
plans for the building in a few weeks. Staff invited Mr. Glowa to meet with us again
when he had more detailed plans. At that time, if the building does not require planning
approvals, Staff will place the building on the Council agenda for building permit
authorization.
