DRAFT PROPERTY MAINTENANCE ORDINANCE
The Planning Commission held a public hearing on the proposed Property Maintenance Ordinance
at their regular meeting on February 22, 2005. Several residents made comments on the proposed
ordinance. The Planning Commission decided to continue the public hearing to their March 30,
2005 meeting and directed City Planner Steve Grittman to incorporate the comments made on
February 22 into a new draft of the ordinance. Mr. Grittman was working on a revised ordinance in
March, but left town for vacation on March 22 before providing it to City Staff. Mr. Grittman was
back in town on March 29, and Staff distributed the revised ordinance to the Planning Commission
at their meeting on March 30. There was only one resident in attendance for the public hearing on
this ordinance on March 30. Both Chair Lorberbaum and Vice-Chair Betlej were excused from the
meeting. The Planning Commission continued the discussion on this ordinance to the April 26,
2005 Planning Commission meeting for final comments and recommendation to the Council. The
Commissioners expressed their intent to move this item forward to the City Council in May.
CITY WINS APPEAL
We were notified this week by John Baker the City’s LMCIT appointed attorney that the Minnesota
State Court orf Appeals had affirmed the City’s decision requiring that the environmental review
process occur prior to allowing the development to move forward on the Pilot Knob Road Project.
YV’s GOING AWAY PARTY
On Thursday afternoon after lunch with her husband and kids, Yvette’s husband brought her back to
City Hall for a surprise going away party (she had told everyone that she didn’t want a party).
There was a crowd of lawyers, staff, council members and a whole group of “oldtimers” that
showed up (Hugo Blackfelner, Larry Mack, Larry Bridger and Roger Plath) to bid her goodbye and
wish her well in her new job at Woodbury. The Mayor made a nice presentation and gave her a
plaque with her shield mounted on it. Yvette told me that she will start work at Woodbury
beginning next Tuesday. (I told her to say hi to Kim).
ECSSATF MEETS WITH EAGAN
The Emergency Communications System Structured Analysis Task Force (ECSSATF) met with
Eagan’s City Manager To m Hedges, Police Chief Kent Therklson and Dispatch Chief Troy Ruby
this Thursday evening to discuss the possibility of Mendota Heights contracting with Eagan in 2006
for radio dispatching. It was a good meeting with both sides learning each other’s current situation.
We provided Eagan officials with copies of our objectives and timelines.
Eagan told us that they did have the capacity to provide the dispatching services for Mendota
Heights and would be interested in doing it . We agreed to prepare a document to give to Eagan that
would list Mendota Heights’s operational needs, give it to Eagan and they would then add their
financial requirements. The ECSSATF will meet with Dakota County representatives next week to
discuss the possibility of Dakota County doing our dispatching.
