2009-09-11 Friday NewsSeptember 11, 2009 F METROPOLITAN AIRPORTS COMMISSIONER McDONALD AT ARC MEETING The Airports Relation Commission was grateful to have MAC Comissioner John McDonald attend the September ARC meeting on Thursday night. Commissioner McDonald, a Mendota Heights resident, was recently appointed to the MAC as a representative for District G, including all of Mendota Heights, Sunfish Lake and a portion of St. Paul. John shared his experience thus far serving on the Commission, and introduced Chad Leqve, with MAC Noise, to talk about the current reconstruction project on the northern parallel, the comprehensive planning process, area navigation procedures and a study of night-time operations which is currently underway. The commission had wide-ranging discussion with Mr. Leqve and Commissioner McDonald, emphasizing the community's concern regarding night time operations, accuracy of the comprehensive plan estimates and concern that a third parallel runway might be considered as a means to increase capacity. R OFFICER CRITTENDEN North St. Paul Police Officer Richard Crittenden, was killed in the line of duty on Wednesday morning. His funeral was on Friday in Maplewood. This coming Wednesday afternoon Dakota County Communications will be sending out messages at a rate of 60,000/hr to the 260,000 phone numbers in Dakota County. This is the first test of their new "Code Red" system where messages can be sent out warning residents of alerts. This was on yesterdays Channel 11 News and will be on again today. The message will also encourage people to register their cell phone and text messaging numbers into the system. September 11, 2009 9/11/2009 f Tie latest r�e�vs fr-v1n tAe M-VP'ata #,eig4ts malice Pe ar1*egt Line of Duty Death On Friday, September 11th 2009, several police officers from the Mendota Heights Police Department will attend the funeral for Officer ' Richard Crittenden of the North Saint Paul Police Department who was killed in the line of duty on Monday morning at 0830. Officer Crittenden �nt was killed as he responded to an OFP (Order for Protection) Violation. The suspect was a violent man with a violent past. When Officer Crittenden responded to this call it was no different than any other call, with no sign of danger at the onset. Police officers train, practice, and prepare for each call for service, with the commitment to save the life of ne a person they most likely have never met; to protect and serve each van ; citizen. The funeral on Friday will be attended by hundreds of law �m enforcement officers, each praying and hoping they may avoid a similar fate on each call, to have the pleasure of speaking with the person whose life they just saved or whom they assisted. The information will only be used for approved emergency ons notices to the public. res Suicidal Female/Crisis Assist 09-04-2009 1958 hrs ,en Sergeants Brian Convery and John Larrive responded to a local address to assist Dakota County Crisis with a possible suicidal rs female. The social worker advised the woman had expressed 'ek suicidal ideation and had even written a suicide note to her ive family. After a lengthy conversation, the social worker decided it Jery would be best to be admitted to the hospital for evaluation. Sgt. Convery, Larrive, and Officer Denise Urmann responded to the address to assist with the transport of the woman to the hospital -1- 9/11/2009 via HealthEast Ambulance where she could continue to seek psychiatric care. DWI Arrest/Possess Drug Paraphernalia 09-06-2009 0115 hrs While working a county wide DWI Saturation in South St Paul, Officer Steve Meyer stopped a motor vehicle for suspected DWI. After making contact it was apparent that he was impaired and he and his brother, the passenger, had been smoking marijuana. The vehicle was searched by Officer Meyer and drug paraphernalia for marijuana was located. The driver was arrested for DWI and possession of the paraphernalia. The brother was also cited for possession of paraphernalia. And then...! The brother called the police department to request the return of his pot pipe, stating he had court papers stating that due to religious beliefs, he was an exception to the law. "Rastafarian's,11 reportedly have an entirely separate set of laws, allowing not only possession of pot pipes, but the smoking of pot as well! Sgt. Neil Garlock informed him that he would have to go to court and will release it with a court order from our attorney. Job Security!! DWI Arrest 09-06-2009 0226 hours Officer Denise Urmann witnessed a vehicle driving on the wrong side of the road and had to avoid the vehicle colliding with her before making a traffic stop on this dangerous motorist. Upon contact with the driver, it was immediately apparent that he was intoxicated. He exhibited all the signs of being impaired and was even unable to do most of the field testing due to the fact that he had trouble standing on his own. He refused to take a preliminary breath test and also did not take any further testing once in custody at the police department. He was arrested for Driving While Impaired and was transported to the Dakota County Jail. Assist Agency - West St Paul PD 09-08-2009 0221 hours Officer Spicer and Sgt. Larrive responded to assist West St Paul PD on a shots fired call. A male suspect fired a shot from either a rifle or shotgun at a residence and left the area. The suspect was known to the residents and a vehicle description, as well as his address, was given. Officer Spicer, along with a Sgt. from South St Paul PD, located the vehicle close to the suspect's address. They initiated a high risk traffic stop where the suspect was taken into custody and no one was injured. West St Paul is handling the investigation while the suspect is a resident at the Dakota County Jail. Great teamwork!! Investigations Follow-up 09-09-2009 Investigator Eric Petersen received information from St Paul PD this week that stolen property from Mendota Heights had been pawned in St Paul. After further investigating and teamwork with Investigator Mario Reyes it was learned that the person who pawned the property is also a suspect in a residential burglary in our city in August. St Paul PD arrested this party on an additional unrelated crime. The party is also on probation by the way, and is currently at the Ramsey County Jail. He now may be willing to provide some information about his activities in Mendota Heights! Save my Kitten! 09-09-09 1500 hours Officers were called on report of a kitten stuck in a drain. Upon arrival, they found the kitten had fallen into a ditch and had "flowed thru" to the other side. However, the child playing with the kitten thought it would be fun to see the action again and was chasing the poor kitten in for a do -over and now the kitten refused to come out. Officers advised the littleguy to leave the kitty alone for awhile. Am ap we prdl Aemcrwf - 2 - DA KOT'\ COMM l_JNIC ATISNS :911 C ENTE=R News Release FOR IMMEDIATE RELEASE Contact: Kent Therkelsen, Executive Director, 651-322-1901 September 9, 2009 FULL TEST OF COMMUNITY NOTIFICATION SYSTEM SCHEDULED FOR SEPTEMBER 16TH ALL RESIDENTS AND BUSINESSES IN DAKOTA COUNTY SHOULD EXPECT A PHONE CALL FROM NEW DCC SYSTEM The Dakota Communications Center (DCC) will put the new "CodeRed" notification system to the test on Wednesday, September 16th, when we deliver a test message to every known phone number in Dakota County. The test is scheduled to begin in mid afternoon and conclude by early evening. The new system, which went on-line September 8th, was installed to help public safety agencies communicate with the public during emergencies. Hazardous materials spills, pandemic warnings, missing children or vulnerable adults are some of the circumstances when the system would be used. "September is National Preparedness Month," said Kent Therkelsen, the DCC executive director, "Which makes this an ideal time for residents and the agencies that protect them, to verify our systems are working as planned. The test will let us know if there are any unforeseen issues we should plan for in the event of a true emergency notification need." While the system contains nearly 260,000 residential and business telephone numbers, residents and businesses are encouraged to self -register their mobile phones, text devices and e-mail addresses before next week's test. The DCC strongly encourages people who rely on mobile phones, have recently moved, have changed phone numbers or those who wish to receive notification by text or e-mail to self -register. Residents can choose more than one way to be notified. Information collected will only be used for emergency notification purposes. During the test, residents and businesses will receive a brief recorded message announcing the test and encouraging self registration of cell phones. People should not call the DCC in response to the test call. Caller ID will display 866-419-5000, which can be called to repeat the recorded message. The system will leave a message on phones equipped with voice mail in the event of no answer. To register or learn more, people may visit the DCC Web site at www.mn-dcc.org and click on the "CodeRed" link. N E W SThe Pipeline ' LETTER Public Works Engineering Code Enforcement September 11, 2009 Public Works The Parks Crew installed camera holders and cameras in the Police holding cells. Brush was hauled away from City Hall and the hockey rink at Friendly Hills Park. The goal mouth was seeded again at Kensington South Park and around the playground equipment at Victoria Highlands Park. Rich watered the plants around the Public Works Garage. He sprayed for broadleaf weeds at Marie Park, Wentworth Park, Ivy Park and Valley Park. The Streets Crew continues to blacktop cracks and potholes on Mendota Heights Road at Dodd Road heading towards Lexington Avenue. They backfilled the curbs on Junction Lane and Chippewa Avenue with black dirt and sod and reinstalled the sprinkler system. It was part timer Mike's last week, who is going back to school, thanks for a doing a good job again!! Engineering The Cherry Hills 2nd Rehabilitation project is receiving a make over. McNamara contracting milled and patched Summit Lane, Victoria Court and Mayfield Heights. They will be milling the Park Place Neighborhood Friday and plan on paving the streets on Monday and Tuesday. McNamara Contracting also repaired a manhole on Lockwood Drive and Mendota Heights Road. Xcel energy will be starting repairs to Mendota Heights Road on Monday. There has been on on-going settlement since they installed a large diameter high pressure gas line. The roundabout at Mendota Heights Road and Visitation Drive continues to be a hot topic around the city. There is a scheduled public hearing on the project on Tuesday night. WSB and Associates will give a presentation as well as Visitation School. Public comments will then be heard and addressed. Staff is working with consultants on the water tower rehabilitation project. Staff received complaints of street light outages in town center. After checking all lights, four were found to be not working. St. Paul Water repaired two water main breaks last week. One on Victoria Road and the other was on William Court.
