2005-09-16 Friday NewsFish School (By Bernie Friel) "CATCH" THE FISHING DERBY ON CABLE TV NDC4 was on the scene filming this year's fishing derby. Teresa Gangelhoff s daughter and niece and nephew are the hosts.. They interviewed Cliff Timm (the fish philanthropist), Scott Seaton the fishing pro, plus more. They also have great shots of all the kids catching over 340 fish at Rogers Lake Park. The show plays on Channel 14 starting this week on Tuesday, Thursday and Saturday at 5:30 and 9:30 p.m. and Wednesday, Friday and Sunday at 7:30 a.m., 11:30 a.m. and 9:30 p.m. The schedule will be repeated next week. SHAWN SILVERA'S FUNERAL Police Chief Mike Aschenbrener and Officers Brian Convery and Bobby Lambert attended Shawn Silver-a's funeral on Monday in Coon Rapids. There were about 1200 police officers at the funeral. There were so many that attended the funeral that everyone could not fit in the church, which held 1200. Forest Lake, Lino Lakes and Anoka County police departments did a processional from the funeral home in Forest Lake to the church in Coon Rapids. The funeral mass lasted 2 %2 hours. The Governor, and Shawn's Chief gave nice eulogies for him along with his family. We all hope that we will never have to deal with a tragedy like this in Mendota Heights. GREENING RESIDENTIAL CONSTRUCTION On Wednesday this week Patrick Hollister attended a presentation on Greening Residential Construction at the West Saint Paul facility of Dodge Nature Center. Roughly 100 people attended the event. The guest speaker was David Johnston, President of What's Working, Inc. Mr. Johnston is a nationally recognized expert in "green building" design. "Green building" is a growing trend in construction and refers to designing and constructing buildings in an environmentally beneficial manner. One example of green building in residential construction would be the reduction of energy consumption through energy -conscious architectural design and selection of building materials. Mr. Johnston said that it is possible to build a "zero -energy home", and that several have been built around the country. A zero -energy home would be a home that uses very little energy, and in fact can "sell" residual energy back to the power company, with the result of "zero" net energy cost on monthly basis. Imagine if your Xcel energy bill each month was $0.00! Patrick still thinks this sounds too good to be true, particularly in Minnesota, but apparently zero -energy homes are being built across the country. Several year's ago Dakota County made a commitment to incorporate green building techniques into all new buildings. The County generally uses the term "sustainable buildings". Patrick has attached information from the Dakota County website on four such buildings, the Northern Service Center, the Thompson Park Center, the Lebanon Hills Visitor Center, and the Empire Transportation Facility, as well as the flyer from Wednesday's seminar,. ARC MEETING This Wednesday evening the ARC Commission held its first televised meeting. Police Chief Mike Aschenbrener and Fire Chief John Maczko were the ARC's speakers and made a presentation to them on the City's Emergency Operations Plan. In their presentation they described what the City's response would be in the event there was a plane that went down in Mendota Heights. Everyone agreed that the Chief's made an excellent presentation! ! ! MHPD Officers worked 84 hours on the grant.. They made 197 traffic stops, cited 7 people for not having a license, arrested one Police person on outstanding warrants, issued 71 seat belt citations, 91 Department speeding warnings, 78 speed citations and sent 6 offenders to jail. The best news is that it is becoming harder and harder to issue a seat belt citation. The men refused to leave their Jeff VonFeldt names but described where they found the wallet at the University of Jenny Fordham Minnesota.. in checking the wallet it had a student ID card for the U of Steven Meyer M. A message was left for the owner. When he picked up the wallet Denise Urmann he was happy to report everything including his cash was still inside. Investigations 2"d Degree DUI 09-10-05 0222 hours Mario Reyes Officers Chad Willson and Denise Urmann responded to a call from an Scott Patrick off-duty St Paul Police Officer.. The officer had spotted a car in the median of Hwy 110 with a drunk leaning on part of the car that was sticking out onto the roadway„ He gave the party a ride to the BP Sergeants station and called in the report. Officer Willson made contact with the Donn Anderson driver who only wanted to be "shown some love.." After failing all Neil Garlock SFST's and confirming with the complainant that this was the driver. John Larrive He was lovingly placed under arrest.. The PBT showed a BAC of ..238.. After being read the MN Implied Consent Advisory the suspect refused Chief to test. The suspect was revoked for a DUI that he had received in Mime August of 2005.. The car was impounded and the drunk driver booked Aschenbrener into the Dakota County Jail.. Loud Music 09-11-05 0026 hours Officer Steve Meyer responded to a loud party call.. Upon arrival he -1- Issue # 09-34 09/16/2005 found a live band playing in a back yard. After a short conversation with the homeowner the band stopped playing.. Garage Burglary 09-12-05 0912 hours Victim reported to Sergeant Donn Anderson that he was missing a set of golf clubs and a Stihl chain saw from the garage. The garage door had been open for extended periods over the weekend. The only clues left on scene was a trail of golf tees leading to the street.. Theft 09-12-05 0853 hours Sergeant Donn Anderson responded to a manufacturing business on a theft of scrap materials„ Over the weekend someone covered the security cameras, cut the locks on the dumpster and stole several thousand pounds of scrap metal„ Investigator Scott Patrick has been assigned to follow up.. Domestic Assault 09-12-05 2350 hours Officer Denise Urmann was requested to meet the victim of an assault at the police department. Upon arrival she was advised that the situation had just occurred at an address on Lexington. Victim reported that her estranged boyfriend had walked in on her and her new boyfriend while they were watching TV. After attempting to start an argument the victim and her new boyfriend started to prepare leave,. As the victim started out the sliding door the ex-boyfriend slammed the door into her head, causing a large egg shaped lump. When officer's returned to the residence the suspect was nowhere to be found„ The apartment had been trashed and notes were left everywhere„ The suspect managed to avoid capture and will be charged by formal complaint. Warrant Arrest 09-13-05 1115 hours Officer Bobby Lambert arrested a party on two active warrants„ The first was a felony warrant for failing to register as a sex offender in Lacrosse WI and the second was a misdemeanor warrant out of Olmstead County.. The arrest was made without incident and the suspect was transported to the Dakota County Jail. Predatory Offender 09-12-05 0900 hours Investigator Mario Reyes received information that a sex offender was living in town and had not registered,. After determining the suspect's residence and name it was learned that he was not a predatory offender and was not required by law to register,. In back tracking the incident it was learned that the man was making inflammatory comments to lead his neighbors to believe he was a bad person.. Several police contacts with the man were located and it was determined from court records that he is / was found to be developmentally delayed„ Callers were advised. Case cleared. Controlled Substance Violation 09-14-05 0133 hours Officer Denise Urmann stopped to check a stalled vehicle on the shoulder of Hwy 110.. As she approached the truck a man came around from the front carrying a gas can and advised that he was traveling down the road and the truck just quit running.. While talking with the suspect Officer Urmann was advised by radio that the license plates were revoked for an alcohol violation. The driver quickly informed her that he bought the truck from the owner because of the DUI and produced the title to prove the purchase.. When she asked to see some ID the driver advised that he had lost it earlier in the day along with his money clip, money and cash card. He was then asked to show proof of insurance.. The driver advised that he did not have insurance on the truck,. At this time he was placed under arrest. Located in the front seat of the truck was methamphetamine and a pipe.. The driver was turned over to the Dakota County Drug Task Force for questioning. He was transported to the Dakota County jail and the car was towed to Southeast. Mare meat reu,&W/ O X/A -2- N E W S LETTER The P'ipeline Public Works ,� �N Engineering September 15 2005 Code Enforcement p „ Public Works With the storm that went through this week, the Parks Crew had to pick up and chip up the downed limbs at Rogers Lake Park, Friendly Hills Park and Ivy Falls Park. They worked on replacing the broken axel on truck 505 and serviced the mowers. Rich cleaned the sanitary sewer lines at Hilltop Road, Valley Curve Road, Arvin Drive and Wachtler Avenue. He did a sanitary sewer inspection for 746 Knollwood. He raised the manhole on the Victoria storm sewer easement. A sanitary sewer line collapsed on Ridge Place, east of Ridge Place and the Wachtler intersection. Northdale Construction was called in to repair it. The Street Crew cleaned catch basins and cleaned up branches and limbs from Monday's storm. They filled potholes on Junction Lane, Kirchner Avenue, View Lane and Butler Avenue. They assisted Rich with emergency locates and removed a couple of sings that would in the way during excavation of the collapsed sanitary sewer line. Code Enforcement A building permit was issued to Manley Brothers for a new home at 1205 Culligan Lane with an estimated cost of $205,000.00. The CAO was approved by the City Council for this permit. A building permit was issued to National Contractors, Inc. for a 1,160 square foot tenant space finish at 720 Main Street, Suite 106. The tenant will be Fantastic Sams. The estimated cost is $3,700.00. Engineering Sue, Tom Olund, and Dave Sorby attended the 2005 APWA International Public Works Congress and Exposition. There were numerous educational topics and roundtable discussion groups that included; Street Sweeping, Street Sweeping Policies, Fueling for the Future, New Diesel Standards Affect Budgets, Owning vs. Leasing Your Equipment, and What's New in Public Works Equipment. The Public Hearing for the Somerset area project is scheduled for the September 20th, City Council meeting. Work is substantially complete with the wear course being completed next year. Steve Grittman and Patrick Hollister were present. Tim Berg, 740 Wentworth Avenue Mr. Berg is interested in subdividing the property at 740 Wentworth Avenue. Staff reviewed with Mr. Berg the requirements for a subdivision and the standards for lots in the R-1 Zone. Staff advised Mr. Berg to draw where he would like the new lot lines and meet with us again for any feedback before making a formal application. Mr. Berg said that he would do this. Elizabeth Polome, 1861 Victoria Road Ms. Polome had built an accessory structure in her back yard without a permit. Code Enforcement had received a complaint from a neighbor and advised her to meet with Planning Staff. Staff told Ms. Polome that the structure would require a Conditional Use Permit and provided her with the appropriate materials for a CUP application. Ms. Polome intends to apply in time for the October 2005 Planning Commission meeting. Tim Dyrhaug and Alden E. Landreville, 1010 Sibley Memorial Highway Mr. Dyrhaug is a contractor for Mr. Landreville, the homeowner at 1010 Sibley Memorial Highway. Mr. Dyrhaug met with Staff to review his application on behalf of the homeowner for a Height Variance and Critical Area Permit for a Driveway Gate. This application will be on the September 27 Planning Commission agenda. Staff told Mr. Dyrhaug that the application is complete and that the application is on the agenda. Dave Carlson, Mendakota Country Club Mr.. Carlson is an architect retained by Mendakota Country Club to design a new expansion of the clubhouse. Mr. Carlson showed his plans to Staff. Staff determined that this expansion would require a Conditional Use Permit and Wetlands Permit and provided him the materials for these applications. Mr. Carlson said that he may apply in time for the October 2005 Planning Commission meeting. Timothy M. Walsh and Jennifer L. Johnson, C&C North America Tuthill Building, Highway 55 Mr. Walsh and Ms. Johnson met with Staff to discuss their plans to purchase the Tuthill building on Highway 55, which is currently for sale, and double the size of the building for C&C North America, a company that makes granite countertops. The bike -ride event is designed to call attention to what the environmental group considers to be good and bad development of land. This year, the areas targeted are mainly examples of good urban planning, said Joshua Houdek, land use and transportation organizer for the Minnesota North Star Chapter of the national organization„ The Sierra Club (i;ttp:/finorths ar sierraclub.org) likes to see a combination of high-density development along with preservation of open space The group is "opposed to auto -centric suburbs that have 4- or 5 -acre plots for every house on it," said Frank Jossi, co- chair of the Sierra Club's land use and transportation committee„ "We're opposed to the kind of development that can't be connected that easily to sewer lines, that has to be on septic tanks, that doesn't create any real community at all„" Development should take place "closer to the city, where you can create transit lines and reduce commuting times," Jossi said. "I think we don't have to sprawl so far.." The 19 -mile bike ride starts at 10 a.m. Saturday on Raspberry Island, below the Wabasha Street Bridge, in downtown St. Paul. It is open to the public for a $15 fee and free to students. Registration is at 9:30 a.m.. Four stops will be made along the way.. The first project to be spotlighted is on St.. Paul's West Side, at a 74 -acre parcel south of the Mississippi River and north of East Fillmore Avenue, between South Robert Street and U.S. 52.. That's the scene of a development controversy, Developer Jerry Trooien wants to build the $1,5 billion Bridges of Saint Paul, which his Web site (http:/,' hebricdgesofsaint.paul.cor t) touts as "a spectacular mixed-use retail, entertainment, residential, and hotel development„ .... "When completed, the project will exceed 2,000,000 square feet with 450,000 square feet of retail space including a major multiscreen cinema complex, restaurants, cafes, shops, 400,000 square feet of world cultural attractions, 335,000 square feet of offices, a hotel and 1,150 residential units.." Some residents are opposed to the proposed building heights, which could rise to 25 to 30 stories along Fillmore Avenue and 10 stories along the river. While the Sierra Club likes to tout development that combines residential, commercial and retail on the same pace, the Minnesota chapter is "not taking an official position" on The Bridges proposal, Houdek said. "We just want to bring attention to the concerns the citizens have about height and footprint." Some, however, do take a position regarding high-density development„ Some residents of Inver Grove Heights, Sunfish Lake and Lake Elmo — among other places — have consistently resisted high-density residential developments, sewage systems or rollbacks on acreage size. A former Sunfish Lake mayor, Francis Tiffany, expressed the sentiment: "We're an island of green space in a burgeoning metropolitan area, We want to keep it that way. We don't want ... higher -density developments." "It's mixed-use development in an area that could have been or would have been another strip mall in the middle of Mendota Heights.. It's creating a new downtown center that's pedestrian friendly for the citizens of northern Dakota County and Mendota Heights." Mixed-use development is an efficient use of land, Houdek said. Unfortunately, Houdek said, communities have all too often opted to zone land for single uses only. "We don't have a lot of mixed-use zoning," Houdek said, noting the preference of cities to create separate residential, commercial and industrial districts.. "That makes creating a community -friendly environment all that more challenging." But Houdek said rising gas prices and growing traffic congestion are helping spur demand for more intensive development so that people are not so dependent on cars. The third stop on the tour is West St.. Our Community Services Division has created a Triage Team of an E&EA worker, Public Health Worker, and Crisis Response Worker to meet with evacuees who are coming to our County for help. This is working very well and we have been able to address the holistic needs of the evacuees. As ,you know, FEMA is not airlifting evacuees to Camp Ripley and each County is assisting families and individuals who are arriving in Minnesota. Typically the evacuees are arriving through assistance of relatives and friends. Starting today there will be State Assistance Center (SAC) opening in St. Paul that is designed to serve arriving evacuees, but Counties are still being encouraged to assist folks who arrive in their Counties. The "added value" of the SAC may be an actual presence of FEMA staff, but this is still unclear. Here are the highlights of our efforts so far: 1) We understand from DHS that so far there have been .58 household evacuees that have registered with FEMA in Dakota County. 2) As of today our Triage Team has met with 12 households that have applied for assistance. These households include 25 adults and 18 children. There are four single adults in this constellation. 3) Everyone is registered with FEMA and we are providing emergency shelter for four households. The other evacuees are temporarily staying with relatives and fiiends. 4) The Triage Team has assisted the evacuees with emergency cash assistance as needed; referrals to local non-profit agencies for food, clothing, and furniture; same day medical attention for emergency medical needs ( in one case an evacuee had a unattended broken leg); same day psychiatric appointments for major' depression and post-traumatic stress (three individuals needed to me seen). 5) The Dakota County CDA has deemed ten Section 8 vouchers to be available for evacuees..
