N.U.R.T. TRAIL NEIGHBORHOOD MEETING
The Dakota County Planning Department invited residents living along Hwy 110 to a 7:00 pm
meeting at South Lane and the frontage road to discuss the proposed trail alignment planned for
construction next year. This trail segment begins at Dodd Road and extends easterly to Delaware
and onto Charlton Road in West Saint Paul. Many residents along the frontage road, along with
Councilmember Ultan Duggan, Mary Jackson of Dakota County Planning, two
consultant/engineers, Guy Kullander, and Town Center developer Ross Fefercorn attended the
meeting, which lasted until 8:45. MnDOT engineers reviewed the trail alignment proposed for
construction between the frontage road and Hwy 110 and recommended that another alignment
on the north side of the frontage road be considered. This, the main topic of conversation at the
meeting, was met by little enthusiasm by the residents who would prefer the trial not be
constructed on their side of the frontage road. The County called this meeting to gather
information from the residents and will use their input and suggestions for preparation of a new
plan that would be acceptable to MnDOT. Residents were assured that they, and other
neighborhood residents, would receive a mailed notice when this item is next discussed by the
City Council.
RELAY FOR LIFE AT SAINT THOMAS ACADEMY JULY 16-17
Mendota Heights Fire Chief John Maczko will be serving as the captain of the Mendota Heights
relay team at this year’s Relay for Life at Saint Thomas Academy from 7:00 pm Friday, July 16
to 7:00 am Saturday, July 17. Please see the attached flyer promoting this worthy event. For

SEVEN PLANNING CASES FOR JULY 6 COUNCIL AGENDA
The Planning Commission, at their regular meeting on Tuesday, June 22, discussed seven
planning applications and referred all seven of them to the City Council with recommendations
for approval. Along with four residential applications, the list includes a Conditional Use Permit
and Wetlands Permit for Mendakota Country Club for a renovation of the 18th hole, a
Conditional Use Permit for a Restaurant for Le Cordon Bleu (Brown College), and a Wetlands
Permit for a sidewalk for Visitation. The Planning Commission also discussed the proposed
Property Maintenance Ordinance and voted to continue discussion to the July Planning
Commission meeting.
PART OF LILYDALE ROAD CLOSED JULY 1-5
Tom Knuth reports that there are signs along Lilydale Road leading from Highway 13 to the
Lilydale Yacht Club indicating that a portion of Lilydale Road will be closed from July 1 to July
5 for roadwork. This relates to Saint Paul’s Festival of Nations and the portion that will be
closed will be between the Yacht Club and Harriet Island.
DAKOTA COUNTY RISK/VULNERABILITY ASSESSMENT
On Tuesday Police Chief Aschenbrener and Guy Kullander attended a Dakota County Mitigation
Planning meeting to review our city maps to check and verify various potential hazards. David
Gisch, Coordinator of Emergency Services asked that cities also identify other potential hazards
in our community and provide documentation to assist the county with preparation of the
mitigation plan that is to be submitted later this year. Cities that do not participate will not be
eligible for FEMA funding for any future disaster or event. The research and data required from
the City is very detailed and must be comprehensive. Additional information will be given the
City Council mid-July.
FLOOD PLAIN MAPS FOR DAKOTA COUNTY
On Tuesday Guy Kullander attended the Dakota County Flood Mapping Coordination Meeting
involving a partnership of Dakota County, the Federal Emergency Management Agency
(FEMA), and the Minnesota Department of Natural Resources to update and digitize the
County's floodplain maps. Flood insurance rate maps (FIRM) that communities currently use are
being updated to a digital format, to eventually be available on the web. The only area in
Mendota Heights in a flood plain is below Hwy 13 in the Fort Snelling State Park. Nevertheless,
because this area is within City limits, the City will need to participate in this new effort and
adopt a Flood Plain Management Ordinance prior to July 2006.
