Another Great Turnout
The citizens of Mendota Heights take great pride
in exercising their right to vote. This election saw
an impressive 88% of registered voters casting
their ballots.
The election ran smoothly for all five precincts.
Our well-trained election judges handled the great
voter turnout, as well as a couple of technical
glitches efficiently and effectively.
Congratulations to Sandra Krebsbach on her re-
election as mayor, to Mike Povolny on his re-
election to city council and to Steve Norton who
was elected to his first term on the city council.
America Recycles Day
November 15, 2012 is America Recycles Day, a
day to raise awareness about how easy it is to re-
cycle. Recycling began as a means to reduce the
amount of trash going into landfills, but has grown
into an industry of it’s own. New markets are
emerging to recycle all sorts of materials. As a
result, it is easier and more cost effective to recy-
cle than ever before. Here are two great re-
sources:
The Recycling Zone is located just down Dodd
Road, south of 494 and north of Yankee Doodle
Road. The Recycling Zone accepts electronics,
fluorescent bulbs, paints, etc. from residents at no
charge. Find out more at www.dakotacounty.us,

Rethinkrecycling.com is a regional resource filled
with information and ideas on recycling at home
and at work. Reduce, reuse, recycle!
Just a Few More Leaves...
Street sweepers have been through the city,
clearing leaves and debris from street gutters.
Please help to keep our storm water system
clean by keeping leaves out of streets and gut-
ters, and disposing of them properly.
Public Works
The Parks Crew brought in the extra trash barrels in the parks from summer
demand. The plows were inspected and a cutting edge installed on truck
503. Lights were also repaired on the plow trucks. Fertilizing the parks was
completed, and they cleaned up the fertilizer spreader and put it away for
winter storage. The lock was repaired on the gate at Pilot Knob. The tennis
nets were taken down for the winter.
The Utilities Crew attended a pesticide applicators license renewal class at
the University of Minnesota arboretum. The class covered pesticide
handling, safety, new regulations and industry trends. The 4” water valve
was changed out at Kensington Park. They assisted the Streets Crew with
blacktop patching.
The Streets Crew did blacktop patching at Kingsley Estates and on
Lexington Court. Pothole patching was done on Rolling Green Curve. They
fixed the cracks on the trail in front of the Lexington Riverside Apartments
as a service to the City of Lilydale. Blacktop patching is complete for the
season and they are now preparing for the snow season. A new sign was
installed at Enterprise and Northland Drives. A new sign post was installed
at Emerson Avenue and Knollwood Lane. The hot box was taken off truck
303. Plows, sanders and wings were installed on the trucks.

City Projects (construction year)
Lemay Lake Road Reconstruction (2012) – The final lift of asphalt has been
placed. Minor punch-list items remain and re-installation of residents’
mailboxes is complete.
Dodd Road/Highway 110 Intersection Pedestrian Improvements (2013) –
Staff has reviewed the 95% design drawings and have provided comments
to the consultant. The consultant is working closely with MnDOT to ensure
design elements meet their standards and requirements. An update for City
Council from the consultant is anticipated in December. Final plans are
anticipated in late fall/early winter with bidding and construction in 2013.

Hunter Lane/Orchard Place Neighborhood Improvements (2013) – Staff is
working on the final design and putting together the final plan set. A
second informational meeting is anticipated over the winter to go over
specific property design issues with affected residents. Final plan
completion is expected in March with construction starting in June 2013.
Crown Point & Overlook Neighborhood Rehabilitations (2013) –Staff is
working on the final design plans. If necessary, a neighborhood open house
will be held over the winter to work out specific design issues with property
owners. Final plans will be prepared anticipating spring 2013 construction.
Lexington Avenue Pedestrian Trail, Hwy 110 to Douglas Avenue (2013) –
Staff is preparing design plans for an overlay project for this trail to be
completed during the summer of 2013. Dakota County has included this
project in their Capital Improvement Plan (CIP) to augment project cost.
The City is responsible for 55% of the construction cost and design services,
and the County will provide 45% of the construction cost.
Other Activities
Lower Mississippi River Watershed Management Organization (LMRWMO) –
Earlier this year, the LMRWMO began a study of the water quality and
possible pollution sources in several lakes including Rogers and Augusta
Lakes in Mendota Heights. They are beginning the second part of the study
which aims to understand the thoughts and visions of community members
and involve them in the plans for improving these lakes. A Community
Conversation Meeting is scheduled for November 15th at the Dakota Lodge
at Thompson County Park in West Saint Paul. The meeting is from 6:30-
8:00pm. For more information about this meeting go to the LMRWMO web

Gun Club Lake Watershed Management Organization (GCLWMO) – The
Public Works Directors from the three member cities of the GCLWMO
(Mendota Heights, Inver Grove Heights, and Eagan) have been discussing
the future governance options for the GCLWMO. The GCLWMO’s Watershed
Management Plan is in need of renewal, and the Board is discussing options
to make the organization more efficient and effective for its member Cities.
Five-Year Infrastructure Plans – Staff is working on updates for the Street
Improvement Plan (SIP) and the Sanitary Sewer Improvement and
Maintenance Plan (SSIMP). Projects within the plans are being prioritized
based on infrastructure need and available resources. The 2013 -2017 plans
will be presented to City Council at the December 4th meeting. Once
acknowledged, the plans will be posted on the City’s web-page.

What’s That Smell? Friday 1445 hours
Caller reported a horrible smell in the driveway. Officer Todd Rosse
arrived and agreed it smelled bad and found several partially decayed
squirrels in a pile in the street. While odd, they didn’t appear to have
been intentionally placed in the street; after all it is open hunting season
on squirrels. Officer Rosse assisted with disposal.
Civil Assist Friday 1722 hours
Officer Shepard responded to a call for assistance with a denied
visitation. Officer Shepard made phone contact with the caller who is
not able to see her kids. The complainant advised the ex‐husband is
upset because she is now living with his former drug dealer. The two
have not sought any guidance or paperwork from the courts the custody
issue. Listened to concerns and determined the call was civil in nature.
Suspicious Light in the Sky Friday 2033 hours
Reporter spotted a strange circle of light in the sky, and no, it wasn’t an
airplane. By the time Officer Todd Rosse arrived, several witnesses were
present; however, the light had mysteriously disappeared! He cleared
the scene. Twenty minutes later, he was called back again to witness the
light, which came back, but then refused to appear for Officer Rosse.
Hmm, mysterious indeed! The caller did have video of the initial
sighting, but the light remained UNIDENTIFIED. No further sightings….
Disturbance Friday 2317 hours
Officer Peyton Fleming responded to a call of a loud party with lots of
cars in the street. Upon arrival found 15‐20 high school drama club kids
having an after‐casting party. They were supervised and agreed to keep
it down.
Crisis Intervention Sunday 1710 hours
Caller report their spouse had just been released from treatment but
had lapsed, reportedly consuming one large bottle of Listerine. After
some intervention by Officer Chad Willson, HealthEast ambulance
transported the man to the hospital.
Damage to Property Sunday 2228 hours
Caller reported that someone had just driven by and smashed

something against his brother’s car. The damage included a smashed‐out rear window on the
victim’s car. The victim managed to write down the suspect’s license plate number as the car
drove past. Officer Peyton Fleming arrived and spoke with both the witness and the victim. A
Summit EPA bottle was taken into evidence. The 17 YOA was located by WSPPD as he arrived
at home. The suspect was brought to MHPD, was interviewed and released to his parents after
admitting to smashing the window. There was apparently no reason for the vandalism.
Warrant Arrest Monday 0930 hours
Officer John Larrive ran an in‐squad computer check on a vehicle license plate which showed
the registered owner to have an ID ONLY. The descriptions matched and the car was stopped.
The driver was the registered owner. Unfortunately, they did have a valid MN license but they
also had a $2400/Body Only arrest warrant out of Hennepin County. Car released to a valid
passenger and the driver was turned over to the Dakota County Jail.
Crisis Monday 1221 hours
Officer John Larrive responded to a family member’s call for help. A 30 year‐old man was
walking down the railroad tracks in hopes of being hit by a train. RR notified. The man was
located via GPS track and was taken to the hospital.
Suspicious Activity Tuesday 0711 hours
Neighbor checking house found a truck running in the garage. Officer Urmann arrived and met
with complainant who had been checking the house for the past week while the owners move
out. The caller had shut off the truck, and shortly after, the homeowner came to the door,
advised they had left it running and they were just getting ready to leave.
Medical Tuesday 1853 hours
Officer Chad Willson responded to the report of a man down at a local restaurant. Enroute he
learned there was a nurse on scene and the man was in and out of consciousness. HealthEast
ambulance arrived on scene shortly after Officer Willson. The man was conscious but
experiencing other symptoms. He was transported by ambulance to the hospital.
Car vs. Deer Wednesday 0124 hours
Officer Peyton Fleming responded to the first report of the day for car vs. deer crash. The deer
was dead; car not drivable. A tow was ordered and MNDOT was notified of the dead deer. The
second car vs deer then occurred at 1820 hours when Officer Chad Willson responded to report
of injured deer laying on Delaware Avenue. The deer was dispatched and a possession tag was
issued to the caller.
Medical Wednesday 1258 hours
Officer John Larrive responded to a woman down in a parking lot. The woman was down with
reports of facial injuries. HealthEast arrived to assist and transport the woman in need of
medical treatment. Unfortunately, the reason for the fall was likely her BAC, which was .171.
Suspicious Activity Wednesday 2310 hours
Caller requested to see an Officer about possible bullet holes in their home. Officer Denise
Urmann arrived on scene where the homeowner pointed out the possible bullet holes. They
advised the neighbors also had the same holes. After inspecting the row of homes with
damage, the homeowners were advised they have a woodpecker problem.

Eagles were spotted in the trees at MHPD. The pair appeared to be protecting
their turf/property, were calling/screaming, either to each other or at the many
crows hovering nearby. It was great to see them so close to our department! In
fact, one was flying over Hwy on Thursday! 110

Patrol Notes…
Deputy Sean Qualy monitored a call from the State Patrol of a car going the wrong
way on Highway 52 near the refinery. A few seconds later, he spotted the car and was
able to get the driver stopped before causing an accident. The driver was found to be
impaired and was arrested for DWI. This was the second call of a wrong-way driver on
Highway 52 that evening. Rosemount PD intercepted the first reported call and found
that driver to also be driving while impaired.
Deputies Amber Hentges and Josh Sannes responded to a medical call at an
apartment. The caller told dispatch he had done “too much cocaine”; like you can take
too little cocaine? The man, not wanting to give away the apartment he was at, met
deputies at the corner of the street.
Providing Resources…
The jail held their fall Resource Fair this past
week, with 36 organizations participating in
the event. As in the past, housing,
employment, health, education, and
chemical dependency were just a few of
the services provided to assisting inmates
after release. A total of 90 inmates
attended the Fair. Inmate Outreach Coordinator Emily Clary organized the event,
as she has since the beginning. Thanks to
all our participating agencies and staff for
their work on this falls event.

Bus-ted…
Members of the DCSO assisted Lakeville Police last week when a bus operated by a
private security firm broke down with 18 prisoners being transported as it travelled
through Minnesota. Sergeant Booker Hodges, along with Deputies Sean Qualy
and Dimitry Vecherkov, located a couple of vans and the inmates were moved over
to the Dakota County Jail until new transportation could be arranged. Needless to say,
transporting 18 unexpected inmates to jail taxed our detention staff, but Sergeant
Hager’s team handled the situation like it was an everyday event. Thanks to
Correctional Corporal Lisa Peterson and Correctional Deputies Mike Curry,
Ryan Fitzhenry, Tchad Guckin, Muhammed Jackson, Tina Tyler, Anna
Kochendorfer, Josh Loahr, Lana Opp, Blair Jones, and Lucio Marquez-Zazueta
for their work on this event.

Congratulations…
Go to Deputy Brian Smidt on selection of “Deputy of the Month.” Over the past
month, Deputy Smidt handled a number of calls including stopping a suspicious car in
front of a store after hours. In speaking with the driver, he noticed that he appeared
to be under the influence of alcohol. Deputy Smidt also noticed a handgun in the
suspect’s pocket, along with drugs in the car. Nice work, Brian!
Condolences…
To the family of former Correctional Deputy Susan Malsom (Nash), who recently
passed away of cancer at the age of 58. A memorial service will be held on Friday,
November9th, from 4:00 to 7:00 p.m., at the Morris-Nilsen Funeral Chapel, 6527
Portland Avenue, Richfield.
