CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA AIRPORT RELATIONS COMMISSION MINUTES September 12, 2012 The regular meeting of the Mendota Heights Airport Relations Commission was held on Wednesday, September 12, 2012 at 7:00 p.m. at 1101 Victoria Curve, Mendota Heights, MN. The following commissioners were present: David Sloan, Kevin Byrnes, William Dunn, Paul Portz, Jim Neuharth, Sally Lorberbaum, Gina Norling and Gretchen Keenan Absent: None Also present: Mark Storo, Ron Sieloff and Jenelle Teppen (Inver Grove Heights) and City Administrator Justin Miller Approval of Minutes Lorberbaum made a motion, seconded by Dunn, to approve the August 8th minutes as approved - all voted in favor. Review of MAC 2013-19 Capital Improvements Plan Miller presented the proposed 2013-19 MAC Capital Improvements Plan and stated that it was similar to the plans presented by Executive Director Jeff Hamiel at his presentation to the commission earlier this year. Norling suggested that it would be helpful if there was a “redlined” version showing how the plan had changed from the previous year. Miller stated that he would ask MAC if such a version exists. Dunn expressed his interest in making sure that there is no small print or reference to a third parallel runway. Future Meeting Topics Sloan indicated that the commission should invite Chad Leqve and Carl Rydeen to a meeting to discuss the new RNAV tracks. It was also suggested that the commission consider holding another televised meeting. Miller indicated that he would contact Leqve and Rydeen to see if they were comfortable with speaking at a televised meeting in November. Acknowledge Receipt of Various Reports/Correspondence The monthly reports for July 2012 were acknowledged and commissioners updated their respective areas of focus. Specifically Norling asked that staff inquire about the increase in 90db+ operations occurring at sensor 23 and to ask about changing the “calm” wind definition in the Runway Use System (RUS). Chart Format Discussion Sloan indicated that he would be discussing a new chart format with Neuharth. His suggestion included looking at “run charts” where the median is used as a basis rather than the mean. The two commissioners will report back at a future meeting. Adjourn Dunn made a motion, seconded by Portz, that the meeting be adjourned. All voted in favor. Meeting adjourned at 8:12 pm. DATE: November 14, 2012 TO: Airport Relations Commission FROM: Justin Miller, City Administrator SUBJECT: PBN/RNAV Discussion Several developments relating to the MSP Airport’s implementation of Precision Based Navigation/Area Navigation have occurred since our last meeting. First, Chad Leqve from MAC and Carl Rydeen from the FAA presented the proposed procedures to the City Council on October 30th. Second, the Noise Oversight Committee will be reviewing, and possibly voting on, the proposed procedures at their November 14th meeting. We will have more information to present to the commission at the meeting since the NOC meeting will be held earlier that same day. DATE: November 14, 2012 TO: Airport Relations Commission FROM: Justin Miller, City Administrator SUBJECT: Invitation to Eagan Meeting with Jeff Hamiel Staff has received the following invitation from the City of Eagan: “On behalf of the Eagan Airport Relations Commission (ARC), I’m extending an early invitation to the Airport Commissions in both Mendota Heights and Inver Grove Heights to the May 8, 2013 Eagan ARC meeting. We have confirmed that Jeff Hamiel will be giving a “State of the Airport” address. I believe Jeff has spoken from time to time to your respective commissions, so if you already have something set up with Jeff for your own city, you can feel free to disregard the invitation. If not, and your commissions would like to attend the May 8 meeting in Eagan, they are more than welcome.” This would be the same night as our regularly scheduled meeting in May 2013, so the commission may want to discuss this invitation. DATE: November 14, 2012 TO: Airport Relations Commission FROM: Justin Miller, City Administrator SUBJECT: 2013 Work Plan Discussion As we near the end of the year, it is time to start thinking about the commission’s 2013 work plan. Attached is the 2012 work plan for the commission’s reference. It would be staff’s recommendation to review the existing plan and use it as the basis for the 2013 ARC work plan. - 1 - Current as of: 12/20/2011 2012 Airport Noise Plan of Action Mendota Heights Airport Relations Commission Mendota Heights City Code (2-4-6) establishes the following powers and duties for the Mendota Heights Airport Relations Commission: A. The Airport Relations Commission shall advise the city council on matters pertaining to airport noise and operations at Minneapolis - St. Paul International Airport (MSP). B. The Airport Relations Commission is expected to monitor proposed rules, procedures and programs which impact the air noise situation within the city and to make recommendations to the city council regarding strategies to mitigate the city's air noise exposure. C. The Airport Relations Commission shall have such other duties and powers as granted by the City Council from time to time. (Ord. 290, 4-20-1993) - 2 - Current as of: 12/20/2011 In an effort to mitigate airport noise in the Mendota Heights community and assure equity of the current runway use system, the Commission has given high priority to the following issues (not in priority order): 1. Participate in noise studies. 2. Develop and strengthen our partnerships with the Metropolitan Airports Commission (MAC), the Federal Aviation Administration (FAA), legislative leaders and other government bodies regarding airport issues. 3. Monitor airport operations to ensure equitable use of runways. 4. Participate in efforts to keep planes in the designated air corridor over Mendota Heights. 5. Maintain active membership in, as well as provide input and dialog to the MSP Noise Oversight Committee (NOC). 6. Monitor implementation of Preference Based Navigation (PBN) procedures. 7. Monitor residential land use in Mendota Heights, particularly developable parcels that may be affected by airport noise. 8. Monitor night time aircraft operations and restrictions. 9. Observe ongoing changes in fleet mix. 10. Provide oversight of 2030 Plan. 11. Provide communications to City Council and residents regarding airport issues, and inform the City Council of pertinent issues. 12. Monitor correspondence and new information on national and international noise mitigation efforts. Monitor national and international airport issues, particularly as they relate to noise. - 3 - Current as of: 12/20/2011 Issue #1: Participate in noise studies. Action Steps: Who: When: • Review and provide input to the MAC when noise studies are completed. Action Steps: Who: When: • Monitor departure operations (such as: % night departures, % total departures, noise monitoring, and complaints). ARC/Staff Monthly • Communicate inequality of runway use. Action Steps: Who: When: • Monitor flight data trends to ensure adherence to the corridor. ARC/Staff As Appropriate • Promote standard instrument departures and final approaches through the use of global positioning satellites to keep planes in the Eagan/Mendota Heights Corridor. ARC Staff As Appropriate Issue #7: Monitor residential land use in Mendota Heights, particularly developable parcels that may be affected by airport noise. Action Steps: Who: When: • Monitor applications for development and redevelopment in airport noise impacted areas. ARC/Staff As Requested • Provide recommendations to the City Council for development rezoning and/or acquisition of these sites. ARC/Staff As Requested • Review all planning application materials submitted within airport noise impact zones.
