Mendota Heights Weekly Report on City Activities
Fire Prevention Open House
The Mendota Heights Fire Department will be
holding their annual Fire Prevention Open
House next Saturday, October 13, 2012 from
10:00 a.m. to 3:00 p.m.
There will be a brief ceremony to honor fallen
firefighters at 10:00, feel free to stop by the fire
hall, located at 2121 Dodd Road, anytime to
tour the station, take a ride on a fire truck, play
games and enjoy treats.
Don't forget to buy a set of tickets for the Fire-
fighters Dance benefitting the Mendota Heights
Fire Relief Association which will be held Satur-
day, November 17, 2012.
End of the Season
The cold weather reminds us that we are at the
end of the summer season. However, many of
us are more excited about the end of the con-
struction season. Completion of the Marie Av-
enue reconstruction project wrapped up this
week, and work on Lemay Lake Road is now
substantially complete.
City engineering staff has done a
fine job of monitoring these pro-
jects, to ensure that they keep
moving forward, despite setbacks
at each job site.
Council Meeting Date Change
Please note that the city council has moved the
first regular meeting in November one week
earlier to avoid meeting on the day of the gen-
eral election. The meeting will be held Tues-
day, October 30, 2012.

Public Works
The Parks Crew repaired the wiring for the sprinkler system at the fire hall and
repaired the sprinkler line at South Kensington Park. Trash barrels that have
rusted out were replaced. Extra picnic tables were moved to Mendakota Park for a
wedding this weekend. Mendakota softball fields were prepared last weekend for
a fund raising tournament.
The Utilities Crew checked all lift station panel heaters to make sure thermostats
were in working order. Everything looked good. Utilities also assisted the Street
Crew with blacktop patching and worked on the MSDS inventory update for all
chemicals at public works.
The Streets Crew finished up blacktop patching on Centre Pointe Blvd, and Centre
Pointe Curve. They started blacktop patching on Dakota Drive. Tom and Rich
helped with the street patching. Tom, George, Tim and Andy attended the St.
Cloud Maintenance Expo in St. Cloud.
Engineering
City Projects (construction year)
Lemay Lake Road Reconstruction (2012) - Initial asphalt placement is
complete. Wear course installation will take place this fall as soil tests prior
to pavement revealed an outstanding foundation for the pavement surface.
The project is substantially complete, and an assessment hearing for the
project is scheduled for the October 16th City Council meeting.
Marie Avenue Rehabilitation (2012) - The project is essentially complete.
An assessment hearing for the project was held at the October 2nd City
Council meeting and the assessment roll was adopted.
Diane Road Neighborhood & Mendota Heights Road Rehabilitations (2012) -
These projects are complete. An assessment hearing for the projects was
held at the October 2nd City Council Meeting and the assessment roll was
adopted.
Dodd Road /Highway 110 Intersection Pedestrian Improvements (2013) -
The consultant is evaluating each proposed safety improvement with MnDOT
to ensure they meet their design requirements. An update at the
September 18th City Council meeting and comments received are being
addressed in the plan set. An additional update from the consultant is
anticipated in December. Final plans are anticipated in late fall /early winter
with bidding and construction in 2013.
Hunter Lane /Orchard Place Neighborhood Improvements (2013) - An
informal neighborhood meeting was held on September 17th at City Hall,
and a formal public hearing was held at the October 2nd City Council
meeting. City Council closed the public hearing on October 2nd, but delayed
a decision on ordering design of the project so staff could come up with
alternatives based on their comments. Discussion of ordering the project
will be on the October 16th City Council agenda.
Crown Point & Overlook Neighborhood Rehabilitations (2013) -A formal
public hearing for the project took place before City Council at their
September 18th meeting. Residents were able to ask questions and have
issues clarified before the project was ordered by the Council. Final plans
will be prepared and bids are anticipated in the spring for 2013 construction.
Other Activities
Saint Paul Regional Water Service (SPRWS) Water Meter Replacements -
SPRWS will be replacing water meters on residences this fall. Residents are
encouraged to contact SPRWS' contractor, Northern Water Works Supply to
schedule a time for their meter replacement. Northern Water Works Supply
can be reached at 1- 888 - 497 -4171, or appointments can be made at their
web page www.nwwsonline.com.
Future Cities Competition - Staff has once again offered to mentor and
assist the middle school teams at Friendly Hills Middle School in the 2012
Future Cities Competition. Each year, the American Society of Civil
Engineers (ASCE) sponsors the competition that asks teams of 5th through
8th graders to conceptually develop a city of the future. Each year has a
specific theme, and this year's theme is "Rethinking Runoff." The teams are
judged on four different products in the competition: a SimCity model of
their city, a scale model of their city, a written report, and an oral
presentation about their city. The actual competition is held in January and
the winners announced at the event. Friendly Hills Middle School has won
various awards in this competition for the past three years, and are in a
position to finish near the top of the competition once again.

Suspicious Activity Thursday 0739 hours
Resident called in a suspicious person parked between their house and the
neighbor's. Officer John Larrive arrived and found a worker just waiting for the
boss to show up so he could get started for the day.
Neighbor Dispute Thursday 0916 hours
As promised last week... The caller in the "You f - - -ing moron" call from
Wednesday arrived at MHPD to file charges related to an incident he reported
in August regarding contact with the neighbor. Sergeant Garlock spoke with
the man and then went to the neighbor's house to discuss the situation. The
neighbor was less than receptive to stopping the bad behavior; however, her
spouse understood that the end result of continuing bad behavior would be jail
and promised to help his spouse "keep the peace." Stay tuned....
Theft Thursday 1059 hours
Electrician on a job site reported that 1000 feet of #10 copper wire was taken
after they left the jobsite. Officer John Larrive responded to the site, where
burglary suspects were arrested earlier in the week.
Dog Poop Friday 1551 hours
Officer John Larrive was called to meet a person at Valley Park about dog poop.
The owner of the dog apparently did not clean up after their dog. When
Officer Larrive arrived he learned that it was the wrong dog owner the person
was attempting to turn in. No contact with dog or owner.
Fireworks Friday 1902 hours
Caller wanted to know if the high school was shooting the cannon again, which
has gone off twice so far. Officer Denise Urmann spoke with the reporting
party, "concerned because the cats and dogs in the neighborhood are doing
summersaults." Advised that the conditions of the permit would be available
at City Hall on Monday.
No M/C Endorsement Saturday 0138 hours
While working radar on the freeway, Officer Mike Shepard heard a group of
motorcycles headed towards him at a high rate of speed. The lead motorcycle
was clocked at 131 mph in a 55 mph zone. The slowest bike was clocked at 98
mph. The group exited on Hwy 110 and headed west. Unfortunately for them
a MN State Trooper was on Hwy 110. He stopped the first two bikes in the
group as Officer Shepard caught up and stopped the slowest three. All five
were cited for speeding and one for driving at night on the freeway with only a
motorcycle instruction permit.
Damage to Property Saturday 0201 hours
Employee of a local bar flagged down Officer Denise Urmann as she drove by
to report a broken planter. Officer Urmann found a witness to the damage
who identified the car the suspect left in; management was reviewing video to
see if they captured any useable information on the video.

M/C Crash Saturday 1737 hours
Officers Willson and Shepard responded to a motorcycle down in the ditch near the scenic overlook on
old Hwy 13. The caller reported the driver was telling them they were okay. The driver walked off down
the path. Officer Willson checked the M/C and found it was clear and the owner had an endorsement.
Fire Danger Saturday 1816 hours
Party stopped at MHPD to discuss the size of the fire pit at the historic site in Mendota. Officer Mike
Shepard met with the person who described the MN Historical Society property in MN and their
concerns. The fire pit is located near the Sibley and DuPuis houses just the east of St. Peter's Church.
They asked Officer Shepard to meet with the parties about proper fire safety.
Recreational Fire Saturday 2321 hours
Caller complained (many times this summer) about the neighbor having a recreational fire in a portable
fire pit. The fire has been burning since 1700 and that is enough. The fire was out when Officer Urmann
arrived on scene in response to the call.
Strange Behavior Sunday 1842 hours
Caller reported a female walking along side of Hwy 110 wearing only underwear /bathing suit. She also
appeared disheveled. Officer Patrick checked the area no disheveled persons walking around in
underwear or swimsuits.
Smashing Pumpkins Sunday 2014 hours
Caller reported that kids just smashed pumpkins and threw tomato soup in her driveway. Officer Mike
Shepard responded to the call and found no damage other than a mess. The kids were not seen during
the pumpkin smashing incident. No suspects.
Eggs / Tomatoes / Airsoft / Cars Sunday 2254 hours
Officer Denise Urmann spotted a car travelling a residential neighborhood at a high rate of speed. The
car was stopped and the occupants were all identified as local high school students. They were engaged
in some class warfare. Two car loads of kids were chasing each other around smashing eggs, tomatoes
and shooting airsoft guns at each other. All were warned about the potential bad outcomes of
continuing the activity during the week. The driver was cited for a stop sign violation.
Suspicious Activity Monday 0120 hours
A HealthEast Paramedic Supervisor called to report a man sleeping behind the fire hall. Officer Mike
Shepard arrived to find the man was just awakened by the sprinklers. He was riding his bike from Fargo
to Rochester. On his way with no incident.
Permit to Carry Violation Tuesday 2350 hours
Officer Mike Shepard stopped a pickup truck for traveling 93 mph in a 55 mph zone. The extremely
intoxicated passenger interrupted the conversation with the driver repeatedly, and eventually the man
told him that he had gun on him. After back -up arrived, the loaded gun was taken into custody as was
the very drunk passenger. He blew a .24 on the PBT; thankfully the driver blew .000, and the man was
brought to MHPD offered an evidentiary test as it is a crime to carry a weapon while intoxicated. They
also found he had an active warrant for his arrest out of Chisago County. To make matters worse, while
the man did produce an Arizona permit to carry, officers soon learned an AZ permit to carry was not
recognized in MN. To make matters worse, he was found (after some identity issues) to have felony
conviction — yet another criminal element. The man was taken to jail and was formally charged with
multiple weapons violations.
Theft Wednesday 1319 hours
Officer Lambert took a report from a business regarding suspected theft caught on the company
surveillance tapes. The business determined with the Officer Lamberts guidance to monitor the
situation closely and report any further activity. That evening, around 2100 hours, Officer Shepard and
Officer Rosse received a call from the business of activity in progress. Upon receiving the information
and talking with the reporting parties, two parties were eventually caught in the act with the stolen
goods in their vehicle and taken into custody. Both were jailed and charges pending.

Gas Drive off Wednesday 1611 hours
Officer Bobby Lambert responded to a local gas station after a blue Cadillac DeVille drove off without
paying for $50.01 gas. The thief is described as a W /M, 6', and 180 lbs. with short brown hair. The
license plate provided MN #TWV156 didn't come back to a Cadillac. The car also had a gray passenger
fender.
Crisis Wednesday 1855 hours
Officers Rosse and Shepard responded to a group home on a diabetic reaction. By the time they arrived
on scene dispatch had updated the call to reflect an attempted suicide. The victim was very lethargic
but conscious and able to speak. It was learned during a brief conversation that this was in fact an
attempt to commit suicide. Staff and paramedics handled the counseling portion while a 72 hour health
and welfare hold was completed. The party was transported to Regions Hospital.

Thank You for Your Service...
Special Duty Deputy Kevin Henriksen announced
his retirement after over 32 years of service to the
DCSO. Kevin began his career as a dispatcher on
September 16, 1980. During his tenure Kevin
served in a number of assignments, including court
security, transport, patrol and, for the past ten years,
as a Special Duty Deputy in the Civil Division. Kevin
is a second generation law enforcement officer,
following his father, Don, who is a retired Hastings
Police Sergeant. Kevin is known for his hard work
and dedicated service as well as being pretty skilled
in picking fantasy football teams. A gathering will
be held in his honor on November 30th. Thank you
for all you have done for the DCSO.
In Tribute...
Dakota County Explorer Lucas Lorentz recently
received from the Northern Star Council the Willy Lee Bjorge Law Enforcement
Scholarship Award. The award was named in honor of Willy Bjorge, son of Retired
Commander B.J. and Kate Bjorge. Willy was an avid member of the Scouts until
he died suddenly in a car
accident in 2002.

Deputy Bryan Wagner was also sworn in as a deputy sheriff on September 17th,
and Correctional Deputy George Castillo began work that day as well.
A formal swearing in ceremony is being planned for all of our recently hired
employees.

Congratulations...
Correctional Corporal Julienne Oppong officially became an American Citizen on
September 25th. Julienne, a member of the DCSO since 2008, has been a permanent
resident in the United States for the past 11 years after leaving her native Liberia.
She was one of 1,500 individuals from 93 countries taking the Oath of Citizenship on
Tuesday.
A Canine Rescue...
Deputies responded to a
reported structure fire in
Vermillion Township. On
their arrival, they found a
garage fully engulfed and the
fire closing in on two propane
tanks and a gas tanker. In
close proximity was a
boarding kennel holding 25
dogs. Deputies began
removing the dogs from the
building. The rescue was
successful and no dogs were
lost. Several area fire departments responded to extinguish the blaze. Nice job goes
to Sergeant Booker Hodges and Deputies Bryan Hermerding, Sean Qualy,
Bryce Schuenke, Mike Fendrick, and Bruce Lohmann.
Oh, Deer...
One of the least -liked jobs for law enforcement is "dispatching" injured deer after
they are struck by a car. Last week we received just that call. Several motorists
called regarding an injured deer and a deputy responded. The deer was located along
the roadside sitting upright, but injured. After taking care of the animal he requested
it be picked up for disposal. Evidently that part of the message did not get forwarded.
The next day motorists called regarding an injured deer along the same stretch of
roadway. A second deputy, not aware of the call from the previous day, responded
to the area. He located the deer sitting upright and looking life -like. Not wanting
the animal to suffer any longer, he "dispatched" the deer, but immediately noticed it
did not move. Upon closer inspection, they could see the "issue" had already been
resolved. As all cops do, they looked around hoping no one saw them and left.
Unfortunately, we found out!
