Hopefully you can carve some time out of your own busy schedules to stop by the Mendota Heights Parks Celebration, and the 150th celebration events. It kicks off Friday night with live music at the Village, followed by a live telecast of the Twins versus Seattle on the big screen in the park. Saturday will feature a 5K walk/run at the Village, tons of fun at Mendakota Park from 12-3 and special events at Sibley High School, including a parade, a first class debate and more! CM Duggan invites any Commissioners who want to be in the School's parade to show up at The Village around 4 PM. Breakfast with the Legislators Council Members Schneeman and Krebsbach along with Jake attended the annual "Eggs Fand Issues" event put on by the Chamber of Commerce. The event featured our local legis- lators and their views on the recently concluded legislative session. Eight legislators were able to attend,, including Representative Rick Hansen. As expected, there was a clear em- phasis on taxes and job creation. MJ, Sandra and Jake all appreciated Rep. Hansen's focus on the long term impacts of decisions (expenditures and taxes) while some of the legisla- tors started bickering along party lines. It was a great turnout - both in terms of legislators and crowd - it was especially nice to see Planning Commission Chair Joe Lally represent- ing Delta Dental as a sponser for the event. D Visitation School Roundabout ACity staff has been working with the staffs of Visitation School and St Thomas Academy to %.1 try and solve a traffic problem on Mendota Heights Road, and the preferred solution that Y they have arrived at is to install a roundabout on Mendota Heights Road at its intersection with Visitation Drive. Staff met with representatives from the Visitation School on Wednes- day morning to discuss the timeline for the project. It is anticipated that on June 12�, the State Transportation Improvement Plan (STIP) will be amended to include $310,000.00 of American Recovery and Reinvestment Act (ARRA) funds for the Visitation roundabout project. The remaining $90,000.00 of the $400,000.00 construction cost estimate, as well as the design fees, are to be shared by Visitation school ($25,000.00), Saint Thomas Academy ($20,000.00), and the City out of our State -Aid account. It is the desire of the school to construct the roundabout in 2009, knowing that the construc- tion will have to take place during the beginning of the school year. Federal design and Wcontract award requirements will prevent award of the project to a construction contractor until at least mid-August. The school desires a temporary access be provided to the school parking lot from Lake Drive during the construction. Visitation Drive is the only access Spoint to the school, and school officials believe the construction will inhibit sufficient ac- cess to the school. Staff is verifying with MnDOT if temporary accesses are allowed under the Federal funding rules for ARRA Funds. Further checking revealed the girls were reportedly on their way to a friend's house; Sergeant Convery gave them a ride home instead. Upon arrival at both homes, he learned neither mother was even aware their daughter was out. Citations were issued for juvenile curfew violations. Harassment O5/25/O91353hours Officer Urmenntook ereport from the above assault victim, who informed Officer Urmannthat her baby's daddy's wife (?) was calling her and harassing her about arresting the suspect. Then, the suspect of the harassment called and reported the victim was harassing her eswell. Investigator Petersen followed up on the situation and further learned the altercation involved the whereabouts of vehicle. Investigator Petersen advised the two women to simply not call or accept phone calls from each other; the h| \ owner was also advised on how to handle searching for the missing vehicle. Case Closed. Car vs. Bicycle 05/28/09 at 0753 hours Officer Roaae responded to an intersection where a car vs. bicycle address had occurred. The bicyclist was taken to the hospital after sustaining some significant irjuriee, as did his bike. After investigating the soene, interviewing several witnesses and discussing the incident with the vehicle driver. OfficerRomse determined the bicycle was hit while in the cross wa|k, over halfway thru the intersection. The driver reportedly did not see the bicyclist before he made his turn, and while turning, had cut the corner too close and hit the bicyclist. A citation was issued to the driver and insurance information was exchanged between parties. Suicide Threat, 05/28/09 1512 hours Officer Urmann responded to e local business to speak with a discouraged employee who thought the solution to his problems would be to end his life. The employee admitted he was off his medication and was depressed. Officer Urmann encouraged him to contact his mental health professional and was given a crisis information card. Officer cleared without further incident. Juvenile out of Control 05/27/09 1300 hours Officers Fordham and Meyer. while on duty at the sohoo|, assisted with a student who was walking the ha||o, yelling profanities. The student was yelling at the teacher and fellow students and soon left the building on foot. She was soon located and her parents were notified for further assistance and intervention. A citation was also issued to the juvenile for Disorderly Conduct. Dog Complaint 05/29/09 1629 hours Officer Lambert followed up on a citizen report of a neighbor dog jumping over a fence and into their yard, snarling edhim. A picture had been taken of the dog. Upon speaking with the dog's owner, it was learned the situation was already being handled by the owner and the dog, a repeat offender, was going to be euthanized.Case closed. Minor Consumption incidents 6/2/09 /tmust be that time of year. On 8/2/08. both Officer Moyer and Officer Shepard issued Underage Consumption citations. Officer Meyer's citation was issued to an inebriated juvenile reportedly walking home. Officer Shepard issued his citation to oyoung man who thought he could evade Officer Shepard in his motor vehicle and tried to 'lose him'while making sharp turns and driving very fast. |tdidn'tvvork— the driver apprehended and after first |ying, finally admitted to drinking, which o PBT confirmed. Thefts from Vehicles, 6/3 -6/4UU9 Officers in Mendota Heights and West St Paul were very busy on 8/4 and 8/5, taking reports in random areas throughout both cities from victims of vehicle thefts. Nearly all the vehicles were left un/ooked, and many high dollar items were stolen from these vehicles, including ooeh, preaents, valuables, etc. Not only did officers take reports from viotims, but they were kept just as busy recovering property that had been strewn randomly throughout the city. Citizens and victims alike were calling each other and the officers to update them on the return of recovered ertio|es, including empty wallets, driver's licenses and even some credit cards. It was a huge mess, overall. Dirt was hauled to Hastrom King Park where construction work was done. A sprinkler line was repaired at City Hall. Sprinkler heads were replaced at Kensington Park South. They worked on preparing Mendakota Park for Saturday's park celebration. Rich watered trees. He sprayed right-of-ways with roundup (a total weed killer) for the Streets Crew. He checked the 2009 mill and overlay area manholes and found 18 needing ring work. Tree roots were cut on Pontiac Place and Decorah Lane. Nick Williams, Rich's summer helper, started. The Streets Crew dug up a storm basin on Medallion Drive. They made up forms to hold it in place and mudded it up. The storm sewer was dug up on Northland Drive and bricked up under the basin. Blacktopping was done on Medallion Drive. New street signs were put up on Decorah Lane, Apache Street and the yield signs were also replaced. Dodd Road/Highway 110 Pedestrian Feasibility Study - The consultant is compiling information for the Metropolitan Council Transportation Enhancement grant application. The application is due June 15th 2009 Road Rehabilitation Project (Cherry Hills 2nd) - The project has been advertised and Construction Plans are available for contractors to review. Bid opening will be on June 10th at 10:00am at City Hall, and the contract award is anticipated for the June 16th Council Meeting. Highway 55 & Mendota Heights Road Intersection - The consultant has begun preparing the preliminary plans for the intersection improvement. The geotechnical (soil) analysis contract was approved by Council on June 2nd, and the consultant will be in the field taking soil samples next week. We have been notified by MnDOT that our cooperative agreement share has slipped 1 fiscal year to FY2011. The $424,841.00 grant for construction was originally scheduled for FY2010, but due to budgetary constraints, the funding was moved out one more year. This change in funding year should not impact our design efforts, and will actually benefit the City in the ability to fund the design and the remaining balance of the construction project out of out State -Aid account. A copy of the MnDOT notification is attached. 790 RidgePlace - Staff served notice to the property owner at 790 Ridge Place that her fence was constructed in violation of conditions as part of her 2005 Conditional Use Permit approval for the fence. Staff informed the property owner that she is welcome to re -apply for a new CUP and that the remaining fence can stay in place until the new approval process is completed. If the property owner does not make application for a new CUP by July 6th, the existing fence is ordered to be removed by July 7th. 694 Ocala Lane - Staff served notice to the property owner at 694 Ocala Lane that the pergola style lean-to shelter on the northwest side of his house was to be removed by June 15th. At the October 21St, 2008 Council meeting, Council denied a side yard setback variance application from the property owner and ordered the structure be removed by December 31St, 2008. As of June 3rd, 2009, the structure was still standing. Staff will update Council on the status of this removal at the June 16th meeting. Callahan Place Reconstruction - The contractor returned to Callahan Place this past week to finish landscape and to place the wear course of asphalt on the road. There are minor, punch -list style items that still need to be completed, but it is anticipated the project will be at substantial completion by the fall. 2009 Crackseal and Sealcoat Program - The contractor has begun cracksealing and is anticipating proceeding with sealcoating (chip seal) next week. The communities, businesses and residents in the West St. Paul -Mendota Heights -Eagan School District are throwing the district a 150th Anniversary Party starting at 3:30 p.m. Saturday, June 6. at Henry Sibley High School, 1897 Delaware Ave., Mendota Heights. "What impresses me about this event is that it's being thrown for the district for the community," said Cori Morse, adult programs coordinator for the district's community education department. "It's privately -funded with a very small budget," said Ultan Duggan, a Mendota Heights City Council member who is also part of the organizing committee for the anniversary. A group of volunteers has been working for the past year to get residents and businesses interested in the event. Because the district is already in a tight spot financially, the group has worked to gain support from the community. The celebration will center around a community picnic on the south lawn of Henry Sibley High School. Anyone interested is invited to bring their own blankets and picnic baskets. "That's the old-fashioned way," said Morse. "It should be a good chance to see staff and neighbors and former classmates." Stores at The Village at Mendota Heights, just east of the high school will also have food items for sale and extra parking. "We're hoping that it will be an old-fashioned picnic and people will sit down on blankets and visit with each other," said Duggan. Mendota Heights is also having its annual parks celebration starting at noon on the same day, with the hope of attracting people to both events. The kickoff event will bring attendees back in history. An old-fashioned baseball game will be played on the lower lawn of Henry Sibley High School. Players will wear uniforms from the 1800s during the game. Given the nature of the celebration, attendees are welcome to wear vintage clothing specific to any period in the district's history. A parade begins at 4 p.m. will feature cars from all eras, as well and a horse and buggy from the nearby Dodge Nature Center. The Henry Sibley band will also be performing in the parade and children from the district elementary schools will be walking in it. "I think the parade will certainly be interesting," said Morse. The picnic will also feature a number of games. Students in each elementary school class will have a chance to compete against each other in games such as sack races and wheelbarrow races. There will be entertainment during the picnic including musical performances and a debate between past and current Henry Sibley debate team members. There will also be a history display with items that the district has been collecting over the past few years, with special help from resident Belina Reisman. Some items date back to the 1850s. There's a good possibility the celebration will end with a fireworks display, as the details and funding were still being worked out as of press time, said Duggan. "If we have 1,500 people saying hello to each other, that would be fantastic," Duggan said. "We're celebrating the continuity of an education system, and a pretty good one at that." We also applaud the district's decision to make the meetings available on the district's website the day after the meeting. While it would be nice if residents could view the meetings live via the Internet, it's understandable that the district chose to forego the service at an initial cost of $10,000. The district is in a difficult financial situation right now, but if things get better for the district's books or the service becomes less expensive, we would encourage this as well. All things considered, this is a great deal for residents, as the district will spend a maximum of $2,000 to bring meetings into district residents' homes. - Sun Down - To the West St. Paul -Mendota Heights -Eagan School Board for deciding not to record monthly work sessions. The board decided at a previous meeting to conduct monthly work sessions to discuss items at length before bringing them to a regular business meeting. No formal action can be taken at these public meetings. However, our experience in other districts and cities notes that in many cases, items receive more thorough discussions during these meetings than during actual city council or school board meetings. The district is not alone in not recording these meetings. Some boards do, some don't. But with many board members trumpeting the horn of transparency, it's curious that they would elect not to capture these important meetings on video. A community event is planned June 6 to conclude the school's year- long celebration. In 1858, Minnesota became the 32nd state in the union. And in about the time it takes to say "readin writin' and 'rithmetic,"' the newly -established state had its first schools. Throughout the 2008-09 school year, ISD 197 has been celebrating 150 years of education in the region. In honor of the sesquicentennial, last fall the ISD 197 community built an old-fashioned schoolhouse, which now serves as the new ticket booth at Matson Field in West St. Paul. The district will conclude its yearlong celebration, titled, "Proud Past, Bold Future," with a day of festivities following the city's park celebration beginning at noon on Saturday, June 6 in Mendakota Park, and moving to Henry Sibley High School at 3:30 p.m. "It is a moment to step back and kind of reflect that before the state was a state, there were schools here, and kids were being educated," said Superintendent Jay Haugen. "There's just such a long history and tradition of that." One of the first Rural schools in Mendota and Eagan townships, in Mendota village and Lilydale, were among the state's first educational institutions. The more -urban schools in West St. Paul were part of District 3. The school districts consolidated in 1949, and these schools and portions of Inver Grove Heights' District 8 and District 12 in Eagan became District 2. The district's identity changed to 197 in 1957. One of the district's founders was Samuel Staples (1831-1911). He moved from Maine to St. Paul in 1852, and in 1853 claimed land on Dodd Road. His sons Charles and George attended school in what would be ISD 197; they later became school board members. According to his obituary, Charles (1856-1932) served in the Minnesota State Legislature for eight years and was a member of the school board for 28 years. George (1858-1944) served as the director of the District 5 school board for 29 years. Community -driven Two of the event's planners, Ultan Duggan and Ralph Dumond, said they faced a cautious school board, wary of spending money on a party in the current economy, as well as the challenge of coordinating between multiple cities encompassed by the district. So, they offered the district a "totally volunteer, community -driven celebration," as Duggan put it. "There was concern at both the school board and district level, and we understood that when we came on board," said Dumond. "We simply enjoyed putting it together," he added. The almost $2,000 raised so far to pay for advertising materials, porta-potties and police patrol came from individual and business donations, said Duggan. If fundraising finishes strong in the final week of planning, he said they may be able to arrange for a fireworks display. "We're not daunted," said Duggan. "We're just going forward -- it will be what it will be." The state of Minnesota provides no licensing program for massage therapists, leaving individual cities to determine what the bar is, if any, for allowing therapeutic massage operations into the community. The council members were concerned that allowing in businesses without an update to city ordinances could allow a "seedy operation" with sexually oriented business practices into the city limits. Formerly, massage was only allowed at a licensed medical center. A city license will allow permitted enterprises to move into any neighborhood business zone. Kimberly Lent moved her business, Relax n Tan, from Inver Grove Heights to the Village at Mendota Heights in April. The Inver Grove Heights location provided massage therapy as well as tanning, and she said with the new ordinance her massage therapists will be able to practice in the new location. Ross Fefercorn, the owner of the retail development of which Relax n Tan is a tenant, addressed the Council May 6. He owns a handful of commercial centers throughout the Twin Cities and has worked with massage therapy tenants in the past. It's a growing industry and the Relax n Tan is a successful business model, Fefercorn said. "I don't think I could have developed Mendota Village without massage therapy at least once a month," he said lightheartedly. The license requires an application, background checks, a minimum 100 hours of training and submission to compliance checks by the police department. Refusing a compliance check, alcohol and drug use on the premise or while practicing massage therapy, and a felony conviction within the past five years are all grounds for denial, revocation or suspension of the license. Police chief Mike Aschenbrener was involved in drafting the new language. Granting a license would be unlikely to prevent misdemeanor crime, but could prevent felony -level sexually related crime, said Aschenbrener. Multiple schools in the Twin Cities area provide certification for massage therapists, including nearby Brown College. Council member Sandra Krebsbach voted against the ordinance. She said she had requested that the ordinance require a threshold of training that would qualify treatment for medical insurance reimbursement, but the city's staff did not determine that threshold.
