City of Mendota Heights Weekly Update
State of the City Address
Please join us Tuesday morning, February 9, 2016 as Mayor Sandra Krebsbach
provides the State of the City Address. Hosted by the Chamber of Commerce, this
event is open to all businesses and residents. The State of the City Address will be
held at City Hall, starting at 7:30 a.m.
Airport Relations Commission Open House
The Airport Relations Commission (ARC) invites you to an Open House on Wednes-
day, March 9th. The Open House will be held at Mendota Heights City Hall begin-
ning at 7 p.m. Representatives from the Metropolitan Airports Commission (MAC)
and the Federal Aviation Administration (FAA) will be joining ARC to talk about is-
sues of interest to Mendota Heights residents. The agenda will include a discussion
on airport noise, a remodeling update for Terminals 1 and 2, and an overview of
MSP's economic impact for the region.
Winter Activities at the Par 3
Looking to try a new winter activity? Stop by
. the clubhouse at the Mendota Heights Par 3 to
check out a fat tire bike or a pair of snowshoes.
The bikes can be adjusted for youth and adults.
Snowshoes sizes are available for youth and
adults. The clubhouse is open on Saturdays
and Sundays this winter from 10:00 a.m. to
3:00 p.m. Visitors will have a place to take a
break and enjoy a hot beverage.
2016 Paint-A-Thon
The Metro Paint-A-Thon helps seniors and people with
physical disabilities continue to live independently in their
own homes. Volunteer teams are formed to assist in
repainting the exterior of selected homes. Applications are
being accepting through April 14, 2016. For additional

The Parks Crew emptied the trash barrels in the parks daily. They continue
to sweep and flood the rinks. They plowed the pedways and parking lots.
They serviced the plow truck and summer equipment. Repair work was
done on the plow truck.
The Utilities Crew checked the lift station daily. The pump lifting hooks were
changed out at the main lift station. The portable generator was exercised.
He assisted the Parks Crew with sweeping the rinks. The main lift wet well
was cleaned and vacuumed. There was a lot of grease and "flushable"
wipes in there.
The Streets Crew plowed and salted streets this week with the 1" snowfall.
The plow trucks were dumped of the salt, then washed and steamed
cleaned. The wings and sanders were greased. Cutting edges were welded
on the parks V plow. The cat loader was washed. Truck 301 was waxed.
They did housekeeping and straightening up in the shop.

City Projects (construction year) New Information in Italics
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/20151 - A new pedestrian ramp at Stratford and Victoria will be
installed in the spring. Staff is working with an adjacent property owner on
potential drainage modifications to be completed in the spring.
Mendota Road Neighborhood Improvements (2016) - A second
neighborhood meeting to go over design issues specific to individual
property owners is anticipated in February. The project is expected to be
bid in March 2016. Project will consist of reconstructing Mendota Road
(Hwy 110 Frontage Road) from Delaware Avenue to Oak Street, and
rehabilitating Warrior Drive, High Ridge Circle, and Sibley Court.
County Proiects New Information in Italics
Highway 110 Greenway Trail Crossing (2017) -The County will be
recommending a modified, custom box culvert as the preferred underpass
crossing alternative for the project. The County Board, ultimately will select
the structure type for the project to move forward. County Board will hear
the recommendation at their February 2„d meeting. If approved, the
pedestrian crossing project would be constructed with MnDOT's
rehabilitation project for Highway 110 in 2017.
Traffic Signal Improvements: I-494 & Pilot Knob Road (2016) - Staff
reviewed plans for the signal modification project and provided comments to
the County. The project will replace the existing signal with a new one,
including the "flashing yellow" left turn signal from Pilot Knob Road onto the
I-494 on -ramps. Construction is anticipated to begin in July.
State Projects New Information in Italics
Highway 13 Slope Repair (2015-2016 - MnDOT has granted a permit to
temporarily close Highway 13 between the Ivy Falls Bridge and Sylvandale
Road in conjunction with a slope repair project being accomplished by a
private property owner. This is not a City or State driven project. The
contractor on the proiect is estimating Highway 13 to re -open by
January 25th. Additional work will need to be completed in the spring.
MnDOT directed the contractor not to commence with work until June -
after school is done for the year. In June of 2014, bluff slopes in this area
failed during a large rain storm. The repair project is intended to restore
and stabilize the bluff slope by constructing a retaining wall and
revegetating the slope. The posted detour route takes traffic along Dodd
Road, Wentworth Avenue and Wachtler Avenue. See the City Web Page for
a detour route map.
Highway 110 Rehabilitation (2017) - MnDOT will be requesting Local
Government Concurrence from Mendota Heights for on this project at a City
Council meeting sometime in February. MnDOT staff is currently working on
easement identification and right-of-way issues. They are also developing a
construction schedule that may include one-way highway closures during
construction. This project will resurface Highway 110 between I -35E and I-
494, including drainage improvements. Several access changes and turn
lane extensions are proposed with the project, including changes to
accesses across the median as well as closing the right-in/right-out to the
east of Lexington Avenue. For more information about this project, contact

Highway 149 (Dodd Road) Rehabilitation (20181 - This project will replace
the pavement surface of Highway 149 from I-494 north to West 7th Street in
Saint Paul. The project also includes a complete re -decking of the High
Bridge. Also included in the project will be drainage improvements, curb
replacement in specified areas, trail rehabilitation from Highway 110 south
to Mendakota Park, and new trail construction from Maple Street north to
Marie Avenue. MnDOT is looking at what may be possible within the scope
of the 2018 project to improve pedestrian safety along the corridor. For

Highway 13 (Annapolis Street) Rehabilitation (2018) - MnDOT will be
resurfacing Annapolis Street as part of this project in conjunction with the
Highway 149 project in 2018. City staff has contacted some adjoining
property owners about the possibility of sidewalk installation on the south
side of Annapolis. All responses were against the sidewalk proposal and
have been forwarded to MnDOT. For more information, contact Molly Cline,

Highway 13 Drainage Repair (2016) - MnDOT will be correcting and
repairing erosion on the north side of Highway 13 between Fremont Street
and Annapolis Street beginning next week. No traffic impacts on Highway
13 are anticipated other than the closing of the bluff -side shoulder. The
project is estimated to be complete by March 1St. For more information,

Other Activities New Information in Italics
Future Cities Competition - Staff helped students rehearse their city
presentations this week. The State competition is at Dunwoody Institute
this Saturday. This year's theme is, "Waste Not - Want Not," and will focus
on how the cities of the future handle municipal and solid waste. The
competition is open to 6th -8th grade students and involves developing a "City
of the Future." Teams are graded on a virtual city using Sim City software,
completing a project schedule, a 1500 word essay, scale model, and oral
presentation. This is the seventh year Mendota Heights' Engineering staff
has assisted FHMS with the program. FHMS will be sending three teams to
the competition, and the teams are scheduled to present the results of the
competition to the City Council at their March 3rd meeting.
Saint Paul Regional Water Service (SPRWS) Water Service Agreement -
Staff is scheduling several additional approvals that will need to take place
in conjunction with the approval of the new Omnibus Agreement with
SPRWS. It is anticipated that all approvals will be complete by June 2016.
Once the signed Omnibus Agreement is returned by SPRWS, staff will begin
bringing these approvals before City Council. These approvals include:
1) A Lease Agreement for cell tower use and City storage at the water tower
site - anticipated at the November 17th City Council meeting; approved
2) An easement agreement(s) for SPRWS access to the water tower across
city property and water mains not located within City Right -of -Way;
3) Conveyance of deed, title, and ownership of the system;
4) An amended City Ordinance to reflect the new agreement; after February
9th Financial Summit
5) An amended Joint Powers Agreement (JPA) with the other municipal
partner agencies (West Saint Paul, Maplewood, Falcon Heights,
Lauderdale) to gain a second seat on the Board of Commissioners.
City -Wide Trail Plan Update - City Council authorized staff to make an
application for a Statewide Health Improvement Program (SHIP) grant from
Dakota County at their3anuary 19th meeting. This grant will fund the
completion the City-wide Trail Improvement and Maintenance Plan (TIMP).
The updated TIMP will benefit the renewal/revision of the City's
Comprehensive plan that is due to kick off at the end of 2016 and can be
used for subsequent grant applications related to trail development,
maintenance, and improvement.
Engineering Basics Seminar (April 6, 2016 - Eagan Community Centerl -
Staff has been working with other Public Works/Engineering staff from other
municipalities in Dakota County to build a curriculum for a seminar covering
the essential functions of City Engineering/Public Works staff. The seminar
is intended to offer background in infrastructure systems (streets, traffic,
water supply & distribution, sanitary sewer, surface/storm water,
environmental, etc.) to city officials that do not necessarily have an
engineering background. Participants in the seminar may include, but are
not necessarily limited to City Council members, appointed commission
members, director/management level City staff. Due to other conflicting
events, the seminar has been rescheduled for Wednesday, April 6th 2016
at the Eagan Community Center from 6:00pm - 9:00pm. Invitations will
be sent out in the coming weeks.
Minnesota 2050 (MN2050) - Staff has been involved with the MN 2050
project for the past several years. The mission of MN2050 is to educate the
general public on the importance and needs of our State's infrastructure
systems. MN2050, in conjunction with TPT Public Television, has produced
a series of 30 minute documentaries entitled ""State of Repair" about various
components of State infrastructure.

In 2009, the City of Mendota Heights along with our 911 partner the Dakota
Communications Center implemented a County -wide mass notification system. This I
system is designed to quickly alert the public of emergencies that may affect their
health or welfare and is capable of sending recorded messages to targeted areas
within the County at the rate of up to 60,000 calls per hour. In addition to hard -wire
home phones that are already registered, residents and businesses in Dakota County
can self -register their cellular and other contact telephone numbers, along with
email addresses that they would like alerted in the event of an emergency in the I
area of their Dakota County residence or business. This includes any devices in
which messages can be sent/received, including tablets, iPad's, Video game consoles
etc. 1

you would like to see emergency messages on.

Police vehicles around the world are often more colorful than those in the United States. North
RESERVES American police cars traditionally are known for their black and white colors. For many decades,
Randy Pentel car doors and roofs of most police units were painted white, while the trunk, hood, front fenders,
Jim Knox and rear quarter panels were painted black.

These fleet vehicles typically came in a single color, most commonly white or black. The
CHAPLAINS contrasting color was added to distinguish the units from civilian vehicles.

BURGLARY/DOMESTIC FRIDAY 0302 HOURS
Officer Steve Hilyar responded to a home on a domestic disturbance report where a male damaged the
victims car, broke into the home, threw the victim to the ground then fled. Upon arrival, Hilyar met with
the victim who stated that she received a text from her ex-boyfriend and when she told him she was sleeping,
he didn't believe her and showed up at the home. A KOPS Alert was sent out for the suspect and he was
picked up by Brooklyn Park PD and transported to Dakota County Jail on Burglary and Domestic Assault
I charges.
I DISTURBING PEACE FRIDAY 1049 HOURS
Officer Robin Nelson and Sergeant Tanner Spicer were dispatched to a local business for a disturbance
regarding an ex -employee who was claiming his employer put his hands on him. Officers met with the
ex -employee who stated that his employer had wrongly accused him of theft so things got heated and he got
shoved. After speaking with the employer and several witnesses, it was determined that the employee got
terminated and so he refused to leave resulting in the disturbance. The ex -employee is no longer allowed on
the company property.

I DAR SATURDAY 0004 HOURS
Officer Steve Hilyar responded to a home on a small truck that had driven off the roadway and got stuck in a
ditch in front of someone's house. Hilyar made contact with the vehicle driver who showed no signs of
impairment however when Hilyar ran his DL, it came back as revoked. The vehicle driver was issued a
citation for Failure to Exercise Due Care (Inattentive Driving).

STOLEN PLATE SUNDAY 1948 HOURS I
Officer Mike Shepard was dispatched to make phone contact with a male on a theft of license plate report.
The victim advised Shepard that as he was inside a local restaurant, someone stole his rear license plate off of
his vehicle. Shepard advised him to remove the front license plate as well, destroy it and go get new plates as
soon as possible. There are no suspects at this time and plate was entered into NCIC.

I IDENTITY THEFT MONDAY 1317 HOURS
Officer John Larrive met with a victim of identity theft in the PD lobby. Victim stated that he received a bill
in the mail from Verizon for a new account opened in his name. He also received a bill from AT&T on an
account opened in his name. The victim did not authorize either of these transactions and has since made
contact with both companies to cancel the accounts.

MENTAL HEALTH TUESDAY 0016 HOURS
Officer Jeff VonFeldt responded to a home on an adult female wanting to harm herself. VonFeldt arrived
and spoke with the woman who stated that she feels like she may harm herself and wants to go to the
hospital. A 72 hour mental health hold was placed on her and HealthEast responded to transport her to the
hospital.
WARRANT/FALSE INFO TUESDAY 1529 HOURS
While on routine patrol, Officer John Larrive observed a vehicle at a high rate of speed as well as turn with-
out signaling, then pull into a driveway and got out of the vehicle. Larrive conducted a traffic stop and made
contact with the vehicle driver who stated his license was revoked. Larrive then asked to ID the passenger
who gave a false name and also came back with an outstanding warrant. The driver was issued a citation for
DAR and the passenger for Giving A Peace Officer A False Name and booked on her warrant.
MENTAL HEALTH WEDNESDAY 0025 HOURS
While on routine patrol, Officer Jeff VonFeldt observed a vehicle traveling at a high rate of speed. VonFeldt
conducted a traffic stop when the driver of the vehicle jumped out and stated he needed help, that people
were after him and wanted to kill him. He didn't know who the people were and stated he has been in every
mental health hospital in the state and needs help. His wife had called while VonFeldt was with him and
told him that her husband has slowly been progressing with his illness and hasn't been taking his medication.
She was grateful VonFeldt found him and made arrangements to pick up the vehicle while the male was put
on a 72 hour mental health hold.
ACCIDENT WEDNESDAY 1837 HOURS I
Officers Nick Gorgos, Michael Shepard and Sergeant Payton Fleming were dispatched to a single vehicle
accident at the intersection of Pilot Knob and Commerce Dr. Once the officers arrived and contacted the
driver and sole occupant of the vehicle, they noticed she was incoherent and was having difficulty following
instructions. Soon after, medics arrived and transported the driver to the hospital and the vehicle was towed.

I FRAUD THURSDAY 1639 HOURS
Officer Michael Shepard met with a victim of fraud in the PD lobby. The victim reported that he had
recently applied for a loan through his bank in which they ran a credit report. While the victim was
reviewing his credit report he observed that it indicted an outstanding balance with Verizon wireless. The
Victim reported he has never had an account with Verizon wireless and needed a police report in order to
receive any further information from Verizon about the account.
