1999-04-13 Parks and Rec Comm MinutesCITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION COMMISSION MINUTES APRIL 13, 1999 The regular meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, April 13, 1999, in the Large Conference Room at City Hall, 1101 Victoria Curve. The meeting was called to order at 7:00 p.m. The following Commissioners were present: Linnell, Craighead, Damberg, Libra. Excused from the meeting were Spicer and Liberacki. City Staff present were Parks Project Manager Guy Kullander and Administrative Assistant Patrick C. Hollister. Also present were residents Scott Miller and Mike Stdolka MARIE/WENTWORTH RINK IMPROVEMENTS Mr. Kullander presented a request from Terry Blum of Public Works to reconsider the motion to improve the Wentworth rink this year and the Marie rink later. Mr. Kullander said that due to the worse condition of the Marie rink, Mr. Blum would prefer to improve the Marie rink this year and save the Wentworth rink improvements for next year. Mr. Kullander added that at a recent Council meeting the Mayor had mentioned the possibility of a yearly contribution from the General Fund to the Special Parks Fund now that development had slowed down. Commissioner Libra moved to direct Staff to return to the May 1999 meeting of the Parks and Recreation Commission with a current Capital Improvement Plan, a report on the history and status of the Special Parks Fund, and a proposal for an annual or quarterly report on the Special Parks Fund for the Commission. Commissioner Libra said that the Commission should then make a decision for a recommendation on improvements to Wentworth and/or Marie rinks at the May meeting in light of this information. Commissioner Libra further added that the Commission should consider a request to Council for a regular contribution to the Special Parks Fund out of the General Fund at their May meeting. Commissioner Damberg seconded the motion. AYES: 4 NAYS: 0 PARK DEDICATION FEE INCREASE Commissioner Damberg moved to direct Staff to return to the May 1999 Parks and Recreation Commission meeting with the most recent proposal to increase the Park Dedication Fee for Commission review. Commissioner Libra seconded the motion. AYES: 4 NAYS: 0 FRIENDLY HILLS WARMING HOUSE ATTENDANT Commissioner Craighead moved to recommend that the City Council fund a summer Friendly Hills warming house attendant for 12 weeks from Monday through Friday for an amount not to exceed $2500 out of the General Fund. Commissioner Libra seconded the motion. AYES: 4 NAYS: 0 MINUTES Commissioner Linnell moved to approve the March 9, 1999 minutes with revisions. Commissioner Libra seconded the motion. AYES: 4 NAYS: 0 UPDATES Staff provided updates on the following items: • Civic Center Ballfield Improvements • Batting Cage at Mendakota Park • Hoffman Homes/Resurrection Cemetery • Parks Report • Police Report ADJOURN Motion made to adjourn by Damberg and seconded by Linnell.
