1999-03-09 Parks and Rec Comm MinutesCITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION COMMISSION MINUTES MARCH 9, 1999 The regular meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, March 9, 1999, in the Large Conference Room at City Hall, 1101 Victoria Curve. The meeting was called to order at 6:30 p.m. The following Commissioners were present: Spicer, Liberacki, Lirmell, Craighead, Damberg, Libra. Also present were Parks Project Manager Guy Kullander, Recreation Programmer Mary Hapka and Administrative Assistant Patrick C. Hollister. UPDATES Chair Spicer asked Staff to provide the updates at the beginning of the meeting. Mr. Hollister informed the Commission that Commissioner Ann Norton had resigned from the Commission due to the time constraints impsed by her new business venture. Mr. Hollister continued that the standard proceedure for filling vacancies on any of the Commissions was to solicit letters of interest from City residents and then invite these individuals for an interview with the Council. Mr. Hallister said that the Council would then select the successful candidate. Mr. Hollister said that he anticipated that this would be the same procedure to be used in this case, althoughthe Council had not determined a date to interview candidates yet. Chair Spicer asked Staff to thank Ms. Norton for her years of dedicated service on the Commission and to wish her good luck with her new endeavor. Chair Spicer suggested that a letter be written to MHAA inviting members of that organization to apply to fill this vacancy. MINUTES Commissioner Damberg moved to approve the February 9, 1999 minutes with no corrections. Commissioner Linnell seconded the motion. AYES: 5 NAYS: 0 RECREATIONAL PROGRAMMER 1 Commissioner Damberg moved to recommend to the City Council that the new Recreation Programmer be recruited to work full -time, or at a minimum work 3/4 time until a full -time position could be budgeted. Commissioner Linnell seconded the motion. AYES: 5 NAYS: 0 CONGRATULATIONS TO COMMISSIONERS Commissioner Liberacki moved to commend all members of the Parks and Recreation Commission, the Planning Commission, and the Airport Relations Commission on a job well done for 1998, and to state that the Parks Commission looked forward to working with everyone in 1999. Commissioner Damberg seconded the motion. AYES: 5 NAYS: 0 WENTWORTH/MARIE BOARD REPLACEMENT Commissioner Liberacki moved to postpone the improvements to Marie ice rink for one year, and to pave Wentworth rink and replace the Wentworth park shelter with a higher quality shelter for summer programs this year. Commissioner Liberacki further moved that the funding for this should come half from the Special Parks Fund and half from the General Fund, for a total cost not to exceed $80,000. Commissioner Damberg seconded the motion. AYES: 5 NAYS: 0 SCOTT MILLER, MHAA: BASEBALL AND OTHER ISSUES Mr. Scott Miller, Baseball Commissioner for MHAA, presented his requests to the Commission. Mr. Miller said that he would like the Friendly Hills Warming House to be open in the summer to provide equipment for pick -up games, that he would like the Civic Center ballfield to be converted to baseball only, and that he would like a batting cage at Mendakota Park. The Commission directed Staff to present these items to the Council. 2 UPDATES Staff provided updates on the following items: ® Recreation Programmer's Report • Parks Report • Police Report ADJOURN Motion made to adjourn by Damberg and seconded by Spicer.
