Airport Relations Commission Minutes
January 12, 2000
The regular meeting of the Mendota Heights Airport Relations Commission was held on
Wednesday, January 12, 2000, in the City Hall Large Conference Room, 1101 Victoria
Curve. Chair Beaty called the meeting to order at 7:OOp.m. All members were present:

APPROVAL OF NOVEMBER 10,1999 Minutes
Approval of the November 10, 1999 meeting minutes had been carried over from the
December meeting. Commissioner Roszak moved approval of the November 10, 1999
meeting minutes, as revised. Commissioner Leuman seconded the motion.

Commissioner Stein moved approval of the December 8, 1999 meeting minutes.

PART 150 STUDY UPDATE
Administrator Batchelder referred Commissioners to the Part 150 Noise Compatibility
Program and the MSP Part 150 Update handouts. These documents discuss the approved
sound mitigation recommendations and the approved land use measures at MSP
International Airport that were put in place during the 1987 and 1991 Part 150 programs.
The Land Use Measures program had been presented by Mr. Chauncey Case, of the
Metropolitan Council, at the January 7, 2000 meeting of the MASAC Operations
Committee as part of the Part 150 Study Update.
Administrator Batchelder referred the Commissioners to the Part 150 Sound Insulation
Program Completion Status handout. Mr. Steve Vecchi, of MAC, had discussed this
program at the December 10, 1999 and January 7, 2000 MASAC Operations Committee
meetings as part of the Part 150 Study Update.
The Commission reviewed the 1991 Part 150 Noise Abatement Measures and the 1990
Land Use Measures. The Commission reviewed the individual alternatives to be
analyzed for consideration in the Noise Management Program for the 2005 Part 150
request. This includes departure procedure alternatives, runway use alternatives, flight
track alternatives, hush kits/fleet mix and other analysis.
The Commission acknowledged that the noise zones used in the current Mendota Heights
Sound Attenuation Ordinance have not been updated to be consistent with the
Metropolitan Council's 1996 Aviation Guide Plan. The Commission discussed that this
should be addressed as part of the Comprehensive Plan update.
AIRPORT RELATIONS COMMISSION BROCHURE
Administrator Batchelder requested that a volunteer from the Commission work with him
to begin organizing the content for the first brochure. Commissioner Petschel
volunteered to draft some copy for the Commission's consideration and to work with
staff to coordinate the layout and design of the brochure. The Commission reiterated that
the content for the first brochure should introduce the community to the purpose and the
work of the Commission. This includes the mission statement, its advisory role to City
Council, the priorities for 2000, Commissioner's names and phone numbers, the
complaint line number, and focus issues.
AIRPORT PLAN OF ACTION
Administrator Batchelder noted that the agenda packet included a bound copy of the
Airport Plan of Action for each Commissioner.
ACKNOWLEDGE RECEIPT OF VARIOUS REPORTS/CORRESPONDENCE
Administrator Batchelder reported that the Airport Noise Report, a bi-weekly publication,
has requested to send their subscribers to receive the report via e-mail, instead of a hard
copy. The Commission discussed copyright issues.
Administrator Batchelder noted that there were no Technical Adviser's Reports or
Corridor Gate Penetration analysis reports this month because there is no December
MASAC meeting.
