2010-09-17 Friday News1:n AAAAAAA September 17, 2010 ARC Field Trip The Airport Relations Commission took a tour of the Minneapolis/St. Paul International Airport's control tower and radar room as a part of their meeting this week. The tour gave the members a chance to see how controllers operate both the airport activity and airplanes within 40 miles of the airport. The night was made more interesting when the severe thunderstorms rolled in and made the work of the tower controllers a bit more stressful. All of the members enjoyed the tour and were very thankful that they got a better understanding of the work that the controllers perform in a sometimes very stressful environment. Par Three Maintenance Success F It was no secret when the City bought the Mendota Heights Par Three Golf Course that the turf only received minimal maintenance as the intent had been to develop the property. Since purchasing the course in 2007, Par 3 maintenance staff have worked Rhard to ensure that the greens look good, while working to stabilize the root system below the surface. I This Monday, maintenance staff was able to aerify and vertical/cut the greens, which is a big deal. Previously, we had to do one or the other, for fear of doing more harm than good. This year, the root structure under the green surface looks good, which D means that our greens are on their way to being more disease resistant and better able to withstand Minnesota weather conditions. While this may not seem like a big accomplishment to the casual golfer, it is a testament to the steady progress our contract maintenance staff have made in the past three years. Thank you goes out to all of those involved in this project. Y Heights Highlites City staff members were putting the final touches on the most recent edition of the Heights Highlites newsletter this week. The newsletter features a number of stories on N upcoming events including the November election, the Halloween bonfire and other interesting stories. Residents should look for the newsletter in their mailboxes in the next two weeks. Staff has started to make some changes to the newsletter that will Emake the newsletter a little easier to read. WFlight Tracker Real Time Information Now Available At the MSP Noise Oversight Committee meeting on Wednesday a presentation was S made on the new real time flight reporting system that is now available to the public. The new system goes from flight tracking information that was one week old to a system that has information that is only 12 minutes old. The new website can be viewed at www.macnoise.com. Once on the site check the interactive maps section and than click the beta version of the new flight tracker. I would encourage anyone interested to check out this new updated site. There is a lot of information available on your computers than ever before. Your computer will need a newer web browser to view the information on the website. September 17, 2010 Airport Relations Commission Meeting to be Televised The October Airport Relations Commission will be televised by TST. The ARC has two topics that they wanted to get out to the residents of Mendota Heights. The first is a meeting with our new MAC Commissioner John McClung. The other issue that MAC staff will be presenting to the ARC is the new real time flight tracking program that was recently put in place. The meeting is scheduled for Wednesday, October 13, 2010 at 7:00 p.m. and will be televised like all of our other city council and commission meetings. The meeting is open to the public and if you have an interest in these topics you can attend the meeting in person as well. Census Results Training Jake attended a training put on by the U.S. Census Bureau and the Minnesota State Demographic Center Thursday morning regarding the results of the 2010 Census. Minnesota had the second highest census survey return rate in the nation (edged out by Wisconsin), data from the census is still being analyzed, but should be available in March or April of 2011. The American Community Survey has replaced the Census "Long Form" from the 2000 survey, and provides a more up-to-date data set, using a statistically reliable sampling of census tracts. The area along the pedway, east of Kensington Park, was leveled out; seed put down and raked out. Rich sprayed broadleaf weeds at Mendakota Park, fire hall, the city's lot next to Fishersville, Friendly Hills Park, and the city sign on Dodd Road. He inspected the storm sewer pipe at the new Walgreens that Veit put in. The Streets Crew put up new stop signs on Morson Circle, Knollwood Lane, and Emerson Avenue. New signs heads were put up on Aztec Lane and Creek Avenue. Blacktop was put down by the storm grate on Walsh Lane. Black dirt and seed was put down on the curb line, pot holes were also filled as was the ring manhole on Diane Road and Celia Drive. John Ambrose did welding on the grapple bucket for the bobcat. Spray paint was cleaned off a stop sign and no parking signs in Warrior Drive area. Engineering Highway 55/Mendota Heights Road Intersection - The pre -construction meeting was held on Tuesday (Sep 14). Bituminous Roadways of Mendota Heights was the successful bidder. The project should begin shortly. Construction signage will be placed at least one day prior to construction activity beginning. Residents should be aware of traffic revisions at this intersection beginning on or about September ISth and lasting for approximately 3 months. The project is scheduled for completion by mid-December. 2010 Reconstruction/Rehabilitation Project - Weather slightly delayed completion of paving. Remaining portions are on Butler Ivy Falls Park. Spring, Simard, 2011. Mailboxes are scheduled for re -installation by mid- week. Assessment Hearing for the completed project will be held at Council in October. Dodd Road Utility and Storm Drainage Work (MnDOT Project) - Dodd Road re -opened this past weekend. The utility repairs are complete, although MnDOT still needs to complete the boulevard landscaping and pavement striping. This is anticipated by the end of September. Water Tower Rehabilitation - The contractor has stated they are on track for a substantial completion of the water tower rehabilitation by Sep 30. Weather and a few unforeseen site conditions have delayed completion by a little over a month from the project's original completion date. 5 small change orders will be presented to Council on Tuesday (Sep 21). These Change Orders will constitute approximately 1% of the total contract price. Gun Club Lake Watershed Management Organization (GCLWMO) - Staff attended the quarterly meeting of the GCLWMO on Wednesday (Sep 15) in Eagan where the annual report on Mendota Heights' Stormwater/Surface Water Management Program was provided. Concern form the Watershed over the water quality at Augusta Lake was discussed. August Lake has not yet shown up on any impaired waters lists, but the potential is there for the Lake to be listed soon. Staff and City representative Larry Craighead pledged to work with DNR and Dakota County on formulating potential remedial planes for the Lake. Lower Mississippi River Watershed Management Organization (LMRWMO) - Staff attended the monthly meeting of the LMRWMO on Thursday (Sep 16) in Inver Grove Heights where the development of the LMRWMO 10 -year Watershed Management Plan was the topic of conversation. The last Plan was approved in 2001, and WMOs are required to update the Plan a minimum of every 10 years. The plan outlines goals and strategies for surface water management (both quality and quantity) for the entire watershed area. Local Government Units (Cities and County) are responsible for executing the plan. Nightly Closures of I-494 - MnDOT has informed City Staff than road work on Interstate 494 between I -35E and 60th Street will be ongoing overnight from Sep 20th, 21St, 23rd and 27th. These closures will be form 8:00pm until 5:00am. There will also be periodic mid-day lane closures for utility work during this period. Dodd Road Ramps to I-494 are anticipated to be closed during this period as well. The checks normally come Police once each month and didn't come. In checking with the bank he found both checks had been cashed. Fortunately for us the bank Department did a nice job of identifying the forger, by MN D/L. Investigators Support Reyes & Spicer will make quick work of putting this thief away, Staff again. Scott Patrick John Larrive Loose Dogs Friday 1050 hours Bobby Lambert Officer Scott Patrick responded to a call of two loose Dobermans Tanner Spicer who chased a walker. When he arrived the dogs were not Todd Rosse outside to chase him. The homeowner called later in the evening Chad Willson to find out why the police were at his house. Advised about the Jeff VonFeldt Denise Urmann complaint. Michael Shepard Harassment Friday 1831 hours Peyton Fleming Jenny Fordham Party in the lobby to see an Officer about harassment. Officer School Resource Chad Willson responded and spoke with the person who reported Officer the actions occurred yesterday. After some discussion it was Steven Meyer learned they were the President of one of the local homeowners Investigations Mario Reyes associations and the harassment was related to that. Advised to Tanner Spicer check with the associations legal council about the problems. The house had smoke Aschenbrener inside. A key holder could not be reached. Fire let themselves 9/1'7/2010 in. Apparently someone was cooking eggs and left before they finished. Homeowner advised. Scooter Sunday 1503 hours Officer Bobby Lambert responded to a complaint of two kids on scooters all weekend long, yes it is late Sunday afternoon. The kids are 4th or 5th graders driving an un - muffled scooter on the roadway. When Officer Lambert arrived the kids were not out the parents were advised of the complaint and legality of the scooters. Suspicious Monday 0219 hours Caller reported that they work overnights alone and think someone is in the building with them. They have a motion sensitive camera that activated. Officer Shepard arrived and checked the building very thoroughly after the caller reported they smelled cigarette smoke. In checking the building it was learned the motion camera was located in the area where the overnight employee worked. Cleared. Detox Tuesday 0254 hours When Officers Shepard and VonFeldt arrived at a local gas station the clerk asked them to check on a man lying in the grass. As they headed out of the store the clerk advised them the man had just finished urinating on the curb. The man was so drunk he had no idea where he was or how he got where he was. While the Officers were on scene a SPPD Sgt pulled up and the man claimed to be the Sgt's buddy. That thought was quickly dispelled. When the man was no help reservations were made at Ramsey County Detox. The man blew a .247 on the PBT. Crisis Intervention Wednesday 0647 hours Several calls came in about a half naked woman crawling across the parking lot of a local elementary school. A call had come in previously about her strange behavior but the woman was not able to be located. On this occasion several cell callers were witnessing her actions. The school, who has never taken advantage of training with the PD on crisis response, let the woman in because she said she got in a car accident. Once inside she evaded staff and made it to a work room. She then armed herself with a scissors and two staff members restrained her until officers arrived. MHPD then assisted paramedics who transported her to Regions Hospital where she could receive the help that she needed. Neighbor Harassment Wednesday 0657 hours A very distraught man called to report his neighbors threw an old roll of carpet in the yard. The man has a rental property located next door that has a bunch of kids living there. When they moved into the home this spring they wrecked the victim's yard, flowers etc. Over the course of the summer the kids have partied, thrown trash, wrecked the man's flowers, come late and left early with loud mufflers. In August the man contacted code enforcement about a roll of carpet laying in the front yard of the rental house. MH code enforcement sent a letter which apparently arrived in Tuesday's mail as the carpet moved to the middle of the man's driveway. Public works removed the carpet. Sergeant Garlock paid the young men a visit and advised they were well on their way to making friends with all of the local police officers. Code enforcement was checking to determine if the rental was licensed. Fall Clean Out... On Saturday, September 25th, the DCSO, in partnership with the Drug Enforcement Administration and local law enforcement, is offering a Drug Take -Back Day. Citizens are asked to clean out their medicine cabinets of old and unused medications and bring them to one of the three locations in Dakota County for disposal. Why a Take -Back Day? According to the most recent survey on drug use and health, next to marijuana, prescription drugs are the most commonly abused drug by teenagers. Current disposal methods of unused medications (tossing in the garbage or down the toilet) are feared to contaminate ground water. Drop-off locations include the Hastings Government Center, the Northern Service Center in West St. Paul, and the Burnsville City Hall in Burnsville. Dave Bellows, Sheriff Tim Leslie, Chief Deputy Fatal Accident... Last Friday deputies responded to an accident involving a car and semi tractor -trailer at the intersection of Goodwin Avenue and County Road 46 just before 1:00 P.M. The accident claimed the life of a 57 -year-old woman from Apple Valley. The victim, identified as Deborah Ann Antko, was an employee in the Physical Development Division at Dakota County. The DCSO extends our condolences to the family of Ms. Antko and her co-workers in Physical Development. DCSO staff at the scene included Captain Dan Scheuermann, Sergeants Dan Bianconi and Brian McGinn, Deputies Mike Fendrick, Phouthaivahn Sourignavong, and Thomas Jacobson, and Park Ranger Jonathan Grimes. Where There's Smoke There's Trouble... Last week deputies responded to a report of heavy black smoke in the area of Randolph. On arrival they found the source to be the burning plastic from copper cable. Immediately they realized this may be linked to the recent increase in copper wire thefts from farm irrigation units in southern Dakota County. A short time later a suspect in a car was located, along with one on foot. Both were taken into custody and linked to several thefts of copper cable. Nice work to Deputies Tim Samuelson and Phouthaivahn Sourignavong 51 Sergeant Bruce Kammen, and Detective Rick Schroeder. Behind the Bars... Over the past week the jail held on average 287 inmates in custody per day. For the week 158 individuals were booked into jail or at the "Book and Release" office located in the courts. Congratulations... To Program Services Assistant Fran Bakke on the birth of granddaughter Julia Frances. Julia was born on Thursday, September 2nd, to Fran's daughter, Kate, and her husband, Gary.
