John Mazzitello Returns
Public Works Director/City Engineer John Mazzitello has returned
from his deployment to Afghanistan and is safe and sound at home
in Mendota Heights. John stopped in at city hall to visit with staff
members and is now spending quality time with his family for another
few weeks. At this point it appears John will return to work the first
week of August. We are all very happy that John has returned home
and we look forward to his return to city hall very soon. Please feel
free to stop in and say hello to John once he returns to work in Au-
gust.
F Metropolitan Airports Commission Appointment
John McClung of Mendota Heights was appointed this week by Governor Pawlenty
as the District G commissioner on the Metropolitan Airports Commission. District G
Rincludes Mendota Heights and parts of Eagan, Minneapolis and Saint Paul. Mr.
McClung will take the seat formerly held by the late John McDonald. Mr. McClung is
an instrument rated pilot who has also served as chairman and CEO of Moniterm
Corporation in Minnetonka, vice president of operations and general manager of the
automotive battery division of Gould Inc. in Mendota Heights and was an accounting
® supervisor with the Inland Steel Company in Indiana. Mr. McClung will be invited to
attend upcoming city council and Airport Relations Commission meetings so we can
share our views on the airport and noise related issues. Congratulations to John
AMcClung on his appointment to the Metropolitan Airports Commission.
YCondolences
Our condolences go out to Mayor John Huber and his family with the passing of his fa-
ther-in-law Felix Mrozinski on Monday of this week. The services were held on Friday
at the Church of St. Joseph in West Saint Paul. On behalf of the entire city we extend
Nour sympathies to John and his family on your loss. May the happy memories you
have of Felix help you get through this difficult time. Our thoughts and prayers are with
Eeach and every one of your family members.
WMendota Plaza Project Tour
City council members and city staff had a change to see the progress being made on
the Mendota Plaza project on Thursday during a tour of the property. Work is progress-
ing on the remodeling of both the inside and the outside of the existing building. The
work on the revamped drive through for McDonalds will also get underway very soon.
The weather has put the project a little behind schedule as well. Demolition of the now
freestanding portion of the existing building is scheduled to take place in early August.
Once that is complete construction can begin on what will be the new Walgreen's build-
ing.

Mayor and City Council Filing Period Approaches
The filing period for the mayor and city council terms that expire on December 31, 2010 is fast
approaching. The filing period will start on Tuesday, August 3, 2010 and run through Tuesday,
August 17, 2010. The mayoral seat and the city council seats currently held by Mary Jeanne
Schneeman and Ultan Duggan will be on the ballot in November. The mayoral seat is a two year
term and the two city council seats are four year terms. All of the terms of office will start in Janu-
ary 2011. Anyone interested in filing can do so at city hall and anyone with questions on filing
can contact Nancy Bauer at city hall. If you have questions about the role of the mayor and city
council please contact David McKnight. All three of these seats will be filled as a part of the Gen-
eral Election which will take place on Tuesday, November 2, 2010.
Roundabout Update
As you can see from the picture included below, the roundabout project is taking shape on Men-
dota Heights Road and Visitation Drive. The curb was installed this week and the first lift of as-
phalt was scheduled to be put down this week as well weather permitting. The second and third
lifts are scheduled to be put in place next week. The road may be open to traffic by the end of
next week as well depending on the work that gets done this week and next. The roundabout will
be new for Mendota Heights but they are not new to the area.

Officer Todd Rosse received a call about a physical domestic that
was occurring in the front yard of a home. The wife was
assaulting her estranged husband in front of the children. He had
stopped at the house to drop off the kids and found the soon-to-
be ex-wife very intoxicated. When she learned the police had
been called she ran off in her pajama shorts and t -shirt. UTL.
Dakota County Social Services notified about the occurrences.

meet some young ladies at the HS parking and head out from there. Unfortunately
the plan didn't work, parents were contacted and took custody of their disorderly
boys. The owner of the SUV came to MHPD and picked up their keys, but refused to
press charges against the boys (guess who's car will be stolen in the future?)
because they were really good kids. Citations issued.
Poor Goose
John Larrive responded to call of injured geese on the road. Public Works removed
the dead goose, but it's mate refused apprehension or the offer of euthanasia.
Officer Larrive found the alive mate nearby, resting in the shade and decided to let it
be. Records staff received two more calls about the poor goose from some watchful
business people. Upon arrival, goose was found, already dead. Cleared.
Question? Saturday 1133 hours
Caller needs temporary license plates for his car that was towed last night and
wanted to know why the plates were taken in the first place. Officer John Larrive
called the man who had no idea what had occurred the night before much less where
it occurred. After a bit of investigative work the man was referred to the Newport
Police Department who had arrested him the night before for DUI.
Locked In Saturday 1417 hours
Sergeant Neil Garlock responded to a local hotel on a call for assistance. The
caller's 69 YOA mother -of -the -bride was locked in a room and couldn't get out. The
auto dead bolt had activated and the only way in was to have the occupant open the
dead bolt. Entry was finally made and she made it to the church on time.
Domestic Saturday 1508 hours
Caller's ex-husband was outside refusing to leave. The DCC confirmed that alcohol,
drugs or weapons were not part of the disagreement. The caller reported the ex was
in the driveway, mad because she would not give him a sponge to clean his license
plate and put his license tabs on; the callers 14 YOA outside witnessing the
argument, trying to help. Officer Larrive arrived and the caller agreed to leave but
was not happy about it. Do the kids really need to be referees for the parents now?
Drunk/Disorderly Conduct arrest Sunday 0104 hours
Drunken caller reported that his 7 YOA child was being molested by the ex-wife's
boyfriend. Unfortunately he was so drunk he forgot that he reported this a month or
two ago and it turned out to be a false police report because he was mad at the ex.
The man was so drunk he couldn't spell the ex-wife's name. Soon after, the ex-wife
called to report the ex -hubby and two of his buddies were at the house, trying to gain
entry, damaging property and yelling. When she told them the cops were on the way
he left. Officers Fleming and Urmann spoke with the ex -hubby who returned to the
scene, obviously intoxicated and argumentative. The argument stopped when the
ex -hubby was given a trip to DC jail and a citation for Disorderly Conduct.
Bunny Rabbit Monday 1027 hours
Officer John Larrive received a call of an injured bunny in the roadway. GOA
Dog Poop Patrol Monday 1108 hours
Party called about his neighbor's dog pooping in his yard again. Disagreement about
true property lines. The offending dog will be leaving in a week. The poop reporter
called back after Officer Patrick left and reported the neighbor was now threatening

him. Officer Patrick advised.
Health and Welfare Hold Monday 1320 hours
Caller reported that her daughter was threatening to kill her with an injection. Officer
Larrive arrived and learned that the caller's daughter has had surgery twice in the
past year and is on medication that might cause the problem. The young lady had
recently attempted to kill herself and really didn't understand what was going on.
HealthEast Ambulance assisted with a transport to the hospital for an evaluation.
Prowler Monday 1818 hours
Neighbors called about a suspicious male trying to break into an elderly neighbor's
home. Caller reports the man was court ordered to move out and not have any
contact. After locating the man it was learned he is the woman's fianc6, but she is a
vulnerable adult whose children don't like the fianc6e. The daughter gave the
neighbors bad information to get them to call quicker. Social worker will be advised
on the situation at the home.
Theft from Auto Monday 1927 hours
Officer Chad Willson took a break into auto report in the City Hall parking lot. The
victim was watching a ball game at the field adjacent to City Hall. Witnesses
provided a description of the suspects and the car but didn't get a license plate
number or attempt to stop the thieves. The incident was captured on the City Hall
video system; unfortunately the quality of the image was so poor no plate number
could be retrieved. The video will be posted on the blog at:

Go -Karts Tuesday 1408 hours
Caller reported two kids riding go-karts in the street and down the sidewalk. He
thought he had the address of where they were coming from. Officer Larrive arrived;
both the go-karts and kids were GOA. Just a quick reminder. generally if it has a
motor both the vehicle and driver need a license. There are now a couple of
exceptions to this rule but a go-kart driver will never win a crash with a car.
Civil Complaint Wednesday 1233 hours
Officer Scott Patrick received a call from a family member reporting harassment of
their parents. The parents are elderly and one is very ill. Another family member
took the car and is refusing to return the car. The parents have a doctor's
appointment today. After some phone calls a solution was mediated that was
acceptable to both sides.
Burglary Wednesday 1758 hours
Officer Jen Fordham received a call of an attempted burglary the night before. In
speaking with the homeowner he relayed that he is a light sleeper and was
awakened during the night. When the homeowner awoke they got up and walked
through the home to make certain that nothing was wrong; at that time they saw
nothing and didn't hear anything else. When they came home from work, the patio
door was ajar or slightly off track. At that point they homeowner called. It was clear
someone had at least attempted to gain access. Nothing taken.
Flying Eggs Wednesday 2254 hours
Caller reported to Officer Mike Shepard that eggs were thrown at her sister's car on
Mendota Heights Road. Officer Shepard checked but the egg throwers were
GOA/out of eggs. Lots of broken eggs on the road.

MINNESOTA NIGHT TO UNITE
MENDOTA HEIGHTS TUESDAY, AUGUST 3t", 2010
Join neighbors across Mendota, Mendota Heights and Lilydale on Tuesday, August 3,
2010 for the 2nd Annual Night to Unite in Minnesota. Sponsored by the Minnesota Crime
Prevention Association, AAA of Minnesota/Iowa, and Mendota Heights Police and Fire
Departments, the intent of Night to Unite is to bring neighbors together and strengthen
community partnerships. Last year 10 neighborhoods participated in this event.
Night to Unite is designed to:
1. Get to know your neighbors;
2. Build neighborhood involvement by bringing police, fire and communities
together; and
3. Bring awareness to crime and fire prevention techniques and local law
enforcement and fire department efforts!
Police Chief Michael Aschenbrener said,
"I invite neighborhoods in Mendota Heights, Lilydale and Mendota to become involved in
Night to Unite activities. This is an opportunity for neighbors and communities to come
together, enjoy a summer evening and get to know who lives in the neighborhood. We
will make a special effort to have Police Officers at every block party answer some
questions and provide some advice. Take ownership, be informed and enjoy the great
communities in which we live!"

The Parks Crew cleaned up graffiti on the cement pad at Wentworth Park under the
pavilion. They also cleaned graffiti off the walls on the pavilion at Valley Park and
Rogers Lake Park. The fields at Mendakota Park were prepared for a state baseball
tournament. Lines were painted on the basketball courts.
Rich unplugged the sump pump in the dry well at the Mendota Heights Road lift
station #1. He cleaned the sanitary sewer lines on Medora Road, Medora Court,
Knollwood Lane, Knollwood Court, the Knollwood easement to Highway 13, Evergreen
Knoll, Pamela Lane, Deer Trail Court and Point, and Upper Colonial Drive. He also
cleaned and televised a section of sanitary sewer line on Dodd Road for engineering,
as per a homeowners concern. The City's line looked good.
The Streets Crew put in new shouldering (Class 5) on Highway 110 Frontage Road
from Oak Street to Delaware Avenue. Tree limbs were picked up at 945 Hilltop Road.
Barricades were dropped off at Mendakota Court for the 4th of July fireworks. John
Ambrose did welding on the Xmark lawn mower for the Parks Crew. Blacktop
patching was done in the Knollwood area. Rip rap was picked up and put down in the
washout on Pilot Knob Road at the Pilot Knob site.
Engineering
Mendota Heights Road Roundabout - Curb was poured on the roundabout project on
Thursday and Friday. The contractor is planning on paving the first lift on Wednesday
with the second lift the following week. The road should be reopening to traffic in two
weeks.
2010 Reconstruction Project- All utilities have been installed. The contractor began
grading the streets and placing class 5 gravel.
Water Tower Rehabilitation - Exterior blasting and painting has been happening
behind the containment system. The contractor has been doing a great job working
with the cellular companies on minimizing disruptions from the project.
WHEP - The wetland health volunteers have completed the invertebrate survey and
will begin surveying plants for the two specified wetlands.

serve you. Maybe if you had been more clear about what you wanted instead of mumbling, pointing and not answering his
questions, he would have understood you. Was it really necessary for you to raise your voice in one sentence and insult
him under your breath in another?
I was the one in line behind you listening to it all and staring daggers at you. Shame on you for treating someone so poorly.

The male bicyclist who recklessly sped through Mendota Heights' Valley Park around 9:15 a.m. on June 6. You hit my 64 -
year -old mother from behind, leaving her face down and unable to recognize where she was.
After she recalled where she lived, you and your female partner walked her to the edge of the park and biked off. My mom
spent the rest of the day at the ER being treated for a broken arm, broken toe, abrasions requiring stitches and a
concussion.
Shame on you for not monitoring your speed (the law) and maintaining control on this single -lane, 10 -foot -wide trail — and
for not taking any responsibility for injuries caused.
"Halos" to the Mendota Heights Police Department and city of Mendota Heights for their compassionate responses to our
concerns and their proposal to erect signs reminding users that this combined path is a lovely trail for walking/biking safely.

We were disappointed to see so many parents of young children remain seated as the American flag passed by at the
head of the parade on Grand Avenue June 6. A teaching moment lost! We were touched by the college-age couple seated
at the curb near us who did stand each time an American flag passed.

Officer Stroshane (Stros) of the Oakdale Police Department has shown great dedication and love for his job and the
department on several occasions. When out patrolling, officer Stros has taken time out of his busy schedule to stop and
talk to my two young boys about safety and strangers. Stros also gave the boys Junior Police Officer badge stickers that
they loved and wore for days, along with baseball cards.
Thanks to this officer's great dedication, my youngest is no longer afraid of police officers. They always look for Stros in our
community.
Thanks for the great work in keeping us safe; we need more people like you out there! Thanks from the VonWalter family.

Felix A. Mrozinski
"Phil" - Age 92, of IGH Formerly of West St. Paul & St. Paul Felix died peacefully on July 12, 2010,
surrounded by his loving family. He is preceded in death by daughter, Judy and grandson, Mikey
Morgan. He is survived by his loving wife of nearly 60 years, Virginia; children, Jean (John) Huber, Dale
(Linda), Carol (Michael Sr.) Morgan; brothers, Michael and Daniel; and seven grandchildren. Felix was
honorably discharged from the U.S. Army after four years of service in Europe and Africa during WWII.
r After the war, he then worked for 42 years for Paper Calmenson Steel Company. A special thanks to all
who provided wonderful care through the years, especially Bella, Barb and Edie. Felix's life will be
celebrated at the CHURCH OF ST. JOSEPH, 1154 Seminole Avenue, West St. Paul, on Friday, July
16. Visitation will start at 9:30AM followed by Mass of Christian Burial at 11AM. Interment Resurrection
Cemetery, Mendota Heights, after lunch. In lieu of flowers, memorials greatly preferred to the "Mikey
