Wagon Wheel Trail

Work to replace the Roger's Lake cross-culvert under Wagon Wheel Trail will begin on November 3.
Informational signage notifying residents that the roadway will be closed to through traffic, including

pedestrians, from November 3 to December 5 was put in place on Wednesday of this week. The DNR
th
has informed us that our permit will be ready prior to November 10. If there are no delays with
relocation or overhead or underground utilities, the installation of the 50 foot steel piles, necessary to
th
support the new culvert, will begin on November 11. If work proceeds smoothly and the project is
th
completed ahead of schedule, Wagon Wheel Trail may be reopened prior to December 5.
Sad News

I am sorry to report that Agnes Stefaniak, Jack Vitelli’s mother in law passed away on October 29. The
funeral was held on Friday at the Church of St. Matthew. Our thoughts and prayers are with Char and
Jack Vitelli at this time of loss.
Commission Appointments:
There are a number of Commission appointments that expire on January 31, 2004: Planning Commission:
Eric Hesse (served 3 years), Chris Dolan (served 3 years) Sally Lorberbaum (served 9 years, 3 months);
Parks and Recreation Commission: Paul Portz (served 3 years), Dave Libra (served 11 years); Airport
Relations Commission: Vern Edstrom (served 3 years), and John Roszak (served 6 years). On Tuesday,
the City Council asked that those Commissioners who are interested in being reappointed, please send a
letter to the City expressing your desire to serve again. Letters should be directed to Linda Shipton, and

should be received no later than November 15.
Meeting to Consider Nomination of Pilot Knob to National Register of Historic Places
On Tuesday, October 28, at a meeting of the State Review Board of the Minnesota Historical Society, the
board considered a nomination of the Oheyawahi/Pilot Knob to the National Register of Historic Places.
The Minnesota State Review Board determined that the property meets the National Register Criteria.
The property cannot be formally listed on the National Register at this time, because a majority of private
property owners have objected. However, if the State Historic Preservation Officer approves the
nomination, it will be submitted to the Keeper of the National Register at the National Park Service for a
determination of eligibility.
Public Comment Period on the EAW Complete

Public comments on the Bluffs project EAW were accepted by the City until October 30. The City
received over 200 comments on the EAW. These comments will now be forwarded on to our consultant
at Barr Engineering. Every comment must be responded to in writing in the next 30 days. The City
th
Council will be discussing the EAW at the Council meeting on the 18 of November. Staff is also
th
proposing that they schedule an additional meeting on November 24 in case they need more time to
discuss the issue. The ultimate decision of whether or not there is the potential for significant
th
environmental effects as a result of this project must be made by November 29.

My Final Thoughts
This month has flown by so quickly. I still don’t think it’s hit me that I won’t be here on Monday. Thanks
to everyone for the fun luncheon on Wednesday. Thank you for the wonderful party on Thursday night. I
was so touched by your words of encouragement and support. You really have become like family to me.
Thank you for all of your hard work in the past three years. The residents of Mendota Heights are so
fortunate to have such diligent, talented and professional people working for their community. It’s been
my pleasure to serve with each and every one of you. I will miss you all so much. Please keep in touch.
