Public Works
Parks Crew cut grass and mulched leaves in the parks, and graded the Ivy
Hills ice rink to expand the skating area. Attended DNR meeting for use of
the Rogers Lake aerator. They did routine maintenance on equipment.
The Utilities Crew checked the lift stations daily. Brush was cut around the
manholes in the Bridgeview Shores easement. A manhole was raised on
Concord Way. The gas monitors were calibrated. Root killer was added to
the sanitary sewer line on Marie Avenue. Staff attended a safety meeting.
The Streets Crew finished pothole repairs on Concord Way. High iron
repairs were done to the manholes and water boxes on Nina court. The
blacktop was cut out of the driveway at public works to put in new electrical
wires for the electric gate. A first lift of bituminous was put down. A sign,
posts, and tape were put up at the bonfire site. Weeds were also cut at the
bonfire site. They took rock to the Victoria Road project.
Engineering
City Projects (construction year) New Information in Italics
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) The first layer of pavement is down, and the contractor is
now working on finishing the trail and grading/landscaping behind the curb.
The surface layer (wear course) of asphalt will be placed over the entire
roadway by mid-November. The Assessment Hearing was held at the

October 20 City Council meeting. Assessed property owners can pay their
th
assessment off in full up until November 20. After that time the
assessments will be sent to Dakota County.
Annual Sanitary Sewer Rehabilitation (2015) The contractor has
completed the initial sewer cleaning phase. Lining is expected to begin on
nd
November 2. Areas to be lined include Huber Drive from Bent Tree to
Cheyenne, Mendota Heights Road from Pilot Knob Road to the lift station,
and Rogers Lake Park area. The first 2000 feet of the interceptor line, from
Highway 55 to Lexington, will also be lined. Project Completion is expected
by the end of November.
Mendota Road Neighborhood Improvements (2016) City staff is working
on concept design elements based on comments received from area
residents. Staff is continuing to discuss the project with area residents on
individual bases. A preliminary layout will be presented at the Public
Hearing for City Council consideration. The formal Public Hearing is set
th
for November 17 during the regular City Council Meeting at 7:00pm
at City Hall. Residents have been asked to complete a survey and were
invited to a neighborhood meeting held on September 28th. Project will
consist of reconstructing Mendota Road (Hwy 110 Frontage Road) from
Delaware Avenue to Oak Street, and rehabilitating Warrior Drive, High Ridge
Circle, and Sibley Court.
Ivy Falls Creek Streambank Stabilization (2015) The Contractor has
completed the repairs to the streambank of the creek through Somerset
Country Club. Staff is continuing to address drainage issues within the
creek easement with Somerset staff. Damage to the old gabions was
caused by excessive rains in June of 2014. This project is eligible for 75%
reimbursement through State disaster relief funds. Invoices have been
submitted to the State for reimbursement.
County Projects New Information in Italics
Highway 110 Greenway Trail Crossing (2017) A Public Open House was

held on October 21 at Henry Sibley High School. City staff attended.
County staff presented alignment location alternatives and received
comments from the public on the various options. The alignment
st
alternatives will be presented to the County Board on December 1 with a
th
preferred alternative selection on December 15. The type of crossing
(underpass versus overpass) is yet to be determined. If approved, the
Highway 110 in 2017.
State Projects New Information in Italics
Highway 13 Slope Repair (2015) Although not a MnDOT Driven project,
Highway 13 between the Ivy Falls Bridge and Sylvandale Road will be closed
through early December (estimated) so slopes can be repaired and
reinforced. In June of 2014, bluff slopes in this area failed during a large
rain storm. This repair project is intended to restore and stabilize the slope.
The posted detour route takes traffic along Dodd Road, Wentworth Avenue
and Wachtler Avenue. See the City Web Page for a detour route map.

Highway 13 Reconstruction (I-35E to 2 Street) (2015) The final lift of
asphalt was placed yesterday on the Lexington to I-35E resurfacing portion
of the project. Lane striping should be completed next week, weather
nd
permitting. Lexington to 2 Street in Mendota remains closed. The
Metropolitan Council sanitary sewer force main has been repaired, and
contractor crews are working on the storm drainage drop shaft for the City
of Lilydale. Once the drop shaft is complete, MnDOT should be able to
reopen the highway. For more information about the MnDOT project,

Highway 110 Rehabilitation (2017) MnDOT will be requesting Local
Government Concurrence from Mendota Heights for this project at a City
Council meeting sometime in December. This project will resurface Highway
110 between I-35E and I-494, including drainage improvements. Several
access changes are proposed with the project. MnDOT staff is currently
working with local emergency management to assess proposed access
changes along the corridor. For more information, contact Molly Cline,

Highway 149 (Dodd Road) Rehabilitation (2018) MnDOT recently
completed a series of three open houses to gather public opinion on the
Highway 149 corridor. All three open houses were very well attended, and
many comments were received. Comments will be utilized by MnDOT
during the design of the project. The project will replace the pavement
th
surface of Highway 149 from I-494 north to West 7 Street in Saint Paul.
Also included in the project will be drainage improvements, curb
replacement in specified areas, trail rehabilitation from Highway 110 south
to Mendakota Park, and new trail construction from Maple Street north to
Marie Avenue. Adjustments to lane markings along the corridor may also be
incorporated to address pedestrian safety issues discussed at the open
houses. The project also includes a complete re-decking of the High Bridge.

Highway 13 (Annapolis Street) Rehabilitation (2018) MnDOT will be
resurfacing Annapolis Street as part of this project. It is intended that this
project be constructed in conjunction with the Highway 149 project in 2018.
City staff has contacted some adjoining property owners about the
possibility of sidewalk being installed on the south side of Annapolis. All
responses were against the sidewalk proposal and have been forwarded to

Future Cities Competition Staff met with the 2015 Future Cities
Competition teams from Friendly Hills Middle School on Thursday. The

competition is open to 6-8 grade students and involves developing a
virtual city using Sim City software, completing a project schedule, 1500
work essay, scale model, and oral presentation. The State competition will
rd
be held at Dunwoody Institute on January 23

program. Students are completing their project plans and schedules and
working through the SimCity development. They are also researching ways
of reducing, reusing, and recycling solid waste. Friendly Hills Middle School
will be sending three teams to the State Competition in January.
2016 Met Council Infiltration/Inflow Surcharge Submittal In 2014, the City
saw our sanitary sewer flow contribution to the Metropolitan Council sewage
treatment plant increase by 13%. This was due in large part to the wet
season we had from a large amount of snow to melt in the spring to the
wettest spring/summer in recorded history. All that moisture in the ground
was making it into the sanitary sewer, increasing our overall flow
contribution. As a result of the flow increase, Met Council Environmental
Services assessed a surcharge of nearly $100,000 per year for the next four
years to the City of Mendota Heights. Because the City of Mendota Heights
invests more than this into the maintenance of our sanitary sewer system,
and because the City has a forecasted Sanitary Sewer Improvement and
Maintenance Plan (SSIMP), the Met Council agreed that if Mendota Heights
continues to invest in sewer rehabilitation and other I/I preventative
measures, that the work would count as the surcharge fee. This week staff
completed the submittal package to Met Council showing the work
completed over the past year.

FRAUD SATURDAY 0843 HOURS
Officer Phil McCarty responded to the lobby to take a report of credit card fraud. The complainant had discovered the
fraudulent charge on her statement. She had already contacted the credit card company and deactivated the account
and she was not held liable for the charge. The credit card company is investigating the incident but required a police
report. Officer cleared.

THEFT SATURDAY 0917 HOURS
Officer McCarty responded to a local business on a check the welfare for an employee who was no longer on the phone.
However, the caller was from their call center who was speaking with someone who seemed to be at the business. Upon
arrival, the employee was found, but the officer learned he had stepped out momentarily and had not encountered any
customers. Entry had been made and property was found to be stolen. Officer McCarty followed up on the suspect
information and an arrest was made. The investigation is on-going, but a formal complaint was filed for Felony Theft.
RUNAWAYSATURDAY 2034 HOURS
Officer Robin Nelson responded to a residence regarding a runaway juvenile who had been exhibiting suicidal behavior.
A KOPS alert was sent, but after following up on leads as to where she might be, the juvenile was found safe in a
neighboring city. Officer cleared
SUSPICIOUS PERSONSUNDAY 0503 HOURS
Officer Jeff VonFeldt observed a suspicious vehicle in a business parking lot occupied by four persons. Upon running
the plate, he found the plate did not match the vehicle description. Upon confronting the driver of the vehicle, the

FRAUD SUNDAY 1407 HOURS
Sergeant Tanner Spicer took a report about threats by text. However, further investigation led to possible fraud via an
Amazon account. The RP was not out any loss and information was gathered to speak with the suspect. Investigation
ongoing.
MISSING PERSON/RUNAWAY SUNDAY 1507 HOURS
The same juvenile as above ran away a second time and had made suicidal comments. Officer McCarty attempted to
find her but no further friends were found that new of her whereabouts. The girl was entered into NCIC as a missing
person/runaway. Later, after speaking further with her parents, her phone was pinged to the Coon Rapids area. It was
learned she had left a residence there a short time ago and she was soon found near a mall by police officers in that
area. Based on her statements and behavior on the way home, she was transported on a mental health hold. Officers
cancelled NCIC and cleared.
MENTAL HEALTH SUNDAY 1920 HOURS
Officer Robin Nelson responded to call to a home where a resident was assaulting other residents. The party was
transported on a mental health hold.
DOMESTIC TUESDAY 1240 HOURS
Officer John Larrive responded to a residence where a mother and son were arguing. It was found that the son had
skipped school and when mom found out, the argument escalated. Father arrived to take son for the night.
IDENTITY THEFT WEDNESDAY 1238 HOURS
Complainant found unauthorized use of his credit card on his bank statement. The bank was able to cancel the
transaction and were investigating. No loss, nothing further.
