Public Works
The Parks Crew mowed, dragged, striped, and chalked ball fields City-wide.
Soccer fields were striped. Trash was picked up daily from the parks. Trees
were trimmed in the parks. The warming house project at Marie Park was
started. They attended a regional safety meeting.
The Utilities Crew checked the lift stations daily. A sanitary sewer inspection
was completed on Victoria Road for repair work that was done. The
guardrails were sprayed for weed control.
The Streets Crew painted crosswalks on Lake Drive and Mendota Heights
Road. Trees blocking a crosswalk sign were cut back on Mendota Heights
Road. On Kendon Lane, they top dressed, seeded, put down an erosion
control blanket, and fixed ruts by a storm drain that was repaired. Storm
grates were cleaned where needed and one was unplugged yesterday on
Northland Drive. Roadside weed mowing continues. The fence is being
repaired in the back of the shop.

City Projects (construction year) New Information in Italics
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) Paved access to Mendota Elementary is open from Lexington
Avenue to west of Walsh Lane. Trail construction and landscaping on the
first portion are nearly complete. Construction of the second portion is well
underway. Weather has slowed construction this week, but substantial
completion remains on schedule. Once the second portion is complete, the
surface layer (wear course) of asphalt will be placed over the entire
roadway. Substantial completion is expected by late September with an

Assessment Hearing at the October 6 City Council meeting.
Annual Sanitary Sewer Rehabilitation (2015) Areas to be lined under this
contract is Huber Drive from Bent Tree to Cheyenne, Mendota Heights Road
from Pilot Knob Road to the lift station, and Rogers Lake Park area. The
first 2000 feet of the interceptor line, from Highway 55 to Lexington, will
also be lined. Contractor will begin cleaning and televising lines on

September 28. Lining will begin on November 2. Project Completion is
expected by the end of November.
Mendota Road Neighborhood Improvements (2016) Project will consist of
reconstructing Mendota Road (Hwy 110 Frontage Road) from Delaware
Avenue to Oak Street, and rehabilitating Warrior Drive, High Ridge Circle,
and Sibley Court. ISD197 will be a financial contributor to the project. A

Public Hearing is set for November 17 during the regular City Council
Meeting. An informal neighborhood meeting will take place on

September 28 from 6:30pm to 8:00pm at City Hall. Residents have
received a letter with notice of the date and time for both the neighborhood
meeting and the Public Hearing. Design aspects of the project will be
discussed at both meetings. City staff has already begun discussing options
for the project with area residents.
Annual Street Striping (2015) Crews will be restriping Marie Avenue
between Victoria and Lexington beginning on Monday. Marie Avenue will
receive a new double yellow stripe, fog lines, crosswalks, and turn lane
arrows. Striping should be complete later next week.

Highway 13 Reconstruction (I-35E to 2 Street) (2015) MnDOT informed
the City that the completion date for this project has slipped to the end of
September, or early October due to Metropolitan Council needing to replace
a sanitary sewer force main. The Lexington to I-35E resurfacing portion of
nd
the project is essentially complete. Lexington to 2 Street in Mendota
remains closed. Access to residents and businesses between I-35E and
Lexington is being maintained. The City of Lilydale sponsored drainage
improvement project is also nearly complete. For more information about

Highway 149 (Dodd Road) Rehabilitation (2018) MnDot is conducting soil
thth
borings between September 8 and September 18 that include taking
samples in private driveway aprons within the MnDOT right-of-way. City
staff sent out notifications to residents along Dodd Road that will be affected
by these samples. Staff attended the second open house on Tuesday, held
at Capital View Café in Saint Paul. A third open house will be held in
st
Mendota Heights on October 1 (see
attached flyer). These open houses are designed to provide the public with
the opportunity to comment BEFORE the project is designed. The project
will replace the pavement surface of Highway 149 from I-494 north to West
th
7 Street in Saint Paul. Also included in the project will be drainage
improvements, curb replacement in specified areas, trail rehabilitation from
Highway 110 south to Mendakota Park, and new trail construction from
Maple Street north to Marie Avenue. The project also included a complete
re-decking of the High Bridge in Saint Paul. The City will be contributing
costs to the trail improvements, but the rest of the project is funded by

Highway 110 Rehabilitation (2017) MnDOT will be requesting Mendota
Heights for Local Government Concurrence on this project at the October

20 City Council Meeting. This project will resurface Highway 110 between
I-35E and I-494, including drainage improvements. Several access changes

Highway 13 (Annapolis Street) Rehabilitation (2018) MnDOT will be
resurfacing Annapolis Street as part of this project. City staff has contacted
some adjoining property owners about the possibility of sidewalk being
installed on the south side of Annapolis. All responses have been forwarded

The latest from the Mendota Heights Police Department

MENTAL HEALTH FRIDAY 16:57 HOURS
Officers Robin Nelson and Steve Hilyar reported to the police lobby on a welfare check. The RP witnessed a
woman with a walker, bags attached to it, walking along side of Hwy 55 so decided to check on her. The RP
made contact with Dakota County Crisis who advised them to report to their local police department.
Nelson met with the woman who stated that she was kicked out of the Mendota Motel so was going to go to
to angry and yelling. DC Crisis informed Nelson that due to her history of argumentative and physically
combative behavior, that no shelter would take her. Nelson then contacted HealthEast who transported her
to the hospital on a Health & Welfare Hold.
THEFT OF GAS SUNDAY 14:23 HOURS
Officer John Larrive responded to a local gas station on a theft of gas report. Upon arrival, he was met by
store employee who stated that a purple Dodge Charger with a white stripe down the middle pumped $27.20
worth of gas and drove off without paying. The employee was able to obtain the license plate number of the
suspect vehicle. Larrive ran the plate and it did match the vehicle description. A letter was sent to the
registered owner.
DOMESTIC ASSAULT SUNDAY 18:17 HOURS
Officer Steve Hilyar along with Sergeant Peyton Fleming responded to a call on a physical altercation between
a male and female along side 35E. Hilyar located the vehicle and saw a male yelling at the female. Hilyar
handcuffed the male and made contact with a witness who stated that the car pulled over on the side of the
highway, the male then went around and pulled the female out of the car by her hair and throw her down.
He then saw the male begin to punch the female repeatedly with closed fists for about a minute. The male
was placed under arrest and issued a citation for Domestic Assault.
DWI/PROPERTY DAMAGE ACCIDENT SUNDAY 19:36 HOURS
Sergeant Peyton Fleming was dispatched to a local gas station on a property damage hit and run accident
report. The suspect vehicle was described as an older Ford Explorer. While en route he was flagged down by
witness pointing Fleming in the direction of the suspect vehicle. He made contact with the male driver and
observed bloodshot eyes, slurred speech and unsteady on his feet. He was asked to perform field sobriety tests
in which he failed. He was placed under arrest. The damage on his vehicle was consistent with that at the gas
station.
MENTAL HEALTH MONDAY 23:01 HOURS
Officer Nick Gorgos and Sergeant Peyton Fleming received information that a juvenile female was making
threats via Facebook about killing herself. Officers were able to obtain the address of the juvenile and made
contact with her. The female admitted to making the threats and stated that her parents were out of state and
that someone was to be watching her but only came for an hour. Attempts were made to contact the parents
with no luck. Officers were able to obtain her grandparents phone number and spoke with them. They were
unsure why the person responsible to stay with her was not there and agreed to come and stay with her.
Officers could see cut marks on the female and decided it was best to call HealthEast and have her
transported to the hospital on a Health & Welfare Hold.
