August 11, 2015
The August meeting of the Mendota Heights Parks and Recreation Commission was held on
Tuesday, August 11, 2015 at Mendota Heights City Hall, 1101 Victoria Curve.
Chair Hinderscheid called to order the parks and recreation commission meeting at 6:30 p.m.
The following commissioners were present: Chair Hinderscheid, Commissioners: Ira Kip,
Stephanie Levine, Michael Toth, Jack Evans, David Miller, and Joel Paper and Student
Representatives Joe Quehl. Staff present: Recreation Programmer Sloan Wallgren.
Approval of Agenda

Apprival of Minutes from July 14, 2015
COMMISSIONER PAPER MADE A MOTION TO APPROVE THE MINUTES FROM THE
JULY 14, 2015 MEETING; COMMISSIONER LEVINE SECONDED THE MOTION.

Marie Park Hockey Rink and Warming House
Mr. Wallgren informed the commission that the Marie Park Hockey Rink would soon be
striped for pickleball and basketball. The surface has already been painted gray and will not be
lined for new sports during the summer months. The construction of the warming house at
Marie Park will begin very soon.
Par 3 Report
Mr. Wallgren informed the commission that the golf course is doing great so far this year. The
addition of footgolf has been a huge success. Many of the golf leagues will begin to finish near
the end of August, but there is still plenty of time left for golf this season.
Mr. Wallgren informed that commission that staff stained the maintenance building at the Par 3
during the month of July, to bring back its beautiful natural color.
Financial data will be provided at a future date.
Off -Leash Dog Area
Mr. Wallgren informed the commission that the city council is planning on moving forward
with the temporary off -leash dog area near Pilot Knob. Mr. Wallgren informed the
commission that staff is getting options and pricing for fencing, and that the fence would be
installed near the end of September.
Mr. Wallgren also provide the commission with a list of rules for the off -leash area.
Commissioner Levine would like to see the works "healthy and vaccinated" added to the rules,
also the age requirement for unsupervised children should be changed from 18 to 12 or 16.

Announcements
Mr. Wallgren announced that the Mendota Heights Athletic Association is new taking
registrations for basketball. The Sibley Area Hockey Association is also taking registration for
their programs.
Commission Comments
Commissioner Kipp thought it was a good meeting and glad to see the golf course doing well.
Commissioner Levine thanked the council for all the work involved with establishing a dog park.
Commissioner Paper was glad to hear the golf course is doing well. He also complimented
MHAA for having over 600 kids participating in soccer this fall. Commissioner Paper also
mentioned that he West St. Paul Splash Pad is now open.
Commissioner Toth wanted to give credit to councilmen Polvony and Norton for seeing a better
vision for the area that will be an Off -Leash Dog Area.
Commissioner Miller thought we had a good discussion and was glad to see the golf course doing
well.
Chair Hinderscheid was glad to see people using the new tennis courts at Ivy Hills Park and
wanted to thank everyone for everything that the commission has accomplished so far this year.

SUBJECT: Kensington Park Activity
Update
Over the past four years the number of youth participating in the Mendota Heights Athletic
Association Soccer Program has grown from 220 to over 660. While this increase in youth
athletics is great, it also means much more traffic and congestion around the Kensington Park area.
The soccer program uses the fields at Kensington Monday through Thursday from 6:OOpm-7:30pm
and Saturdays from 9:OOam to 3:OOpm. Friday and Sundays are used for makeup dates. This year
the group is using the fields from August 10th to October 10th
Staff has received several phone calls and emails from residents near the park that are concerned
about parking, speeding and overall safety concerns when the streets are this crowded. Some
residents form the Kensington neighborhood are planning on attending the meet to voice their
concerns.

SUBJECT: Park Bench Donation — Roland Flynn
BACKGROUND
Mr. Flynn has submitted a request to make a donation through our Park Bench Donation
program. Mr. Flynn has requested to locate a bench at the southeast corner for Lexington Ave
and Avanti Drive. Staff has reviewed the request and found the requested location to be suitable
for a park bench.
The Park Bench Donation program was adopted in 2001. Through the program, a resident may
donate $1,000 to the city to offset the costs to purchase and install a park bench. Any costs above
the donated amount would be the responsibility of the city.
BUDGET IMPACT
Costs to purchase and install the park bench exceeding $1,000 may be drawn from the Parks
Equipment Repair/Maintenance line item. The current cost of a bench similar to previously
installed units is $1,000. Additional costs include site preparation, concrete and labor.
RECOMMENDATION
Staff recommends accepting the park bench donation. If the parks and recreation commissions
wishes to implement the recommendation, pass a motion approving the requested park
bench donation. Staff would then send a letter to the property owner that is ajecent to where the
bench would be located to see if they have any objections.

SUBJECT: Friendly Hills Playground
Update
Staff has received several phone calls regarding a particular piece of playground equipment at
Friendly Hills Park. This piece of equipment is an artificial rock that is used to climb up and is
also used as a bridge between two larger play areas. The issue is that kids are falling off of the
rock because there are no guards or handrails. The piece of equipment is roughly five feet tall.
Staff has contacted Landscape Structures to see if there is a way to install hand rails to the
current pieces of equipment. Landscape Structures is also looking for a piece that could replace
the rock.
Staff has included photos of the current equipment.

SUBJECT: August Par 3 Update
Update
The golf course remained busy during the month of August as our Jr. Golf League and Jr. Golf
Camps ran until early September. Footgolf continues to bring new customers to the course every
day. All of our Groupon promotions for golf and footgolf expire October 31, 2015.
Our Women's League, Junior League and Golf camps have finished for the season.
Maintenance Update
We are planning on aerating the greens on September 28, 2015, however this should have little
impact on the playability of the golf course.
Budget
Total sales for the month of July were $32,018 and total expenses were $26,874. Total sales for
the year through July are $110,616 and expenses are $82,479 resulting in a net profit of $28,137
year to date. We saw a large increase in Clubhouse Wages for July 2015 due to the fact that we
ran more Golf Camps, and during July 2015 there were three pay periods. The Clubhouse Wages
will be lower in the month of August for 2015 compared to August 2014, which included three
pay periods.
