July 14, 2015
The July meeting of the Mendota Heights Parks and Recreation Commission was held on
Tuesday, July 14, 2015 at Mendota Heights City Hall, 1101 Victoria Curve.
Chair Hinderscheid called to order the parks and recreation commission meeting at 6:30 p.m.
The following commissioners were present: Chair Hinderscheid, Commissioners: Ira Kip,
Stephanie Levine, Michael Toth, and Joel Paper and Student Representatives Joe Quehl.
Absent: Commissioner Evans and Commissioner Miller. Staff present: Recreation
Programmer Sloan Wallgren.
Approval of Agenda
COMMISSIONER TOTH MADE A MOTION TO APPROVE THE AGENDA;
COMMISSIONER LEVINE SECONDED THE MOTION.

Recreation Programs Update
Mr. Wallgren updated the commission on all of the programs that have been taking place so far
this summer He also updated the commission on the remaining programs that are schedule for
the summer. The remaining programs include: Summer Playground Program, Thursday Field
Trips, Adult Softball Tournament, Traveling Parks Program, Monday Puppet Wagon Show,
Tuesday Theatre Shows and live Music at Market Square on Wednesday nights.
2016 Budget Planning
Mr. Wallgren informed the commission that staff has been working on the budget for 2016
programs and events. One area that staff is looking to expand is hosting a few Movie in the
Park events for next year.
Par 3 Report
Mr. Wallgren informed the commission that the golf course is doing great so far this year. The
great weather and the addition of Footgolf have really increased the revenue for the year.
There are still many small group outing planned of the months of July and August.
Mr. Wallgren informed that commission that staff has made several improvements to the golf
course and clubhouse such as new ball washers and new umbrellas for the patio. Improvements
to the maintenance operations include a new 30 gallon gas tank for diesel fuel and the purchase
of a used mower.
Announcements
Mr. Wallgren announced that the Mendota Heights Athletic Association is new taking
registrations for basketball. He also relayed some positive comments about Mendakota Park
made by the Dakota County Assistant Attorney. Finally, Mr. Wallgren encouraged people to
enjoy our remaining musical entertainment at Market Square Park Wednesday nights starting
at 6:30PM.

Commission Comments
Commissioner Kipp thought it was a good meeting.
Commissioner Levine was happy to see all of the great programs this summer and encouraged
people to get out and enjoy our great trails.
Commissioner Paper thanked staff for all the work, his family had a blast at the Fishing Derby and
he was glad that the golf course was doing so well.
Commissioner Toth announced that he had a great time at the Fishing Derby and was glad to see
so many families out at Rogers Lake.
Chair Hinderscheid had a great time at the Fishing Derby and was glad to see that the city is
making progress with an off -leash dog area.

SUBJECT: Marie Park Update
Update
The city council approved the replacement of the Marie Park Warming house last week. The same
contractor is also installing the new hockey boards at Wentworth Park and will begin the warming
house project as soon as the hockey boards are installed.
We have painted the hockey boards at Marie Park, and are now waiting to see if we can have the
blacktop seal coated with a gray color. If we cannot seal coat with a gray color we will paint the
surface gray, and then stripe it for pickleball and basketball. The equipment for pickleball has
been ordered.
Staff has attached a photo of what the new area will look like.

SUBJECT: July Par 3 Update
Update
The golf course remained busy during the month of July with golfers and footgolfers. We are
continuing to see large groups of footgolfers visit our course every day, and have booked and
hosted many group outings. We have limited the footgolfers to Tuesday, Wednesday and
Thursday from noon to 3:OOpm and Friday, Saturday, Sunday and Monday after noon. This allows
us to accommodate our golf leagues and busy Saturday and Sunday mornings.
Our Women's League, Junior League and Golf Camps will finish up for the season right
before Labor Day. We have had great participation in our leagues and camps this year.
Maintenance Update
The weather has been very good for the golf course. The course conditions remain very good and
we are still continuing to receive many complements from golfers and footgolfers. During the
month of July we stained the maintenance building to bring back the beautiful color of the building.
We are planning on aerating the greens on September 28, 2015.
Budget

SUBJECT: Off -leash Dog Area Update
Update
The council has decided to move forward with creating a temporary Off -Leash Dog Area at Pilot Knob,
south of Acacia Boulevard and east of Pilot Knob Road. Staff is in the process of getting several quotes
from fence companies. We are asking for quotes on 4' and 6' foot fences as well as an option for including
a small dog/passive dog area.
The Off -Leash Dog Area will continue to be mowed twice a year. Our Public Works Department will
empty the trash can on a daily basis. The Police Department will patrol that area just as they do any other
park in the city.
Staff and council are still working on how this project will be funded.
Staff has attached a list of rules for the Off -Leash Dog Area as well as a list of tips to help ensure users
have a pleasant experience while visiting the Off -Leash Dog Area.
Off -Leash Dog Area Rules
• Park is open to all off -leash permit holders from 7:OOam-9:OOpm daily.
• All users must carry or display their off -leash passes.
• All dogs must be properly licensed.
• All dogs must enter and exit the off -leash area on a leash.
• Handlers must remain in the off -leash area at all times with their dogs.
• Female dogs in head are not allowed.
• Users may bring up to 3 dogs.
• Children under the age of 18 are not allowed unless supervised by an adult.
• Cigarettes and glass are not allowed in the off -leash area.
• Owners must clean up their dog's waste immediately and dispose of properly.
• Owner is responsible for filling any holes that their dog may create.
• Aggressive dog behavior is not allowed.
• Dogs must wear a collar at all times.
• Owners must have a leash at all times.
• All items taken into the off -leash area must be taken out when you leave.
• Owners will be held liable for all actions taken by their dog(s).
• All other City ordinances must be followed.
Off -Leash Dog Area Tips
Make sure your dog has a license, off -leash permit and all vaccinations.
Bring fresh water for you dog(s) to drink. Don't allow your dog to drink standing water.
Extend common courtesy to all other do park users.
Pick up after your dog and bring a spare bag to share.
Do not bring food or dog toys into the off -leash area, as these items may cause conflict.
Do not bring glass containers into the off -leash area.
